Nach einem aufwändigen Entwicklungsprozess wurde in Bremen im Jahr 2013 der "Entwicklungsplan Migration und Bildung – 2014-2018" verabschiedet, in dem sowohl grundsätzliche Herangehensweisen als auch einzelne Maßnahmen detailliert beschrieben wurden. In der hier vorgelegten Expertise geht es darum, einen Überblick über zentrale Umsetzungsmaßnahmen des Entwicklungsplans Migration und Bildung unter veränderten Rahmenbedingungen – vor allem 2015 stark erhöhte Zuwanderung – zu gewinnen und Handlungsoptionen für das weitere Verwaltungshandeln aufzuzeigen. Die Expertise wurde auf Initiative der Senatorin für Kinder und Bildung und mit umfangreicher Kooperation und finanzieller Unterstützung der Behörde durchgeführt. Rezension zu: Datta, Asit et al. (Hrsg.): Zukunft der transkulturellen Bildung – Zukunft der Migration, Frankfurt am Main 2010, 200 S. ISBN: 978-3-86099-685-0

'The paper will be divided into two sections. The first section will examine how the existing status quo in which Georgian is the only official language in all parts of Georgia outside Abkhazia affects the working of the courts, the local organs of state administration, the media and the education system in Javakheti. It will then assess whether or not the current situation is sustainable. The argument is that, for the present time at least, language use within state bodies in Javakheti corresponds to informal arrangements rather than formal laws. To retain the status quo, I argue, is likely to further entrench these informal practices and may hinder rather than promote integration. The paper then discusses whether it would be possible to somehow tinker with the legislation in order to mitigate these undesirable consequences in the short term while retaining the status of the Georgian language as the only administrative language at all levels of government, or whether some kind of administrative status could be granted to minority languages in those districts (such as Akhalkalaki and Ninotsminda) in which national minorities are compactly settled. It then goes on to list certain specific conditions that any new legislative arrangement should meet. The second part of the paper will examine how the issue of minority languages is dealt with in Romania and Croatia, two countries in which the relationship between the majority and minorities has, in recent years, been highly sensitive. I show how in both of these counties, a model has been developed that grants minority languages some kind of official status at local level but falls short of granting these languages full official status at the national level. Both models, I argue, promote bilingualism and encourage integration and may be valuable models for the Georgian government to look to as it elaborates legislation on minority languages.' (excerpt)

"Bildungswesen: mangelhaft". Auch wenn dieser Befund der aktuellen PISA-Studie entnommen sein könnte, handelt es sich um das Urteil über die BRD-Bildungspolitik im OECD-Länderexamen von 1973. Führt man sich die jüngsten PISA-Befunde vor Augen, wird deutlich, wie wenig sich offenbar im deutschen Schulwesen unter qualitativer Sicht seither verändert hat. Während eine Reihe europäischer Staaten (z.B. Finnland, Niederlande, Österreich, Schweden) in den 80-er und 90-er Jahren erhebliche Anstrengungen zur Weiterentwicklung ihres Schulwesens unternommen haben, deren Früchte sich im übrigen bei PISA zeigten, sind entsprechende Entwicklungen in Deutschland eher punktueller Art gewesen. Damit stellt sich gerade nach PISA die Frage, was denn die derzeitige Schulentwicklung in Europa ausmacht und damit für die nun auch bei uns dringend erforderlichen Reformbestrebungen als Maßstab dienen kann. Der Beitrag beschäftigt sich mit der zukünftigen wissenschaftlichen Ausbildung von Lehrerinnen und Lehrern für die europäische Einwanderungsgesellschaft und ihrer sprachlichen und kulturellen Vielfalt. Es geht also um die Internationalisierung der Lehramtsstudiengänge im Zuge der Migration bzw. der europäischen Einigung und der damit einhergehenden neuen Heterogenität der Schülerschaft und der neuen Erwartungen, die generell mit schulischer Ausbildung im Hinblick auf ein vereintes Europa verbunden werden. In diesem Zusammenhang werden eine Reihe von Modellversuchen und Innovationsansätze an bundesdeutschen Schulen dargestellt. Des Weiteren wird eine Reihe von themenrelevanten Fragen erörtert: Wie könnte eine wissenschaftliche Ausbildung für die europäische Einwanderungsgesellschaft aussehen? Was müsste geschehen, um die Lehrerbildung unter interkultureller und europäischer Perspektive neu denken und gestalten zu können? Wie könnte man verfahren, um - statt der bisherigen Lehrerbildung das eine oder andere Neue hinzuzufügen und Altes zu streichen - die Strukturen und Gegenstände der Lehrerbildung im Hinblick auf die gegebene Pluralität zu überprüfen und unter dieser Perspektive neu zu strukturieren. Lehrerbildung neu denken heißt, die Befähigung zum Umgang mit sprachlicher Differenz, mit Zwei- und Mehrsprachigkeit als eine von allen Lehrerinnen und Lehrern in der Erstausbildung zu erwerbende Grundqualifikation zu definieren und die Ausbildung entsprechend neu zu strukturieren. Gedacht ist an den Erwerb von Kenntnissen hinsichtlich der Geschichte und Struktur von Sprache/Sprachen und an den Erwerb von Strategien, um sich in mehrsprachige Situationen bewegen zu können. Es geht um die Aufbrechung des Normalitätskonstrukts Einsprachigkeit und um eine Einstellungsveränderung gegenüber Mehrsprachigkeit einschließlich des Erlernens von Strategien, um Schülerinnen und Schüler mit unterschiedlichen sprachlichen Voraussetzungen gemeinsam unterrichten zu können. The article examines the issue of the peculiarities of the use of legal terminology in the countries of the European Union. It is emphasized, that the reform of domestic legislation and its approximation to world standards requires thorough research of European legislation. In particular, the cornerstone of today's challenge is the proper use and common approaches to the use of legal terminology. That is why theoretical research on the peculiarities of the use of legal terminology in the legislation of the European Union is necessary to properly improve domestic legislation and avoid mistakes and misunderstandings in the future. Emphasis is placed on the fact that domestic and foreign researchers have not developed a unified approach to understanding the term "terminology". That is why this term is used in three different meanings. It is also noted, that the category "term" is not new and has been in the field of view of researchers for a long time, but its direct study has only recently begun. It is noted, that legal terminology is considered as technical, i.e.it is the most noticeable and striking linguistic feature of legal language. In this sense, legal terminology is used to denote concepts that belong to the legal field. It is emphasized that, in contrast to the systemic languages, used in national texts, the European Union resorts to a form of "cultural communication", governed by multilingualism. Such communication is considered cultural because it is not rooted in any of the national cultures of the EU Member States. Legal acts, adopted by the EU institutions, which are to be applied and enforced in all Member States, must avoid cultural specificities and, therefore, the concepts or terminology specific to any one national legal system must be used with caution ; В статье рассматривается вопрос относительно особенностей использования юридической терминологии в странах Европейского Союза. Отмечается, что реформирование отечественного законодательства и приближение его к мировым стандартам требует основательных исследований европейского законодательства. В частности, существенным вопросом сегодняшнего дня, является надлежащее использование и единые подходы к применению юридической терминологии. Именно поэтому теоретические исследования по особенностям использования юридической терминологии в законодательстве Европейского Союза необходимы для надлежащего совершенствования отечественного законодательства и исключения ошибок и недоразумений в будущем. Акцентируется внимание на том, что отечественные и зарубежные исследователи не выработали единого подхода к пониманию термина «терминология». Именно поэтому этот термин используется в трех разных значениях. Также отмечается, что категория «термин» не является новой и находится в поле зрения исследователей в течение достаточно длительного времени, однако его непосредственное исследование началось лишь в относительно недавно. Отмечается, что юридическая терминология, рассматривается как техническая, то есть она является наиболее заметной и яркой лингвистической особенностью юридического языка. В этом смысле, юридическая терминология используется для обозначения концепций, принадлежащих именно к правовой области. Делается упор на то, что в отличие от системных языков, используемых в национальных текстах, в Европейском Союзе прибегают к форме «культурной коммуникации», которая регулируется многоязычием. Такая коммуникация считается культурной, потому что она не укоренилось в одной из национальных культур государств-членов ЕС. Правовые акты, принятые институтами ЕС, должны применяться и подлежать исполнению во всех государствах-членах, должны избегать культурных особенностей и, следовательно, в них концепции или терминология, характерные для какой-либо одной национальной правовой системы, должны быть использовать с осторожностью ; Досліджується питання стосовно особливостей використання юридичної термінології у країнах Європейського Союзу. Наголошується, що реформування вітчизняного законодавства і наближення його до світових стандартів потребує ґрунтовних досліджень європейського законодавства. Саме тому теоретичні дослідження стосовно особливостей використання юридичної термінології у законодавстві Європейського Союзу є необхідними для належного вдосконалення вітчизняного законодавства і уникнення помилок і непорозумінь у майбутньому. Акцентується увага на тому, що вітчизняні та закордонні дослідники не виробили єдиного підходу до розуміння терміну «термінологія». Саме тому цей термін використовується у трьох різних значеннях. Також наголошується, що категорія «термін» не є новою і перебуває у полі зору дослідників протягом достатньо тривалого часу, однак його безпосереднє дослідження почалося лише останнім часом. Зауважується, що юридична термінологія, розглядається як технічна, тобто вона є найбільш помітною і яскравою лінгвістичною особливістю юридичної мови. У цьому сенсі юридична термінологія використовується для позначення концепцій, які належать саме до правової області. Робиться наголос на тому, що на відміну від системних мов, які використовуються в національних текстах, в Європейському Союзі вдаються до форми «культурної комунікації», яка регулюється багатомовністю. Така комунікація вважається культурною, тому що вона не вкоренилося в жодній з національних культур держав-членів ЄС. This article focuses on the issue of language as an interstate migration barrier in India. Nowadays, in the era of progressive globalization, when the term "global village" is accurate as never before, more and more attention is paid to the problems regarding migrations. As the result of its internal diversity and multilingualism - Indian society struggles with interstate migration barrier that is nearly non-existent in other countries. Language barrier. There are more than twenty different regional languages being used across India as official languages of particular states, but none of them could be described as the "national" language. As a consequence of that, many Indians are heavily limited in choosing their place of living and managing their education and career. The article provides detailed analysis of the roots of the problem, both historical and legal ones, as well as the evaluation of legislative measures taken in order to resolve it. The paper refers to multiple reports, statistics, and laws regarding discussed matter. This thesis examines the spread and promotion of English on a global level, from a historical perspective in particular 'Third World' contexts. The globalization of English as an exclusive language of power is considered to be a trap, when accompanied by an ideology aiming to universalize monolingual and monocultural norms and standards. World-wide English diffusion is related - not to any mystical effects of some psycho-social mechanisms or transmuting alchemy - but to a global rise of military, political, economic, communicational and cultural Euro-American hegemony. The fact that the English language has become perhaps the primary medium of social control and power has not been given a prominent place in the analyses of established social scientists or political planners. On the contrary, the positively idealized dominance of English as a universal medium has become part of a collection of myths seeking to deny the global reality of multilingualism. Not allowing for the existence of any power besides itself, the perpetuation of this hegemony of English within a multilingual scenario has become a contradiction in terms. Centuries of colonialism, followed by neo-colonialism, are seen to have resulted in a world-wide consensus favouring centralization and homogenization of state and world economies, administrations, language, education and mass media systems, as prerequisites to local and global unity. The particular case of India as encountered by a colonizing Britain is used to illustrate the historical clash between differing language and educational traditions and cultures. It was on the strength of their own predominantly positive attitudes towards diversity - encoded in their promotion of complex social and religious philosophies, as well as varied economic and educational practices of pluralism and hierarchy-without-imposition, unity in diversity, etc. - that the people and their leaders finally achieved Indian independence from British colonialism. Contemporary Indian society, however, is still grappling with the legacy of a Eurocentric civilizational model - encoded in the neo-colonial system of English education - and in conflict with its own positively idealized and actively promoted traditions of pluralism. On national and international levels, the destabilization and destruction of diversity continues to threaten more than the linguistic and cultural uniqueness of numerous communities and individuals. For those majorities and minorities who refuse to give up their 'differences', political, economic and physical survival is at stake. A paradoxical reality, seldom acknowledged, is that while for the politically and economically already powerful language groups, the enormous resources spent on formal (language) education have become a means to maintain their material and political capital, whereas for the majority of modern societies' marginalized members, powerful linguistic barriers to full economic or political participation remain firmly in place. The justifications for perpetuating exclusionary policies and sustaining structural inequality have come from monocultural ideological assumptions in education and language policies as one of the key mechanisms for state control of labour. This thesis concludes that the trap of an ideologically exclusive status for English can be avoided by theoretically positivizing and institutionally promoting existing multilingual and multicultural peoples' realities as an integral part of their human rights, in order to resist global Englishization. ; Diese Dissertation ist eine kritische Untersuchung der globalen Ausbreitung der englischen Sprache sowie eine Analyse ihrer dominanten Position in bestimmten Kontexten der 'Dritten Welt'1. Die Globalisierung der englischen Sprache als exklusives hegemoniales Medium wird als Falle betrachtet, wenn sie mit einer eurozentristischen Ideologie (Amin 1989) verbunden ist, die aus einem politischen und kulturellen System besteht, das beabsichtigt, seine eigenen monolingualen und monokulturellen Normen zu universalisieren. Zum gegenwärtigen Zeitpunkt ist die positiv idealisierte universelle Verbreitung und Vorreiterstellung der englischen Sprache Teil einer Sammlung von Mythen geworden, die die globale Existenz der Mehrsprachigkeit verleugnen. Eine weitere Destabilisierung pluralistischer Sprachen und (politischer und kultureller) Wissensstrukturen könnte in der völligen Zerstörung der Vielfalt enden. Um diesen mächtigen Tendenzen entgegenzuwirken und um der universellen Sprache Englisch als Falle zu entgehen, ist mehr erforderlich als eine bloße Anerkennung der Mehrsprachigkeit. Nur eine aktive Ermächtigung und Förderung sowie der alltägliche Gebrauch einer Vielfalt von globalen und lokalen (machtlosen) Sprachen, Kulturen, Traditionen und Praktiken auf allen Ebenen der Administration, Bildung und im akademischen Diskurs kann ihr Überleben sichern. Der spezifische Fall Indiens in seiner Begegnung mit einem kolonialen England wird benutzt, um den historischen Konflikt zweier Zivilisationen aufzuzeichnen, die in radikal unterschiedlichen Sprachtraditionen im Bereich der Bildung, der Administration, der Justiz und der mündlich und schriftlich überlieferten Literatur verwurzelt sind. Die überwiegend positiven Einstellungen der Menschen und ihrer Herrscher des indischen Subkontinents gegenüber dem Pluralismus beweisen, daß eine kulturell und philosophisch vereinte Gesellschaft, die einen linguistischen und sozialen Pluralismus praktiziert, möglich ist. Die Beispiele politischer und kultureller Zentralisierungstendenzen im frühmodernen Europa, die in gesellschaftlichen Umstrukturierungen auf nationaler und homogenisierender Basis mündeten, dienen als Beispiele des Triumphs hauptsächlich negativer Einstellungen gegenüber der Heterogenität. Diese beiden gegensätzlichen Einstellungen der Kolonisatoren und der Kolonisierten haben die Rolle und den Status des Englischen als koloniale und postkoloniale Sprache tief beeinflußt, und das nicht nur auf dem indischen Subkontinent. Im Kontext eines modernen, unabhängigen Landes, wie Indien es ist, behält das Englische weiterhin seinen Stellenwert auf den höheren Ebenen der Bildung, des akademischen Diskurses und der Verwaltungsstrukturen. Die Gleichberechtigung der Sprachen im Bildungswesen, in der Administration und in der Justiz sowie in anderen wichtigen Bereichen des öffentlichen Lebens setzt die Beteiligung aller Mitglieder (Individuen und Gemeinschaften) einer (pluralistischen) Gesellschaft voraus. Eine solche Gleichberechtigung bedarf ebenfalls einer Debatte über Vor- und Nachteile, Theorien und Praktiken präkolonialer, kolonialer und moderner (offener und verdeckter) Sprachplanung. Diese Dissertation kommt zu dem Ergebnis, daß der exklusive Status des Englischen als Falle durch ein theoretisch-positives Entgegensetzen der mehrsprachigen und multikulturellen Realitäten umgangen werden kann. Diverse Gemeinschaften zusammen mit ihren diversen Sprachen auf unterschiedlichen politischen, wirtschaftlichen und kulturellen Ebenen zu fördern und als einen integralen Teil der Menschenrechte anzusehen, mag die einzige Möglichkeit sein, der globalen Anglisierung zu widerstehen.
