In "Regional Integration in Africa: What Role for South Africa", Henri Bah, Zondi Siphamandla and Andre Mbata Mangu reflect on African integration and the contribution of post-apartheid South Africa. From their different scientific background, they demonstrate that despite some progress made under the African Union that superseded the Organisation of African Unity, Africa is still lagging behind in terms of regional integration and South Africa, which benefitted from the rest of the continent in her struggle against apartheid, has not as yet played a major role in this process. Apart from contributing to advancing knowledge, the book should be a recommended read for all those interested in African regional integration and the relationships between Africa and post-apartheid South Africa.-- Back cover

'Deutschland hat ein großes Interesse an einem stabilen, demokratisch und marktwirtschaftlich verfassten Südafrika, das in der Region und darüber hinaus als ordnungspolitischer Partner auftritt. Wird Südafrika diesen Erwartungen gerecht? Die Stabilität Südafrikas ist nicht unmittelbar bedroht. Die größten Risiken gehen von dem exorbitanten Maß an sozialer Ungleichheit, dem von innerer Migration und Zuwanderung verursachten großen Bevölkerungsdruck sowie von der hohen Kriminalitätsrate aus. Vor allem aus den beiden erstgenannten Faktoren könnte sich eine Zuspitzung gesellschaftlicher Konflikte ergeben. Selbst dann ist aber nicht unmittelbar zu erwarten, dass Südafrika in einen Gewaltkonflikt abgleitet oder sich von Demokratie und Marktwirtschaft verabschiedet. Eine Verschärfung der gesellschaftlichen Konflikte könnte aber zu einem kurzfristig Destabilisierung der Machtverhältnisse oder zu gesteigertem Autoritarismus der Regierung führen. Eine Folge von letzterem wären auch stärkere Eingriffe in die Privatwirtschaft. Südafrika hat seine Regionalmachtrolle bisher nur sehr vorsichtig und vor allem durch Einsetzen weicher Macht wahrgenommen. Von der Regierung Zuma ist eine eher interessengeleitete Afrikapolitik zu erwarten. Trotzdem wird sie wahrscheinlich mehr Akzeptanz auf Seiten afrikanischer Partner finden, weil mit dieser Politik auch der Verzicht auf ehrgeizige Großprojekte einhergehen dürfte. Auf globaler Ebene ist damit zu rechnen, dass der Kurs der vergangenen Jahre fortgesetzt wird: die grundsätzliche Präferenz von Süd-Süd-Allianzen, um globale Ungleichgewichte zu korrigieren. Wie die Vorgängerregierung dürfte die neue Regierung aber auch hier Pragmatismus walten lassen.' (Autorenreferat)
