PurposeCoronavirus disease 2019 (COVID-19) has had a tremendous negative effect on the economies around the world by infusing uncertainty into supply chains. In this paper, the authors address two important research questions (RQs): (1) did COVID-19 wage subsidies impact small and medium enterprises (SMEs) to become more flexible towards the SMEs' business customers and (2) can such flexibility be a source for greater resilience to the crisis? As a result, the authors investigate the relationship between governmental wage subsidies and SMEs' flexibility norms towards the SMEs' business customers (study 1). The authors further uncover when and how flexibility towards existing customers contributes to SME resilience (study 2).Design/methodology/approachThe authors frame the inquiry under the resource dependence theory (RDT) and behavioural additionality principle. The authors use survey methodology and test the assumptions in study 1 (n = 225) and study 2 (n = 95) on a sample of SMEs from various business-to-business (B2B) industries in Croatia.FindingsOverall, in study 1, the authors find that SMEs that receive governmental wage subsidies have greater flexibility norms. However, this relationship is significantly conditioned by SMEs' competitive profile. SMEs that strongly rely on innovation are more willing to behave flexibly when receiving subsidies, whereas SMEs driven by branding do not. Study 2 sheds light on when flexibility towards existing customers increases SME resilience. Findings show that flexibility norms are negatively related to resilience, but this relationship is becoming less negative amongst SMEs with lower financial dependence on the largest customer.Originality/valueThis study extends RDT in the area of firm–government relationships by showing that wage subsidies became a source of power for the Government and a source of dependency for SMEs. In such cases, the SMEs receiving those subsidies align with the governmental agenda and exhibit higher flexibility towards the SMEs' customers. Drawing arguments from behavioural additionality, the authors show that this effect varies due to SMEs' attention and organisational priorities resulting from different competitive profiles. Ultimately, the authors showcase that higher flexibility norms can contribute to resilience if the SME restructures its dependency by having a less-concentrated customer base.

Purpose
Although employees are considered key stakeholders, they receive limited attention in the corporate social responsibility (CSR) literature compared to other stakeholders such as customers. This study aims to address this gap, investigating how different factors, including CSR communication, may affect employee perceptions, and to what extent they can influence or be influenced by CSR activity.


Design/methodology/approach
Semi-structured interviews were used to collect data from three multinationals (MNCs) operating in Bangladesh. Mid- and entry-level employees from different departments, namely, marketing, logistics, human resources, IT and finance, were approached for data collection. It is important to note that all the study participants were Bangladeshi.


Findings
This study demonstrates how CSR perceptions, shaped by the level of employee awareness, personal beliefs about CSR and perceived motivation for adopting CSR, strengthen psychological ties between employees and their organisation. One-way CSR communication adopted by these MNCs disseminates positive information about an organisation's contribution to society and creates an aspirational and ideational image, which enhances identification, evokes positive in-group biases and encourages employees to defend their organisation against criticism. This study further demonstrates that employee CSR engagement can galvanise their experience of organisational identity, enhance their pride and reinforce their organisational identification.


Originality/value
Drawing on social identity theory and the CSR communication model proposed by Morsing and Schultz (2006), this study aims to understand employees' CSR perceptions and the possible impact of this on their behaviour. Previous studies largely focus on customers' perceptions of these activities, which means the link between CSR perception and employee behaviour remains unclear. The current study suggests that employees working in Bangladesh will not withdraw support from their organisations if CSR is used to build reputation or public image. The findings extend the literature by arguing that some employees in developing countries not only seek to improve their status by working in a reputed organisation but also tend to engage with CSR activities undertaken by their organisation.

This paper examines the impact of business cycles on unemployment rates in EU countries. The relationship between changes in gross domestic product and changes in the unemployment rate is referred to in the academic literature as Okun's law. This law is of particular importance and the relationship has been extensively investigated in the scientific literature, but there are not many studies that analyse the European Union countries. This paper examines the relationship between the unemployment rate and real GDP in the EU-27. The data used for the study cover the period 2007–2019. The results of a correlation regression analysis provide evidence of the inverse relationship between the unemployment rate and real GDP as established by theory. The results also show that the relationship between business cycles and unemployment varies from country to country: in Lithuania and the UK, there is a very strong inverse relationship between the unemployment rate and real GDP. In Lithuania, the coefficient was –0.9377, and a similar coefficient was found in the United Kingdom (–0.9337). Article in Lithuanian. Taip pat gauti rezultatai rodo, jog ryšys tarp verslo ciklų ir nedarbo yra skirtingas atsižvelgiant ir į analizuojamą šalį: Lietuvoje ir Jungtinėje Karalystėje nustatytas labai stiprus atvirkštinis ryšys tarp nedarbo lygio ir realiojo BVP. Lietuvoje koeficiento reikšmė siekė –0,9377, taip pat panaši koeficiento reikšmė gauta ir Jungtinėje Karalystėje (–0,9337). It continues to be unclear what opportunities and challenges that lie in the activation encounter as a communicative and relational situation. This study assumes that ambivalence is present in such encounters since ambivalence is common in transitions, relationships, and organisations. As a response to the limited body of knowledge about situated and relational aspects of activation work, this study examines handlings of ambivalence in authentic encounters between activation workers and young adults experiencing health and social barriers to employment. Data comprise recordings and transcripts of 23 counsellor-user encounters in the Norwegian Labour and Welfare Service. The findings show that ambivalence is present when possible next steps in the activation process are discussed, and subsequently influence decisions regarding next steps. While the counsellors display strong ambivalence when concrete job opportunities or disability pension are up for discussion, the users display strong ambivalence to work-oriented measures, and to some extent also to education and to employment when discussed as general and long-term goals. Som et svar på den begrensede mengden kunnskap om situerte og relasjonelle aspekter ved aktiveringsarbeid, undersøker denne studien håndtering av ambivalens i autentiske møter mellom frontlinjearbeidere og arbeidsledige unge voksne med helserelaterte og sosiale problemer. Data omfatter lydopptak og transkripsjoner av 23 brukermøter i Norsk arbeids- og velferdsetat (NAV). Funnene viser at ambivalens er til stede når mulige 'neste steg' i aktiveringsprosessen diskuteres og påvirker beslutninger om videre kurs. De profesjonelle viser sterk ambivalens når konkrete jobbmuligheter eller uførepensjon er oppe til diskusjon, mens brukerne uttrykker sterk ambivalens til arbeidsrettede tiltak, og til en viss grad også til utdanning og til arbeid når disse diskuteres som generelle og langsiktige mål. Abstract In program implementation, communication is positioned as a way or strategy to make all parties understand the program and run it well. Communication is positioned as a way or strategy. Methods or strategies that put forward the principle of communication are called communication strategies (Hallahan et al., 2007; Holtzhausen, 2011) (Widodo, Aan, 2020). The purpose of this research is to find out how the local city government's public relations communication strategy in implementing the Large-Scale Social Restriction Policy (PSBB). The theory used is that the communication strategy is determined by the systematic ability between the related components which will be the answer to the questions in Laswell's statement. The results of this study are discussing persuasive communication strategies, persuasive messages are prioritized from DKI Jakarta in an effort to prevent covid-19. The communication strategy was during the Covid-19 pandemic so that it was directed through their online media such as website channels, social media or the use of LEDs or Videotrones at strategic points, so that there were no crowds like in face-to-face counseling activities. Teori yang dipakai adalah strategi komunikasi ditentukan oleh kemampuan sistematis antar komponen yang terkait akan merupakan jawaban terhadap pertanyaan dalam pernyataan Laswell. Hasil penelitian ini yaitu membahas tentang Strategi komunikasi persuasif, pesan diutamakan secara persuasive dari DKI Jakarta dalam upaya pencegahan covid-19. Strategi komunikasi tersebut di masa pandemic Covid-19 sehingga diarahkan melalui media online yang mereka miliki seperti kanal website, media social atau pemanfaatan LED atau Videotrone yang ada di titik-titik strategis, agar tidak terjadi kerumunan seperti pada kegiatan penyuluhan tatap muka.

This article analyzes the politics surrounding the 1970s/early 1980s introduction of work-incentive measures for "welfare mothers" in Ontario. It uses governance and assemblage theory to analyze the substance and dynamics of the debates in this area as they involved state officials, social policy and social welfare advocates, and welfare mother activists. Using a wide array of archival documents and media accounts, the article uncovers the discursive and other kinds of practices that government officials used in seeking to contain the debate and foreclose more radical possibilities, as well as the role that progressive groups sometimes played in reinforcing official expertise. The article concludes that the work incentives for welfare mothers measures were not just benign policy but mechanisms that screened out the political and, ultimately, further disempowered and marginalized welfare mothers. Such programs operate to this day to reinforce a worldview that ignores structural oppression and inequality.

Cet article analyse la politique entourant l'introduction des mesures d'incitation au travail pour les «mères aidantes» en Ontario dans les années 1970 et au début des années 1980. Il utilise la théorie de la gouvernance et de l'assemblage pour analyser la substance et la dynamique des débats dans ce domaine, car ils impliquaient des représentants de l'État, des défenseurs de la politique sociale et de la protection sociale et des mères activistes. À l'aide d'un large éventail de documents d'archives et de comptes rendus des médias, l'article révèle les pratiques discursives et autres que les fonctionnaires ont utilisées pour contenir le débat et exclure des possibilités plus radicales, ainsi que le rôle que les groupes progressistes ont parfois joué dans le renforcement de la compétence officielle. L'article conclut que les mesures d'incitation au travail pour les mères aidantes n'étaient pas seulement des politiques bénignes mais des mécanismes qui filtraient le politique et, en fin de compte, rendaient les mères aidantes encore plus démunies et marginalisées. De tels programmes fonctionnent à ce jour pour renforcer une vision du monde qui ignore l'oppression structurelle et l'inégalité.

El cáncer ha pasado de ser una enfermedad crónica más, para ser considerado un asunto prioritario y un problema de salud pública que debe estar en las agendas actuales de todos los gobiernos. En el caso de Colombia, ello se refleja en una explosión normativa y jurisprudencial que, por lo menos en la teoría se predica muy garantista de los derechos fundamentales de las personas con cáncer. embargo, esos desarrollos colisionan con múltiples barreras que, tocan variables de diferente naturaleza, como i) las naturales limitaciones presupuestales del Sistema de Salud Colombiano, derivadas, entre otras razones, del alto costo de los tratamientos asociados a esta enfermedad, ii) la precaria infraestructura física en materia de servicios oncológicos, iii) el reducido recurso humano capacitado en Colombia para la atención de los pacientes con cáncer; sumado a iv) las actuales barreras jurídicas a las que los pacientes con cáncer deben enfrentarse para poder acceder al Sistema General de Salud Colombiano de manera oportuna y eficiente. Por estas razones, el objetivo de la presente Tesis de Maestría es identificar tales talanqueras que impiden que el derecho fundamental a la salud de los pacientes con cáncer no pueda ser maximizado en todos los casos, en aras de construir una propuesta que permita reducir las distancias entre el andamiaje jurídico diseñado para la protección de los pacientes con cáncer, y la práctica efectiva y cotidiana en materia de protección de los derechos de los pacientes con cáncer. Therefore we aim to analyze thetravel diary written by the Danish ambassador Just Juel within his diplomatic mission to Muscovy (1709–1711)and outline his main impressions and conclusions on the early-modern Russian cities and other «issues» (e.g. roadinfrastructure, economy, communication systems, architecture, food market) which later contribute to the image ofRussia in the early modern epoch. This ego-narrative contains some prevailing views of Russia as the European periphery:distant, uncivilized, poorly connected with the rest of the continent, economically and politically underdevelopedcountry.
