Distributed leadership is promoted as being well suited to public service organizations because of their multiple goals, less pronounced managerial authority and presence of powerful professional groups. Drawing on qualitative evidence we analyse the complex process of the institutionalization of distributed leadership in English schools. Our analysis suggests that competing institutional forces simultaneously foster and stymie the adoption of distributed leadership. Consequently, the school principals find themselves in a classic Catch-22 situation, which they resolve by enacting a weak form of distributed leadership. Ironically, the implementation of distributed leadership is the most difficult in the schools located in socially deprived areas, that is, the very context where policy-makers expect distributed leadership to make the most impact. Moving beyond our specific case, we argue that distributed leadership, and leadership more generally, cannot be divorced from its institutional context and that the relative influence of divergent institutional forces depends upon the immediate organizational environment.

Op 22 juni 2018 heeft de bekende advocaat Peter Wakkie de leeftijd van 70 jaar bereikt. Dat was de aanleiding voor een aantal bevriende (ex-) advocaten om het initiatief te nemen voor een Liber Amicorum. Peter heeft uiteraard ook landelijke bekendheid verkregen als bestuurder en commissaris van grote beursgenoteerde vennootschappen. In deze bundel staat echter het juridische voorop en de korte bijdragen worden gelardeerd met zeer korte niet juridische herinneringen van ondernemers met wie Peter nauw heeft samengewerkt. De behandeling van iedere zaak door Peter begint met een juridische analyse waartoe hij uitstekend in staat is. Hij volgt de ontwikkelingen in het ondernemingsrecht op de voet. En hij is kort en beknopt in zijn advisering. Aan de contribuanten aan deze bundel is daarom het consigne meegegeven het kort te houden. Vrijwel iedereen heeft zich daaraan gehouden. De bijdragen liggen hoofdzakelijk op het terrein van het ondernemingsrecht en het vermogensrecht. The paper analyzes the prominent 22@ Innovation District project, which was initiated at the beginning of the 2000s by the city of Barcelona to regenerate part of the Poblenou district, a former industrial area. The goal was to create an innovation district able to generate economic activity and employment by focusing on knowledge economy and new technologies. The innovative features of the project emphasize the uncertainty and the need to adapt to new technologies and their economic and social influence in urban regeneration projects. The paper uses the adaptive governance framework to analyze how the dynamic process of urban regeneration and creation of an innovation district has been able to adapt to internal and external changes of political, economic and technological nature. Adaptive governance has been conceptualized by focusing on three key aspects (i.e., level of complexity, conflict and uncertainty) and three main actions (i.e., anticipate, learn and adapt) that have been considered in the case study. These elements emphasize the need for bridging organizations that are able to work cross-level and cross-scale. The article shows the suitability of adaptive governance systems in urban regeneration projects, aiming to combine top-down and bottom-up initiatives within a comprehensive strategy.
This report finds that the U.S. is the only country among 22 countries ranked highly in terms of economic and human development that does not guarantee that workers receive paid sick days or paid sick leave. Under current U.S. labor law, employers are not required to provide short-term paid sick days or longer-term paid sick leave. By relying solely on voluntary employer policies to provide paid sick days or leave to employees, tens of millions of U.S. workers are without paid sick days or leave. As a result, each year millions of American workers go to work sick, lowering productivity and potentially spreading illness to their coworkers and customers.
