This article examines, from a legal perspective, the Lisbon Treaty changes over the European Union's (EU) common agricultural policy (CAP) and their impact on developing countries. The study focuses particularly on the Caribbean region of the African, Caribbean and Pacific (ACP group), which signed an Economic Partnership Agreement with the EU in 2008, and will use bananas as the exemplar commodity. The Lisbon Treaty which entered into force in December 2009 has brought important institutional changes within the EU and altered the distribution of responsibility over European policies. The European Parliament (EP) now exercises legislative functions 'jointly' with the Council over fields falling outside EU trade policy but which often have trade-related impacts. This is the case of the CAP which is now a shared rather than an exclusive competence policy area. The EU is an important market for developing countries' export of agricultural food products. However, there is a risk that the EP positions, pressured by consumer opinion, could influence the negotiating process leading to the reinforcement of the EU's protectionist agriculture policy. This subject is of high importance given the end of the so-called 'banana war' in 2009 against the EU banana import regime, allowing better access for Latin American countries' bananas to the EU market. This article argues that ACP countries will not be affected by the EU internal changes post-Lisbon. They have managed to legally maintain special trade arrangements with the EU under the Economic Partnership Agreements, which provide them with favourable trading conditions, particularly for agricultural food products.

All ACP Agricultural Commodities Program, European Commission, ACP Group of States ; Despite losing global market share over the last 20 years, Uganda remains a major coffee producer, accounting for approximately 2.5 percent of global coffee production. In 2008-2009, coffee exports accounted for almost a quarter of Uganda's formal export earnings and were estimated to generate income and employment for up to 1.3 million Ugandan households. As such, the coffee industry is extremely important to both the rural population and the Ugandan economy. However, the sector exhibits significant levels of production volatility, caused in part by unmanaged risks. Despite the occurrence of numerous risks, the sector has always managed to produce significant, albeit variable, volumes of coffee for export, but the historic resilience of the sector does not automatically imply that the industry will avoid longer-term decline if it fails to proactively manage potential risks going forward. The government of Uganda and the Uganda Coffee Development Authority (UCDA) has already implemented a number of initiatives and programs to mitigate some of the above-mentioned risks. However, many of the existing initiatives need to be strengthened, and some new activities added, to ensure insofar as possible the comprehensive management of all key risks facing the coffee supply chain. An in-depth evaluation of individual solutions was beyond the scope of this exercise; an exhaustive listing of potential risk management solutions, and an assessment of the cost-benefit ratio of different risk management options, needs to be undertaken by the government of Uganda and UCDA.

For artificial insemination, it is essential to use frozen semen, however the freezing process causes deleterious changes to the structure and integrity of sperm membranes that compromise the function of sperm. To avoid this cellular damage, extenders and suitable substrates must be used to recover the highest possible number of viable cells post-thaw. To this end, in the first experiment, we evaluated three different extenders: TES-TRIS, which is widely used for buffaloes; and an extender composed of powdered coconut water-based (ACP-112®) with or without milk (ACP-112®-milk) for buffalo semen freezing. In the second experiment, we evaluated the effect of Lippia origanoides oil extract on protecting buffalo sperm against cryoinjury arising from freezing semen. Semen was collected from ten buffalo bulls (10 ejaculates/bull) and diluted in TES-TRIS (control), ACP-112® or ACP-112®-Milk in the first experiment. In the second experiment, the samples were diluted in the diluent with the best results for sperm quality obtained in experiment I, and 2.5 ?g mL-1, 5 ?g mL-1 or 10 ?g mL-1 of the plant extract was added to treatments; and a control group containing only the diluent was also included. The fresh semen was analyzed for conventional features such as motility, concentration, morphology and viability. After thawing, the samples were evaluated again for motility, vigor and supra-vital staining, and then, were performed the of thermal-resistance test, hypoosmotic test and evaluated sperm membrane integrity with the fluorescent probes PI, FITC-PSA and JC-1 using flow cytometry. The data were submitted to ANOVA, and the results were compared by Tukey's test at a significance of 5%. In the first experiment, the extender TES-TRIS showed better results for the various characteristics evaluated compared to ACP-112® and ACP-112®-Milk (P < 0.05), demonstrating greater protection of the buffalo sperm structures during cryopreservation. In the second experiment, the treatments with different concentrations of Lippia origanoides essential oil extract showed no differences among the assessed variables regarding the protection of sperm structures during cryopreservation (P > 0.05). Based on these data, we demonstrated the beneficial effects of TES-TRIS for post-thaw buffalo sperm quality; however, no protective effect was observed for buffalo sperm cryopreserved with the different tested concentrations of Lippia origanoides extract oil.

This article examines the rationales of the European Union (EU) and the Organisation of African, Caribbean and Pacific States (OACPS) in the preparations and negotiations of the successor to the Cotonou Agreement, paying particular attention to contested issues. It argues that the EU-OACPS Agreement constitutes a fundamental break from past practices, at least apparently: with regards to form, it introduces an unprecedented framework for cooperation, articulated in a common base with three distinct regional pillars; in terms of substance, it proposes a list of equally important strategic priorities, thus going beyond the previous focus on development. Furthermore, unlike its predecessor but like many other agreements signed by the EU with third states, it sets out a comprehensive political partnership for mutually beneficial outcomes. This article, importantly, unravels sources of tensions between and within the two sides. It also shows that negotiations were more symmetrical than in previous instances, not least because contentious issues such as aid volumes and trade cooperation fall outside the remit of the EUOACPS Agreement, and less participatory, as they were largely conducted by a small number of official representatives, with limited involvement of other stakeholders.

The first Patient Right to Autonomy Act enacted in Asia in 2019 has enabled every Taiwanese citizen to plan for his/her end-of-life (EOL) in case of incompetency. Advance care planning (ACP) has been highly promoted for individuals with terminal, life-threatening illnesses, particularly in the mainstream society, and efforts have been made by the Taiwanese government to train health care providers in order to optimize patients' quality of dying. However, such advanced decisions and discussions regarding life-sustaining treatment and EOL care remain scarce among older ethnically minority patients. A multiple-case study employing a mixed-method (n = 9) was undertaken to explore indigenous patients' ACP perceptions. Both quantitative and qualitative information was obtained from indigenous patients, a minority group whose socio-economic and educational status are different from the general Taiwanese population. An initiative was made to describe ACP behavioral awareness, intention, and readiness of older terminal patients from four tribes with seven late-stage cancers in remote, mountainous areas of eastern Taiwan. Our findings showed that according to the Transtheoretical Model, terminal indigenous patients' ACP readiness was at a precontemplation stage. Their lack of fundamental ACP awareness, insufficient healthcare resources, life-sustaining value in a Christian faith context, and the prevalent health disparity in the remote communities have negatively affected indigenous patients' intention to participate in ACP. We provide suggestions to further promote ACP in this group and suggest that health information should be tailored at various readiness stages in order to overcome barriers and decrease ACP literacy discrepancies. This study calls attention to an understudied area of ACP behaviors, an overlooked need in EOL care for older cancer patients of unique cultural backgrounds, and the imperativeness to ensure cultural minority group's EOL care is consistent with patients' preferences.
