"Democracy promotion is an important aspect in the EU's relations with Russia, which have steadily intensified and diversified since 1991. At the same time, the Russian political system under the Putin administration is becoming more authoritarian. The EU, on its part, does not seem to have efficient tools to influence domestic politics in Russia, nor is it able or willing to apply negative sanctions against human rights violations etc. The article first outlines the history of EU-Russia relations after the breakdown of the Soviet Union and describes the instruments which EU foreign policy applied in its relations with Russia. It then turns to a number of factors, which obstruct democracy promotion in EU-Russia relations. It concludes that there is very little hope for Russia's quick Europeanisation. Instead, the EU has to rely on the socialising effects of economic and political cooperation." (author's abstract)
