Proces zmian w państwach arabskich, którego początek wyznaczyły protesty w Tunezji na przełomie 2010 i 2011 r., stanowił zaskoczenie nie tylko dla szeroko definiowanej społeczności międzynarodowej, ale także dla najważniejszych graczy w regionach Bliskiego Wschodu oraz Afryki Północnej. Bez wątpienia do tej grupy zaliczyć należy Turcję. Celem niniejszego artykułu jest analiza wpływu procesu zmian w państwach arabskich po 2010 r. na politykę zagraniczną Turcji. Szczegółowej analizie zostały poddane przede wszystkim podstawowe założenia polityki zagranicznej Turcji przed 2010 r. oraz ich późniejsza, ewentualna modyfikacja w obliczu zmian politycznych w świecie arabskim. Na podstawie analizy, autor za nieaktualne uznał dwa z regionalnych celów polityki zagranicznej Turcji: eliminację problemów z państwami w regionie oraz niemożność pełnienia funkcji państwa mediatora w regionie. Konflikt wewnętrzny w Syrii stał się bez wątpienia jednym z przykładów niepowodzenia polityki zagranicznej Turcji. Istotną wadą tureckiej polityki zagranicznej po 2002 r. stanowiło oparcie stosunków na bliskich, osobistych relacjach tureckich polityków z niektórymi autorytarnymi przywódcami państw arabskich. Paradoksalnie, wsparcie procesu przemian w Egipcie, może zagrozić regionalnym aspiracjom Turcji. Pytanie dotyczące atrakcyjności tak zwanego modelu tureckiego dla państw arabskich pozostaje pytaniem otwartym. Chociaż można wskazać przykłady nawiązywania do politycznych doświadczeń Turcji w takich państwach jak Tunezja, Maroko czy Egipt, jest to jeszcze zbyt mało, by można mówić o politycznej miękkiej sile Turcji w regionie. ; The process of political changes in the Arab states, which began in Tunisia in 2010, came as a complete surprise not only to international community, but also to all key players in the Middle East and in North Africa. Undoubtedly, Turkey was one of them. The main aim of this article is to analyze influence of the process on the foreign policy of Turkey after 2010. In order to do that, the author analyzes fundamental objectives of the Turkish foreign policy before and after 2010. He argues that two of them, namely zero problems with neighbors policy as well as a role of a mediator in the Middle East, are not valid anymore. Moreover, the internal conflict in Syria became a symbol of a failure of zero problems with neighbors policy. One of the weaknesses of the Turkish foreign policy was its dependence on personal relations between Turkish politicians and authoritarian leaders in the Arab states. Paradoxically, although Turkey supports changes in Egypt, this state can become its biggest regional rival in the nearest future. Last but not least, the author tries to find out whether so-called Turkish political model is attractive to the Arab states. He claims that although we can find some examples how Arab politicians follow the Turkish example in Tunisia, Morocco or Egypt, it is still not enough to assert that these states have already adopted the Turkish model.

He was brought down by young Libyans assisted by an international coalition, mandated by the United Nations. The attitudes of different countries to the intervention in Libya were highly diversified. This paper orders, describes and partially explains the reasons behind the behavior of political elites in several countries, trying to present their motivation. The first country to be presented is Mali, which supported the dictator to the very end. Next come the countries with an ambivalent attitude to the Arab Spring in Libya, namely China, Russia and Germany. The third group of countries encompasses France, the United Kingdom and the United States. The paper is concluded with an analysis of the activities of the UN and NATO. ; Istotną częścią Arabskiej Wiosny było obalenie libijskiego dyktatora Muammara Al-Kaddafiego. This article addresses relations between Europe and the countries of the Middle East and the implications of these relationships over the past two decades, through an examination of the events of the 'Arab Spring.' The Arab Spring refers to a chain of events that swept through the Arab countries from late 2010, characterized by demonstrations, violence, and civil war. This was sparked by resistance to tyrannical regimes and led to the fall of the rulers of Egypt, Tunisia, and Libya. However, Islamists were able to utilize the protesters, who sought democracy, an equal economy, and the elimination of governmental corruption, to further their ambitions. At that time, it was not clear what the new regimes would look like, but it was widely expected that Islamist elements would gain power. Europe responded positively to these events, in terms of declarations, policy, and physical involvement, from the fear that Islamist forces would take advantage of the outcomes of the protests, despite the fact that, for decades, there had been collaboration and friendly relations between Western nations and many of the overthrown tyrants. This policy of turning a blind eye to the lack of democracy and human rights violations in these countries, however, had been perceived by many as contrary to European values. On May 25, 2011, the European Union published a document admitting their failure to achieve political reforms in the neighboring Arab countries. Following the events of the Arab Spring, a new approach to strengthening the partnership between Europe and the Arab world was needed. The objectives of European policy towards the Muslim world include halting massive Muslim migration, reducing the influence of fundamentalist and radical Islam in the Middle East and among Muslims in Europe, and ensuring a supply of energy resources obtained from these countries. Meeting these challenges will be a significant step in the right direction. ; Artykuł omawia stosunki między Europą i krajami Bliskiego Wschodu oraz konsekwencje tych relacji w ciągu ostatnich dwóch dekad, poprzez analizę "arabskiej wiosny". Określenie "arabska wiosna" odnosi się do serii wydarzeń obejmujących demonstracje, przemoc i wojnę domową, które przetoczyły się przez kraje arabskie od końca 2010 r. Wywołane przez siły oporu wobec autorytarnych reżimów doprowadziły do upadku przywódców Egiptu, Tunezji i Libii. Protesty zwolenników demokracji, zrównoważonej gospodarki i likwidacji korupcji rządowej udało się jednak wykorzystać do swoich celów islamistom. Wprawdzie nie było wówczas jasne, jakie nowe reżimy przejmą władzę, ale powszechnie oczekiwano, że będą to siły islamistyczne. W kategoriach deklaracji, polityki i zaangażowania fizycznego Europa zareagowała na wydarzenia arabskiej wiosny pozytywnie w obawie, że wyniki protestów mogą zostać wykorzystane przez siły islamistyczne, mimo że przez dziesięciolecia państwa Zachodu łączyła z wieloma obalonymi tyranami współpraca i przyjazne stosunki. Polityka przymykania oka na brak demokracji i łamanie praw człowieka w tych krajach była jednak często postrzegana jako sprzeczna z wartościami europejskimi. W dniu 25 maja 2011 r. Unia Europejska opublikowała dokument przyznający, że nie udało jej się przeprowadzić reform politycznych w sąsiednich krajach arabskich. Po wydarzeniach arabskiej wiosny konieczne było wypracowanie nowego podejścia do wzmocnienia partnerstwa między Europą a światem arabskim. Cele europejskiej polityki wobec świata muzułmańskiego obejmują powstrzymanie masowej migracji muzułmańskiej, zmniejszenie wpływu fundamentalistycznego i radykalnego islamu na Bliskim Wschodzie, a także wśród muzułmanów w Europie, oraz zapewnienie dostaw surowców energetycznych z tych krajów. Sprostanie tym wyzwaniom będzie znaczącym krokiem we właściwym kierunku.

The events of the Arab Spring in Syria have led to the re-evaluation of the regional policy of the Republic of Turkey, which has faced two options. One involves acting in compliance with the expectations of its Western allies, and promoting the principles of democracy in the Middle East by firmly reacting against any cases of human rights' violations, simultaneously showing the direction of the changes necessary in the region. Another refers to the principles included in the definition of the international policy of "Strategic Depth": avoiding problems with neighbors, which excludes all interference in the internal politics of other countries, and means the continuation of pragmatic co-operation with all political centers, including authoritarian regimes. In the face of the violent struggle between the opposition and Al-Assad supporters, a policy of the protection of democracy and human rights has been chosen. This decision, on the one hand, strengthens Turkey's relations with Western structures. On the other hand, it may lead to open conflict with a direct neighbor, Syria, which constitutes a serious threat to Turkey's security, and may result in negative consequences for its energy security and economic relations with its Middle East partners. The Republic of Turkey does not exclude direct engagement in a potential military intervention in three cases. Firstly, if Turkey's NATO allies decide to start military operations in Syria. Secondly, should it become necessary to protect its people and its territory. Thirdly, in the case of the conflict's escalation or its spread outside Syria's borders. ; Wybuch Arabskiej Wiosny w Syrii spowodował przewartościowanie polityki regionalnej Turcji. Stanęła ona przed wyborem. Czy promować w Syrii i w całym regionie Bliskiego Wschodu zasady demokracji i reagować na przypadki łamania praw człowieka, wskazując tym samym kierunek niezbędnych przemian. Czy nawiązując do zasady tzw. zero problemów z sąsiadami kontynuować pragmatyczną współpracę z reżimem. Zwyciężyła polityka ochrony demokracji i praw człowieka. Wybór ten, z jednej strony zacieśnia relacje Turcji ze strukturami zachodnimi. Z drugiej, naraża na otwarty konflikt z Syrią oraz pogorszenie relacji z Iranem, które mogą mieć negatywne konsekwencje dlajej bezpieczeństwa i powiązań gospodarczych z Bliskim Wschodem. Uwzględniając złożoną sytuację na Bliskim Wschodzie, przywódcy Republiki Turcji za optymalne uznają: utrzymanie integralności terytorialnej Syrii; zapobieżenie wybuchowi konfliktu wyznaniowego, który może rozprzestrzenić się na obszar całego Bliskiego Wschodu oraz stopniową demokratyzację ogarniętego walkami państwa. Arabska Wiosna nie zakończyła się po zmianach politycznych jakie miały miejsce w wielu państwach Afryki Północnej w roku 2011. Przedstawiona analiza odnosi się bezpośrednio do roku 2012 oraz początków 2013, wskazuje na dynamiczny charakter procesów z nią związanych, zarówno w odniesieniu do całego regionu, jak i poszczególnych państw. W artykule szczególnym obszarem analizy jest Izrael oraz jego sąsiedzi, a także inni ważni gracze na scenie politycznej Bliskiego Wschodu – Arabia Saudyjska, Iran, Rosja, Turcja, USA oraz Unia Europejska. Najbardziej dramatyczny charakter ma w chwili oddawania tego materiału do druku, krwawa wojna domowa w Syrii, która jest strategicznym sąsiadem Izraela. ; The Arab Spring did not end after the political transformations that occurred in numerous North African states in 2011. The analysis presented here refers directly to 2012 and early 2013 indicating the dynamic character of the processes related to the Arab Spring, both in respect of the entire region and individual states. Particular attention in the analysis is devoted to Israel and its neighbors, as well as other important actors on the Middle Eastern political stage, namely Saudi Arabia, Iran, Russia, Turkey, the US and the European Union. At the time this paper is being submitted for print, the most dramatic events are taking place in Syria, a strategic neighbor of Israel, where a bloody civil war is ongoing.

A dispute between idealism and realism in International Relations theory is both widely known and still unresolved. Although one can find more arguments in favour of the latter perspective, once in a while the proponents of idealism – backed with solid evidence from international politics – raise justified objections. This phenomenon applies especially to the American foreign policy which provides many examples of the continuous rivalry between both paradigms. The article refers to that discourse and conducts an analysis of the U.S. policy towards the Arab Spring, where noble (and idealistic) values clashed with hard (and realist) interests. While addressing the question – idealism or realism? – the paper offers a slightly different approach to the subject. It distinguishes the "instrumental idealism" (which in fact is a disguised realism) and the "pure idealism" (which truly pursues its goals). Six countries, Tunisia, Egypt, Libya, Yemen, Bahrain and Syria, serve as case studies for the analysis. The article argues that the U.S. conducted a heterogeneous policy towards the Arab Spring, employing three approaches – realism in Yemen and Bahrain, idealism in Libya, and the combination of both in Tunisia, Egypt and Syria.

In the article the author presents his analysis of the current political events in Ukraine, beginning with the origin of the Euromajdan and the mistakes of president Yanukowych that eventually led to his removal. The Ukrainian society is depicted with strong emphasis on the high level of political awareness that is characteristic of that society and their determination to reach their goals, as well as their political and economic aspirations. According to the author, the Ukrainian-Russian war started on February 28, 2014 when unidentified troops began occupation of administrative buildings in Crimea and the development of this conflict will bring severe consequences for both countries. Furthermore, the possible reasons why Putin chose the Crimea as an arena of his political pursuits are provided, as well as his minimum, maximum and interval targets concerning Ukraine. The author also maintains that the West and its actions or lack thereof is crucial for Ukraine; he notices that the demands made by the Western side are ignored, but he sees them not as "empty words" but announcements of future political events. He believes that the Western countries will take action in two ways: they will introduce immediate symbolic sanctions, as well as long-term sanctions aimed to prevent violating international law in the future. The article also presents the author's prediction concerning the future actions of the Western states and the likelihood of direct NATO intervention. Additionally, the author considers the situation in Ukraine also from the perspective of Poland.

The article also presents the author's prediction concerning the future actions of the Western states and the likelihood of direct NATO intervention. Additionally, the author considers the situation in Ukraine also from the perspective of Poland.

The chain of revolts in Maghreb and Mashriq countries has compelled the European Union to redefine the assumptions of its policy towards the region in question. The sluggish reaction of European states to the developments known as "the Arab Spring" has shown that they see those events as a sourceof threat to European interests. This paper attempts to indicate the erroneousness of this conviction and submit arguments supporting the thesis that the aforementioned changes should be understood as a chance for resuming the EU's dialogue with its southern neighbors, a dialogue that Brussels is currently not able to continue as a result of the EU's current paralysis in the Mediterranean area. ; Seria przewrotów politycznych w państwach Maghrebu i Maszreku postawiła Unię Europejską przed koniecznością zredefiniowania założeń polityki wobec państw wspomnianego regionu. Opieszała reakcja największych stolic europejskich na wydarzenia Arabskiej Wiosny świadczyła o upatrywaniu w nich źródła zagrożeń dla interesów Europy. W swoim tekście chciałbym wykazać mylność tego przekonania i przedstawić argumenty na poparcie tezy, że wspomniane przemiany stanowią szansę na wznowienie dialogu UE z południowym sąsiedztwem, którego Bruksela nie jest w stanie kontynuować w ramach sparaliżowanej Unii na rzecz Regionu Morza Śródziemnego.

Celem artykułu jest wykazanie, w jak dużym stopniu interesy państw członkowskich wpływają na politykę Unii Europejskiej w regionie śródziemnomorskim. Przede wszystkim na jej koncepcję, implementację i efektywność. Arabska wiosna stała się swoistym testem dla Unii Europejskiej i efektywności jej działań na arenie międzynarodowej. Wydarzenia te, w kontekście unijnej polityki zagranicznej, unaoczniły dwie kwestie: po pierwsze, że ze względu na istniejące różnice interesów między unijnymi państwami członkowskimi, Unia Europejska jako podmiot nie jest w stanie podjąć efektywnych, spójnych działań wobec regionu Afryki Północnej i Bliskiego Wschodu, a po drugie, że w UE kształtuje się przewaga wpływu trzech państw - Francji, Wielkiej Brytanii i Niemiec, z wzrastającą rolą tego ostatniego. Interesy państw członkowskich będące odzwierciedleniem paradygmatu realistycznego przyczyniają się do blokowania niektórych założeń unijnej polityki, nadając jej charakter wyłącznie deklaratywny. ; The aim of the article is to present the extent to which the interests of the EU Member States influence the policy of the European Union in the Mediterranean region. First of all, will be analyzed the conception, implementation and effectiveness of Mediterranean policy towards the Arab Spring. In addition, it will attempt to answer the question, are these interests opposed to EU-policy or converge (and in which areas). Implemented since 1995, the EU policy in the Mediterranean region is part of the paradigm idealistic. But the interests of member states reflect the realistic paradigm and contribute to block some of the assumptions of EU policy, giving it a purely declarative character.
