Abstract
Analyzes the political landscape in which poverty reduction takes place, highlighting the controversial realities policymakers & bureaucrats face in designing & implementing poverty-reducing policies. Because many nonpoor actors have a stake in how resources in a society are distributed, a model of conflict is more realistic than a model of harmony in which everyone is in favor of pro-poor policies. Considered here are the political implications of the global commitment to eradicate poverty expressed at the 1995 UN World Summit for Social Development, held in Copenhagen, Denmark. 1 Photograph, 6 References.
