Abstract
This background report is designed to provide basic data on the status of structural adjustment operations, an introduction to some of the unsettled issues regarding the design of adjustment policies, the attitudes of some of the key parties, and the results of research into past adjustment activities. Section 2 reviews the history of structural adjustment lending and is followed by background information on the activities of the EC relevant to the discussion. There is then an analysis of the theoretical underpinnings of the conditionality associated with much past structural adjustment activity and of the experience to date of the World Bank and the EC. A concluding section draws the lessons for Lome IV
