International audience ; The aim of this article is to propose an articulation between the so-called French discourse analysis and the notions of intersectionality and decoloniality that are currently at work in the human and social sciences in France. Public innovation has received increasing attention in recent years. Experiments with new governance structures, such as New Public Management and New Public Governance, have challenged the traditional top-down, internally driven forms of innovation in the public sector and have entailed a search for new forms of open, collaborative and interactive innovation, implying a reframing of public innovation activities. However, introducing these new frames of innovation causes uncertainties in the public sector, necessitating better understanding of how public innovation can be changed to address societal needs. This paper uses materials from case studies of 21 public living labs across Europe to analyse the lessons that can be learned from public sector participation in living labs in terms of their contribution to reframing public innovation. The "frame" construct is used to analyse and provide an understanding of how participation in living labs helps public actors to reframe innovation and address public and societal needs. Three living lab framings for changing public innovation are identified (processual learning, restrained space and democratic engagement), and the degree of intensity of these framings with respect to involving stakeholders and addressing societal challenges is discussed. The paper contributes to knowledge of public sector innovation by extending previous accounts of how public innovation can be improved.

ABSTRACT Context: natural experiments or quasi-experiments have become quite popular in management research. The differences-in-differences (DiD) estimator is possibly the workhorse of these techniques. Objective: the goal of this paper is to provide a tutorial that serves as practical guide for researchers considering using natural experiments to make causal inferences. Methods: we discuss the DiD advantages, concerns, and tests of validity. We also provide an application of the technique, in which we discuss the effect of government guarantees on banks' degree of risk, using the 2008 financial crisis as a natural experiment. The database used, as well as the Stata and the R scripts containing the analyses, are available as online appendices. Conclusion: DiD may be used to tackle endogeneity concerns when treatment assignment is random.

The pandemic COVID-19 became a challenge for both societies and governments. While most countries and citizens reacted similarly to the unknown strength of the virus at the start of the pandemic, the situation in each country began to vary more and more each month. Poland and Slovakia are interesting cases in this context. One year after the WHO declared a pandemic, these countries are experiencing one of the worst crises in history. In Poland, despite the initial social mobilisation, after a very short time, many government decisions ceased to be perceived as protecting citizens. In the first period of the pandemic, the Slovak government coped with the situation much better, which changed significantly in the autumn of 2020. The article aims to analyse how an active "rally 'round the flag" effect and the resulting natural potential for social mobilisation to fight the pandemic were wasted in Poland and Slovakia due to irresponsible political decisions undermining the citizens 'trust in the governments' good intentions.

Abstract In Colombia, political decisions related to the countryside preserve an unjust social order, maintaining inequities and obstacles to the well-being and life quality of farmers. In this scenario the Territorial Arrangement Planning of the San Nicolas Valley, in the East of the department of Antioquia, has generated a series of rural conflicts that accentuate the vulnerabilities of rural residents, threatening the agricultural tradition in this subregion. Thus, this study inquired about the perceptions of legality in the peasant population of the area. A descriptive-correlational study with non-probabilistic sampling was carried out, including 380 peasants, members of civic-rural associations of the San Nicolas Valley, evaluating in four scales: beliefs, values, knowledge of the law and perceived legality in the context. Statistical analyses were performed in SPSS v.22 software. The findings indicated significant relationships between the study variables. Despite the state abandonment of the proletariat to market forces in an area with socioeconomic imbalances, no determining link was found between low income and violation of the law.

Abstract This study aims to analyze the moderating power of time of unemployment in the relationship between work values and psychological well-being. The sample consisted of 265 unemployed individuals, 77 men and 188 women with an average age of 27 years (SD = 7.21), with complete secondary education in 48% of the total sample. The following data collection instruments were applied: Positive and Negative Affect Schedule, the Flourishing Scale and the Work Intrinsic Values Scale. The results of hierarchical regression analyses show that time of unemployment acts as a moderator in the relationship between the work values and the psychological well-being, so that the longer the unemployment duration the greater the individual's psychological well-being. Consequently, the shorter the period of unemployment, more intense is the feeling of negative emotions. The result yield three important contributions: demonstration of the association between work values and psychological well-being of unemployed; identification that the period of unemployment is an important moderator to understand the unemployed well-being and review of the issue of unemployment in the social and political field in times of recession.

The project examines the convergence of private agendas inside and outside the royal administration, which were channelled by the Genoese lending community to overcome the consolidation of royal short-term debt in 1557 and its consequences. The application of an institutional approach, based on the works of Avner Greif, to the analysis of the social organisations that prevented a failure of coordination in the Hispanic Monarchy offers a fresh perspective on a topic normally assessed under predatory models. The specific study of two Genoese lenders who contributed to the establishment of a more viable and efficient financial system in the monarchy, Costantin Gentil and Nicolao de Grimaldo, provides details about how interregional transactions and local economies contributed to the consolidation of the early modern state.

Reductions in defense expenditure require holistic and coordinated planning of two critical and interconnected defense capabilities, namely a fleet of assets and the workforce required. In this paper, we model and solve a joint problem of strategic workforce planning and fleet renewal in a military context. The joint problem studied involves addressing a trade-off among several costs (e.g., workforce, maintenance, operating, etc.) and operational readiness (availability) of the fleet. To make such trade-offs, the decisions associated with workforce planning (i.e., the recruitment and the career progression of the workforce) and fleet renewal (i.e., the timing of asset replacements) strategies have to be simultaneously considered and optimized. We develop a simulation-optimization approach by coupling a system dynamics (SD) simulation model and a genetic algorithm (GA) to solve the joint problem. In the developed approach, the GA generates candidate workforce planning and fleet renewal strategies to find the best joint strategy. Then, the candidate workforce planning and renewal strategies are passed to the SD model which simulates both the career progression of the workforce and the life-cycle of assets to evaluate the total cost. We illustrate the applicability and effectiveness of the joint model on a realistic case study motivated by the recent modernization efforts of the Royal Australian Navy. The results obtained indicate that this approach leads to a considerable cost reduction and identifies the causes of inferior performance. We also test the robustness of the optimized strategies under uncertainty by sensitivity and scenario discovery analyses to infer further insights.

APPROVED ; Interpretations of the period following the disintegration of the Carolingian empire in Western Europe at the end of the ninth century have long divided historians, between those who believe a violent rupture in political and social structures took place around the year 1000 and those who argue for an essential continuity. This thesis aims to transcend these debates, by approaching medieval society through a case-study in the Loire valley region relying on two fresh methodological insights. Firstly, it will investigate changes in the economic structures which provided society's material base; secondly, it will analyse how those ?lites claimed, performed and maintained their status. Based on these two approaches, the thesis explores changing patterns of ?lite behaviour in order to better understand the social and economic changes which took place from the late ninth century onwards. The thesis examines the effects of shifting landholding patterns, the emergence of seigneurial customs, changing attitudes to church patronage and lay violence, and the methods by which ?lites were identified in documents, to establish their implications for the ways by which ?lites could claim and maintain their status. It concludes that there was a significant and fundamental transformation of social and economic structures, beginning in the middle of the tenth century, in the middle Loire valley, although the pace of change is slower than would be appropriate for a 'Feudal Revolution'. Nevertheless, the breakdown of the Carolingian political order unleashed a wave of competition amongst local and regional ?lites, which saw them innovate and adapt the heritage of Carolingian culture to create a new, 'feudal' social order. This was fuelled by the changes in economic structures which provided ?lites with more wealth to promote their own status; the competition for status in turn fuelled ?lites' need for more wealth and their incentive for economic expansion.

The present research aims to analyse the phenomenon of unaccompanied minors arriving from Morocco to the European Union from 2010 to 2021. This recent migratory phenomenon supposes an emerging challenge for governments, international organisations, and societies, in order to guarantee the protection of children according the UN Convention on the Rights of the Child (UN, 1989). The research focuses on the children «on the move», travelling alone from Morocco and arriving in Spain through the Strait of Gibraltar. The so-called Western Mediterranean Migratory Route has become one of the gateways to Europe. Spain hosts nowadays a big community of Moroccan unaccompanied minors and Catalonia has become the second Spanish Autonomous Community with a major number of unaccompanied minors, only surpassed by the enclave of Melilla located on the very border of Morocco. The present research gives special attention to the study of the Amazigh Nationalism question, as something to look at among the reasons why Moroccan unaccompanied minors migrate to Europe, choosing, particularly, Catalonia as a model to pursuit an Amazigh nation. ; A presente pesquisa tem como objetivo analisar o fenómeno da chegada de menores não acompanhados provenientes de Marrocos à União Europeia entre 2010 a 2021. Citrinin (CIT) is a mycotoxin responsible for the contamination of many agricultural products, like wheat, barley, corn, rice and their products, as also other foodstuffs and feedstuffs used in human and animal nutrition. It is essentially produced by Penicillium citrinum, although it can also be biosynthesised from Penicillium expansum and Penicillium verrucosum and some species of Aspergillus and Monascus. However, several studies have shown that CIT is known for its genotoxic, hepatotoxic, fetotoxic and teratogenic properties. The aim of this study is to investigate the occurrence of CIT in wheat grain cultivated in Kosovo and Albania. Given the fact that wheat flour is the most consumed product in Kosovo and Albania, it is necessary to analyse the CIT in wheat in these two countries. In total, 60 wheat samples were tested from Fusha e Kosovës (Kosovo), Myzeqeja (Albania) and Fusha e Maliqit (Albania), as places with the highest wheat production. The enzyme- linked immunosorbent assay (ELISA) method was used to determine CIT concentrations. To identify moulds representing potential producers of CIT, traditional macroscopic and microscopic methods and the molecular PCR method of identification were implemented. CIT was detected in 96.6% and 86.6% of wheat grain samples collected in Kosovo and Albania, respectively. The maximum amount of CIT detected in wheat grain was 53.12 μg/ kg in Kosovo, and 45.74 μg/kg in Albania. The amount of CIT found in wheat grain is not comparable with the maximal limits (MLs), as the European legislation does not provide limits for this mycotoxin. Its tremendous negative impact on economy caused permanent changes in organizational functioning, triggering companies to create crisis management strategies and adopt new innovative practices. The agro-sector was not an exemption. Considering that this sector manifests constant growth related to not only the increase of human population, but also to continuous life-style changes, it is crucial to develop recovery strategies on organizational and governmental levels. Therefore this study provides the general overview of crisis management concept with its main characteristics and frameworks; analyses the importance of innovation in agro-sector; offers agro-sector overview; examines the pandemic's impact on this particular sector and some of the recovery strategies; and explores the attitudes of agro-sector professionals towards COVID-19 crisis in two countries – Portugal and Russia. This research intends to discover differences and similarities in crisis management solutions between agro business professionals in both countries, as well as possible approaches to crisis outcome minimization. ; A pandemia COVID-19 é a tragédia do século XXI, a doença que abalou o mundo e mudou a vida de populações inteiras. O setor agrícola não foi a exceção. Visto que este sector demonstra um crescimento constante relacionado não apenas com o aumento da população a nível mundial, mas também com as mudanças contínuas no seu estilo de vida, um desenvolvimento de estratégias de recuperação a nível organizacional e governamental torna-se imperativo. Deste modo, este estudo oferece um panorama geral do conceito de gestão de crise com as suas principais características e estruturas; analisa a importância da inovação no setor agrícola; oferece uma visão geral do setor; apresenta o impacto da pandemia neste sector e algumas das estratégias de recuperação; por fim, explora as atitudes dos profissionais do setor agrícola em relação à crise da COVID-19 em dois países – em Portugal e na Rússia. Esta investigação pretende descobrir as diferenças e semelhanças nas soluções de gestão de crise entre os profissionais de agro-negócios de ambos os países, bem como os possíveis abordagens relativamente à minimização dos impactos da crise.

Securitization theory (ST) makes an insightful and significant contribution to security studies. Through the use of discursive speech act, ST provides an innovative strategy for understanding the application of security's distinctive character and dynamics to any issue in order to make it a security issue. Valuable as the theory is to security studies, the subaltern appear missing in existing securitization analyses. Even when the subaltern are examined, for instance in critiques of classical ST, they are conceived and presented as passive, lacking agency, voice, and power, and suffering from security silence problem. ST's reliance on discursive speech act and focus on state political elite prevent it from capturing the subaltern and subaltern securitization process. Furthermore, while existing ST and critiques of securitization studies offer some direction regarding how the subaltern actors may securitize threats to their security, these perspectives are incidental and grossly underdeveloped. In order to resolve this problem, the current study takes a novel approach to securitization studies by investigating how subaltern actors engage in securitizing discourses and practices. By combining the Fanonian decolonial theory of emancipatory violence, where the nature of the (post)colonial context becomes visible with the theoretical insights of ST, the study shows that the subaltern are able to securitize using protest and violence. The subaltern use protest and violence to show their perception and identification of security threats, mobilize the subaltern audience, and challenge and confront the threatening subject – often times, the subaltern's significant audience – to ensure that action is taken on issues concerning subaltern security. In addition to discourse, therefore, protest and violence serve as the subaltern's instruments of political communication used by the subaltern to move issues beyond normal to the point of extraordinary politics. Consequently, protest and violence can force audiences – including the common people and the political elite – to imagine threats to subaltern security, typically perceived but sometimes real, and accept subaltern securitization moves, and where possible take actions that may amount to an alteration or a change in the order of things. Such change may either be in favour of subaltern's perception of security or not. To uncover the essential dynamics of subaltern securitization, this study synthesizes a version of decolonial theory with elements of existing ST and focuses on the subaltern actors from below the state in Nigeria, a non-Western, postcolonial context. The results reveal that subaltern securitization is possible when members of the subaltern successfully mobilize themselves to collectively identify (real or perceived) threat to their security and in so doing challenging and confronting the threat. This makes their security concerns an issue of priority. The study concludes that desirable as subaltern securitization may be, especially to the subaltern, there is a tendency for subaltern securitization to obfuscate the danger that may lurk around subaltern's attempts to securitize certain issues.

Este trabajo reclama la pertinencia de una práctica epistemológica feminista de la conciliación, capaz de aunar sensibilidades y quehaceres modernos y posmodernos. Esta mirada conciliadora permite abordar en su amplia complejidad las relaciones entre las dimensiones macroestructurales, mesoinstitucionales y microencarnadas de las vidas de las mujeres, así como transitar los actuales debates en torno a la (in)validez de las categorías de género y mujer. Para ello, se toma como referencia de partida la Teoría del Punto de Vista de Sandra Harding, paradigma de la nueva epistemología feminista y foco de discrepancias científicas y políticas entre los propios feminismos. A partir de la propuesta de Harding, se analizan críticamente las tensiones feministas que esta teoría plantea y que apuntan hacia ciertos riesgos esencialistas y universalistas y, al mismo tiempo, hacia posibles derivas individualistas o relativistas. Se sugiere entonces el encuentro de esta Teoría del Punto de Vista con un enfoque posmoderno que la complejice y actualice al calor de las actuales discusiones feministas. Ya desde este punto de vista posmoderno, se plantean una serie de enmiendas para afinar la mirada epistemológica feminista: enfrentar el relato único sobre las mujeres a partir de sus diversas experiencias; explorar las distintas experiencias encarnadas para conectarlas y analizarlas en contexto, esto es, sujetas a las relaciones estructurales de poder; sustituir el privilegio epistémico automático por una preferencia crítica y argumentada por las experiencias y relatos de las mujeres; y, finalmente, poner en valor las experiencias y relatos de la propia investigadora para orientar el estudio y, también, exponer los privilegios y limitaciones de su punto de vista. ; This essay claims the relevance of a feminist epistemological practice of conciliation, capable of bringing together modern and postmodern sensibilities and works. This conciliatory gaze makes it possible to address the relationships between the macro-structural, meso-institutional and micro-incarnate dimensions of women's lives in their broad complexity, as well as to go through the current debates on the (in)validity of the categories of gender and woman. To this end, Sandra Harding's Standpoint Theory, a paradigm of the new feminist epistemology and the focus of scientific and political discrepancies between feminisms themselves, is taken as a starting point. Based on Harding's proposal, a critical analysis is made of the feminist tensions that this theory raises. These tensions point to certain essentialist and universalist risks and, at the same time, to possible individualist or relativist drifts. It is then suggested that this Standpoint Theory should meet with a postmodern approach that would make it more complex and update it in the eyes of current feminist discussions. From this postmodern standpoint, a series of amendments are proposed to refine the feminist epistemological gaze: to confront the single narrative about women from their diverse experiences; to explore the different embodied experiences to connect and analyse them in context, that is, subjected to structural power relations; to replace automatic epistemic privilege with a critical and argued preference for women's experiences and narratives; and, finally, to value the experiences and stories of the researcher to guide the study and, also, to expose the privileges and limitations of their own point of view.
