Recent theoretical debates over political liberalism address a wide variety of issues, from citizenship and minority rights to the role of constitutional foundations and democratic deliberation. At stake in virtually all of these discussions, however, is the nature of the autonomous agent, whose perspective and interests are fundamental for the derivation of liberal principles. The autonomous citizen acts as a model for the basic interests protected by liberal principles of justice as well as the representative rational agent whose hypothetical or actual choices serve to legitimize those principles. Whether implicitly or explicitly, then, crucial questions raised about the acceptability of the liberal project hinge on questions about the meaning and representative authority of the autonomous agent. Similarly, in the extensive recent philosophical literature on the nature of autonomy, debates over the content-neutrality of autonomy or the social conditions necessary for its exercise ultimately turn on issues of the scope of privacy, the nature of rights, the scope of our obligation to others, claims to welfare, and so on – the very issues that are at the heart of discussions of liberalism regarding the legitimate political, social, and legal order. Despite the conceptual and practical interdependence of liberalism and autonomy, however, the recent literature on liberalism has developed without much engagement with the parallel boom in philosophical work on autonomy, and vice versa. This book serves as a point of intersection for these parallel paths. The chapters connect the lines of inquiry centering on the concept of autonomy and the self found in relatively less "political" areas of thought with the debates over the plausibility of liberalism that have dominated political philosophy in the Euro-American tradition for some time. While the main focus of the collection is to explore the intersection we are describing, the chapters also represent efforts to make free-standing contributions to debates about autonomy as well as to the foundations and operations of liberal justice itself. In what follows, we begin by outlining the recent debates over autonomy, before noting some of the challenges to liberalism that have motivated current rethinking within political theory. We then discuss four key themes at issue in both the debates over autonomy and the debates over liberalism: value neutrality, justificatory regresses, the role of integration and agreement, and the value of individualism. This is followed, by a summary of each of the chapters, with a brief discussion of how the individual essays create a dialogue among themselves concerning these broad and fundamental issues of political philosophy.

Chartering process of a constitution for the European Union emerges as a necessity based upon both interior and exterior dynamics. In the first chapter, the question why the EU needs a constitution is addressed. The development of EU constitutionalism is explained within the context of the historical developments and integration processes. Today, there are mainly two different approaches to constitutional integration: federal and confederal. In the second Chapter, EU integration and the construction of the European constitutionalism, which is contingent upon the integration process, is discussed. As the link between the EU constitutionalism and the EU integration is evaluated, it is possible to see that the outline of the constitution is greatly affected by political liberalism. Phenomena such as identity, public opinion and citizenship are the founding principles of the necessities and the procedures of EU constitutional institutionalism. In the last chapter, practice of constitutionalism is explained. Characteristics of the final constitutional text, is determined by necessities that informed the constitutionalism. Summits of Nice and Laeken, Declaration for the Future of Europe, Intergovernmental Conferences, Convention sessions and national approaches are elaborated in this context. Lastly, evaluations of main provisions of the constitution and ratification processes by the participant nation states are explored.

Das Bild ethnischer Minderheiten in Deutschland beruht vornehmlich auf der medialen Darstellung, der politischen Perzeption und der sozialstatistischen Erfassung von "Ausländern". Dabei sind Ausländer im formellen Sinne spätestens seit der verstärkten Zuwanderung "volksdeutscher" Spätaussiedler und verschiedener Reformen des Staatsbürgerschaftsrechts in den neunziger Jahren nur noch eine, zudem schrumpfende, Teilmenge der Wohnbevölkerung nichtdeutscher Herkunft. Eine wissenschaftlich bisher zu wenig diskutierte Frage ist, ob man Erkenntnisse, die auf der Untersuchung von Personen ohne deutsche Staatsbürgerschaft beruhen, auf die eigentlich im Fokus der politischen Diskussion stehenden Gruppe, die hier zusammenfassend "Migranten" genannt wird, noch verallgemeinern kann. Das Projekt "Die Qualität der multikulturellen Demokratie in Amsterdam und Berlin" berücksichtigt die veränderten Rahmenbedingungen, indem es die politische und zivilgesellschaftliche Integration von "Allochthonen" untersucht. Diese amtliche niederländische Definition bezeichnet alle Personen, die entweder selbst oder von denen mindestens einer ihrer Elternteile außerhalb ihres momentanen Aufenthaltslandes geboren wurden. Basis des vorliegenden Papiers ist die Feldarbeit der Berliner Teilstudie des Projekts in Form einer telefonischen Befragung von Deutschen, Türken, Italienern und Zuwanderern aus dem Gebiet der ehemaligen Sowjetunion, einschließlich deutschstämmiger Aussiedler und jüdischer Kontingentflüchtlinge. Es wird die Frage erörtert, ob eine solche Perspektivenerweiterung bei der Bestimmung der Grundgesamtheit, mit der Folge methodischer Innovationen bei Stichprobenkonzept und Befragungstechnik, inhaltlich notwendig ist, um die politische und zivilgesellschaftliche Integration ethnischer Minderheiten realitätsnah abbilden zu können. Die Autoren kommen zu dem Schluss, dass auf Basis von Ausländerbefragungen gewonnene Erkenntnisse nicht länger repräsentativ für die in Deutschland lebenden Migranten sind. ; The view on ethnic minorities in Germany is predominantly determined by medial presentation, political perception and statistical registration of "foreigners". In a legal sense, however, foreigners are only a declining subset of the population of non-German origin; this has been the case at least since the increasing immigration of so-called "ethnic Germans" and several reforms of citizenship rights in the 1990s. A widely neglected question pertaining to migrants in Germany is whether and to what extent persons of non-German nationality can be assigned to the group of so-called migrants; this is the intended focus of the political discourse. The project "The Quality of Multicultural Democracy in Amsterdam and Berlin" takes the changing conditions into account when examining the political and civil integration of "allochthonous individuals". This official Dutch term refers to all persons who are born outside their actual country of residence, or for whom this was the case of at least one of their parents. This paper focuses on the empirical fieldwork for the Berlin part of the project, based on telephone interviews with German, Turkish, and Italian respondents, as well as on immigrants from the former Soviet Union, including ethnic Germans and Jewish "contingency refugees". The question is posed whether – in order to obtain a realistic view on the political and civil integration of ethnic minorities – such an extended definition (resulting from the methodological consequences of the sampling procedure and interview techniques) of the basic population is in fact necessary. The authors conclude that research findings that are based on foreign population surveys are no longer representative for migrants living in Germany.
