La Asamblea General de Naciones Unidas aprobó, en la reunión plenaria de los días 25 al 27 de septiembre de 2015, una declaración denominada: «Transformar nuestro mundo: La Agenda 2030 para el Desarrollo Sostenible». España y 192 países más han suscrito esa Agenda, que ha entrado en vigor el 1 de enero de 2016. La Agenda se configura como un plan de acción, a favor de las personas, el planeta y la prosperidad y se refiere a 17 objetivos y 169 metas a alcanzar en todo el planeta, estableciendo que todos los actores públicos y privados, hemos de trabajar para su logro. Se analiza la naturaleza jurídica de la declaración y el papel de los municipios en el ámbito internacional, singularmente en la implementación de la agenda.
O estudo investiga a eficácia das políticas públicas brasileiras na redução das disparidades regionais e na consecução de três objetivos da Agenda 2030 – erradicação da pobreza, educação de qualidade, e emprego e crescimento econômico –, especialmente nos anos de 2015 a 2022. Utilizando dados qualitativos e quantitativos, empregam-se indicadores socioeconômicos das grandes regiões brasileiras. Os resultados não revelam a efetividade das políticas públicas na promoção do desenvolvimento sustentável, com redução das desigualdades regionais observadas ao longo do período analisado.
El inescindible –aunque complejo y en absoluto unívoco- nexo entre migración y desarrollo, de un lado, unido al consenso interestatal sobre la necesidad de una gestión ordenada de la migración, de otro, han marcado una evolución desarrollada en las últimas décadas a nivel global que ha permitido construir los dos consensos internacionales, alcanzados entre los años 2015 y 2018 –Agenda 2030 y Pacto de Marrakech-, que vienen a definir el programa mundial en materia de migración y desarrollo para el futuro. Sin embargo, se echa en falta en dicho esquema un tercer pilar, esencial y además previo y superior, pues establece el marco jurídico vigente, aplicable: los derechos humanos. Ello abre la puerta al peligro que suponen los posibles efectos que tendría el «SDG Washing» en Derecho Migratorio.
The topic of education for sustainability is a consolidated area of general pedagogy in which there is very important theoretical-empirical research. This paper starts with a reflection on how the pandemic emergency has had a negative impact on the achievement of some of the 2030 Agenda's Goals, with a particular focus on the issue of gender equality. It then focuses on one of the common threads of sustainable development: the corner-stone of complexity as the threshold to a thought that recognises the indissoluble link between mind and nature. It then addresses the issue of the link between strengthening democracy and investing in education for sustainability. The paper also reflects on Martha Nussbaum's capability approach as an important theoretical framework for tackling the problem. Among the principles of this approach is the idea that the paradigm of selfish individualism must be overcome in favour of the values of the common good. Central to this approach is the issue of the pedagogist's responsibility in creating the conditions in which "capacitating contexts" for education can effectively contribute to the training of each person in civic engagement. ; Il tema dell'educazione alla sostenibilità è un'area consolidata della pedagogia generale con qualificate ricerche di tipo teorico-empirico. La Agenda 2030 para el Desarrollo Sostenible, aprobada en 2015 por la ONU, constituye un ejemplo exitoso sobre cómo un consenso político internacional respecto a logros deseables en el medio/largo plazo (herederos de los Objetivos de Desarrollo del Milenio) se puede concretar en unos objetivos concretos y cuantificables. En concreto, se fijan 17 Objetivos de Desarrollo Sostenible (ODS, en adelante) que incluyen asuntos tan relevantes como la sostenibilidad ambiental, la reducción de la pobreza y las desigualdades o una mayor eficiencia energética y productiva. Este trabajo aspira a estudiar la contribución de la fiscalidad de la Unión Europea a la consecución de dichos objetivos en el periodo 2005-2017.
On 26 September, the United Nations will adopt the '2030 Agenda for Sustainable Development', which includes 17 'Sustainable Development Goals' (SDGs). These Goals will replace the Millennium Development Goals and are meant to make international development transformative and sustainable. This ambition is reflected in their thematic scope which covers fundamental aspects of the social, the economic and the environmental dimensions of sustainable development. In addition, the SDGs are truly universal in nature, i.e. they constitute a challenge for all countries, including the most developed ones. Implementation of the 2030 Agenda will thus involve domestic policymakers as well as international cooperation and go beyond development policy. The list of indicators that is needed for making the goals and targets operational is expected for March 2016. Indicators will be fundamental for implementation, monitoring, reporting and evaluation. Therefore, a group of experts from the German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE) have prepared detailed comments on all goals and the indicators that are currently under discussion. The result is an update of a draft version circulated earlier this year. The comments show how difficult it is to identify adequate indicators for all the goals in the new agenda. Some of them can be measured more easily while others are rather qualitative in nature so that it is difficult to measure progress in quantitative terms. In addition, some of the indicators under discussion are very complex with the effect that there is a risk that only experts are able to understand and remember them. Also, some goals lack specifications or a dead-line for achievement, or they are not yet measurable with the available data. And finally, some indicators cover just a small segment of what the respective goal is meant to achieve. With this review, we aim at providing an input for the debate on indicators and for the process of designing national strategies to implement the 2030 Agenda. The monitoring and review processes at the global, regional and national levels will be fundamental for measuring progress, and for adjusting policies. The introduction of the volume summarizes the achievements made by the adoption of a new agenda for sustainable development. It shows the advantages of the SDGs in comparison with the MDGs. The chapter after the introduction focusses on how the UN system can contribute to implementation, monitoring and review of the 2030 Agenda, and reflects on the possible shape of an accountability framework. The core of the discussion paper are chapters that review every SDG, its subordinate targets and its proposed indicators.
This article aims to contribute to the conceptual and empirical analysis of local environmental regulation in rural areas in the context of the covid-19 crisis and the climate crisis. The article offers an analysis of the relationships between the politics of climate change and Agenda 2030 in the context of current agrarian questions in three rural settings of Chile, Sweden and the US. Within this context, the article uses empirical material from fieldwork in three rural areas and it develops on and builds upon a conceptual framework to approach and discuss different types of state, problems of legitimacy and normative conflicts in the context of local environmental regulation. The comparative analysis offered in this article shows us the centrality of normative conflicts and issues of legitimacy in environmental regulation in the context of new agrarian questions in rural areas while facing some of the most important challenges for climate action. The article concludes by highlighting the importance, potential and limits of the experiences of local environmental regulation in the rural areas analyzed in the article with a focus on how these cases can be seen as alternative ways to develop environmental policy in more legitimate ways. This, as it is argued in the article, needs to be considered in relation to local democratic processes and the role of local governments in the planning and definition concerning the use and management of local resources. ; El propósito de este artículo es contribuir al análisis conceptual y empírico de la regulación ambiental local en zonas rurales en el contexto de la crisis del covid-19 y la crisis climática. La participación es un aspecto que se integra como parte de las metas consideradas para alcanzar los objetivos de desarrollo sostenible planteados en la Agenda 2030. La implementación de instrumentos legales y marcos normativos que faciliten la participación ciudadana es uno de los pasos para su consecución. En México, 26 de las 32 entidades federativas cuentan con una ley de participación ciudadana. Sin embargo, el total de instrumentos por entidad y el alcance de los mismos son diferentes por estado. El siguiente artículo es un estudio exploratorio que tuvo como objetivo medir el alcance de los instrumentos de participación ciudadana en México actualizados hasta septiembre de 2020; para ello se realizó una revisión de las leyes y artículos sobre participación ciudadana con ayuda del software ATLAS.ti versión 9.0.15. Se identificaron los instrumentos de participación contenidos en los documentos normativos y se midió el alcance de los mismos considerando cinco categorías: colaboración, consulta, difusión, legislativo y rendición de cuentas. De los resultados se desprende que 61% del total de instrumentos en México se perfila como de consulta, sobresaliendo el referéndum y el plebiscito. Los marcos normativos sobre participación ciudadana dentro de las leyes estatales es un paso hacia la mediación en la toma de decisiones entre gobierno y sociedad; si bien estas normas estatales establecen mecanismos de participación, estos todavía se limitan a instrumentos de consulta, por lo que aún falta por crear puentes más sólidos entre sociedad y gobierno.
