This paper examined several factors that affect growth of public expenditure on education sector using reputable theories of public policy analysis, economics, and public finance. These theories were used to test and examine these factors mainly for the purposes of providing public policy recommendations. Standard multiple linear regression analysis method was used to analyze factors affecting growth of public expenditure on education using the four formulated models and equations representing; general education sector, primary, secondary and university education. The results in general showed that majority of the factors tested were positively significant and caused an increase of public expenditure on education. The paper found noticeably increase in public expenditure on education sector in Kenya since 1980 from the results, but still the actual amount of money spend on education sector is less than what is required. Therefore, the government should not only increase financial allocation but should also find reliable sources of funding education sector. In addition, the government should carry out reviews in all schools syllabuses in order to meet current changing jobs demands and maintaining quality education.

This study examined migrants' remittances, public expenditure on education and their implications for educational development in Nigeria, using Secondary School enrolment rates (SSER) as a proxy for the latter for the period 1981 to 2017. The study utilised Cointegration and error correction modelling approach in order to minimise the likelihood of producing explosive regression estimates. The empirical findings of the study indicate that Migrants' remittances received, Public expenditures on Education and Per Capita Income growth rate exert statistically significant positive impacts on educational development in the country, while the association turned negative in the case of population growth rate. The fundamental role played by both migrant's remittances received and Public expenditures on Education in stimulating educational development was evidently established in the study. The study therefore recommends, among others, the adoption of strategic measures that will help boost the rate of school enrolment in the country by encouraging migrants' remittances through continuous engagement of Nigerians in the Diaspora in the country's political and socio-economic affairs, progressive increment in budgetary allocations to the nation's education sector, as well as enhancing the per capita income of the country through investments in key sectors of the nation's economy.

The paper deals with the impact of the global financial crisis on public service delivery - mainly education and healthcare - in Belarus. The pre-crisis period of 2003-2008 was the most prosperous in recent history. These trends resulted in a pretty good fiscal performance. Nevertheless, the share of expenditures on education and healthcare in GDP was decreasing during the 2000s, which was a consequence of demographic trends and a number of reforms in these sectors. The global crisis hurt the Belarusian economy considerably. However, macro-indicators of the Belarusian economy looked pretty good in comparison to other countries, and the deterioration of public finance was limited. Thus, expenditures on both education and healthcare were mainly part of long-term trends and were able to avoid shock adjustments during the crisis. However, there are a number of medium and long-term threats to these public service sectors associated with the crisis agenda. This paper provides a number of policy recommendations to stave off these threats.

The report analyzes the impact of the global financial crisis on public services delivery in education and healthcare. The analysis has been undertaken from the macro-perspective. Pre-crisis and crisis economic developments are outlined and fiscal accounts developments are presented. The performance of the education and healthcare sectors are described in the macro-context.

After years of stagnation and political cataclysms, Georgia tried to recover by launching radical economic and political reforms starting in 2004. The results of the reforms appeared to be impressive. The country's GDP has more than doubled; the total volume of bank deposits is five times what it used to be. Key international indices (Doing Business Index, Economic Freedom Index, Corruption Perception Index) have also reflected the success of the reforms. The occupation of the Georgian territories by Russia in August 2008 and the global financial crisis have significantly changed the current macroeconomic environment in Georgia. The August conflict undermined investor and consumer confidence, put pressure on public finances, damaged physical and other infrastructure and undermined the banking system with a large volume of deposit withdrawals. The deepening of the international financial crisis put further pressure on currency and foreign investments. The purpose of this paper is to consider the nature and magnitude of the impact of the global financial crisis on Georgia's social services sector and on the country's economy as a whole. The global financial crisis ahd a sharp impact on the most disadvantaged members of the society. The main objectives of the paper are to describe to what extent the education and healthcare sectors were affected in Georgia and to investigate how government policies have addressed the problems which arose due to the financial crisis.

The principal objective of this study is to test whether public expenditures on education, health and other development activities have been effective in reducing poverty in India. To ensure sensitivity and robustness of the results, three different measures of poverty belonging to the Foster-Greer-Thorbecke group of poverty measures are used. We consider various types of education expenditures, viz., government expenditures on elementary, secondary, higher/university and "other" levels. Data for fourteen Indian states from 13th to 53rd rounds of National Sample Survey of India are used for estimating poverty. Using unbalanced panel data techniques, we test Fixed effects, Random effects and OLS models, and concludes that education, health and development expenditures help reduce poverty. In particular, expenditure on higher, university, technical, adult and vocational educations as opposed to elementary and secondary education is more effective in poverty reduction. Several policy conclusions are advanced.

Investment in human capital is a key strategic concept for the economy and for future development of a country. Therefore, public expenditure on education determines a major point in countries like Moldova, where the education is financed from public funds predominantly. Theories show that the link between expenditures and revenues is inevitable in most of the cases. This study attempts to approach two angles of spending in education: the first is to study and analyse public expenditures in education and in what budget proportions they are spent, and the second is to find out whether there exists a relationship between expenditures in education and government revenues; if yes, to what extent the revenues would have an impact on the expenditures in education. The Autoregressive Distributed Lag model was used in order to find the impact of revenues on expenditures in education. The model was tested for stability, heteroskedasticity, correlation, and normality. The results of the study show that the expenditures on education in the Republic of Moldova lack stability in relation to the economy and that the significant impact from government revenues determines the expenditures in the short and long run. The research is a contribution to the enhancement of public expenditure policy in education taking into consideration the limits imposed from the revenues side, and it may guide governments for better decision-making policies.

This paper explores the effects that the global financial crisis of 2008 - 2010 had on the funding and performance of the healthcare and education sectors in the Russian Federation (RF). Both education and healthcare expenditures increased in terms of total general government (GG) spending relative to GDP, partly as a result of reduced GDP. The crisis induced further centralization by increasing both the role of the federal budget in funding social services and the dependence of regions on federal transfers, but it did not result in enhanced resource allocation or more effective public spending. By revealing the inefficiencies that accumulated in education and healthcare financing and management throughout the 2000s, the crisis exposed acute funding shortages in contrast to the government's stated goals and an urgent need for reform in these sectors. The impact of the financial crisis on the delivery of education and health services appeared to be delayed and was mitigated by the resources accumulated during the pre-crisis boom. The paper concludes with several recommendations for the RF public service sector concerning improvements in the inter-governmental transfer system through increasing transparency and introducing performance-oriented budgeting.
