Abstract

The levying of charges for the use of public services or the carrying out of official duties is a fundamental feature of being state action. Parking fees in many ways, the everyday interactions between the state and its citizens. Make money publicly-legal work, which is the occasion individually attributable, public services imposed on the debtor side and fees are intended to cover, building on this achievement all or part of their costs. Fees are to some extent a matter of course in the political and social everyday life; neither justified nor its design, apart from rare cases of strong politicization, subject of major policy debates.
