BRICS has commonly been framed through a strictly economic perspective, with a focus on the growth patterns of the individual members: Brazil, Russia, India, China, and South Africa. Viewed in this fashion, the grouping is judged in a negative manner, with a sense of disappointment and frustration. Yet, framed in a wider diplomatic context, the image of BRICS is quite different, with an accent on several features that cast a more positive interpretation. BRICS: A Very Short Introduction highlighted these features in 2016. And, notwithstanding some unanticipated developments that exaggerated the differences—and tensions— between the members of BRICS, it is the staying power and pattern of evolution in a creative fashion of the BRICS club that stands out. Although overshadowed by other multilateral institutions, the achievements of the New Development Bank (NDB) should not be downplayed. Moreover, BRICS has developed problem (or even crisis) management techniques. As with other informal institutions with club-like attributes, some of these tensions were dealt with by avoiding issues that divided the members. Over time, though, this template has been complemented by more active forms of problem-solving relating to internal differences.

PurposeThe purpose of this study is to empirically evaluate the relationship between learning culture, workforce level, human capital and operational performance in two diverse supply chain populations, aircraft maintenance and logistics readiness.Design/methodology/approachDrawing upon competence-based view of the firm and human capital theory, this paper analyzes data from two studies.FindingsThe results provide support for the hypothesized model. Workforce level moderates the relationship between learning culture and human capital, and human capital partially mediates the relationship between learning culture and operational performance.Research limitations/implicationsThe findings have implications for behavioral supply chain management research and implications for educating and training the supply chain management workforce. While the populations represent a diverse set of logistics functions and responsibilities, the participants are all military members, which may limit generalizability.Practical implicationsThis study should help leaders understand the importance of learning culture and the perceived differences in its effect on human capital based upon workforce level.Originality/valueThis research is among the first to investigate the role of workforce level and answers a multitude of calls for research into the human side of supply chain management.

Mine-tailing dam bursts occur frequently with attendant implications for the environment and human populations. Institutional preparedness for such events plays an important role in their lasting impact. This study analyzes the stakeholder engagement in the new governance framework created to recover the Doce River ecosystem following the 2015 disaster, where 34 million m 3 of tailings were released, killing 19 people and causing massive impacts on riverine life. Following the disaster, poorly conceived political and management decisions impeded and continue to impede the progress of ecosystem recovery. The post-event management structure shows a centralized and poorly diverse stakeholder pool. We conclude that poor governance structure, and weak law enforcement, are among the main reasons preventing the Doce River post-disaster watershed recovery. A watershed vulnerability analysis combining dam stability and socioeconomic data, concluded that low ratings of socioeconomic performance substantially increase basin vulnerability. We recommend that the watershed committee should be fully involved in the implementation of the program and take a central role so that the most vulnerable communities (including indigenous people) take ownership of ecosystem recovery.

Structure-property-activity relationships in solution processable polymer photocatalysts for hydrogen production from water were probed by varying the chemical structure of both the polymer side-chains and the polymer backbone. In both cases, the photocatalytic performance depends strongly on the inclusion of more polar groups, such as dibenzo[b,d]thiophene sulfone backbone units or oligo(ethylene glycol) side-chains. We used optical, spectroscopic, and structural characterisation techniques to understand the different catalytic activities of these systems. We find that although polar groups improve the wettability of the material with water in all cases, backbone and side-chain modifications affect photocatalytic performance in different ways: the inclusion of dibenzo[b,d]thiophene sulfone backbone units improves the thermodynamic driving force for hole transfer to the sacrificial donor, while the inclusion of oligo ethylene glycol side-chains aids the degree of polymer swelling and also extends the electron polaron lifetime. The best performing material, FS-TEG, exhibits a HER of 72.5 μmol h-1 for 25 mg photocatalyst (2.9 mmol g-1 h-1) when dispersed in the presence of a sacrificial donor and illuminated with λ > 420 nm light, corresponding to a hydrogen evolution EQE of 10% at 420 nm.
