The European Union, together with the Member States of this organisation, is the largest donor of humanitarian aid in the world. The European Parliament is one of the EU's key institutions and the only one of them to be directly elected. The aim of the peper is to examine Parliament's position on humanitarian aid, from the adoption of the European Consensus on Humanitarian Aid in 2007 to the end of June 2018. The research method is an analysis of the various forms of Parliament's activity in the field under examination. One of the conclusions is to define Parliament's dilemma of trying to reconcile the principles of humanitarian aid with the particular interests of EU Member States. ; Unia Europejska wraz z państwami członkowskim tej organizacji jest największym dawcą pomocy humanitarnej na świecie. This paper concerns the institutional and organizational structure of the Euroregion. It is multi-level and affects the functioning of the Euroregions, including, but not limited to, organized approach to the use of structural aid under the regional policy of the European Union (EU). The highest level of the organization is the Association of European Border Regions (AEBR), which lobbies for Euro-regions within the EU and provides professional services for broadly understood regional action. In turn, the Euroregion itself is also organized by having institutions. This allows for an orderly performing of tasks at the local level while showing a "different" approach to management, which can take many forms.

Współpraca rozwojowa w co raz większym stopniu staje się instrumentem pozwalającym na wyeliminowanie ponadgranicznych źródeł zagrożeń dla bezpieczeństwa międzynarodowego. Na tle teoretycznych rozważań i interpretacji teorii sekurytyzacji, wypracowanej przez badaczy tzw. szkoły kopenhaskiej, analizie poddano wybrane aspekty dyskursu wokół współczesnego spojrzenia na rolę pomocy rozwojowej w konstruowaniu bezpieczeństwa. ; The article analyses the impact of security issues on the role of cooperation for development. Since the end of the Cold War, the growing size of official development assistance (ODA) has been accompanied by an increase in the security interests of donor countries. Development cooperation is increasingly becoming an instrument to eliminate cross-border sources of threats to international security. Against the background of theoretical considerations and interpretations of the theory of securitization, developed by researchers of the so-called The Copenhagen School, the selected aspects of discourse were analysed around a modern look at the role of development assistance in constructing security.

State aid has an impact not only on the economic sphere but also the environmental and social. State aid can have beneficial, negative or neutral impact on the implementation of sustainable development. The impact of state aid should be considered including the three spheres: economic, social and environmental. The main objective of this article is to try to identify tools and approaches that can be used to examine the impact of the measure state aid for sustainable development and to show which state aid is detrimental to sustainable development. The article presents such instruments and give its in-depth describe. The article consists of three main parts. The first part shows state aid in the concept of sustainable development. Another part shows which state aid can be regarded as harmful to sustainable development. The third part presents the tool with which we can identify harmful state aid. ; Wdrażanie koncepcji zrównoważonego rozwoju należy do najważniejszych wyzwań stojących przed współczesnym światem. Jednym z instrumentów kreowania zrównoważonego rozwoju może być pomoc publiczna. Pomoc publiczna ma bowiem wpływ nie tylko na sferę ekonomiczna, ale także środowiskową i społeczna. Pomoc publiczna może mięć korzystny, niekorzystny lub też neutralny wpływ na wdrażanie zrównoważonego rozwoju. Aby to ocenić, należy rozpatrywać wpływ pomocy publicznej łącznie na trzy sfery: ekonomiczna, społeczna i środowiskową. Przedmiotem artykułu są regulacje unijne dotyczące dozwolonej pomocy udzielanej mediom publicznym przez państwa członkowskie Unii Europejskiej oraz praktyka ich stosowania. Celem badań jest weryfikacja następującej tezy: prawo Unii Europejskiej w sposób ogólny reguluje kwestie dozwolonej pomocy państwa dla mediów publicznych, natomiast szczegółowe wytyczne formułowane są ad causum, w wyniku kontroli Komisji Europejskiej i pod wpływem orzecznictwa Trybunału Sprawiedliwości Unii Europejskiej. W pierwszej części autorka przedstawi regulacje unijne obowiązujące w przedmiotowej dziedzinie. Istotne znaczenie dla sektorowych zasad udzielania i kontroli pomocy państwa w obszarze radiofonii i telewizji ma komunikat Komisji z 2009 roku w sprawie stosowania zasad pomocy państwa wobec radiofonii i telewizji publicznej (Dz. Urz. UE C 257 z dnia 27 października 2009 roku). Następnie omówione zostaną wybrane orzeczenia Trybunału Sprawiedliwości Unii Europejskiej, istotne z punktu widzenia zasad udzielania przez państwo pomocy dla mediów publicznych. ; The article discusses the European Union regulations on permitted aid provided to the public media by member states of the European Union (EU) and the practice of their application. The aim of the research is to verify the following thesis: European Union law regulates the permitted state aid to public media only generally, but detailed guidelines are formulated ad casum, as a result of the control of the European Commission and according to the case law of the Court of Justice of the European Union. The first part will discuss the EU regulations in this area. The important document for sectoral policies and the provision of State aid control in the area of radio and television is the Commission Communication of 2009 on the application of State aid rules to public service broadcasting (OJ. EU C 257 of 27 October 2009). Then it will be discussed selected judgments of the Court of Justice of the European Union, important for the relevant rules of granting state aid to public media.

Celem artykułu jest porównanie percepcji zachęty podatkowej w postaci zwolnienia podatkowego u polskich i zagranicznych inwestorów na tle innych narzędzi wspierania przedsiębiorstw w SSE oraz w kraju. Analizę oparto na wynikach badania ankietowego przeprowadzonego w ramach projektu badawczego pt. "Ocena efektywności pomocy publicznej w Specjalnych Strefach Ekonomicznych w Polsce" wśród przedsiębiorców funkcjonujących na terenie SSE. ; The aim of the article is to compare perception of state aid gained in the SEZ in Poland in the view of domestic and foreign investors against others forms of public support to entrepreneurs in Poland. The analysis is based on the results of research project entitled "The assessment of state aid effectiveness in SEZ in Poland" among entrepreneurs located in SEZ. The conducted research has led to the conclusion that domestic entrepreneurs and entities with foreign capital have similar hierarchy of aid instruments offered in SEZ. Among all of the available support instruments in SEZs tax exemption was ranked as the most attractive one.

This paper discusses guidelines for implementation of art. 107–109 of the Treaty on the Functioning of the European Union, from the perspective of tax aid. This should lead to verification of the thesis that due to economic recovery plan – in response to the effects of the financial and economic crisis – implemented at EU level, the support of the public authorities in the form of tax subsidies has become the most broadly used form of State aid due to the value among all the forms of aid granted by member states of the European Union. The adoption of such a thesis raises the question of the influence of state aid on the size of the general government sector debt in the EU member states, which have provided tax aid. This analysis was carried out based on the linear regression model. The response variable (dependent variable Y) is the size of the general government sector debt, and explanatory variable (independent variable X) is the expenditure on state aid. ; W artykule omówiono wytyczne dla wdrażania art. 107–109 Traktatu o funkcjonowaniu Unii Europejskiej, z punktu widzenia pomocy podatkowej. Prowadzi to do weryfikacji tezy, że ze względu na wdrożony na szczeblu UE – w odpowiedzi na skutki kryzysu finansowego i gospodarczego – plan naprawy gospodarczej, wsparcie ze strony władz publicznych w formie subsydiów podatkowych stało się najczęściej stosowaną ze względu na wartość formą pomocy publicznej spośród wszystkich form pomocy udzielanych przez państwa członkowskie Unii Europejskiej. Przyjęcie takiej tezy skłania do postawienia pytania o wpływ pomocy państwa na wielkość zadłużenia sektora finansów publicznych w państwach członkowskich UE, które udzielały pomocy podatkowej. Analiza ta została przeprowadzona na podstawie modelu regresji liniowej. Zmienną objaśnianą (zmienną zależną Y) jest wielkość długu sektora general government, a zmienną objaśniającą (zmienną niezależną X) są wydatki na pomoc państwa.

This article is a case study of the role played by a non-governmental organisation in the development policy and development assistance on the example of the Coprodeli Foundation in Peru. In developed democratic countries, the organs of state power entrust part of their tasks to civil society organisations. However, these organisations can also become the leader in the development policy replacing or supporting the state. This determination is particularly important in the perspective of developing countries. However, the business model of these organisations must be inclusive and not substitute. The model developed by Coprodeli involves both beneficiaries, local and state power and business structures, and other aid organisations. Participation of many entities and the specifics of the work of the foundation, which places entire settlements in places neglected and affected by natural disasters, makes the model developed by Coprodeli important for the advancement of the theory of development assistance policy.

The aim of the article is to present state aid instruments used during the COVID- 19 pandemic, as well as to describe general regulations concerning the admissibility of granting state aid, including the provisions of primary and secondary law, the jurisprudence of the Court of Justice of the European Union. In addition, the article presents of soft law regulations regarding the admissibility of state aid (Temporary framework) and describes Polish aid programs for enterprises affected by the coronavirus pandemic. At the end of the article, reference was made to the types of aid instruments used and the selection of supported sectors. Research has shown a limited use of tax instruments as well as a fairly high concentration among aid granted state aid (central government administration and government agencies). At the same time, the selection of the supported sectors was not a planned economic program. ; Celem artykułu jest przedstawienie instrumentów pomocy państwa wykorzystywanych w trakcie pandemii COVID-19, a także opis ogólnych regulacji dotyczących dopuszczalności udzielania pomocy państwa, w tym zapisów prawa pierwotnego i wtórnego oraz orzecznictwa Trybunału Sprawiedliwości Unii Europejskiej. Dodatkowo w artykule przedstawiono regulacje prawa miękkiego dotyczące dopuszczalności udzielania pomocy państwa (tymczasowe ramy) oraz opisano polskie programy pomocowe dla przedsiębiorstw dotkniętych skutkami pandemii koronawirusa. W końcu artykułu odniesiono się do rodzajów wykorzystywanych instrumentów pomocowych oraz wyboru wspieranych sektorów. Badania wykazały ograniczone wykorzystanie instrumentów podatkowych, a także dosyć dużą koncentrację wśród podmiotów udzielających pomocy (centralna administracja rządowa i agencje rządowe). Wybór sektorów wspieranych nie miał charakteru zaplanowanego programu gospodarczego.
