The term anti-politics refers to a whole catalog of phenomena such as the decline in citizens' interest in politics and participation in formal political institutions the process of depoliticization and technocratization of democracy and the rise inpopularity of right-wing populist parties and nationalism. The purpose of this article isto explore what anti-politics really is. This requires not only going beyond an analysis of current politicsbut also a pure descriptivism that simply registers changes in the attitudes of participants in public life. It is necessary to look at this complex phenomenon not only in the long termbut in different interpretive contexts

The article covers the legal and tax aspects of the implementation of general anti-avoidance clause in Polish tax law, including the historical outline of the clause, its essence, and the usefulness of achieving the legislator's intended effects. The article deals with the disadvantages and advantages of the clause, its compliance with constitutional regulations, as well as the institution of GAAR protective tax opinions and the position of the Council on counteracting tax evasion. ; Artykuł omawia prawne i podatkowe aspekty wdrożenia do polskiego prawa podatkowego klauzuli o przeciwdziałaniu unikania opodatkowania, rys historyczny klauzuli, jej istotę oraz przydatność dla osiągnięcia zamierzonych przez ustawodawcę efektów. Artykuł odnosi się również do kwestii wad i zalet klauzuli, konstytucyjności regulacji oraz instytucji opinii zabezpieczających i pozycji Rady do Spraw Przeciwdziałania Unikaniu Opodatkowania.

Creating independent agencies, offices or anti-corruption commissions becomes a common practice used by the states aiming to a comprehensive fight against corruption. This kind of institutional arrangements introduced in many countries in Europe, Africa, Asia and America, also in Poland created an anti-corruption agency called the Central Anticorruption Bureau. The need for creation of anti-corruption agencies also highlighted at international level. A number of international documents on preventing and combating corruption contain a requirement to create the appropriate agency or unit whose main purpose is to prevent and combat corruption. The paper reviews the institutional solutions adopted in different countries, with special emphasis on the leading anti-corruption agencies in the world (in Hong Kong, Singapore and Australia) and those countries, where according to the Corruption Perceptron Index, which estimates the level of corruption in the country, have not reached the highest results, to demonstrate that such institutions per se do not eliminate corruption. Many other factors play more important role, like, three-dimensional strategy: detection, prevention and public education. ; Tworzenie niezależnych agencji, biur lub komisji antykorupcyjnych staje się częstą praktyką stosowaną przez państwa zmierzającą do kompleksowej walki z korupcją. Tego rodzaju rozwiązania instytucjonalne wprowadziło wiele państw w Europie, Afryce, Azji i Ameryce, również w Polsce utworzono antykorupcyjną agencję pod nazwą Centralne Biuro Antykorupcyjne. Na potrzebę tworzenia agencji antykorupcyjnych zwrócono również uwagę na płaszczyźnie międzynarodowej. Szereg konwencji dotyczących zapobiegania i zwalczania korupcji zobowiązuje strony do tworzenia odpowiedniego organu lub organów, których głównym celem będzie zapobieganie i zwalczanie korupcji. W opracowaniu dokonano przeglądu rozwiązań instytucjonalnych przyjmowanych w różnych państwach, zwracając szczególną uwagę na wiodące w świecie agencje antykorupcyjne (w Hong Kongu, Singapurze i Australii) oraz na te państwa, które wg indeksu percepcji korupcji szacującego ogólny poziom korupcji w państwie nie osiągnęły najwyższych wyników, by wykazać, że instytucje takie per se nie likwidują korupcji. Istotną rolę bowiem odgrywa wiele innych czynników, w szczególności trójwymiarowa strategia: wykrywania, zapobiegania i edukacji społecznej.

The purpose of this research is to illustrate the phenomenon of common crime in the eastern areas of Poland from 1921-1925. In the text, the author gives examples of this and its cause and effect on the functioning of the young Polish state. The timeline of the study covers the period from the signing of the Riga Treaty ending the Polish-Soviet War in 1921, to 1925 when the Bolsheviks temporarily gave up their aggressive attempts to spread communism in Europe. The author of the study focused on the most important type of crimes characteristic of the borderland such as robbery and smuggling, using the literature on the subject, source publications, and archival resources, mainly from the Central Military Archives, the Border Guard Archives in Szczecin, and Ukrainian archives in Lviv and Tarnopol. The research aims to show the characteristic types of common crimes, their connection with anti-Polish activities on the part of the USSR and Lithuania, and the intertwining of political crime with criminal offences. In the work, the author uses the critical analysis of sources, literary analysis, and the comparative method.

Celem artykułu było wykazanie, że polityka antyrasistowska UE w latach 2000–2020 uległa zmianie, a następnie zaprezentowanie, na czym owe zmiany polegały i jaki miały charakter. Materiał badawczy stanowiły 62 dokumenty głównych instytucji UE: Komisji, Rady, Parlamentu Europejskiego. Uzyskane rezultaty badań pokazują, że główne zmiany polegały na bardziej zniuansowanym podejściu do walki z rasizmem: dostrzeżeniu różnych grup dotkniętych rasizmem, różnych sposobów doświadczania rasizmu, nowych odmian rasizmu (ekspresywnego, środowiskowego), nowych jego źródeł (politycy i partie polityczne, sztuczna inteligencja). Spośród zmian dotyczących proponowanych środków należy wymienić kładzenie większego nacisku na środki zapewniające równość substancjalną. Odnotować też trzeba wzmocnienie ochrony ofiar rasizmu. Ponadto, nastąpiło zwiększenie liczby jednostek w ramach KE odpowiedzialnych za walkę z rasizmem, a także wzrost liczby zewnętrznych struktur, które wzmacniają możliwości KE w zakresie analizy prawnej i prowadzonych polityk. Odnośnie do sposobu prowadzenia polityki antyrasistowskiej zauważalne jest zwiększenie znaczenia tzw. nowego sposobu zarządzania. Zaobserwowane zmiany nie były radykalne, lecz następowały stopniowo. Miały charakter linearny, tzn. nie oznaczały zerwania z przeszłością. Polegały na przesunięciu akcentów oraz dołożeniu kolejnego elementu, a nie ich wymianie. W związku z tym rozwój polityki antyrasistowskiej UE można scharakteryzować jako szereg działań, które nie konkurują ze sobą, ale się uzupełniają, aby zrealizować określony z góry cel. ; The aim of the article was to show that the EU's anti-racism policy changed in the years 2000–2020, and then to present what these changes consisted of and what their nature was. The research material consisted of 62 documents of the main EU institutions: the Commission, the Council, and the European Parliament. The obtained research results show that the main changes consisted in a more nuanced approach to the fight against racism: noticing different groups affected by racism, different ways of experiencing racism, new types of racism (expressive, environmental), new sources (politicians and political parties, artificial intelligence). Among the changes to the proposed measures, one should mention the greater emphasis on measures ensuring substantive equality. It should also be noted that the protection of victims of racism has been strengthened. In addition, there has been an increase in the number of units within the European Commission responsible for combating racism, as well as an increase in the number of external structures that strengthen the capabilities of the European Commission in the field of legal analysis and policies. With regard to the manner of conducting anti-racist policy, the importance of the so-called a new governance. The observed changes were not radical but occurred gradually. They were linear, i.e. they did not signify a break with the past. They consisted in shifting the accents and adding another element, not replacing them. Accordingly, the development of the EU's anti-racist policy can be characterized as a series of activities that do not compete with each other, but complement each other in order to achieve a predetermined goal.

Celem artykułu było wykazanie, że polityka antyrasistowska UE w latach 2000–2020 uległa zmianie, a następnie zaprezentowanie, na czym owe zmiany polegały i jaki miały charakter. Materiał badawczy stanowiły 62 dokumenty głównych instytucji UE: Komisji, Rady, Parlamentu Europejskiego. Uzyskane rezultaty badań pokazują, że główne zmiany polegały na bardziej zniuansowanym podejściu do walki z rasizmem: dostrzeżeniu różnych grup dotkniętych rasizmem, różnych sposobów doświadczania rasizmu, nowych odmian rasizmu (ekspresywnego, środowiskowego), nowych jego źródeł (politycy i partie polityczne, sztuczna inteligencja). Spośród zmian dotyczących proponowanych środków należy wymienić kładzenie większego nacisku na środki zapewniające równość substancjalną. Odnotować też trzeba wzmocnienie ochrony ofiar rasizmu. Ponadto, nastąpiło zwiększenie liczby jednostek w ramach KE odpowiedzialnych za walkę z rasizmem, a także wzrost liczby zewnętrznych struktur, które wzmacniają możliwości KE w zakresie analizy prawnej i prowadzonych polityk. The purpose of this article is to capture one of the key features of the political thought that developed in the United States of America. Assuming that the USA's political culture is indeed exceptional, the author attempts to find the common denominator that would reflect the singularity of the American political mind. The author states that such a feature is the radical anti-historicality of the American mode of thinking about politics. It is a phenomenon that is deeply-rooted in the political and spiritual past of the United States and seems to be crucial because it never developed to such an extent in other traditions. Furthermore, even today to a large extent it defines both the American left and right. It is also very much present in academic discussion as well as in ordinary political activities. By anti-historicality the author means the rejection of the thesis that politics within a given society depends on that society's past experience. The phenomenon defies simple normative assessments. On the one hand, it protects American politics from the perils of radical historicism; on the other hand, it hinders the USA's contacts with other political bodies. However, the author concludes that understanding American anti-historicality is crucial when entering into any relations with the USA.

In the modern world the expansion of the semantic field of security takes place, which is the reason for the existence of a number of risks, with a very wide dimension. In addition to traditional natural hazards and existing threats to civilization, there is a new one that is closely related to the implementation of modern technologies, information systems, and communication systems. They are a sign of the times and an inevitable consequence of progress. At the same time society (especially informed civil society) requires more and more of their country, demanding ever higher levels of security and protection to enable its further development. Providing such protection requires considerable strengths and resources, and the intersectoral cooperation of public and private subjects. Developing international contacts and extensive cooperation in this dimension is necessary, but existing forms of security protection are limited to the territory of one state and cannot fulfill these tasks. The fight against terrorism is also a question of access to information about people traveling regularly or prolonging their stay in other states. In the face of these processes we should look for new solutions and undertake such activity, with a scale corresponding to the scale of risk. The cooperation of various entities – understood as combining expertise, manpower and resources – while engaging modern technology, seems to be most appropriate. ; We współczesnym świecie następuje stałe rozszerzanie się zakresu znaczeniowego bezpieczeństwa, czego powodem jest istnienie wielu zagrożeń, mających bardzo szeroki wymiar. Obok tradycyjnych zagrożeń naturalnych i dotychczasowych zagrożeń o charakterze cywilizacyjnym pojawiają się wciąż nowe, które mają ścisły związek z wdrażaniem nowoczesnych technologii, systemów informatycznych, systemów komunikacji. Są one znakiem czasu i nieuchronną konsekwencją postępu. Jednocześnie społeczeństwo (zwłaszcza informacyjne społeczeństwo obywatelskie) wymaga coraz więcej od swojego państwa, żąda coraz wyższego poziomu zabezpieczenia i ochrony, umożliwiającego mu dalszy rozwój. Zapewnienie takiej ochrony wymaga zaangażowania znacznych sił i środków oraz międzysektorowej współpracy podmiotów publicznych i prywatnych. Rozwijanie kontaktów międzynarodowych i szeroko zakrojonej współpracy w tym wymiarze powoduje, że dotychczasowe formy ochrony bezpieczeństwa ograniczone do terytorium jednego państwa przestają spełniać swoje zadania. Nie należy zapominać, że warunkiem ograniczania oddziaływania przedstawionych zagrożeń bezpieczeństwa jest reakcja na ich źródła. Walką z terroryzmem jest również kwestia dostępu do informacji o osobach podróżujących regularnie lub przedłużających pobyt w państwach. W obliczu tych procesów należy poszukiwać nowych rozwiązań i podejmować takie działania, których skala będzie odpowiadała skali zagrożeń. Współpraca różnych podmiotów – rozumiana jako łączenie wiedzy, sił i środków – przy jednoczesnym zaangażowaniu nowoczesnych technologii, wydaje się być najodpowiedniejsza.

W artykule problem ten jest analizowany na przykładzie programów partii i innych organizacji, które uzasadniają swoją myśl polityczną nacjonalizmem, np. Narodowodemokratyczna Partia Niemiec, Narodowe Odrodzenie Polski, Złoty Świt z Grecji, Nowa Siła z Włoch, Brytyjska Partia Narodowa, Prawy Sektor i Swoboda z Ukrainy oraz innych. Radykalne partie nacjonalistyczne podważają zasady współczesnych demokracji. Dążą do zmiany ładu międzynarodowego i granic państw w Europie, które istnieją od końca II wojny światowej. Radical nationalist parties undermine of the principles of modern democracies. They attempt to change the international order and change the borders of countries in Europe that exist since the end of World War II. According to the author, only the reduction of defects of democracy and the development of knowledge about democracy, the development of civil society, the elimination of material disparities between social groups and the development of the middle class in Europe, can be an effective remedy for political radicalism.

Radical nationalist parties undermine of the principles of modern democracies. They attempt to change the international order and change the borders of countries in Europe that exist since the end of World War II. According to the author, only the reduction of defects of democracy and the development of knowledge about democracy, the development of civil society, the elimination of material disparities between social groups and the development of the middle class in Europe, can be an effective remedy for political radicalism. ; Głównym zagadnieniem artykułu jest radykalna myśl polityczna, analizowana w kontekście bezpieczeństwa współczesnych demokracji europejskich. Celem artykułu jest zbadanie, w jaki sposób Komisja Europejska nadzorowała implementację równościowego i antydyskryminacyjnego prawa UE w latach 2002–2015. W badaniujako perspektywę teoretyczną przyjęto teorię europeizacji. Analizy przeprowadzono w oparciu o dane ilościowe. Badanie wykazało, że Komisja nadzorując implementację równościowego i antydyskryminacyjnego prawa UE wychodziła z roli egzekutora nakładającego sankcje i chętnie toczyła dialog z państwami członkowskimi. Badanie ujawniło ponadto preferencje Komisji,tzn. większe zainteresowanie dwoma dyrektywami (2000/43/WE i 2000/78/WE) oraz mniejszą skłonność do patrzenia na naruszenia zasady równości i niedyskryminacji z perspektywy ekonomicznej, a bardziej ujmowanie ich w kategorii pogwałcenia praw jednostki. Przeprowadzone badanie pokazało ponadto, że w nadzorowaniu implementacji równościowego i antydyskryminacyjnego ustawodawstwa UE można odnaleźć elementy governance, do których zaliczyć należy współpracę z partnerami zewnętrznymi (sieci ekspertów) posiadającymi zasoby (informację), których brakuje Komisji, a które są niezbędne do prowadzenia kontroli. ; The main research problem of the article consists in a question on the method of supervising implementation of equality and anti-discrimination law by the European Commission in the years 2002–2015. The study showed that the Commission, overseeing implementation of the equality and anti-discrimination law of the EU, used to come out of the role of "the guardian of the treaties" and was discussing problems of infringements in dialogue with Member States. The survey also revealed preferences of the Commission, i.e. greater interest in the two directives (2000/43/EC and 2000/78/EC), and less likely to look at the infringement of the principle of equality and non-discrimination from an economic perspective but more in terms of violation of individual rights. Moreover the study revealed that elements of governance could be found in Commission's activity, namely cooperation with external partners (network of experts) who had resources (information) that the Commission needed for the inspection. Analysis was based onthe quantitative data. The theory of Europeanization has been applied to the analysis.
