The following debate took place on September 24, 2019 at the Warsaw School of Economics. Its subject was the issues of upbringing / moral education in schools. On the other hand, the aim was to outline a diagnosis of the situation in this respect, i.e. how schools cope with the implementation of educational functions and moral formation of students. At the beginning, the educational functions of schools were distinguished from the didactic functions (transmission of knowledge from teachers to students), leaving the latter to be discussed on another occasion. The issue of ways of creating a better balance in schools between the two functions they perform: education and transfer of knowledge (didactics) was also discussed.

The subject of the debate was the main elements of the reform in the way higher education functions, implemented from October 2019. The background of the reform was discussed, including the historical and mental conditions of the academic community, and then the reform programming phase (e.g. consultation procedures), the phase of implementing changes (including the issue of adjusting the publication of regulations) and the sphere of new or additional incentives were discussed. which introduced new regulations into academic life (e.g. new rules for obtaining points by scholars for publications, new evaluation rules to which universities are subject, rules for creating statutes).

The following debate took place on March 22, 2019 at the Warsaw School of Economics. The content of the Study on Spatial Chaos report provided the framework for the discussion. Its authors estimated the cost of spatial chaos at PLN 84.3 billion per year. They indicated the main mechanisms leading to the occurrence of this phenomenon.

The discussion was moderated and planned by Andrzej Klimczuk, associated with the Warsaw School of Economics, and invited to the discussion: Barbara Szatur-Jaworska, social politician and gerontologist from the University of Warsaw, Paweł Kubicki, economist, Warsaw School of Economics, Marek Niezabitowski, sociologist from the Silesian University of Technology, Ryszard Majer, social politician , Agnieszka Cieśla, architect and urban planner, Warsaw University of Technology, Marzena Rudnicka, founder and president of the National Institute of Senior Management (biographical notes at the end of the debate). Polityka publiczna wobec starzenia się ludności: Przegląd pojęć i podejść teoretycznych

This paper aims to present different approaches to the analysis of public policies on ageing. The study contains short descriptions of selected theories on formulating and implementing responses to challenges related to the issues and problems relevant to older people and ageing people. The paper discusses selected concepts such as politicization of ageing, public policy on ageing and the politics of ageing. In the further part of the work, an attempt was made to discuss the framework of the stages of the public policy design cycle and codesign as well as selected public policy theories associated with the population ageing that were divided into deductive and inductive approaches and broken down into levels of social system analysis (micro, meso and macro). The summary presents proposals for further research directions.

The book addresses issues related to labor market policy, shows the relevant mechanisms of its research, programming and implementation, and its subject is, in particular, the analysis of the situation of employees of employment offices and the unemployed themselves. The book is multidimensional. For me, the first part, in which the author presents his view on trends in the policy of the labor market that are decreasing in the environment of our science, presents to me a special focus. Recognizes the disproportionate emphasis on the analysis of legal acts, on "official documents, on target-set objectives, often unrealistic." He points to the dean of the research perspective in which the official who is the "face of the state" is present, which determines the quality of public service , de "perspectives of the final recipient", i.e. a citizen (quality of services for a citizen).

The aim of our discussion is to look at the socio-economic analysis. It should be assumed that this is the basic resource of various types of knowledge (policy knowledge), which - in principle - is to provide the basis for making public decisions. As a result, these decisions are to be optimal or better than those decisions that are based only on intuition, belief, etc. This is, therefore, an analysis that is to be a resource of rationalized, verifiable knowledge from reliable sources.

There are also theoretical issues such as: adequacy of this discipline of knowledge to the analysis of the realities of public action in Poland. This issue arises due to the fact that public policy emerged as a discipline of knowledge in the Anglo-Saxon tradition, on the basis of its specificity. Moreover, the theories evident in public policy science have been developed in the West, mainly in America. The local realities were the basis. Therefore, the question arises whether we should build our theories or adapt those that have been developed elsewhere. Meanwhile, we do not have many or even most elements of the Anglo-Saxon tradition, even in terms of the size of our analytical achievements. We are not even inclined to conduct such an advanced analysis of social and economic phenomena. Hence, it seems important to me to ask about the theoretical potential of this discipline in relation to the analysis of public activities in Poland.
Polityka publiczna w zakresie ochrony cyberprzestrzeni w UE i państwach członkowskich

The purpose of this article is to provide a detailed overview of the essential measures and regulations implemented by the European Union within the framework of its public policy on cybersecurity and make a comprehensive comparative analysis of the cybersecurity capabilities in E. U. Member States and their national strategies in this area. This article highlights multiple issues that should be the center of attention in regard to public policy on cybersecurity, which made it possible to evaluate the compliance of the existing 104 Zbigniew Chmielewski Studia z Polityki Publicznej regulations passed by the E. U. policy makers and the way it was approached. Based on the 2015 Software Alliance (BSA) survey and other available sources an analysis was made to evaluate the readiness of E. U. Member States to ensure security in cyberspace. Special attention was paid to "The Assumptions of Cybersecurity Strategy of the Republic of Poland", developed by the Ministry of Digitisation and published in February 2016.

Despite the plethora of conducted research and analyses, their actual use in the design and implementation of public policies is quite limited. The latest research indicates that an effective strategy to strengthen the use of public policy research results in practice is knowledge brokering. The article demonstrates the use of an educational innovation enabling knowledge brokering teaching through practice - by means of a simulation game-based workshop. The past experience connected with the use of "Knowledge 176 Karol Olejniczak, Dominika Wojtowicz Studia z Polityki Publicznej Brokers" game to teach public sector professionals in Poland, the United States and Canada has confirmed that the game helps to: (1) understand the role of the public policy research and analysis results, (2) master the six key skills of knowledge brokers and (3) understand the broker's limitations in influencing the decision-making process. Public administration institutions can make use of "Knowledge Brokers" for the practical training of their analytical personnel and raising its organizational capacity to carry out public policies based on evidence.

The European Union currently operates three types of competence: exclusive, shared and supporting (complementary and harmonization). For each country, it is very important autonomous power of taxation and the ensuing independence in shaping tax policy. Countries acceding to the European Union, however, have to reckon with the fact that 80 Artur Kuś Studia z Polityki Publicznej since joining will not have a kind of monopoly on the creation of a fully independent and autonomous tax regulations. EU tax law is primarily the proper functioning of the EU internal market. The aim of the tax legislation is mainly provide income for the state. Thus, the main feature of the national tax law is fiscal function and the EU's - the proper functioning of the internal market. EU tax law in the broad sense (sensu largo) is the collection of EU law (primary and secondary) concerning and affecting the tax law of the Member States. EU tax law in the strict sense (sensu stricto) is a set of rules while EU law relating to and used directly in the tax law of the Member States of the EU. In the simplest terms it can be assumed that these are the rules relating to the taxation mainly indirect taxes.
Działania publiczne wobec uwarunkowań historyczno-kulturowych

The author analyses the socio-cultural determinants which influence the internal structure of collective action. It is determined by: the ability to fulfill contracts, the predictability of behaviour and showing trust to others. The author goes on to describe the factors that limit them as a result of the specificity of social relations in the Polish society, which 82 Janusz Hryniewicz Studia z Polityki Publicznej are dominated by the network of micro-groups and it means that only within them - not within the wider society - one can see social relations, in which contracts tend to be fulfilled and trust guaranteed. At the same time, the author indicates that the Polish society's capacity for collective action seems to be limited as a result of the fact that the Cartesian culture has not been fully adopted. There are many ramifications of that including a lower potential to analyse the goals of collective actions and making them more rational. In the Cartesian type of societies, their members are more favourably inclined to act together. They are more favourably adapted towards democracy, collective action and one can see a higher level of self-organisation, a wider range of personal freedom, as well as the setting up of associations. There is no need to impose top-down directives and top-down coordination when collective action must be taken.
