BUKU BAHASA ARAB MADRASAH IBTIDAIYAH (MI) DI PEKALONGAN
This is qualitative research that aims to describe the suitability of teaching Arabic books (class I and IV) in MI using KTSP curriculum with Content and Competency Standards set government policy, and a description of the book to teach Arabic MI is needed to cope with the new curriculum in 2013. The method used is a qualitative method, using content analysis of BSNP (National Education Standards Agency) and needs analysis. Suitability of the Arabic book by SK KD government set on average for class I applied sufficiently and still need to be further improved. As for class IV, SK KD can be applied with good and balanced, but to listening competencies, especially in the identification of letters hijaiyah not get enough servings. There are two possible models that can be created for teach book in the coming school year, the first is a thematic integrative book of PAI MI according to the new curriculum in 2013, or second is a Arabic books MI generally for the new school year.

RELASI KUASA DALAM KEMASAN PRODUK MAKANAN BERBAHASA ARAB DI INDONESIA
Produk kemasan termasuk makanan Arab beredar di Indonesia dibuat dalam tiga konteks utama: pertama, munculnya strategi neo-liberal di daerah pasar bebas (pada tingkat ekonomi), dan munculnya gerakan-gerakan Islam fundamentalis di agama tingkat agama, kedua, pelaksanaan sertifikasi halal pada setiap produk pangan oleh MUI, ketiga, Arab memiliki posisi strategis di komunitas Muslim Indonesia. Studi ini berisi studi semiotik komunikasi dengan bentuk lain dari teks dan wacana dan simbol bahasa di produk makanan kemasan termasuk bahasa Arab yang beredar di Indonesia. penelitian ini tidak hanya mengungkap makna denotatif dan konotatif sebagai menandatangani, tetapi juga ideologi di balik itu. Penelitian ini penting untuk lakukan karena bahasa, termasuk iklan dan produk kemasan, sarat dengan kekuasaan karena dalam dirinya sendiri, appeares sebagai wakil dari dan ruang untuk pertunjukan (deployment) berbagai kekuasaan. Penelitian ini berhasil mengangkat cadar (sosial, budaya, politik, ekonomi, agama, dan lain-lain), bahkan dalam bentuknya yang paling halus dan tidak sadar karena bersifat alami dan wajar.

Voter Perception of campaign components against voting attitudes in the 2010 Ternate regional election
The number of respondents being sampled as many as 220 respondents. The description of the respondent's answer is the result of the respondent's answer to each research variable. The description of the answer will be explained based on the frequency and the results of the mean calculation of each categorized variable. In political campaigns there are two relationships that will be built, namely internal and external. Program, image of social, emotional feeling and image of candidats. The program has a significant effect on voting attitudes, these results provide support for the first hypothesis in this study. Social image has a significant effect on voting attitudes, these results provide support for the second hypothesis in this study. Emotional feelings do not have a significant effect on voting attitudes, this result is contrary to the third hypothesis in this study. The image of candidate has a significant effect on the attitude of choosing, this result provides support for the fourth hypothesis in this study. For politicians or candidates who take part in the elections so that they pay more attention to the image, especially the image of the candidate. Because voters are more interested in choosing in terms of the candidate's image. For a successful team should offer more courses menyentu on society as a voter. For the next researchers, it is expected to use a cluster sampling method so that the possibility of the population being represented in the sample is greater.

PENGARUH DANA PERIMBANGAN DAN RASIO KEUANGANTERHADAP INDEKS PEMBANGUNAN MANUSIA KABUPATEN DAN KOTA DI PROVINSI SUMATERA BARAT PERIODE 2010-2014
The research aims to examine the effect of funds balance (the General Alocation Fund, the Special Allocation Fund, the Revenue Sharing Fund) and the effect of financial ratios (Local Financial Dependency Ratio, Regional Financial Independence Ratio, Ratio Effectiveness of Locally Generated Revenue and Ratio Effectiveness of Local Tax) to Human Development Index. Human development Index is one of the measure that can be used in assessing the success of local government performance in providing good service to the society.The population in this research is the regencies/municipalities in West Sumatera.The data used is the secondary data of the Regional Revenues and Expenditures Budget of regional government of regencies/municipalities in West Sumatera in 2010-2014. Data were obtained from financial management services of West Sumatera. The results of the research shows that the General Allocation Fund (DAU), the Special Allocation Fund (DAK), Regional Financial Independence Ratio, Ratio Effectiveness of Locally Generated Revenue and Effectiveness of Local Tax, effect on the Human Development Index (HDI). While the Revenue Sharing Fund and Local Financial Dependency Ratio no effect on the Human Development Index (HDI).Keywords: Funds Balance, Financial Ratios, Human Development Index (HDI).

160 DILEMA KEBIJAKAN YANG PRO RAKYAT (Peraturan Gubernur Kalimantan Tengah No 15 Tahun 2010 tentang Pembukaan Lahan dan Pekarangan Bagi Masyarakat)
Since the enactment of decentralization local government have been granted the authority to organize, protect society etc. Given the authority that Central Kalimantan provincial government issued a policy (Pergub No. 15 tahun 2010 on guidelines for land clearing and yard for the people) to protect the local community in the tradition / habit of farming by burning forests to customary provisions. The aim of this study is to describe and analyze the extent to which public policy relevance since the issuance of the policy in 2010-2015 and to what extent these policies protect the local wisdom. the method used is descriptive qualitative study, using the study of literature in the process of data collection. Results and discussion of these studies show that 1) in 2015 created a policy that is no longer relevant because the whole area of Central Kalimantan is 15.3 million hectares, 12.7 hectares (78%) is controlled by plantation companies. 2) goodwill by the Government of Central Kalimantan to protect local communities need to be given appreciation. But this policy could apply / relevant if it is done before the 90s because many forests and local people still farming to meet food needs.

PENGARUH KARAKTERISTIK PEMERINTAH DAERAH TERHADAP KINERJA KEUANGAN PEMERINTAH DAERAH (Studi Empiris pada Pemerintah Daerah di Provinsi Sumatera Barat Periode 2010-2014)
This study aims to examine the characteristics of local government influence on the financial performance of local governments. The characteristics of the local government in this study is explained by the variable size of local government, the legislative measure, leverage and intergovernmental revenue. The data use dare the financial statements of local government (LKPD)samples used as many as 95 samples in the City and District of West Sumatra in 2010-2014. The dataanalysis technique used to test the hypothesis that multiple regression analysis using SPSS version 16.0 for Windows. The test results showed that the variable size of local governments and intergovernmental revenue significantly influence the financial performance of local government, while the legislative measure and leverage the variable does not affect the financial performance of local governments. Nabi sebagai pertarungan feminis untuk kesetaraan derarat (egaliter) antara laki-laki dan perempuan. Perjuangan Nabi mengangkat harkat dan martabat wanita sangat berlawanan dengan trasidi masyarakat Arab. Banyak tradisi dan qauli fi'li merekomendasikan bahwa memperlakukan wanita dengan baik. Bahkan pada saat perempuan Nabi mengambil peran dalam masyarakat lingkup-lingkup yang sebelumnya dianggap tabu bagi perempuan. The Effect of Goverment Expenditure on Human Development Index
This research aims to determine the effect of government spending and unemployment on IHDI in Indonesia in 2010-2013. The method of analysis used in this research is regression analysis of fixed effect model (FEM) panel data. The result of t-test in this research indicates that government expenditure has a significant positive effect on IHDI and unemployment has a negative effect not significant on IHDI. In conclusion, the two variables have a significant effect on IHDI in Indonesia in 2010-2013.

Pengaruh Cadangan Devisa, Jumlah Kendaraan, Dan Subsidi Terhadap Impor Minyak Bumi
Petroleum as a raw material in the production process of goods and services is a vital factor in supporting production activities in Indonesia. However, many variables that affect the oil change both the value and volume. This study aims to determine the effect of Foreign Exchange Reserves, Total Vehicle and Fuel Subsidy on Petroleum Imports value. The data used in this research is a secondary data sourced from the Central Statistics Agency (BPS), and the Indonesian National Police. Based on the results of the simultaneous study of foreign exchange reserves variable number of vehicles and fuel subsidies have a significant effect on oil imports which described the period 2001-2010. Partially negative impact of foreign exchange reserves / no significant effect on oil imports while the number of vehicles and fuel subsidy partially positive and significant impact on petroleum imports 2001-2010 period. Factors that affect the dominant variable is imported petroleum fuel subsidies.

ANALISIS KESIAPAN PENERAPAN BASIS AKRUAL DALAM LAPORAN KEUANGAN (Studi pada Pemerintah Kabupaten Aceh Barat)
Abstract: The implementation of the accrual basis in the government financial statements has been an issue since the issuance of Government Regulation(PP) No. 71/2010 replacing PP No. 24/2005. The significant differenceis the change of the accounting basis used. The PP 24/2005 used cash basis to the accrual basis of accounting, then the PP 71/2010 the basis of accounting used is PP 24/2005. This study aimed to analyze the readiness of the implementation of the accrual basis in the financial statements at government agencies. The location chosen was the Government of West Aceh District were divided into several dimensions, namely the handling of change management, the level of acceptance and awareness of the needs of the accrual basis. Techniques of data collection is done by distributing questionnaires to all respondents who are the employees who are directly involved as preparers of financial statements. The results showed that the readiness of the implementation of the accrual basis in the financial statements in West Aceh district government are included in the category of adequately ready. Abstrak:Penerapan basis akrual dalam laporan keuangan pemerintah telah menjadi isu sejak diterbitkannya PP No. 71/2010 menggantikan PP No. 24/2005. Perbedaan yang signifikan antara lain terdapat pada pengubahan basis akuntansi yang digunakan. Pada PP No.24/2005 digunakan basis akuntansi berbasis kas menuju akrual, maka pada PP No.71/2010 basis akuntansi yang digunakan adalah PP No. 24/2005. Penelitian ini bertujuan untuk menganalisis kesiapan penerapan basis akrual dalam laporan keuangan pada instansi pemerintah. Lokasi yang dipilih adalah Pemerintah Kabupaten Aceh Barat yang dibedakan menjadi beberapa dimensi, yaitu penanganan manajemen perubahan, tingkat penerimaan dan kesadaran akan kebutuhan basis akrual. Tehnik pengumpulan data dilakukan melalui penyebaran kuesioner kepada seluruh responden yang merupakan para pegawai yang terlibat secara langsung sebagai pembuat laporan keuangan.Hasil penelitian menunjukkan bahwa kesiapan penerapan basis akrual dalam laporan keuangan pada Pemerintah Kabupaten Aceh Barat termasuk dalam kategori cukup siap. Kata kunci: Kesiapan penerapan basis akrual dalam laporan keuangan, Penanganan Manajemen Perubahan, Tingkat Penerimaan, dan Kesadaran akan Kebutuhan Basis Akrual.

When the Central Lampung Civil Service Police enforced control, the traders could be disciplined, but when the Central Lampung Civil Service Police did not control them, the trade around Awning Baru started to flourish again.To control the New Awnings, the Central Lampung Civil Service Police already have a clear working mechanism, namely Central Lampung Regional Regulation Number 05 of 2010 concerning Public Order, Cleanliness and Beauty of Central Lampung, which regulates the prohibition of using public roads or sidewalks or on terraces. in front of shops / market buildings facing public roads for street vendors or other businesses, except at places determined / appointed by the Regent.In addition, the Decree of the Central Lampung Regent Number 7 of 2010 concerning the Arrangement and Empowerment of Street Vendors, can also be used as a working mechanism for the Central Lampung Civil Service Police to create and maintain a clean, beautiful, orderly, safe and comfortable environment in controlling the New Awnings.But so far the Central Lampung Civil Service Police are still difficult to control the Bandar Jaya Plaza New Awnings, although there are mechanisms that can be used to control the Bandar Jaya Plaza New Awnings such as the Central Lampung Regional Regulation Number 05 of 2010 and the Regent's Decree Central Lampung Number 7 of 2010.Based on this background, the researchers formulated the problem, namely: Is the working mechanism of the Civil Service Police in controlling the Bandar Jaya Plaza New Awnings in 2015 in accordance with the Regional Regulations? The purpose of this study: To determine the working mechanism of the Civil Service Police in controlling the new Awning Bandar Jaya Plaza 2015.Based on the results of the research that has been carried out, the researchers concluded that: 1) The Central Lampung Civil Service Police Unit in controlling the Bandar Jaya Plaza New Awnings has been equipped with an assignment letter to carry out the Bandar Jaya Plaza Regional Regulation Number 05 of 2010 concerning Public Order, Cleanliness. and the beauty of Central Lampung and the Decree of the Regent of Central Lampung Number: 48 / KPTS / D.II / 2014 concerning the Formation of the Transfer and Arrangement Team as well as the Security and Order Team for Street Vendors (PKL) from the Bandar Jaya Plaza Market to the New Awning. 2) To relocate traders from Pasar Bandar Jaya Plaza to Awning Baru, the Central Lampung Civil Service Police Unit has previously carried out a socialization which was carried out by giving out circulars to traders and carrying out communication and using megaphone loudspeakers. 3) The members of the Central Lampung Civil Service Police Unit before carrying out the control of the New Awnings are already equipped with expertise related to market control and can be applied in market control so that there is no significant disturbance in controlling the New Awnings because members of the Central Lampung Civil Service Police Unit act accordingly. with procedures and instructions from the leadership in controlling the New Awnings.
