[EN] Most developments in the chemistry and applications of metal-organic frameworks (MOFs) have been made possible thanks to the value of reticular chemistry in guiding the unlimited combination of organic connectors and secondary building units (SBUs) into targeted architectures. However, the development of new titanium-frameworks still remains limited by the difficulties in controlling the formation of persistent Ti-SBUs with predetermined directionality amenable to the isoreticular approach. Here we report the synthesis of a mesoporous Ti-MOF displaying a MIL-100 topology. MIL-100(Ti) combines excellent chemical stability and mesoporosity, intrinsic to this archetypical family of porous materials, with photoactive Ti-3((3)-O) metal-oxo clusters. By using high-throughput synthetic methodologies, we have confirmed that the formation of this SBU is thermodynamically favored as it is not strictly dependent on the metal precursor of choice and can be regarded as an adequate building block to control the design of new Ti-MOF architectures. [EN] CsH2PO4 is a proton conductor pertaining to the acid salts group and shows a phase transition from monoclinic to cubic phase at 232 +/- 2 degrees C under high-steam atmospheres (>30%). This cubic phase gives rise to the so-called superprotonic conductivity. In this work, the influence of the partial substitution of Cs by Ba and Rb, as well as the partial substitution of P by W, Mo, and S in CsH2PO4 on the phase transition temperature and electrochemical properties is studied. Among the tested materials, the partial substitution by Rb led to the highest conductivity at high temperature. Furthermore, Ba and S-substituted salts exhibited the highest conductivity at low temperatures. CsH2PO4 was used as electrolyte in a fully-assembled fuel cell demonstrating the applicability of the material at high pressures and the possibility to use other materials (Cu and ZnO) instead of Pt as electrode electrocatalyst. [EN] We report the experimental design of a one-dimensional stealth acoustic material, namely a material that suppresses the acoustic scattering for a given set of incident wave vectors. The material consists of multiple scatterers, rigid diaphragms, located in an air-filled acoustic waveguide. The position of the scatterers has been chosen such that in the Born approximation a suppression of the scattering for a broad range of frequencies is achieved and thus a broadband transparency. Experimental results are found in excellent agreement with the theory despite the presence of losses and the finite size of the material, features that are not captured in the theory. La collection Open-A, éditée par le GAR asbl et la faculté d'architecture de l'Université de Liège, présente comme ambition majeure d'explorer le potentiel de réinterprétation lié à l'histoire et à la théorie en architecture. En d'autres termes, Open-A vise à parcourir les récits des époques antérieures, de construire de nouvelles associations, de faire émerger de nouveaux concepts, par le biais d'une relecture du passé en vue d'une description de l'état présent de l'architecture. Le premier tome de la collection, intitulé « Open Architecture », débute par la traduction d'une interview de Go Hasegawa, Kersten Geers et David Van Severen, architectes de la jeune garde qui empruntent des nouvelles directions en termes de pratique par l'adoption dans leurs travaux d'influences puisées dans l'histoire, histoire qu'ils embrassent dans toute son étendue, posant ainsi les bases d'une approche de l'architecture que nous avons nommée « coexistentielle » qui se caractérise par l'omniprésence et la manipulation du passé dans le discours contemporain. Ce premier volume est en outre né à partir d'un cycle de conférences qui s'est étalé sur deux années, de 2017 à 2019, et qui regroupe des interventions de théoriciens, historiens et chercheurs de renom dans les domaines de l'histoire et de la théorie en architecture : Jacques Lucan, Dominique Rouillard, Roberto Gargiani, Catherine Blain, Dirk van den Heuvel et Véronique Patteuw. Ces conférences s'ancrent dans la période des années 1960 qui constitue une transition du modernisme au postmodernisme, à savoir une époque optimiste, politiquement engagée, florissante en imaginaires et en récits visuels, radicale dans sa pensée et dans la révolution qu'elle prônait. La volonté de revisiter cette période phare, de redécouvrir son héritage qui continue en outre à influencer le débat actuel, a indubitablement orienté la liste des conférenciers réunis dans ce premier tome. El pluralismo político es un principio que está reconocido en la Constitución española, y que garantiza la libertad para defender cualquier pensamiento político, de modo que, de forma individual o colectiva, se puede pretender legítimamente modificar o, incluso, sustituir por otro el orden constitucional democrático. No obstante, esta amplia libertad política tiene un límite: el respeto de los principios y valores democráticos. Este límite se ha plasmado también en el Código penal, ya que la finalidad de declarar la independencia de parte del territorio del Estado es castigada como rebelión en la medida que se emplee un alzamiento público y violento. Con todo, la interpretación de la violencia en la rebelión se ha mostrado —especialmente a la luz del conflicto soberanista en Cataluña— como una labor muy compleja. La comunicación lleva a cabo una revisión crítica de tal interpretación y propone soluciones tanto de lege lata, como de lege ferenda. ; Political pluralism is a principle that is recognized in the Spanish Constitution, and that guarantees the freedom to defend any political thought, so that, individually or collectively, one can legitimately claim to modify or even replace the constitutional democratic order for another one. However, this broad political freedom has a limit: respect for democratic principles and values. This limit has also been reflected in the Criminal Code, since the purpose of declaring independence from part of the State's territory is punished as a rebellion insofar as a public and violent uprising is used. However, the interpretation of violence in the rebellion has been shown — especially in light of the sovereign conflict in Catalonia— as a very complex task. La conexión entre las disciplinas de la Comunicación y la Traducción e Interpretación va más allá de una simple traducción de términos y correspondencias, ya que precisa de una interpretación del mundo y un contexto para entender el verdadero significado de los términos e ideas. En este artículo analizamos el caso de varios términos y su utilización e interpretación por parte de los políticos y medios, dentro de un contexto político y económico determinado, para poner en valor la necesidad de colaboración de ambas disciplinas. El Debate del Estado de la Nación en España es el escenario para observar el uso de denominaciones como rescate, préstamo o crédito de manera partidista y con valores pragmáticos diferentes dependiendo de la intencionalidad buscada por cada interlocutor. ; The link between the disciplines of Communication and Translation and Interpreting goes beyond a simple translation of terms and correlations, as it requires an interpretation of the world and a context in order to understand the true meaning of terms and ideas. In this article, we analyse the case of several terms and their use and interpretation by politicians and the media within a specific political and economic context in order to demonstrate the value of collaboration between both disciplines. A country where an individual's chances of success depend little on the socio-economic success of his or her parents is said to be a country with high relative intergenerational mobility. A government's motivation for seeking to improve mobility is arguably two-fold. There is a fairness argument and an economic efficiency argument. When mobility is low, it means that individuals are not operating on a level playing field. The odds of someone born to parents from the bottom of their generation will be stacked against him or her. This is not only unfair but also leads to a waste of human capital, as talented individuals may not be given the opportunity to reach their full potential. Reducing this inefficiency will raise the stock of human capital and thereby stimulate economic growth. Since the waste of human capital tends to be concentrated toward the bottom of the distribution, the growth brought about by mobility-promoting policy interventions tends to be of an inclusive nature, in line with the spirit of Sustainable Development Goal (SDG) 10 on reducing inequality. For large parts of the world's population, individual education is still too closely tied to the education of one's parents, and there is a clear divide between the high-income and developing world. The patterns observed globally are also observed within Europe. Intergenerational mobility (or equality of opportunity) is visibly lower in the new member states (i.e. Eastern Europe), where national incomes are lower. Raising investment in the human capital of poor children towards levels that are more comparable to the investment received by children from richer families will curb the importance of parental background in determining an individual's human capital. Countries at any stage of development can raise intergenerational mobility by investing more to equalise opportunities. The evidence strongly suggests that public interventions are more likely to increase mobility when: a) public investments are sufficiently large, b) are targeted to benefit disadvantaged families/ neighbourhoods, c) focus on early childhood, and d) when there is a low degree of political power captured by the rich.

This document aims to deepen the understanding of the effects of environmental pollution on health and standards of living in Pakistan. It seeks to assess institutional capacity to facilitate a transition to environmentally sustainable growth, as well as to strengthen dialogue among different stakeholders. The Country Environmental Analysis (CEA) builds on a substantial body of related work. This includes a CEA conducted in 2006, as well as documents addressing environmental management in Sindh, sectoral water resources, forestry and fisheries management, and analyses of climate risks. The CEA recognizes the importance of increasing climate resilience (Pakistan is the fifth most exposed country in the world to climate change) but climate change management is not themain focus. The CEA is written within the context of recent important institutional and political development, including the 18th Amendment of 2010. These changes included a greater focus on devolution. Most environmental oversight functions were decentralized from the federal government to the provincial administrations, and also involve local governments. Four technical areas of analysis, on the health costs of air and water pollution, on decentralization, on environmental management in Khyber Pakhtunkhwa (KP) and on environmental management of industry in Punjab—provide key inputs. The document builds on consultations involving stakeholders from the national and provincial governments, nongovernmental organizations (NGOs), and international cooperation agencies. Although the CEA recognizes the importance of addressing natural resource degradation and air and water pollution in rural areas, recommendations focus on measures to addresspollution in urban areas. The conclusion is that air and water pollution and natural resource degradation continue to impose heavy costs on Pakistan's citizens and the economy through their impact on health and productivity. A more environmentally sustainable growth path will play a key role in Pakistan's longer-term development and transformation to an upper-middle income country. Priorities for improved environmental management focus include (a) improving environmental monitoring by environmental protection agencies (EPAs) and local governments; (b) enhancing the devolution of environmental responsibilities for better service delivery; (c) improving coordination among the federal, provincial, and local levels, and among sectors; (d) 'greening' future investments, and (e) using the power of public pressure.

For reasons of curiosity, we perused the two recent Oxford handbooks on legal history looking for discussions of digital methods in legal history. One of the fundamental decisions to be made when organizing such a handbook is defining which methodological approaches deserve an article of their own and which ones are to be understood rather as cross-cutting themes to be discussed in the context of many articles dedicated to other things. In the case of digital methods in legal history, this decision seems to have been a tough one – at one point, you can find a curious reference to a "chapter on 'Legal History and Digital Humanities'" (OHBLH 354), but in the final publication there is no such text. However, discussing digital methods in the context of other subjects has, in our opinion, the disadvantage that more systematic, methodological arguments cannot really be developed. Put more concretely, the most "substantial" contributions regarding digital methods are, for whatever reason, those on "The Intellectual History of Law" by Assaf Likhovski, on "Taking the Long View" by Paul D. Halliday, on "Quantitative Legal History" by Daniel Klerman, and on "Indian Law" by Mitra Sharafi, all of which are in the Oxford Handbook on Legal History. (Equally surprising, there is no mention of digital methods at all in Angela Fernandez's "Legal History as The History of Legal Texts".) However, even these articles do not really "discuss" digital methods, rather they merely refer to them (and to some projects) as contributions of sorts to their respective fields of interest. Thus, if you are looking for digital methods in those handbooks, you can hardly find more than some namedropping passages where things like "digital mapping […], network analysis […], text analysis" (OHBLH 845f.) are mentioned, together with references to example projects where they have been employed but without any explanation as to: –why these methods are mentioned and not others, –what they are doing, to which end and under what circumstances, –what, ...

This year (2018) the Model Law on Cross-BorderInsolvency comes of age and celebrates its 21st birthday. It has been something of a successinternationally. The major common lawjurisdictions including the United Kingdom (UK), the United States (US), Canadaand Australia have changed their domestic laws on cross-border insolvencycooperation based on the model law provisions and so too has Japan and Korea. But theemerging global super powers of China and India have remained resistant and sotoo have most of the European Union (EU) member states including the economicpower houses of France and Germany. Nevertheless, the number of international acceptances is growing slowlyincluding most recently Singapore. India is also in the process of consideringwhether to join the Model Law, with the Government of India having recentlyissued a draft chapter to be included in the Insolvency and Bankruptcy Code2016. This papercritically assesses the basic paradigm of cross-border insolvency cooperationas reflected in the Model Law, its potential as a vehicle for harmonisation andits limits of facilitating such cross-border cooperation. Afterthis first introductory part, the paper is divided as follows. Part 2 asks what is meant by cross-bordercooperation in respect of insolvency matters; in other words, what forms maycooperation take and what is the role of the Model law in suchcooperation? Part 3 considers whycertain economically significant States have, or have not, adopted the ModelLaw. Particular reference is made toSingapore as it is a major financial centre in Asia that has recently adoptedthe Model Law, and to China given its economic significance and the fact thatit has not yet adopted the Model Law. References are also made to the US andthe UK as they are early Model Law adopters. Part 4 addresses key variances inthe context of implementation of the Model Law and which are major factors forStates to consider in the process of adoption; namely (a) reciprocity; (b)relevant proceedings for the purpose of providing cooperation; (c) avenues forextending cooperation; (d) treatment of foreign creditors and (e) applicationof foreign law. Part 5 considers futureprospects for the Model Law regime and Part 6 concludes.

The linguistic rights of Mirandese were enshrined in Portugal in 1999, though its "discovery" dates back to the very end of the 19th century at the hands of Leite de Vasconcellos. For centuries, it was the first or only language spoken by people living in the northeast of Portugal, particularly the district of Miranda do Douro. As a minority language, it has always moved among three dimensions. On the one hand, the need to assert and defend this language and have it acknowledged by the country, which proudly believe(d) in their monolingual history. Unavoidably, this has ensued the action of translation, especially active from the mid of the 20th century onwards, with an emphasis on the translation of the Bible and Portuguese canonical literature, as well as other renowned literary forms (e.g. The Adventures of Asterix). Finally, the third axis lies in migration, either within Portugal or abroad. Between the 1950s and the 1960s, Mirandese people were forced to leave Miranda do Douro and villages in the outskirts in the thousands. They fled not only due to the deeply entrenched poverty, but also the almost complete absence of future prospects, enhanced by the fact that they were regarded as not speaking "good" Portuguese, but rather a "charra" language, and as ignorant backward people. This period coincided with the building of dams on the river Douro and the cultural and linguistic shock that stemmed from this forceful contact, which exacerbated their sense of not belonging and of social shame. Bearing all this in mind, we seek to approach the role that migration played not only in the assertion of Mirandese as a language in its own right, but also in the empowerment of new generations of Mirandese people, highly qualified and politically engaged in the defence of this minority language, some of whom were former migrants. The article is devoted to the daughter of the German colonist Gustav Johannovych Kelm named Yuta Gustavivna Kelm, who in 1942 at the age of sixteen was taken from Pryluky city to Germany for forced labour. At first, the girl worked at a flax processing plant in Ohrdruf town for the period from July 1942 to August 1944. After a fire that caused the factory to stop, Yuta worked at «Olympia» factory in Erfurt, where typewriters were produced. Here the girl was working on a German font. In April 1944 she got German citizenship. In May 1945, after arrival of American forces to Erfurt, Yuta went to a collection and transit center where she stayed for about 1.5-2 months. After the city became a part of the Soviet Zone of Occupation, Yuta, obtaining a passport with new data in the name of Lidiia Ivanivna Kelman, began to work as a freelance translator at the Army Grain Warehouse No. 3302 in Erfurt. Since October 1945, the girl worked at the buffet of the officers' mess No. 29 of the Guards Corps of the Army Post Office No. 17995 «А". In May 1946, she was transferred to the post of supply manager of a junior secondary school in the same military unit. In January 1946, the girl went through the first filtration in the city of Gotha. In September 1946, she went through the second filtration at the camp No. 363 in the town of D beln. The filtration documents indicate her dual data, namely, the surname – Kelman/Kelm, the name – Lidiia/Yuta, patronymic – Ivanivna/Gustavivna, and also it was recorded that the girl collaborated with the Gestapo. In order to find her relatives, the girl came to Pryluky city in October 1946. In 1947, Yuta Gustavivna was sentenced to 10 years in prison. After the adoption of the Decree of the Presidium of the USSR Supreme Soviet dated September 17, 1955 «On amnesty of the Soviet citizens collaborating with occupants during the Great Patriotic War 1941–1945", the young woman was released and her criminal record was canceled. She was rehabilitated in 1991.

En el precedente normativo de la legislación procesal colombiana se encuentra en el libro cuarto del Código de Procedimiento Civil, las medidas cautelares de embargo y secuestro, estas eran los principales mecanismos que aseguraban la pretensión. Con la puesta en vigencia del Código General del Proceso nacen las medidas cautelares innominadas, estipuladas en el artículo 590 en su literal C del cuerpo legal en comento. Es notable un avance legislativo en materia procesal, ya que se le da la facultad al Juez para que a petición de parte decrete medidas diversas a las ya estipuladas para procesos d eclarativos. De ello suscita la siguiente interrogante ¿Cuál es la importancia procesal de las medidas cautelares innominadas en la legislación colombiana? El objetivo radica en identificar la utilidad de su regulación y qué elementos el juez debe tener en cuenta al momento de realizar el decreto de la medida innominada, sin que en algún momento llegue a ser arbitraria y hacer más gravosa la situación del demando, e incluso se le vean vulnerados derechos ; In the normative precedent of Colombian procedural legislation is found in the fourth book of the Code of Civil Procedure, the precautionary measures of seizure and kidnapping, these were the main mechanisms that ensured the claim. Dark matter particles, if sufficiently light, may be produced in decays of the Higgs boson. This Letter presents a statistical combination of searches for H→invisible decays where H is produced according to the standard model via vector boson fusion, Z(ℓℓ)H, and W/Z(had)H, all performed with the ATLAS detector using 36.1 fb−1 of pp collisions at a center-of-mass energy of √s=13 TeV at the LHC. In combination with the results at √s=7 and 8 TeV, an exclusion limit on the H→invisible branching ratio of 0.26(0.17+0.07−0.05) at 95% confidence level is observed (expected). ; We thank CERN for the very successful operation of the LHC, as well as the support staff from our institutions without whom ATLAS could not be operated efficiently. [ES] El presente TFM consiste en el proyecto de la instalación eléctrica de una industria química en el que se aplican diversas medidas orientadas a la consecución de los objetivos 20/20/20 de la Unión Europea, mediante la aplicación de la Directiva 2012/27/UE y la norma UNE-EN 60364, parte 8-1. Para ello se aborda el diseño de la instalación eléctrica en la industria bajo criterios de eficiencia energética, tanto en la distribución de la instalación como en el dimensionado del cableado. El proyecto incluye además el diseño de una instalación fotovoltaica para la obtención de energía renovable en régimen de autoconsumo. El TFM incluye un análisis detallado del impacto de las medidas de eficiencia energética implementadas, desde una perspectiva energética y económica. Para ello se toma como punto de partida la instalación diseñada bajo criterios convencionales y se compara con el diseño final obtenido tras la aplicación de las medidas de mejora de la eficiencia energética. ; [EN] This master Thesis consists on the project of the electrical installation of a chemical industry in which various measures are applied aimed at achieving the 20/20/20 objectives of the European Union, through the application of Directive 2012/27 / UE and standard UNE-EN 60364, part 8-1. For this, the design of the electrical installation in the industry is addressed under criteria of energy efficiency, both in the distribution of the installation and in the dimensioning of the wiring.
