Draws on empirical data from 50 UN member states to explore why some countries have effectively confronted the HIV/AIDS pandemic while others have not. At issue is the role of state capacity in a sovereign nation's crisis response. Findings reveal a correlation between the multivariate empirical index of state capacity & national HIV/AIDS incidence. A significant positive association between state capacity & change in HIV/AIDS incidence is seen, although there is also considerable evidence that state capacity is primarily a function of economic resilience rather than expenditure variables. Thus, state capacity has a significant positive association with population health, but does not sufficiently explain a nation's ability to effectively counter the HIV/AIDS pandemic. 4 Tables. J.
