The author interrogates the critical question of whether forcible humanitarian intervention be legitimised in spite of clear contradiction to the classical norms of inter-state relations. Classical approach puts emphasize on the principle of sovereignty when governments become the perpetrators of human rights abuses of their citizens, or if states have collapsed into civil war, chaos, and disorder. The author examines this security debate by juxtaposing the age-old doctrine of humanitarian intervention vis-?-vis the imperatives of the concept of ' Responsibility to Protect'. The author argues that humanitarian intervention, due to the ambiguities and controversies surrounding its application, has become an anachronism, which ultimately led to the conceptualisation of Responsibility to Protect vulnerable populations. This approach is based on its concerns with human security as against that of the state and its relevance as arbiter to the longstanding discord between sovereignty and intervention.

AbstractDespite progress in recent years, including UN Security Council Resolution 2475 of 2019, there remains a significant gap in our awareness of the disability dynamics of armed conflict and the barriers that persons with disabilities experience in accessing the protections of international humanitarian law (IHL). This brief article will consider the protective purpose of IHL and the diversity of civilian populations, and, focussing on the principle of proportionality as an example, demonstrate how IHL must be interpreted, implemented and monitored in a manner that is inclusive and reflects the reality that civilian populations are diverse.

A goal of stability operations is to influence civilian attitudes in favor of the host nation (HN) government and the stabilization forces. To better understand the dynamics of civilian attitudes, experts have developed analytic models to represent civilian behaviors and reactions to changes in the cultural and societal landscape. Further research is required to integrate concepts from various analytic models to explore the complexity of civilian behaviors. Our team's goal for IDFW 15 was to develop rudimentary agent-based simulation models of civilian behaviors that integrate concepts from selected analytic models.

Resolution XXVIII is no doubt one of the most important of those adopted by the XXth International Conference of the Red Cross. It deals with the protection of civilian populations against the dangers of indiscriminate warfare.

AbstractAs a general matter, international humanitarian law is up to the task of providing the legal framework for cyber operations during an armed conflict. However, two debates persist in this regard, the resolution of which will determine the precise degree of protection the civilian population will enjoy during cyber operations. The first revolves around the meaning of the term "attack" in various conduct of hostilities rules, while the second addresses the issue of whether data may be considered an object such that operations destroying or altering it are subject to the prohibition on attacking civilian objects and that their effects need be considered when considering proportionality and the taking of precautions in attack. Even if these debates were to be resolved, the civilian population would still face risks from the unique capabilities of cyber operations. This article proposes two policies that parties to a conflict should consider adopting in order to ameliorate such risks. They are both based on the premise that military operations must reflect a balance between military concerns and the interest of States in prevailing in the conflict.

We have the honour of enclosing the text of a memorandum dated May 19, 1967, addressed by the International Committee of the Red Cross to the Governments of States parties to the Geneva Conventions of 1949 and to the IVth Convention of The Hague of 1907, concerning the laws and customs of war on land. This memorandum bears on the protection of civilian populations against the dangers of indiscriminate warfare and, in particular, on the implementation of Resolution XXVIII of the XXth International Conference of the Red Cross.
