Building on the literature on public finance, I seek to advance our understanding of variations in government size by exploring the impact of official development assistance on fiscal policy. I hypothesize that foreign aid operates in accordance with the "flypaper effect," systematically generating incentives and opportunities for the expansion of government spending. Results from a time‐series cross‐sectional regression analysis of growth in government spending over the 1970–99 time period are consistent with the hypothesis. For middle‐ and lower‐income nations, aid represents an important determinant of government expansion. Looking at the tax and revenue side of the equation, however, reveals a more perverse pattern of response: aid promotes not only increased spending but also reduced revenue generation. The results have important implications from both a theoretical and policy perspective. Inter alia they point to the potentially self‐defeating nature of efforts to promote market‐oriented programs of state retrenchment via development assistance as well as to the importance of incorporating international transfers into future research on government spending.

In assessing the usefulness of consolidated accrual reporting for governments there are grounds for both optimism and caution. Accrual reporting offers some advantages although a number of government specific issues relating to the preparation and interpretation of government accrual accounts need to be addressed. These issues include the implications of the different role of governments compared to businesses and boundary issues, such as the treatment of public pensions.Accrual reports will not meet all our reporting needs and the limitations of the reports will need to be understood by users. Commonwealth and State treasuries are currently examining accrual reporting issues. A number of treasuries have already published consolidated accrual reports and most remaining jurisdictions are to trial the preparation of consolidated accrual reports.
In many developed countries, IT (IT) adoption in government agencies has been studied extensively. Unfortunately, such study is still lacking among developing countries including Malaysia.In fact, previous studies on the adoption of e-government offer limited framework to build on further research. This study investigates citizens' intentions and usage of e-government services and introduces a framework that combines Technology Acceptance Model (TAM), Theory of Planned Behaviour (TPB), and Information System Success (ISS) as a base to examine factors that affect the intention and usage of e-government services. The proposed e-government adoption model takes into accounts issues of personal innovativeness, perceived usefulness, perceived ease of use, attitude, subjective norm, perceived behaviour control and system quality. By investigating users of online government services, we postulate that those factors should be the predictors of continued usage of e-government services.This study has practical implications for the design of mechanisms for the adoption of e-government.

This PhD thesis presents empirical evidence about the effects of political fragmentation on some of the main political challenges society has faced to date in the 21st century. For governments to behave in their citizens' best interests, they need to take responsibility for the actions they implement and offer satisfactory reasons for the policies they adopt. Therefore, it is crucial to guarantee that political fragmentation does not undermine their accountability. Specifically, this thesis has first analysed the effect of government fragmentation on political corruption by determining whether fragmented governments (non-majority) are more likely to find themselves embroiled in corruption scandals. Second, this thesis has examined the effect of political fragmentation (entry of one additional party in the legislature) on the implementation of fiscal consolidation. Finally, continuing with the study of fiscal consolidation, this thesis has analysed clarity of responsibility and the electoral effects of the implementation of fiscal adjustments in a multi-level governance setting. The second chapter of this thesis has examined the relation between government fragmentation and political corruption in the period 1999-2007. A matching procedure restricts the sample to majorities and non-majorities that are otherwise identical in a set of political variables. After matching, these municipalities are also similar in terms of a broad set of socio-economic traits that might correlate with corruption. In short, the only difference between the municipalities being compared is the government type (majority vs. non-majority). The results indicate that, in close elections (+/– 1 seat), the presence of a fragmented government is not associated with a higher probability of corruption. This outcome sheds light on the political and media debate in 2014 when the national government specifically sought to promote the formation of majority governments to avoid corruption. Public agencies show increasing interest in marketing strategies. Although a marketing approach to service delivery can be useful, public agencies need to reformulate business marketing principles to fit the uniqueness of the public sector. Especially important are the broad purposes government agencies serve, as opposed to the narrow, self-interest goals of the private for-profit sector. Using revenue departments as an illustrative case, the author proposes a public policy model of marketing for a government sector.

As the final tier of government, the South African local government is on a steep transformation curve. Facilitated by the Contitution of the Republic of South Africa Act 108 of 1996, the Municipal Demarcation Act 27 of 1998, the Municipal Structures Act 117 of 1998, and the Municipal Systems Act 32 of 2000, local government in South Africa had to transform itself from approximately 980 individual local authorities to the current 6 metropolitan cities, 46 district municipalities and 232 municipalities.

This article discusses the complexity of UK public health policy, and how it affects learning disability nurses and service users, especially in light of the recent shift in emphasis from the provision of treatments to the introduction of preventive interventions. Learning disability nurses must update their knowledge of public health policy to be able to carry out these interventions effectively.

The purpose of this study is to examine the factors which affect e-government services adoption of Tunisian's citizens by using a technology acceptance model (TAM). The proposed conceptual model was extended by adding social influence, awareness, and quality of internet connection. The proposed model was empirically tested using survey data provided by 150 respondents and was analyzed using a structural equation model (SEM). The findings indicate that the proposed model is a stable model and a good explanatory. Perceived usefulness is predicted mutually by social influence and awareness. Moreover, perceived ease of use is predicted by quality of internet connection. This study contributes to the literature by providing a new research model for understanding e-government services adoption in Tunisia and its findings provide useful guidelines to develop policies and strategies to increase the adoption of e-government services.
