In Belarus ist seit Mai 2017 in kürzester Zeit ein komplexes System neuer Institutionen zur Erreichung der Globalen Nachhaltigkeitsziele (SDGs) entstanden. In ihrem aktiven Beitrag zu der beim UNO-Nachhaltigkeitsgipfel 2015 verabschiedeten Agenda 2030 sieht die belarussische Führung nicht zuletzt ein Instrument zur Verbesserung des internationalen Ansehens des Landes. Gleichzeitig entstehen durch die auf nationaler und regionaler Ebene angesiedelte Nachhaltigkeitsarchitektur neue Chancen für eine verbesserte Politikkohärenz, die Erweiterung von Partizipation sowie den Ausbau regionaler Selbstverwaltung. Befördert wird dies durch den wachsenden Handlungsdruck infolge von demographischem Wandel, Digitalisierung und anderen globalen Herausforderungen.

O presente artigo tem o objetivo de analisar a Agenda 2030 frente à possibilidade do uso de plataformas digitais para implementar políticas públicas, integrando indivíduos, empresas e governos. Primeiro discorre sobre as características da Agenda 2030, na sequência identifica as iniciativas já aplicadas de uso de tecnologia para implementar a governança socioambiental, para então apontar as falhas técnicas com relação aos mecanismos de monitoramento atual e apresentar as vantagens que o uso da tecnologia de contabilidade distribuída poderia trazer. A conclusão principal do trabalho é que o monitoramento é fundamental para a efetividade das ferramentas de governança global que visem implementar os Objetivos do Desenvolvimento Sustentável da Agenda 2030 e que o uso do blockchain tem muito a contribuir para coordenar interesses antagônicos na busca de metas comuns, quantificáveis e verificáveis. A metodologia escolhida foi a análise qualitativa com pesquisa documental, legislativa e bibliográfica.

Themen tut, ohne deren Wechselwirkung mit den anderen ?Problemen?

El escenario electoral coloca a México en la posibilidad de redefinir las metas de la Agenda 2030 fuera de la lógica neoliberal. En este artículo se propone la construcción de alianzas desde una perspectiva de democracia liberal, capaces de concretar políticas públicas propias del desarrollo sostenible, con igualdad y sin discriminación. Este reto pasa por revertir las premisas mercantilistas de crítica y descrédito del Estado; de desmantelamiento y privatización de lo público; de exaltación del individualismo y el mérito, y de apología de la desigualdad, para colocar a las personas y la sostenibilidad ambiental en el centro del desarrollo. El objetivo de la política pasa a ser el bienestar y la dignidad humana, en una relación ética entre técnica y naturaleza, a partir de recolocar los derechos humanos en un modelo promocional de fines, valores e intereses sociales, recurso para garantizar la reducción de las brechas de desigualdad y avanzar en la justicia e inclusión social.

Many thinkers in affluent countries consider the idea of the Third Way (TW) an outdated concept. This article argues that the concept of the TW still dominates the development discourse and as a consequence also influences policy prescriptions. Through a systematic examination of Human Development Reports (HDRs), the text shows that in the pre-2015 development agenda, the human development (HD) approach had significant similarities to the currents of thought that informed the TW. Second, the article analyzes the post-2015 development agenda and the HDR 2016, and shows that the Agenda 2030 flourishes on similar theoretical and practical premises as the TW and the pre-2015 agenda. Finally, the article discusses the shortcomings of this continuity.

The rural environment is a complex system in which the differences in development are evident both at the subnational and international level. The difficulties related to methodological analysis are due to such rural diversity and the partial lack of comparable indicators which lead to the development of objectives and indicators that respond to both national and international needs. Harmonization should be easier in view of the common goal, but policies and strategies do not always provide the required coherence. The presence of programmatic documents such as the Agenda 2030 reveals a path that can lead to good practices and reliable results even if they do not offer
universal or global certainties.
