Évaluation des politiques publiques et sciences sociales utiles. Raisons des décideurs, offres d'expertise et usages sociaux dans quelques pratiques régionales.

L'évaluation des politiques publiques est ici utilisée prioritairement comme un instrument de légitimation du territoire régional, soit en relation avec l'État, soit au seul profit de la Région en tant que collectivité territoriale. Des finalités plus pratiques peuvent s'y ajouter, pour lesquelles sont sollicités des réseaux d'expertise, variables d'une région à l'autre. La procédure d'évaluation montre, dans le cas particulier du dispositif breton, que si des garanties formelles tendent à objectiver le travail évaluatif, celui-ci se situe à l'intérieur d'un processus qui inscrit la régulation scientifique dans un contexte administratif qui le dépasse et qui conforte l'élite administrative. En revanche, l'évaluation est très inégalement une fonction du politique. Les méthodes utilisées varient également : la recherche d'une auto-légitimation régionale, notamment par rapport aux services de l'État, peut favoriser des approches sociologiques qui permettent de rendre compte de ce qui fait sens dans l'action publique, tandis qu'une démarche conjointe État/Région porte à recourir à l'approche statistique, surtout lorsque les configurations locales s'y prêtent, au risque d'occulter la dimension politique des politiques publiques.

The landscape of research, resources, involved organizations, and services related to social science data has developed quite differently in the USA and in Germany in the last few decades. For instance, while established (even if still developing) in the USA, the role of a designated "data librarian" in the academic/research environment is something quite new in Germany; while the federal statistical system in the USA is based on the activities of several dozen individual agencies, Germany has a single Federal Statistical Office, along with at least equally important central statistical offices for each of its states; and the practice of conducting a nationwide census of the population is established and largely unchallenged in the USA, but was so controversial in (West) Germany in the 1980s that it would not be undertaken again until 2011. Meanwhile, the ideas and challenges of sharing research data, planning for its management, providing curation services and persistent identifiers at appropriate levels for social science datasets, and developing and sharing best practices increasingly cross national boundaries and provide increasing opportunities for collaboration - between people and institutions in these two nations, and well beyond.

"Das Papier, vorgetragen beim Institutstag 2008 des Max-Planck-Instituts für Gesellschaftsforschung, fragt nach dem Zusammenhang sozialwissenschaftlicher Theorieentwicklung und dem Wandel der politisch-ökonomischen Verhältnisse. Zentrale These ist, dass sozialwissenschaftliche Theorien sich ihrer Natur nach immer auf den Handlungshorizont eines vorgestellten Anwenders beziehen lassen und auch nur so völlig verstanden werden können. Dies wird am Beispiel der Entwicklung der politischen Makrosoziologie nach dem Zweiten Weltkrieg ausgeführt. Danach werden fünf Tendenzen in den gegenwärtigen Sozialwissenschaften kurz betrachtet, die auf eine zunehmende Unsicherheit über den möglichen Verwendungszusammenhang sozialwissenschaftlicher Grundlagenforschung unter Bedingungen der globalen Expansion selbststeuernder Märkte zurückgeführt werden: der Übergang von der Steuerungs- zur 'Governance'-Forschung; die Abkehr von einem partizipatorischen Demokratiemodell; der Aufstieg der Ökonomie zur Leitwissenschaft der Politik; eine funktionalistisch-effizienztheoretische Wende in der Begründung von Sozialpolitik; sowie wachsende Zweifel an einem szientistischen Theoriemodell. Abschließend wird argumentiert, dass die heutigen Sozialwissenschaften ihre theorieleitende und identitätsstiftende Handlungsorientierung in der Aufgabe finden könnten, die Grenzen einer marktförmigen Organisation sozialer Beziehungen in öffentlicher Erinnerung zu halten." This paper described the motivation and research capacity of the faculty members at the University of Social Sciences and Humanities – Viet Nam National University Ho Chi Minh City (HCMUSSH-VNU). A quantitative research technique was employed based on information provided from 169 permanent faculty members, it reflected that the factors of curiosity, personal interests, responsibility, self-assert affect their research competence, and professional development were the main research motivators of the respondents. They also assessed themselves to have the capability to do research and make their inquiry scientific. From the results, implications are drawn to promote the research productivity of the faculty members at the HCMUSSH-VNU.

This article provides an overview of the elements necessary to build a sustainable research data infrastructure. I argue that it needs the financial and intellectual engagement of a community of practice. Most attention has been paid to researchers and policy-makers, but a third group—government programmatic agencies—must be a focal point since they act as both data producers and as policy implementers. I also discuss possible business models that are both consistent with serving the needs of multiple stakeholders and that are not completely dependent on the largesse of the public purse.
