In den 1960er Jahren wurden bildungspolitische Weichenstellungen vorgenommen, durch die das gegliederte deutsche Bildungssystem durchlässiger werden sollte. Angesichts der in Deutschland stark ausgeprägten sozialen Ungleichheit im Zugang zu höherer Bildung zielten diese Maßnahmen auch darauf ab, Schülern aus benachteiligten oder bildungsfernen Familien den Weg an die Hochschulen zu ermöglichen. Steffen Schindler untersucht, ob und in welcher Weise die genannten Prozesse der institutionellen Öffnung zur Reduktion sozialer Bildungsungleichheiten beim Zugang zur Hochschulbildung beigetragen haben. Dabei konzentriert er sich auf Veränderungen im Bereich der Hochschulzugangsberechtigung und deren Auswirkungen auf die Studierneigung von Studienberechtigten. In seinen empirischen Analysen nutzt der Autor die amtlichen Daten aus der Schul- und Hochschulstatistik, die Mikrozensuserhebungen sowie die Studienberechtigtenbefragungen des Hochschul-Informations-Systems (HIS).

AbstractEducational aspirations can be regarded as a predictor of final educational attainment, rendering this construct highly relevant for analysing the development of educational inequalities in panel data settings. In the context of the German tracked secondary school system, we analysed school-track effects on the development of educational aspirations. Using data from five consecutive waves of the National Educational Panel Study (NEPS), we selected a sample of high-performing students with initially high aspirations. Our results indicate that pupils in the nonacademic track or with a low social origin tend to lower their aspirations significantly more often than pupils in the academic track or pupils with a high social origin. With mediation analyses, we demonstrate that these differences can be attributed to learning environments at the school level. We also show that the downward adjustment of aspirations in the nonacademic track is less pronounced for students from highly educated families than for students from low-education family backgrounds.

This article discusses effectively maintained inequality considering two different examples from the Germany education system: secondary school attainment and enrolment in highly ranked universities among freshmen. In our analyses of secondary school attainment, we investigate whether considering differentiation in upper secondary education leads to other conclusions than restricting the analyses to the conventional distinction between the traditional degree levels. In our analyses of university choice, we investigate whether the introduction of university ranking lists has created a new qualitative dimension of inequality in the German higher education system.

Our aim is to assess how the number of working-class students entering German universities can effectively be increased. Therefore, we estimate the proportion of students from the working class that would successfully enter university if certain policy interventions were in place to eliminate primary effects (performance differentials between social classes) and/or secondary effects (choice differentials net of performance) at different transition points. We extend previous research by analysing the sequence of transitions between elementary school enrolment and university enrolment and by accounting for the impact that manipulations at earlier transitions have on the performance distribution and size of the student 'risk-set' at subsequent transitions. To this end, we develop a novel simulation procedure which seeks to find viable solutions to the shortcomings in the German data landscape. Our findings show that interventions are most effective if they take place early in the educational career. Neutralizing secondary effects at the transition to upper secondary school proves to be the single most effective means of increasing participation rates in tertiary education among working-class students. However, this comes at the expense of lower average performance levels.

Soziale Disparitäten bei Bildungsübergängen lassen sich nach Boudon auf primäre und sekundäre Effekte der sozialen Herkunft zurückführen. Primäre Effekte bezeichnen herkunftsabhängige Unterschiede im schulischen Leistungsniveau, sekundäre Effekte bezeichnen soziale Unterschiede bei Bildungsentscheidungen, die darüber hinaus auch bei gleichen Leistungen auftreten. Anhand von vier von der Hochschul-Informations-System GmbH (HIS) bereitgestellten Datensätzen über Studienberechtigtenkohorten von 1983 bis 1999 berechnen wir durch kontrafaktische Dekompositionsmethoden die relative Bedeutung primärer und sekundärer Effekte beim Zugang zur Hochschulbildung. Darüber hinaus versuchen wir sekundäre Effekte zu modellieren. Es zeigt sich, dass die soziale Ungleichheit beim Übergang zur Hochschule hauptsächlich auf sekundäre Effekte zurückzuführen ist. Sie machen etwa 80 % der Disparitäten zwischen Studienberechtigten aus Dienst- und Arbeiterklassen aus und lassen sich insbesondere durch finanzielle Aspekte der Ausbildungswahl, durch Interesse an wissenschaftlicher Arbeit, aber auch durch die Art und Weise des Erwerbs der Hochschulreife erklären. Ferner zeigt sich, dass trotz eines leichten Anstiegs der sozialen Selektivitäten beim Hochschulzugang das Verhältnis von primären und sekundären Effekten über den Beobachtungszeitraum stabil bleibt.

In this article, the relationship between study programs in higher education and the risk of holding a temporary contract is investigated in a comparative perspective. We find that the effects fields of study have on the type of contract can be better explained by their link to occupational positions than by field specificity differentials. Furthermore, fields of study are more important in explaining the individual risk of holding a temporary contract in the German rather than in the UK labor market. This may be attributable to the higher degree of standardization of the German educational system.
