Zentral war der Konflikt um die Übergabe des Gewaltmonopols und die Kommunikation von Sicherheit, Unsicherheit und Bedrohung, da anti-koloniale Kräfte, lokale Eliten und internationale Verwalter ihre Ansprüche an den zukünftigen Staat über Sicherheitssprechen vermittelten.
