In nation states and regions including Australia, Hong Kong, other countries of Asia, the European Economic Community and elsewhere, Civics and Citizenship education (CCE) is a contested concept. The development of The Australian Curriculum is providing a national opportunity for educators to rethink curriculum priorities and to decide on new emphases for learning in Australian schools, but policy documents have emphasized the importance of CCE for all young Australians. In this paper we discuss the notion of citizenship education as 'national education' in Australia. We suggest that while the development of CCE in Australia does include elements of 'national education', the new curriculum provides an opportunity to frame the civil, political and social components of CC for young Australians in ways that include local, national and global understandings. We argue that CCE should broaden young peoples' world views and their passion and capacity to express their own identity, so they can be active and engaged citizens in diverse communities that include their own communities, the nation and beyond.

"One of the crucial sites of contestation in current approaches to communication for social change is the status of the national identity in an era characterized by the tensions between the globalization of capitalism and myriad resurgent nationalisms. Commercial Nationalism intervenes in discussions of the fate of nationalism and national identity by exploring the relationship between state appropriation of marketing and branding strategies on the one hand, and, on the other, the commercial mobilization of nationalist discourses. The book's unique contribution is to consider an emerging formation characterized by the following complementary (and related) developments: the ways in which states come increasingly to rely on commercial techniques for self-promotion, diplomacy, and internal national mobilization, and also the ways in which new and legacy forms of commercial media rely on the mobilization emerging configurations of nationalism for the purpose of selling, gaining ratings, and otherwise profiting. We see this formation as a unique reconfiguration of the formation of nationalism associated with the contemporary context. Goal. The article is devoted to the study of the mechanisms of the use of psychological means and opposition to Russia's aggressive intentions. Method. In the process of research general scientific methods were used: comparative analysis and logical generalization. Results. The article proposes the organization of preventive measures based on the use of humanitarian tools. The reasons for the irresponsible invasion of the aggressor into the sovereign society and the motives of the state aggression of the Russians are revealed. The place and role of language content in these processes are determined. The Russians, as a result of the use of fake informing the population, create preconditions for the alleged protest mood of the people and brazenly go to "liberate Russian-speakers", carry out the annexation of Ukrainian territory, etc. The imperfections of the ideology that prevails there are named. The scientific novelty lies in the elucidation of certain differences in views on the Russian monolith. Some foreign (mostly Russian) political scientists claim that the people there massively support their ruler - the president, due to numerous social and political, informational factors. This happens even though he and his entourage recklessly not only "fake" but also ruthlessly plunder people's resources and shamelessly take the loot abroad, brazenly intimidating them (abroad) robbed and they believe him because the Russians allegedly such a mentality. Who does not believe, he "sewn a label" traitor and so it goes on for centuries. They are, in principle, patriots and, even in the "yoke of allegiance to the leader", always feel "happier" than all Europeans combined. The practical significance lies in the implementation of certain measures by the state to prevent large-scale Russian aggression, intensification of state-building processes in Ukraine. It was found that many Ukrainians resemble Russians. Communist ideologues once claimed that we were brothers and society believed in this, and also, according to public opinion, citizens were the first to die for their oppressors. It has been established that who sows despair in the souls of Ukrainians, who deprives them of hope and optimism, and why we allow someone to do so. The views on these problems of people who impartially assess the aggression of Russians in Ukraine are highlighted. ; Мета. Стаття присвячена вивченню механізмів використання психологічних засобів і протистояння агресивним намірам Росії. Методика. У процесі досліджень використано загальнонаукові методи: порівняльний аналіз і логічне узагальнення. Результати. У статті запропоновано організацію попереджувальних заходів на основі використання гуманітарного інструментарію. Виявлено причини безвідповідального вторгнення агресора в суверенне суспільство та мотиви державної агресивності росіян. Визначено у цих процесах місце і роль мовного контенту. Росіяни, у результаті використання фейкового інформування населення, створюють передумови до, нібито, протестних настроїв людей та нагло ідуть «визволяти російськомовних», здійснюють анексію української території і т.д. Названо недосконалості ідеології, що там панує. Наукова новизна полягає у висвітленні окремих розбіжностей у поглядах на російську монолітність. Окремі зарубіжні (здебільшого російські) політологи стверджують, що там народ масово підтримує свого правителя – президента, в силу численних соціальних і політичних, інформаційних чинників. Це відбувається, навіть, при тому, що він та його оточення безоглядно не лише «фейкують», а й безоглядно грабують народні ресурси і безсоромно вивозять награбоване за кордон, нагло лякаючи ним (закордоном) пограбованих…і вони вірять йому…бо у росіян нібито така ментальність. Хто не вірить, йому «пришивають ярлик» запроданця і так триває століттями. Вони, у принципі, патріоти і, навіть, у «ярмі вірності вождеві» завжди почуваються «щасливішими», ніж всі європейці разом узяті…Практична значимість полягає у реалізації певних заходів державою для попередження широкомасштабної агресії росіян, активізації державотворчих процесів в Україні. Виявлено, що багато українців уподобляються росіянам. Колись, комуністичними ідеологами стверджувалося, що ми браття, і суспільство повірило цьому, і теж, як засвідчує громадська думка, громадяни отримали право… першими гинути за… своїх гнобителів. Встановлено, що хто сіє зневіру в душах українців, хто позбавляє їх надії та оптимізму і чому ми це комусь дозволяємо. Висвітлено погляди на ці проблеми людей, які неупереджено оцінюють агресію росіян в Україні.

AbstractThis article reconstructs the bureaucratic and legal processes that culminated in the creation of the modern national security classification system in Executive Order No. 10,290, issued by Harry Truman in 1951. It argues that classification was shaped by processes of improvisation endogenous to the federal bureaucracy, which produced the problems of overclassification, definitional vagueness, and ambiguous constitutional status that have haunted the secrecy regime until the present. In so doing, it provides new insight into the development of the modern presidency, the national security state, and American democracy, and suggests possible paths to reform the contemporary pathologies of the classification system.

Der folgende Text stellt den schweizerischen Bildungsbericht in den Zusammenhang des nationalen Bildungsmonitorings und diskutiert am Beispiel der Lehrerinnen- und Lehrerbildung zentrale Fragen der Bildungssteuerung. Dabei steht die Wirksamkeit des Systems hinsichtlich der Sicherung des Lehrkräftebedarfs im Vordergrund – ein zentraler Aspekt des Bildungssystems, der sowohl die Qualifizierung wie die Rekrutierung der zukünftigen Berufsleute betrifft. ; The following text places the Swiss Education Report in the context of monitoring national education and discusses as an example the core issues of education management. The effectiveness of the system with regard to securing the number of teachers needed is the main priority, a key aspect of the education system, as it effects both the qualification and recruitment of future professionals.

The Shift in Tasks of the General Inspection of the National Police : the Audit.
In recent years the traditional tasks of scrutiny carried out by the General Inspection of the National Police have shifted towards complementary tasks such as undertaking studies, evaluations and audits. The latter have a preventative dimension, although scrutiny of activities is often a necessary preliminary measure and this means that audits are often badly received by the service targeted. In constructing a detailed methodology for the audit and in putting it into practice, the General Inspection has seen its competencies enlarged and its tasks increased.

Abstract. The article reveals the essential characteristics of state youth policy, summarizes the main stages of formation and evolution of state policy in support of youth development. The historical aspect of the origin and implementation of the state youth policy at the highest level of government in the form of structures and bodies engaged in its development and coordination is indicated. The concepts of "youth" and "politics" are outlined as components of the concept of "youth policy". The subject and object in the field of youth support at the state level, the main purpose and objectives are highlighted. It is determined that the goal of state youth policy is perceived as the implementation of comprehensive, consistent and mutually agreed measures of public authorities, local governments and non-governmental organizations that actively represent the interests of the younger generation in the formation of state youth policy, as well as implementation and creation of social economic, political, organizational and legislative conditions in promoting education, employment, initiatives, creative and innovative activities of young people. State youth policy is defined as a priority and specific direction of the state, which is carried out in the interests of young people, society, state and taking into account state opportunities, its economic, social, historical, cultural development and world experience of state support for youth. Youth support takes place systematically, in the relationship between the state and the younger generation, youth groups or individuals. Implemented in the activities of all branches of government (legislative, executive, judicial), in order to provide socio-economic, political, organizational, legal conditions and guarantees for the vital self-determination of young people and the realization of all their goals and needs. It is noted that in modern conditions of development, relying on European experience and practice, the state youth policy of Ukraine requires immediate implementation and practical implementation of a set of measures, especially to address all employment issues, provide equal opportunities in the labor market, increase wages, assistance in small business development, etc. Therefore, solving all the problems of youth is a key moment in the implementation of state youth policy, and its proper education is a prospect for the effectiveness of state youth policy. В статье раскрыто сущностные характеристики государственной молодежной политики, обобщены основные этапы формирования и эволюции государственной политики при поддержке развития молодежи. Указано исторический аспект происхождения и внедрение государственной молодежной политики на высшем властном уровне в виде структур и органов, занимающихся ее разработкой и координацией. Указанные понятия «молодежь» и «политика», как составляющие понятия «молодежной политики». Освещены субъект и объект в сфере поддержки молодежи на государственном уровне, основную цель и задачи. Определено, что цель государственной молодежной политики воспринимается как реализация всесторонних, последовательных и взаимно согласованных мероприятий органов государственной власти, органов местного самоуправления и неправительственных организаций, которые активно представляют интересы молодого поколения, в процессе формирования государственной молодежной политики, а также реализация и создание социально экономических, политических, организационных и законодательных условий в содействии развитию образования, занятости, инициативам, творческой и инновационной деятельности молодежи.Государственную молодежную политику принято определять приоритетным и специфическим направлением деятельности государства, которая осуществляется в интересах молодого человека, общества, государства с учетом государственных возможностей ее экономического, социального, исторического, культурного развития и мирового опыта государственной поддержки молодежи. Поддержка молодежи происходит системно, в соотношении между государством и молодым поколением, молодежными группировками или одной личностью. Реализуется в деятельности всех ветвей власти (законодательной, исполнительной, судебной), с целью предоставления социально-экономических, политических, организационных, правовых условий и гарантий для жизненного самоопределения молодежи и реализации всех своих целей и потребностей. Отмечено, что в современных условиях развития, полагаясь на Европейский опыт и практики, государственная молодежная политика Украины требует безотлагательного внедрения и практической реализации комплекса мероприятий, в особенности по решению всех проблемных вопросов по занятости, предоставления равных возможностей на рынке труда, повышение уровня оплаты труда, содействие в развитии малого бизнеса и тому подобное. Реалізується в діяльності усіх гілок влади (законодавчої, виконавчої, судової), з метою надання соціально-економічних, політичних, організаційних, правових умов та гарантій для життєвого самовизначення молоді й реалізації усіх їхніх цілей і потреб. Зазначено, що в сучасних умовах розвитку, покладаючись на Європейський досвід і практики, державна молодіжна політика України вимагає невідкладного впровадження і практичної реалізації комплексу заходів, в особливості стосовно всіх проблемних питань із зайнятості, надання рівних можливостей на ринку праці, підвищення рівня оплати праці, сприяння у розвитку малого бізнесу тощо. Тож, розв'язання усіх проблем молоді - ключовий момент в реалізації державної молодіжної політики, а належне її виховання - перспектива результативності державної молодіжної політики. This paper identifies subjective well-being trajectories through happiness measures as influenced by time, socio-economic, demographic and behavioural determinants. Hierarchical age-period-cohort models are applied to European Social Survey (2002–2016) data on the population aged 30 and older in 10 countries. A U-shaped relationship between age and happiness is found for some countries, but a rather flat pattern and considerable diversity beyond age 80 are detected for other countries. Lower happiness levels are found for baby boomers (1945–1964) than for preboomers and post-boomers, and also for late boomers (1955–1964) than for early boomers (1945–1954). Women, highly educated and native people are shown to have higher happiness levels than men, less educated and non-native people, respectively. Moreover, a positive assessment of income, having a partner, and being a parent, in good health, employed and socially active are all found to have a positive impact on happiness levels. We find evidence of gaps in happiness levels due to differences in socio-economic characteristics over the life course in some, but not in all of the countries analysed.
