Political rights are themselves one of the main cores of human rights, since they only find fertile soil in a democracy. Having this in mind, since many decades the idea of political rights, beyond active suffrage, has gained ground in the countries, which has led to a great contribution by international human rights documents and the jurisprudence of international courts, as the Inter-American Court of Human Rights. In this sense, this article reviews this set of rights from its normative perspective in the international arena, which is complemented by the analysis of decisions issued by the Inter-American Court of Human Rights. To achieve this, it made a documentary and jurisprudential review on the topic. ; Los derechos políticos son en sí uno de los pilares centrales de los derechos humanos, ya que solo encuentran suelo fértil en una democracia. Ante esto, hace muchas décadas que la idea de derechos políticos, más allá del sufragio activo, ha ganado terreno en los países, lo que ha derivado en una gran contribución por parte de los documentos internacionales de derechos humanos y de la jurisprudencia de cortes internacionales, como es el caso de la Corte Interamericana de Derechos Humanos. En este sentido, este artículo revisa este conjunto de derechos desde su perspectiva normativa en el ámbito internacional, lo que se complementa con el análisis de decisiones dictadas por la Corte Interamericana de Derechos Humanos. Para lograrlo, se hizo una revisión documental y jurisprudencial sobre el tema.
El actual entorno global caracterizado por la pluralidad de actores internacionales, la aceleración del progreso técnico-productivo y la creciente interdependencia entre los territorios de distintas partes del mundo, favorece la internacionalización de actores antes ausentes en el plano externo, entre los que se encuentran los gobiernos locales. En algunos casos estos actores han logrado potenciar sus estrategias de Desarrollo Local en base al aprovechamiento de las oportunidades de internacionalización que ofrece el nuevo entorno global, constituyendo lo que se denomina una Política Internacional subestatal. El objetivo del presente trabajo es analizar cómo la implementación de la Política Internacional en el Municipio de Tandil (Buenos Aires, Argentina), y específicamente su participación en la Red de Mercociudades, han contribuido al Desarrollo Local. ; The actual global context is characterized by plurality of international actors, acceleration of technical and productive progress and increasing interdependence between the territories of different parts of the world. This promotes the internationalization of actors that often couldn't participate in the global system such as the local governments. This forum presents a snapshot of the current state of neoclassical realist theorizing. Its contributors are self-identified neoclassical realists who delineate their version of neoclassical realism (NCR), its scope, object of analysis, and theoretical contribution. From the standpoint of NCR, they contribute to and reflect on the "end of IR theory" debate. NCR has come under criticism for its supposed lack of theoretical structure and alleged disregard for paradigmatic boundaries. This raises questions as to the nature of this (theoretical) beast. Is NCR a midrange, progressive research program? Can it formulate a grand theory informed by metatheoretical assumptions? Is it a reformulation of neorealism or classical realism or an eclectic mix of different paradigms? The forum contributors argue that NCR, in different variants, holds considerable promise to investigate foreign policy, grand strategy and international politics. They interrogate the interaction of international and domestic politics and consider normative implications as well as the sources and cases of NCR beyond the West. In so doing, they speak to theorizing and the utility of the theoretical enterprise in IR more generally.
Seit den achziger Jahren hat die EG den Reformprozeß in Osteuropa durch ein Netz von bilateralen Handels- und Kooperationsabkommen unterstützt. Von besonderer politischer Symbolkraft ist das im Dezember 1989 unterzeichnete Abkommen mit der UdSSR. Nach jahrzehntelanger Ablehnung erkennt die Sowjetunion die EG als internationalen Partner auf wirtschaftlichem Gebiet und im Politikdialog an. Auch im Rahmen multilateraler Hilfsprogramme für Osteuropa spielt die EG eine wichtige Rolle. Ihre Aktivitäten gegenüber dem Osten stehen nicht im Gegensatz zu dem Binnenmarktziel 1992. Analysis of the possibilities of applying the new concept to ensure the security ofUkraineis relevant.The purpose of the article is to improve the methodological provisions for assessing the effectiveness of the ways the Ukrainian armed forces interact with NATO in solving the conflict in the east of Ukraine based on the use of the fuzzy set theory method and cluster analysis.The North Atlantic Alliance is introducing an effective concept of supporting and developing the capabilities of the security and defense sectors and practical mechanisms for its implementation, which can solve many security and defense problems of non-NATO countries. At the same time, the introduction of such a concept requires partner countries to change the regulatory framework and appropriate infrastructure preparation.The methodology for assessing the effectiveness of the ways in whichUkraine's armed forces interact with NATO is analogous to the Methodology for evaluating modern military conflicts and is adapted to create a database of the routes themselves and to clarify the phases (stages) of the development of modern military conflicts.Using the adapted Methodology, a numerical experiment was conducted, which allowed:identify effective ways of interaction of the armed forces with NATO in modern conditions;clarify the phases (stages) of conflict development;to numerically determine the performance factors of the ways of interaction of the armed forces of NATO in modern conditions, depending on the phases (stages) of the development of the conflict;to numerically determine the performance factors of the ways the Ukrainian armed forces interact with NATO to resolve the conflict in the east ofUkraine.For the conflict in the east of Ukraine in modern conditions, except for the existing initiatives, there will be a new initiative "support for security and defense forces". This paper complements the limited scholarly interest in the case of the Association of Southeast Asian Nations (ASEAN)'s consistent practice of word-deed gaps, or "hypocrisy" according to some scholars, by employing the insights of organisational sociology. Specifically, it introduces a claim that the gap between ASEAN's words and deeds can be understood as an organisational response to its material and political vulnerability in relation to its major external stakeholders, aiming to ensure its survival and adaptability. Accommodating multiple, or sometimes even conflicting, demands from various external actors, ASEAN may be able to secure its material and diplomatic engagement in developmental and political regionalism within Southeast Asia. However, ASEAN also wants to protect its local identity and practices; or it may want to avoid forced internal reforms at an undesirable scale and pace. In this context, organised hypocrisy would likely become a vital consideration for the complex institution. For ASEAN, this paper notes, these word-deed gaps reflect the way it wants to manage conflicting external demands as an international social agency.
