The Black Sea region is primarily characterized by different political and economic structures as well as opposite interests. Therefore opposite interests and historically caused difficulties made things worse. What will happen is that governments will place their party-political interests or developments relating to domestic affairs into the foreground of their proclaimed aims activity to secure re-election and therefore will not deal with the international challenges. Russia under Putin and the Islamic-fundamentalist oriented Turkish government of Recep Tayyip Erdogan are the best examples. As Turkey under the Erdogan government is not interested in a connection with Europe in the western sense, it tries to use the European Union for their islamizing politics. Therefore Turkey under Erdogan or a Islamic-fundamentalist oriented Turkey is not able to concentrate on a close cooperation. Adapted from the source document.

"The initial 'Arctic hype' from 2007 onwards had already calmed down for a while. But with the Ukraine crisis of 2014, the military situation in the High North has once again become an element of rather anxious public debate. Even before relations between Russia and NATO worsened, the coastal states had started to again increase their military presence in the region. Is the 'Arctic arms race' on again, as it was during the Cold War? The increase in capacities in the North is not a conclusive evidence of directly imminent military confrontation, but can be explained in a more differentiated manner with a view on the spatial and political conditions of the region. Even as there is more military presence, the risk of outbreak of armed conflict remains very low." (author's abstract)
Die fünf Arktis-Anrainerstaaten Dänemark, Kanada, Norwegen, Russische Föderation und Vereinigte Staaten von Amerika (»A5«) haben Ende Mai 2008 eine - sorgfältig redigierte - Erklärung verabschiedet. Die nach dem grönländischen Konferenzort benannte »Erklärung von Ilulissat« steckt den Rahmen für die ins Auge gefasste Kooperation der A5 ab. Man kann aus ihr auch künftige Spielregeln für Rechtsordnung, Forschung, den Umgang mit Ressourcen und mit dem Ökosystem des Arktischen Ozeans ablesen. Die A5 betonen mit der Erklärung ihre Vorrangstellung in diesem Raum. Sie sprechen sich für die Geltung des Seevölkerrechts in der Arktis, zugleich aber gegen einen spezifischen Arktisvertrag aus. Dies ist ein wichtiges Signal für weitere mögliche Arktis-Spieler und die internationale Gemeinschaft und ist daher auch für die Bundesrepublik von Interesse, der aus Umwelt-, Forschungs- und Wirtschaftsgründen der arktische Raum nicht gleichgültig sein kann
