Afrika Birliği, 2014 yılında başlattığı girişimle, Afrika kıtasını bölgesel bir uluslararası ceza mahkemesine kavuşturmayı amaçlamaktadır. Bu girişim, Nüremberg'ten bu yana evrensel olarak uygulanagelen uluslararası cezai muhakemede daha önce örneği olmayan yeni bir araçtır. Söz konusu girişimin önemi, uluslararası ceza hukukunda bölgeselleşme kavramını tartışmaya açma potansiyeli taşımasındandır. Kıta düzeyinde bütünleşmeyi hedef alan Afrika Birliği, 2000'li yılların başından itibaren artan şekilde uluslararası ceza adaletini gündemine almaktadır. Afrika Birliği, uluslararası cezai muhakeme araçlarının Afrikalıları haksız yere hedef aldığı iddiasına dayanmaktadır. Ancak bu durum, uluslararası ceza hukuku normlarının tümden reddi anlamına gelmemektedir. Talep edilen, bu normların Afrika devletlerinin önceliklerini, değer ve farklılıklarını içerecek şekilde reforme edilmesidir. Bu anlamda "Afrika Ceza Mahkemesi", uluslararası cezai muhakemenin bilinen araçlarından pek çok açıdan farklılaşan bir yargı yetkisine sahip olacaktır. Bölgesel ve evrensel olan mutlak surette birbirine karşıt olmak zorunda değildir. Her ne kadar işler bir mekanizma kurabilmek için Afrika Birliği'nin aşması gereken pek çok sorun olsa da Afrika Ceza Mahkemesi sayesinde yaratılacak bölgesel uygulama ve teamüllerin uluslararası ceza hukukunun gelişimine katkı sunması beklenmektedir.
Güney Afrika'da 1948 yılında başlayan Apartheid rejimi 27 Nisan 1994 yılında gerçekleştirilen ülkenin ilk ve çok partili demokratik seçimlerine kadar hâkim yönetim anlayışı olmuştur. Apartheid rejimi hükümetleri medyayı kendi kontrolleri altında tutmak için hem yasalardan hem de idari kontrol gücünden yararlanmıştır. Daniel François Malan ile başlayan ve 1960'larda zirveye ulaşan Apartheid rejimi basını ve tüm medyayı kontrol altına almıştır. Afrikaanca dilinde yayın yapan basın kuruluşları rejimin sözcüsü gibi hareket ederken, muhalif İngilizce basın sansüre maruz bırakılmıştır. Radyo ve televizyon sektörleri de Güney Afrika Yayın Kurumu (South African Broadcasting Corporation – SABC) tarafından kontrol edilmiş ve kurum tam anlamıyla 1980'lerin ikinci yarısından itibaren başlayacak olan liberalleşme dalgasına kadar televizyon ve radyo alanında ülkedeki tekel konumunu korumuştur. Sinemada durum bundan farklı değildir. A Şeması ve B Şeması sübvansiyonlarıyla Apartheid hükümetleri sinema sektörünü kontrol etmiş ve filmlerin otosansüre bağlı olmasını sağlamıştır. Apartheid ideolojisine aykırı filmlerin veya eleştirel filmlerin özgür bir şekilde halka gösterilmesi mümkün olmamıştır. Örneğin, eleştirel bir filmin yönetmeni olan Gibson Kente, How Long (1976) filminin içeriği yüzünden tutuklanmıştır. 1980 – 1990 döneminde üçüncü sinema ve eleştirel filmlerin yükselişe geçmesi ülkenin içinde bulunduğu siyasal ortamla direkt olarak bağlantılıdır. Apartheid rejiminin zayıflaması üzerine üçüncü kuşak sinema ve eleştirel filmler mevcut rejime karşı çok önemli bir sanat aracı olarak karşı durmuştur. Sistem ve hükümet eleştirisi yapmışlardır. Eleştirel filmler ve üçüncü sinema Apartheid rejiminin çözülme yıllarında demokrasi mücadelesini destekler nitelikte Apartheid eleştirisi yapmışlardır. Bu kuşağın en önemli özelliği rejim ve sistem eleştirisi yapmasıdır. Sinema alanına özgürlüğü getiren iki husus vardır. Birincisi, Güney Afrika'nın 1980'lerden itibaren büyük bir yıkıma sebep olabilecek bir iç savaşa doğru sürüklenmesidir. Bundan çekinen Apartheid hükümetleri sadece sinemayı değil, basın ve televizyon olmak üzere birçok medya alanını kısmen de olsa özgürleştirmiştir. Baskıları hafifletmiş ve muhalif gazetelerin yayınlarına izin verilmiştir. Bu ortamdan faydalanan yönetmen ve yapımcılar 1980 – 1990 döneminde üçüncü sinema kuşağını ve eleştirel filmleri beyaz perdeye aktarmışlardır. Sinema alanına özgürlüğü getiren ikinci ve en önemli husus siyasal dönüşümdür. Siyasal dönüşümün neticesinde demokrasiye geçilmesinin temel sebepleri uluslararası baskı, Güney Afrika'ya uygulanan ambargolar, siyahların silahlı mücadelesi ve ülkenin uluslararası toplumdan izole edilmesidir. Sinema Apartheid döneminde hükümetlerin baskısı altındayken siyasal dönüşümden sonra özgürlük ortamına kavuşmuştur. Siyasal dönüşümün en önemliayağı olan anayasa çalışmaları neticesinde 1996 Anayasası yapılmıştır. Bu anayasada medya ve ifade özgürlüğü garanti altına alınmıştır. İfade özgürlüğünün anayasal garanti altına alınması ırksal çeşitliliği ve demokrasisi sayesinde 2000'lerin başında gökkuşağı ulusu olarak nitelenen Güney Afrika'da sinemacıların özgür bir şekilde sanatını icra etmesine olanak tanımıştır. Siyahlar sinemada ayrıma ve ırksal kategorizasyona bağlı olmadan özgür bir şekilde sanatçı ve yapımcı olarak faaliyet göstermeye başlamışlar ve eleştirel yönü kuvvetli filmler çekebilmişlerdir. Makalenin amacı Güney Afrika'da sinemanın Apartheid döneminde ve sonrasındaki değişimini, bu değişimde üçüncü sinema dalgasının etkisini ortaya koymaktır. Bunu anlatabilmek aynı zamanda Apartheid rejiminin siyasal tarihine de değinmeyi gerekli kılar. Güney Afrika'da sinema siyasetten ayrı düşünülemez. Apartheid rejimi sinemayı sansür ve başka araçlarla kontrol altında tutmuştur. Apartheid hükümetlerinin baskısı yumuşadıkça sinemada özgür sesler duyulabilmiştir. Apartheid rejiminin çökmesiyle sinema aktörleri ve yapımcılarının özgürleştiğini görüyoruz. Makalede bu amaca uygun olarak yöntem seçiminde hassasiyetle davranılmış ve gelenekselci – tarihselci yöntem seçilmiştir. Sinemanın gelişimini ve değişimini sosyal ve siyasal bağlamından kopartamayız. Bu sebeple sosyal vakaları bir laboratuvar ortamında çalışmayı öneren davranışsalcı yöntemin yerine tarihsel ve sosyal bağlamında değerlendiren gelenekselci – tarihselci yaklaşım benimsenmiştir. Raymond Aron sosyal bilimlerde ve uluslararası ilişkiler çalışmalarında gelenekselciliği benimseyen bilim insanlarından biridir. Aron'a göre, sosyal vakalar yaşanan sosyal ve siyasal bağlamından kopartılamazlar. Bu sebeple makalede sinemanın gelişimi tarihsel ve sosyal olaylar bağlamında ele alınmış ve gelenekselci yöntem benimsenmiştir. ; In 1948, National Party won the elections under the leadership of Daniel François Malan. François Malan was the founder of Apartheid regime in South Africa. He wanted to divide the country into different races. In this system, black people were isolated from all segments of society and also government of the country. Afrikaans government exploited natural resources of the country and made black people slave and ordinary workers. African National Congress and blacks were organized by Nelson Mandela and his revolutionary friends to topple the regime. In 1980s and 1990s, Apartheid regime was weakened by international isolation, embargoes, economic recession, and armed attacks of African National Congress because of its racist stance. Upon this desperate situation, President of South Africa of that time Frederik Willem de Klerk started the era of political transformation by releasing Nelson Mandela and political prisoners from jail and opening the doors for negotiations. After hard negotiations between governing National Party and African National Congress, on 27 April 1994, African National Congress won the elections and Nelson Mandela was elected as the President of South Africa. In 1996, a new constitution was written. With this constitution, freedom of expression and media was taken under the guarantee of the constitution. This environment freed cinema and other types of media from Apartheid regime's fences. Since that time, South Africa has been called the rainbow nation for its various races, languages, and religions. During Apartheid regime, cinema and other types of media were controlled by Apartheid governments and Afrikaans people. Afrikaans press was the mouthpiece of the governing National Party. English press was censored by Apartheid governments and bureaucrats. Critical press and films were censored. South African Broadcasting Corporation (SABC), which was established in 1936 with an official act, has been the state monopoly of radio and television until the mid-1980s. Also, SABC was the mouthpiece of Apartheid governments. Cinema also has been censored until the mid-1980s. Apartheid governments created and used A Scheme and B Scheme Subsidies to control cinema sector. While A Scheme Subsidy was for English and Afrikaans films, B Scheme Subsidy was created for black films including black actors and languages. Films, which benefited from these subsidies, couldn't become critical of Apartheid governments. Critical films were censored and maybe banned according to their degrees. For instance, Gibson Kente, an important director of Apartheid era, was arrested because of his film called How Long (1976) and its critical context. However, political transformation, which was born because of economic recession, international isolation and armed struggle of African National Congress, changed this desperate situation. In 1980s and 1990s, third cinema and critical films developed in South African cinema. These films and third cinema criticized the system of Apartheid and governments. Also, father figure of state was criticized because of its brutal killings. These films were My Country My Hat (1983), Mathata (1984), Mapantsula (1988), the Chicken Man (1990), and Midnite Rush (1990). These cinema milestones criticized Apartheid regime and the system. Thanks to political transformation, which commenced in the late-1980s by National Party and African National Congress, South African cinema has seen an important freedom environment to produce films until today. While Apartheid regime was preventing black people from being actors and directors of films, in new rainbow nation black people can reach these positions while not being isolated by the whites of society. Ramadan Suleman, Khalo Matabane, Teddy Mattera, Zola Maseko, Ntshavheni Wa Luruli, John Kani, and Madoda Ncayiyana are important actors and directors of the new period. Moreover, in this new period black people can reach the presidency of South Africa. After Apartheid, the National Film and Video Foundation was founded to equally support film directors and actors whatever their races or religions. Today, South African cinema provides equal opportunities for blacks and whites. Blacks can take reasonable share from cinema sector today. The purpose of this article is to show changing nature of cinema during and after Apartheid, and impacts of the wave of third cinema on this changing nature. Being able to explain this also makes it necessary to touch upon political history of the Apartheid regime. Cinema in South Africa can't be separated from politics. The Apartheid regime controlled cinema through censorship and other means. As the pressure of the Apartheid governments decreased, free voices could be heard in the cinema. With the collapse of the Apartheid regime, we see the liberation of cinema actors and producers. In the article, the selection of the method in accordance with this purpose has been carefully treated and the traditionalist – historicist method has been chosen. We cannot isolate the development and change of cinema from its social and political context. Because of this reason, the traditionalist - historicist approach, which evaluates social cases in historical and social context, has been adopted instead of the behavioralist method that suggests working social cases in a laboratory environment. Raymond Aron is one of the scientists who embraced traditionalism in social sciences and international relations studies. According to Aron, social cases cannot be detached from their social and political context. For this reason, the development of cinema is discussed in the context of historical and social events in the article and traditionalist method has been adopted.
Türkiye'nin 2002'de Ak Parti ile birlikte yaşamış olduğu siyasi iktidar değişimi, siyasetin etkide bulunabileceği bütün alanlarda değişimi beraberinde getirmiştir. Bu değişimin gerçekleşmiş olduğu en önemli alanlardan bir tanesi de dış politika olmuştur. Türk dış politikası bu dönemde birçok yeni siyasi değer edinerek farklı coğrafyalarda bulunan siyasi, kültürel ve ekonomik yapılar ile ilişkilerini geliştirmeye başlamış ve bölgesel açılım politikaları gerçekleştirmiştir. Bu açılım politikalarının gerçekleştirildiği ve ilişkilerin eskiye nazaran çok daha ileri bir seviye geldiği önemli bölgelerden bir tanesi de Afrika kıtasıdır. Türkiye, Afrika kıtasında en fazla temsil edilen ülkeler arasında ilk dörtte bulunmakta ve dış politika misyon araçları olan büyükelçilikler, TİKA, Yunus Emre Enstitüsü, Türkiye Maarif Vakfı ve YTB ile birlikte kıtanın tamamında farklı alanlarda çalışmalar yürütmektedir. Bu çalışma Türkiye'nin Afrika politika yapım sürecini 2002 yılından itibaren değişen dış politika perspektifini esas alarak sorgulmakta ve yeni politika perspektifi çerçevesinde oluşan dış misyon kuruluşlarının Kıta'daki faaliyetlerini incelemektedir. ; The change of political power in 2002 with AK Party in Turkey brought with it changes in all areas where politics could have any impact. One of the most important areas in which these changes were seen was the foreign policy field. In this period, Turkish foreign policy acquired many new political values, and began to develop its relations with political, cultural and economic structures in different geographical areas, realizing regional initiatives. One of the important regions where these initiatives were performed and relations reached a much higher level than before was the African continent. Turkey ranks among the top-four countries that are most represented in the African Continent, and performs activities in different fields throughout the continent together with foreign policy mission instruments such as Embassies, TIKA, Yunus Emre Institute, Turkish Maarif Foundation and YTB. This study investigates the African Policy-making process of Turkey based on the changing foreign policy perspective since 2002, and examines the activities of foreign mission organizations that have been formed within the framework of the new policy perspective in the continent.

Bu çalışmanın amacı, Boko Haram terör örgütü ve Orta Afrika'da bölgesel güvenlik sorunlarının ortaya çıkmasındaki temel faktörleri, güvenlik sorunlarını, küresel ve bölgesel aktörlerin yaklaşımını analiz etmektir. Boko Haram, özellikle Nijerya'da faaliyet gösteren bir terör örgütüdür ve yıllar içinde Orta Afrika bölgesine genişleyerek bölgesel güvenlik endişelerini artırmıştır. Sınırların geçişkenliği, yoksulluk, işsizlik, devlete karşı güvensizlik ve bölgesel terörist gruplar arasındaki bağlantılar, örgütün Orta Afrika'da yayılmasının temel faktörleridir. Bu yayılma, kitlesel nüfus yer değiştirmelerine, ekonomik bozulmalara ve topluluklar arası gerilimlere yol açmıştır. Birleşmiş Milletler (BM) ve Orta Afrika Ülkeleri Ekonomik Topluluğu (Economic Community of Central African States – ECCAS) gibi küresel ve bölgesel aktörler, Boko Haram'a karşı istihbarat ve güvenlik iş birliğini artırmış ve uluslararası düzeyde çeşitli ortaklıklar kurulmuştur. Ancak, Boko Haram'ın Orta Afrika'da oluşturduğu tehdit, bölgesel ve uluslararası düzeyde koordineli bir mücadeleyi gerektirmektedir. Bu tehdide karşı yapılan askeri operasyonlarla birlikte, uzun vadeli istikrar için yoksulluk, eğitimsizlik ve çatışmanın nedenleriyle mücadele edilmesi stratejik öneme sahiptir.

The aim of this study is to scrutinize the diplomatic relations between Turkiye and Sudan post the era of Omar al-Bashir. Historical relations between the Republic of Turkiye, established in 1923 as the successor to the Ottoman Empire, and Sudan have had a positive impact in contemporary times across political, economic, socio-cultural, and security domains. While the relations during the Republican era were relatively limited when Sudan gained independence from Britain, they saw a significant improvement with the administration of Omar al-Bashir and Hasan al-Turabi, who came to power in 1989. Following Turkiye's declaration of "Africa Year" in 2005, Sudan emerged as a prominent country in Ankara's Sub-Saharan Africa policy. Particularly, the African Opening Action Plan initiated in 1998 and the deepening of policies by AK Party governments strengthened relations with Sudan. However, following the overthrow of Omar al-Bashir in 2019, transitional periods and political crises in Sudan have adversely affected Turkiye – Sudan relations. This study will address these relations during this period, initially focusing on political, economic, security, and socio-cultural parameters. Subsequently, the study will examine the causes of the crisis in Sudan and the trajectory of the relations. Findings from the post-Bashir era indicate that despite challenges, the relations between the two countries have endured. Nevertheless, the escalation of internal disputes in Sudan into conflicts casts uncertainty on the future of these relations.
Dünya geneline bakıldığında az gelişmiş ya da gelişmekte olan ülkelerin en önemli sorunlarından birisi de eğitim ile siyasetin iç içe olmasıdır. Konumuz siyaset değil ama ülkemizdeki eğitim sisteminin son yarım asırdır geçirdiği evrelere bakıldığında Afrika ve Avrasya'daki birçok ülkeden farksız olarak eğitimin ülke siyaseti ile iç içe olduğu çok aşikârdır. Bu tür ülkelerde politik çalkantılar bir ülkenin eğitim ve öğretimini her zaman olumsuz etkilemiştir. Basamaklı Kur Sistemi ve Lise Mezunlarına Meslek Edindirme Projesi gibi geçmişteki iki önemli örnek ile Türkiye'deki eğitim sistemine eleştirel yaklaşacağız fakat amacımız üzüm yemek, bağcı dövmek değil. Amacımız tekerleği yine ve yeniden icat etmeye çalışmaktansa geçmişten ders çıkartmak ve yakın ve uzak gelecekteki eğitim politikalarımızı anlık siyasi çalkantılardan uzak tutmak için yapılabilecekleri göstermeye çalışmaktır. ; One of the most important worldwide issues of underdeveloped or developing countries is that the intervention of country policies in education. However, the subject matter is not politics, but if the phases of the education system of Turkey have been analyzed in the last half century, it can be obviously seen that the country policy is intertwined with the education policy which is not different compared with lots of Asian and African countries. Nevertheless in such countries political fluctuations have always affected the education system negatively. In this paper, the educational system, especially language teaching policy in Turkey, will be approached critically by analyzing two important projects from the past: the "Step Based System" and the LIMME. However, the aim is not re-inventing the wheel once and again. The aim is to take lessons from the past and to show what can be done to keep away the sudden political fluctuations from the educational policy in near and distant future.
Bu çalışma BRICS'in henüz uluslararası politikada belirleyici bir aktör olmadığını iddia etmektedir. Bu ana iddia, aktör ve belirleyici aktör arasında bazı farklılıklar olduğu ön kabulüne dayanmaktadır. Bu çalışmada belirleyici aktör kavramına yüklenen anlam en azından belli bir bölgede dominant veya hegemon güç olma durumudur. BRICS; genel anlamda batı üstünlüğü ve özelde de Amerikan üstünlüğüne karşıymış gibi görünen beş gücün yani Brezilya, Rusya, Hindistan, Çin ve Güney Afrika ülkelerinin baş harflerinden oluşan nevi şahsına münhasır bir kulüptür. Ekonomilerinden almış oldukları güçle yola çıkan BRICS ülkeleri, kulübün sunduğu işbirliği ve diyalog sayesinde daha etkili küresel yönetişim, daha dengeli küresel ekonomi ve daha demokratik uluslararası ilişkileri hedeflemektedirler. Mevcut uluslararası düzenin herkes için kabul edilebilir ve kapsayıcı olması için küresel yönetişim araçlarının yeterince bağımsız, tarafsız, çoğulcu, şeffaf, adil ve memnun edebilir bir seviyede olması gerektiğini vurgulamaktadırlar. Üç bölümden oluşan bu çalışmanın ilk bölümünde kavramsal çerçeve ve tarihsel arka plana yer verilmiştir. İkinci bölümde BRICS'in uluslararası politikadaki rolü ortaya koyulmuştur. Son bölümde ise BRICS'in sorunları ele alınmıştır. BRICS analiz edilmiştir. Çünkü bir aktör hâlini alan BRICS, günümüz uluslararası politikasını etkilemeye çalışmaktadır. Ancak belirleyici bir aktör olmak için ciddi sorunları vardır. ; The thesis claims that BRICS is not yet a determinative actor in international politics. The main claim is based on the pre-acceptance that there are some differences between actor and determative actor. The meaning attributed to the determinative actor concept in the thesis is being a dominant or hegemonic power in a certain region at least. BRICS is an sui generis club that contains five powers that Brazil, Russia, India, China and South African countries that appear to oppose western superiority in general and American superiority in particular. BRICS countries which set out with the power they received from their economies aim for more effective global governance, a more balanced global economy and more democratic international relations thanks to the cooperation and dialogue offered by the club. They emphasize that the global governance tools must be sufficiently independent, impartial, pluralistic, transparent, fair and satisfactory in order for the current international order to be acceptable and inclusive for all. The thesis consists of three chapters. The conceptual framework and historical background were included in the first part. The role of BRICS in international politics were revealed in the second part. The problems of BRICS were discussed in the last part. BRICS were analyzed. Because BRICS which has become an actor tries to influence the international policy of today. However it has serious problems to be a determinative actor.
