A comparative comprehensive analysis of the socio-pedagogical problem field of modernization of the educational system of Ukraine and the EU in the context of administrative reform and taking into account economic needs and the establishment of universal democratic values has been conducted. A comparative pedagogical study of the theoretical, organizational, methodological and regulatory principles of reforming the educational system of Ukraine, which is currently acquiring national features and integrated into the world educational space, has been carried out. Conceptual principles of reforming the educational system of Ukraine as a basis for improving the quality of life of citizens from the standpoint of an innovative educational project in the context and professional psychological and pedagogical aspects of training in the field of educational policy have been theoretically substantiated. The provision is that education, like other institutions of public life, requires operational and strategic management actions, aimed at its modernization and renewal. A conceptual integral dynamic model of reforming educational policy in Ukraine with substantiation of methodological approaches and theoretical positions has been developed on the basis of comparative pedagogical research. A necessity of expansion and qualitative improvement of the network of preschool educational institutions has been proved. There are trends that Ukrainian secondary education will eventually become on a par with the world standards of secondary school. A need to create and coordinate a strong system of out-of-school education in Ukraine has been justified, as the mass unemployment of children and youth in out-of-school time entails huge negative consequences. Hauptbeschreibung Betriebe und Unternehmen mit einer bestimmten geistig-ideellen Zielsetzung genießen im deutschen Arbeitsrecht seit jeher einen besonderen Schutz. Die wachsende Europäisierung des deutschen Arbeitsrechts stellt diesen so genannten Tendenzschutz in einen neuen Kontext und wirft die Frage nach seiner europäischen Perspektive auf. Ihr widmet sich Martin Plum in seiner Dissertation und erschließt den Tendenzschutz im europäischen Arbeitsrecht in seiner gesamten Bandbreite. In this paper, we map the process of synchronization of the Visegrad Four within the framework of the European Union using the wavelet techniques. In addition, we show that the relationship of output and key macroeconomic indicators is dynamic and varies over time and across frequencies. We study the synchronization applying the wavelet cohesion measure with time-varying weights. This novel approach allows for studying the dynamic relationship among countries from a different perspective than usual timedomain models. Analysing monthly data from 1990 to 2014, the results for the Visegrad region show an increasing co-movement with the European Union after the countries began with preparation for the accession to the European union. The participation in a currency union possibly increases the co-movement. Further, analysing the Visegrad and South European countries' synchronization with the European Union core countries, we find a high degree of synchronization in long-term horizons.

This article analyzes the occupational structure of 25 european union countries during the period 2000–2004. Shift-share analyses are used to decompose cross-country differences in occupational structure into within sector and between sectors effects. The static analysis for 2004 shows that the new member countries employ a lower share of skilled workers because their industry structure is biased towards less skill-intensive industries and because they use fewer skills within industries. The differences in the shares of (high-skilled) non-production workers are dominated by the between (industrial) effect. In contrast, the dynamic analysis of 2000–2004 showed that changes in the share of high-skilled non-production workers are mostly driven by within sector changes, which are probably related to skill-biased technological change. Similar trends in the countries' within effects support the catch-up of the new member countries' skills demand, while the structural developments that could equalize the industry mix of the new and old member countries are related to increased domestic demand and will probably take time.

The study of EU foreign policy has for a long time been haunted by Henry Kissinger's famous quip, "what number do I call if I want to get through to Europe?" This has prompted scholars to inquire into the effectiveness of the EU as an international actor. Arguing that the focus on effectiveness has pushed EU studies too far into the world of policy planning, this book examines EU foreign policy from the perspective of functionality. It asks what function foreign policy co-operation plays in the wider European integration process. The findings are original and striking: EU foreign policy serves as a way of managing Europe's retreat from power politics, is the site for inter-institutional struggles between the Council, Commission and Parliament within the EU, and increasingly provides the EU with a new identity at a time when the traditional narratives of European integration are no longer so convincing for European citizens. Far from being the poor cousin of other policy areas, foreign policy is increasingly the terrain upon which the future of the EU is being decided.

Introduction: Public health research, at population and organizational level, needs to be identified independently within 'health' research from biomedicine and life sciences. In PHIRE (Public Health Innovation and Research in Europe), we investigated the extent and character of public health research calls and programmes in European countries. METHODS: Country respondents, identified through national member associations of the European Public Health Association completed a standardized recording instrument. Public health research was defined, and the call period limited to the latest full year (2010). Of the 30 countries included (EU 27 plus Iceland, Norway and Switzerland), there were reports for 25 countries A simple classification of the calls was developed. RESULTS: There were 75 calls and programmes included. Of these, 41 (55%) together were in France and the UK, and 34 in a further 14 countries, while 9 countries reported there were no calls or programmes opened in 2010. Calls were categorized across diseases, behaviours, determinants, services and methodologies. Some calls were broad, while others-particularly in the countries with several calls-were more detailed towards specific issues. Levels of funding varied markedly and were difficult to define. Where stated, in 32 responses, 19 calls were only open to national applicants and 13 from abroad. CONCLUSIONS: Most European countries have competitive programmes and calls relevant for public health research, but they are poorly identified. Only a minority of countries present a wide range of topics and specific fields. Effort is needed to develop classifications for public health programmes and calls for public health research, improve information (including financial) collection to enable systematic comparisons and build greater recognition of public health research within research communities, with national and European research funding organizations, and for practitioners and policymakers. ; PHIRE received co-funding from the European Union Health ...

This compendium contains 20 case studies of public programmes in European countries that are successfully supporting business creation by people from disadvantaged and under-represented groups in entrepreneurship. The populations targeted by these programmes include youth, women, seniors, the unemployed, immigrants, ethnic minorities and people with disabilities. Each programme description details the programme's activities and approach, assesses the challenges faced in development and implementation, and offers tips for successful transfer to other contexts. Public policy actions at national, regional and local levels can make an important contribution to economic growth and social inclusion by promoting business creation and self-employment by people who otherwise could remain outside of the mainstream of entrepreneurship. This compendium demonstrates that workable approaches exist and can help policy makers learn from each other's experiences to achieve widespread results.
