The aim of this thesis is to study the Libyan foreign policy in Africa from 1969 to 2002. The foreign Libyan political decision had been influence by many political, ideological and international directions. International audience ; "Public Space" and Contradictions in African Studies. — Political anthropology in African studies has studied how the state emerged in realms or, more recently, in west African city-states. It has insisted on the problem of building political institutions out of lineage-based organizations. These studies have formulated the premises for analyzing the public arena in relation to fields of power in African states. Research on contemporary African politics tends to reconsider the concept of "public space" by preferring a more empirical approach to the normative Habermasian concept. But these studies have been unable to come up with a theory of power. ; L'anthropologie politique africaniste s'est orientée vers l'étude de l'émergence de l'État au sein des royaumes ou, plus récemment, au sein des grandes cités ouest-africaines. Elle a largement insisté sur le problème de la construction des institutions politiques à partir des organisations lignagères. Ces travaux n'ont pas systématisé une réflexion sur le concept d'espace public, même s'ils ont formulé les prémisses d'une analyse de l'espace public à l'aune des champs de pouvoir au sein des États africains. Les recherches sur le politique contemporain en Afrique tendent à reconsidérer le concept d'espace public en dépassant la normativité du concept habermassien pour privilégier une approche plus empirique, mais ne parviennent pas à l'articuler à une théorie du pouvoir.

Toponyms, along with other urban symbols, were used as a tool of control over space in many African countries during the colonial period. This strategy was epitomized by the British, who applied it in Nairobi and other parts of Kenya from the late 1800s. This paper shows that toponymy in colonial Nairobi was an imposition of British political references, urban nomenclature, as well as the replication of a British spatial idyll on the urban landscape of Nairobi. In early colonial Nairobi, the population was mainly composed of three main groups: British, Asians, and Africans. Although the Africans formed the bulk of the population, they were the least represented, socially, economically and politically. Ironically, he British, who were the least in population held the political and economic power, and they applied it vigorously in shaping the identity of the city. The Asians were neither as powerful as the British, nor were they considered to be at the low level of the native Africans. This was the deliberate hierarchical structure that was instituted by the colonial government, where the level of urban citizenship depended on ethnic affiliation. Consequently, this structure was reflected in the toponymy and spatial organization of the newly founded city with little consideration to its pre-colonial status. Streets, buildings and other spaces such as parks were predominantly named after the British monarchy, colonial administrators, settler farmers, and businessmen, as well as prominent Asian personalities. In this paper, historical references such as maps, letter correspondences, monographs, and newspaper archives have been used as evidence to prove that toponyms in colonial Nairobi were the spatial signifiers that reflected the political, ideological and ethnic hierarchies and inequalities of the time.

The cities, as the object of Africanists, have been seen as the underlying underlying of African politics. Based on a reading of 'rural communitarians' and 'urban societies', the African city was, however, outside the scope of secondary or interdepartmental localities, which were relocated to the world of RURALITE. For this reason, the example of Be Égue édo, a localite located in the province of Boulgou (Burkina Faso), provides here the anchor of a historical and anthropological reflection on the political status of a town of origin by building autonomy or even a form of sovereign power. On the basis of terminology which signs a city, that is to say, the city, but also a 'country' built on the mobility of productive activities and on the construction of commercial and migrant businesses, we try to show the finality of the relationship between the country, the country's country and the country in the process of completing the city's political status. invented by the French geograph Onésime reclus in 1880 to define the space for the dissemination of the French language at world level, the word Francophonie reopened in November 1962 on the occasion of a special edition of the Revue Esprit devoted to 'Français vivante'. From 1964, the President of Senegal, Léopold Sédar Senghor, even proposed the creation of an intergovernmental organisation of La Francophonie. Despite the support of his African counterparts, Senghor faces opposition from France. While acknowledging the existence of a 'French-speaking reality', de Gaulle refused to call into question the Franco-African policy based on bilateralism in favour of the construction of a multilateral Francophonie project. In the following years, however, France's position will change and allow the creation in 1970 of a first intergovernmental organisation: the Agency for Cultural and Technical Cooperation (ACCT), which was set up following two conferences in Niamey in 1969 and 1970. Although this development would not have taken place without the insistence of Léopold Sédar Senghor and the support of his counterparts in the African and Malagasy Common Organisation (OCAM), the purpose of this article is to show that it was above all the issues connected with the relationship with Quebec that led French diplomacy to endorse the plan to create an intergovernmental Francophonie. In the first part, I shall see that the desire of the Government of Quebec to base its external personality on a linguistic union led the French Government to adopt a more positive attitude towards initiatives on Francophonie. International audience The issue of the African intellectual has a current relevance, because of the status of the intellectual in the modern African states. Does the African intellectual only represent the continuation of the western cultural and intellectual imperialism in Africa or is he/she the person who can lead his community to a real freedom? How is it possible to define and to characterize the African intellectual today? How is it possible to envision educational systems in Africa, able to produce intellectuals to serve Africa in a globalized world? The article examines these questions from a historical perspective and underlines the distinction between being a graduate and being an intellectual. It suggests a reconsideration of the role of the school and education in Africa. Education in Africa needs to be related to the African context and the challenges faced by African peoples, rather than to replicate western paradigms, in order to train educated Africans for the sake of 21st century's Africa.

Could rising world cereal prices actually be a blessing in terms of boosting food production by guaranteeing more attractive prices for farmers? This implies determining whether global price fluctuations are actually transmitted to national market prices. This was the objective of a study focusing on five countries in the region. Between 1994 and 2009, the degree of transmission of world rice prices to domestic markets varied considerably from one country to another: low or even inexistent in Mali, Cameroon and Madagascar; high in Senegal and Niger. The 2007/2008 price increases made no structural changes to the types of transmission identified over the long term. The segmentation of food markets between imported rice, local rice and other foodstuffs explains this imperfect transmission of global prices to sub-Saharan markets. The adaptation of pol'al sci to the existing African pol'al situation is not easy since that situation is extremely complex. It is best to analyze this situation in depth & to view it in 3 diff forms: (1) under its traditional aspect which appears in a singular diversification of forms (societies whose pol'al aspects are joined to kinship groupings, those whose clan systems & lineages are the framework for pol'al life, those where other systems are the basis of pol'al action, & finally, those which exist as pol'al entities); (2) under its colonial aspect with its own peculiarities (the change in pol'al structure, the joining together of 2 admin'tions, the destruction of the traditional authorities, econ & cultural intervention); & (3) under its post-colonial aspect with its problems (the difficulties of integrating the pre-colonial past with the colonial past, the difficulty of adapting to modern pol'al & admin'tive life). In making use of ethnological & sociol'al studies, pol'al sci can effectively study 2 aspects of present day African politics: the pol'al parties & the pol'al doctrines or ideoloeies.
