Environmental issues continue to grow in international prominence, owing to the importance of environ- mental conditions to human wellbeing globally. This paper focuses on why people's values toward care for nature and environmental protection change - one of the antecedents to pro-environmental norms and behaviour. We aimed to clarify how individual and country-level contextual factors affect environmental values in Europe. Our cross-national study used data on individual environmental values from the 2004 and 2012 rounds of the European Social Survey, in combination with macro-level data on socio-economic security, countries' environmental performance and educational levels. Country-level results revealed that throughout the studied years, nature held more importance to people in countries with increased levels of unemployment and exacerbated income disparities, including in transitional, post-socialist economies. Care for environment is less prominent in countries already performing well in terms of socio-economic and environmental performance, i.e. in states that may have higher resilience capacity towards adverse environmental impacts. Besides a state's science education, which functions as an effective socialiser of caring for nature, practical experiences with adverse environmental impacts (e.g. health impairment) could be used to predict an increase in the mean value of the natural environment in a country.

This paper draws on a detailed empirical study of the implementation of the EU's Drinking Water Directive in Estonia and Lithuania in order to understand the factors shaping the Europeanisation of risk regulation regimes in Eastern accession states. Adopting a 'whole-regime' methodological approach, the paper explores the key drivers and constraints shaping the transposition as well as the practical implementation of the law. The study shows how 'conditionality' pressures to adopt the EU acquis in order to access European economic and financial support networks have reinforced, rather than overcome, historically entrenched regulatory cultures. Going beyond well-known typologies of Europeanisation, the paper identifies a distinctive 'blind-eye' style of Europeanisation in which conditionality pressures have favoured selective compliance with ill-suited EU rules at the expense of tackling significant drinking water risk problems. The paper shows how such symbolic policy practices have been shaped through a combination of the countries' shared Soviet legacies of elite-centred and legalistic governance cultures, the active coping strategies of street-level inspectors, as well as wider sociopolitical contexts that have limited the impact of civil society actors such as scientists, NGOs, and the general public in strengthening risk regulation in the Baltic states. The paper also shows, however, that the different post-Soviet ideological orientations and administrative reform programmes of Eastern European accession states can override their common Soviet legacies and lead to significant national variation in risk regulation processes and outcomes.

AbstractCrisis and disaster research has extensively contributed to theoretical, conceptual, methodological and empirical advances in the understanding of resilience, vulnerability, social capital and risk awareness. These concepts identify complex social phenomena, which are intensified, in both positive and negative terms, by crises and disasters. However, the accumulation of knowledge about these notions has produced a vast range of definitions, which affects the way they are used in the study of crises and disasters. This paper sets a research agenda, by promoting a conceptual model to help simplify and make more researchable these complex concepts. This model stems from a triangulation of methods, with the goal of providing more researchable definitions of these notions and of illustrating linkages among them, seldom addressed in the way this model suggests, in the context of the crisis management cycle.

AbstractWhile social vulnerability assessments should play a crucial part in disaster management, there is a lack of assessment tools that retain sensitivity to the situation‐specific dynamics of vulnerabilities emerging in particular hazard scenarios. We developed a novel scenario‐based vulnerability assessment framework together with practitioners in crisis management and assessed the suitability of its components in three past crises and their scenario‐based derivations: a large‐scale power outage, the COVID‐19 pandemic, and a cyber‐attack. Rather than deterministically concluding about vulnerability based on prefixed factors, the framework guides relevant stakeholders to systematically think through categories of vulnerability pertinent to a scenario. We used a table‐top exercise, interviews, and focus groups to demonstrate how the framework broadens the crisis managers' understanding of the scope of factors that may cause vulnerability, the related sources of information and enables to identify individuals burdened by certain vulnerability mixes. The new framework could be applied to different types of crises to enhance preparedness, demand‐driven relief and rescue during critical events.

AbstractWhile there is still a vast body of scholarly research in crisis and disaster management that considers social capital an asset for lessening negative impacts from crises, this paper investigates an underexplored aspect of social capital—its microlevel positive and negative instances in the crisis response—a quite neglected phase of the crisis management cycle when it comes to studying the role of social capital. To underline social capital's double‐edged aspects, this paper draws from the handful of studies that focus on individual social capital in crisis response, to systematize their findings according to bonding, bridging, and linking social capital and positive and negative impacts. In addition, the paper considers these findings to analyze the 2011 Utøya terrorist attack in Norway, to uncover new positive and negative effects of individual social capital, thus contributing to pushing the research agenda toward a more critical appraisal of individual social capital.

AbstractIn this article, we provide an overview of the ways in which disaster managers in eight European countries use social media to mitigate people's vulnerability to hazards. Our document analysis and 95 expert interviews in Germany, Italy, Belgium, Sweden, Hungary, Finland, Norway, and Estonia revealed six distinct institutional social media practices that may reduce disaster vulnerability: sharing educational guidelines, informing and warning the public, identifying citizens' concerns, identifying missing persons, sharing guidelines during disaster, and organizing volunteers. We discuss how these practices could affect people's ability to access, understand, and react adequately to information about risks and hazards. Our findings can be used to improve guidelines for official crisis communication on social media and demonstrate the value of using social media in disaster risk reduction.

International audience ; The Paris Agreement aims to limit global mean temperature rise this century well below 2 degrees Celsius above pre-industrial levels. This target has wide-ranging implications for Europe and its cities, which are the source of substantial proportions of greenhouse gas emissions. This paper reports the state of planning for climate change by collecting and analysing local climate mitigation and adaptation plans across 885 urban areas of the EU-28. A typology and analysis framework was developed that classifies local climate plans in terms of their spatial (alignment with local, national and international policy) and sectoral integration (alignment into existing local policy documents). We document local climate plans that we call type A1: non-compulsory by national law and not developed as part of international climate networks; A2: compulsory by national law and not developed as part of international networks; A3: plans developed as part of international networks. This most comprehensive analysis to date reveals that there is large diversity in the availability of local climate plans with most being available in Central and Northern European cities. Approximately 66% of EU cities have an A1, A2, or A3 mitigation plan, 26% an adaptation plan, 17% joint adaptation and mitigation plans, and about 30% lack any form of local climate plan (i.e. what we classify as A1, A2, A3 plans). Mitigation plans are more numerous than adaptation plans, but mitigation does not always precede adaptation. Our analysis reveals that city size, national legislation, and international networks can influence the development of local climate plans. We found that size does matter as about 70% of the cities above 1 million inhabitants have a comprehensive and stand-alone mitigation and/or an adaptation plan (A1 or A2). Countries with national climate legislation (A2), such as Denmark, France, Slovakia and the United Kingdom, are found to have nearly twice as many urban mitigation plans, and five times more likely to produce urban adaptation plans, than countries without such legislation. A1 and A2 mitigation plans are particularly numerous in Denmark, Poland, Germany, and Finland; while A1 and A2 adaptation plans are prevalent in Denmark, Finland, UK and France. The integration of adaptation and mitigation is country-specific and can mainly be observed in countries where local climate plans are compulsory, especially in France and the UK. Finally, local climate plans of international climate networks (A3) are mostly found in the many countries where autonomous, i.e. A1 plans are less common. The findings reported here are of international importance as they will inform and support decision-making and thinking of stakeholders with similar experiences or developments at all levels and sectors in other regions around the world.

A typology and framework for analysis was developed that classifies local climate plans in terms of their alignment with spatial (local, national and international) and other climate related policies. Out of eight types of local climate plans identified in total we document three types of stand-alone local climate plans classified as type Al (autonomously produced plans), A2 (plans produced to comply with national regulations) or A3 (plans developed for international climate networks). There is wide variation among countries in the prevalence of local climate plans, with generally more plans developed by central and northern European cities. Approximately 66% of EU cities have a type Al, A2, or A3 mitigation plan, 26% an adaptation plan, and 17% a joint adaptation and mitigation plan, while about 33% lack any form of stand-alone local climate plan (i.e. what we classify as Al, A2, A3 plans). Mitigation plans are more numerous than adaptation plans, but planning for mitigation does not always precede planning for adaptation. Our analysis reveals that city size, national legislation, and international networks can influence the development of local climate plans. We found that size does matter as about 80% of the cities with above 500,000 inhabitants have a comprehensive and stand-alone mitigation and/or an adaptation plan (Al). Cities in four countries with national climate legislation (A2), i.e. Denmark, France, Slovakia and the United Kingdom, are nearly twice as likely to produce local mitigation plans, and five times more likely to produce local adaptation plans, compared to cities in countries without such legislation. Al and A2 mitigation plans are particularly numerous in Denmark, Poland, Germany, and Finland: while Al and A2 adaptation plans are prevalent in Denmark, Finland, UK and France.
