The article is devoted to a philosophical study of the religious dimension in HAMAS ideology and the influence of a religious factor on the development of the Arab-Israeli conflict. The article provides a valuable and functional analysis of the main programmatic ideological text of HAMAS: those abstracts from this text that directly relate to religious issues are highlighted, a broad involvement of religion in the ideological foundations of HAMAS is demonstrated. The article also analyzes the place of HAMAS in the events during the First Intifada and the role of the movement at the beginning of the Second Intifada. The purpose of the study is to broaden the involvement of the role of religion in the Arab-Israeli conflict in the consideration of Ukrainian philosophy, religious studies and humanities in general, with a view to further utilizing Middle Eastern experience in the study, prevention and resolution of religious conflicts in Ukraine.Iryna Zvyagelska particularly emphasizes the great role of social programs (such as fundraising for low-income Palestinians, organizing youth education, etc.), which she conducts among Hamas Palestinians in the context of expanding the organization's influence. This helped Hamas gain the support of the Palestinians and channel some of the conflict into a religious dimension. Irina Zvyagelska notes that if the settlement of the conflict was accompanied by an improvement in the welfare of Palestinians, the chances of Hamas influence would be significantly reduced. The question of whether the Hamas programming document and its postulate correlates with the real attitude of ordinary Hamas members or leaders to, for example, Jews living outside Israel is undoubtedly important. The question is whether the creation of Hamas influenced the Palestinians, making the religious factor more important and visible in protest circles, or vice versa - Hamas appeared because there was already a certain social demand for the emergence of such a movement. There is a version that, at the very beginning of Hamas's existence, Israeli intelligence services, while underestimating the newly-born structure, were interested in strengthening it to use Hamas in its fight against ORP, seeing it as a more serious threat.During the Second Hamad Intifada, a large number of Palestinian youth were mobilized under flags with radical religious slogans that called for an uncompromising struggle against Israel as occupier, with settlers in the Gaza Strip and with Israeli military, as well as with Israeli soldiers.A brief analysis of some of the HAMAS Charter abstracts and the movement's activities shows a very high level of involvement of the religious component in the Arab-Israeli conflict. HAMAS plays an extremely important role in the Gaza Strip and in the region as a whole.Investigating not only their political activism but also their ideological base is a crucial point for understanding the situation not only among Palestinians and Israelis, but throughout the Middle East. The HAMAS example also shows that the involvement of a religious factor in social conflict significantly increases the risk of exacerbation of the conflict and its transition to a protracted phase with uncertain prospects for peace negotiations. However, the activities of HAMAS show that it is focused on achieving not only purely religious but also specific political, economic, educational and other social and cultural goals. Therefore, in our opinion, it is also possible to rely on these other aspects of HAMAS's efforts to seek peace or at least start peace talks. This should be the subject of a separate future study. Keywords: religious conflict, HAMAS, Islam, Judaism, Arab-Israeli conflict, Palestinian-Israeli conflict. The Middle East region made substantial influence on the development of the international politics during the «cold war». After the dissolution of the bipolar system importance of the region was only increased, though transformed. Foreign policy of the United States of America and the Russian Federation towards the Middle East was also modified according both to the changes in their internal developments (mainly in Russia) and in the international arena. Gradually two main issues, namely the Arab-Israeli conflict and nuclear program of Tehran, has dominated the agenda of the US and Russia foreign policy towards the region and their bilateral relationships. Thus, the main aim of the presented article is to investigate foreign policy of the United States of America and the Russian Federation towards Israel and Iran in the period of post-bipolar system of international relations. Special attention in the article is given to the issue of interrelation between the resolution of the Arab-Israeli conflict and implementation of the nuclear program of Tehran in the context of dynamic developments in the Middle East. The author shows evolution of the foreign policy of the US and Russia towards Iran and Israel for the last twenty years, displaying elements of cooperation and confrontation. In the last part of the article particular attention is drawn to the impact of the Arab Spring on the position of the Islamic Republic of Iran in the region and its growing ambitions to execute more influence there, which might redefine security system not only in the Middle East, but can pose serious threats and challenges to the European security and international security. Taking into consideration above-mentioned, possible ways of cooperation in the region between the US and Russia, whose security interests are very much interconnected, are indicated ;
The article examines the foreign policy of the USSR in the period from the July Revolution in 1952 in Egypt to the beginning of the Suez crisis in 1956. In this period, the Kremlin's attitude towards the Arab countries has been radically changed: if at the end of the Stalin era they were considered bourgeois collaborators of imperialism, in 1955 the Khrushchev leadership made a decisive bet on an alliance with the national liberation movement. All this time, the main problem for the Soviet Union in the region was the attempts of the United States and United Kingdom to unite the local states within a single military-political bloc under the Western aegis. In response to the creation of the Baghdad Pact in February 1955, Moscow began supplying weapons to Egypt and Syria, supporting the nationalist Arab regimes as opposed to the pro-Western conservative and Israel. The policy of the Soviet Union regarding the Arab-Israeli conflict also took a radical turn: from the neutral position of the post-Stalin era the Kremlin shifted to unilateral support of the Arab states; at the same time, Tel Aviv continued to be considered only as an «American puppet». In general, Moscow was not interested in settling the Middle East conflict, because such course of events could lead to the inclusion of the parties to the conflict in the Baghdad Pact and, consequently, to the complete control of the West over the region. In case of end to the confrontation between the Arabs and Israel, the USSR with its military and industrial-technical assistance would be unnecessary. This reason inevitably pushed Moscow to the union with Arab nationalists. The new Soviet foreign policy course found its consolidation in the conception of "peaceful coexistence", and mapping at the 20th Congress of the CPSU in February 1956.Within six months, it passed its testing during the Suez Crisis.
; The paper reviews the 'Palestinian issue' in Anglo-American diplomacy after the end of World War II (1945-1948). The author examines activities of the Anglo-American Committee of Inquiry on Palestine and reveals the nature of Anglo-American controversy as to the Palestinian issue for the purpose. The operation of the above Committee resulted in identification of principles of the future structure of Palestine, which implied equitable coexistence of the Arabs and the Jews within one territory controlled by Great Britain, with two autonomous provinces to be subsequently set up under the control of the High Commissioner of Palestine. Since neither the principles developed by the Committee nor the follow-up plans on settlement of the Arab-Israeli conflict were never implemented due to sharp criticism of both countries participating in the settlement, resolution of the Palestinian issue was referred to the competence of the UNO in1947. Anew Commission was set up, which comprised representatives of neutral states, who put forward a so-called 'plan of the majority' (which implied a partition of Palestine, based on setting up an Economic Union and turning Jerusalem into an international zone) and a 'plan of the minority' (a federal structure of Palestine, with its capital in Jerusalem, in a plan of three year transition period). The paper examines the political confrontation of the USA and Great Britain as to those plans, which came to an end in November 1947 when the UNO adopted a resolution on the rights of both peoples who lived in Palestine to set up two independent states.By pointing out the complexity and contradictoriness of the Palestine issue in the Anglo-American relations, the author concludes that a constant cause of the split-up between the USA and Great Britain was the loss by London of a decisive role in the global balance of military and political forces. Further, in pursuing their pragmatic objectives, both countries themselves often provoked large-scale Arab-Israeli conflicts, thus departing far from the official goal of their 'settlement'.

The main areas of modern historical researches, the subject of which is the formation and implementation of the politics of memory of the State of Israel are analyzed in the paper. The paper deals with the works of both foreign and Ukrainian authors. Due to the peculiarities of the subject of research, considerable attention is paid to the works of Israeli historians. The works devoted to the origins of the Israeli politics of memory are analyzed separately. They show the formation of the politics of memory and highlight the main matters, events of the history of the State of Israel and the views of various scholars on the formation of the so-called nationwide narrative – the interpretation of the events in Israeli history. The majority of works devoted to this problem belong to Israeli researchers. Some historical facts of the formation of Israel's politics of memory can also be found in the research works of Swedish and German researchers. The areas of contemporary historical researches on the politics of memory of the State of Israel are divided according to the studies of certain displays of politics of memory in the life of the state. Among them are the educational area, the area of interstate and international relations and the public area. Researches in the field of education are represented by a series of works in which issues related to the Holocaust, Arab-Israeli conflicts and other memorable events in the textbooks on the history of Israel and in the field of secondary education in general are analyzed. The area of interstate and international relations is also represented by a number of works of foreign authors, which analyze the influence of the politics of memory on the formation of relations between countries after the Second World War. The vast majority of researches are the works on Germany-Israel relations, as a special type of relationship, based on a nationwide sense of guilt on Germany's part. There are also papers on the analysis of relations between Israel and the world community concerning the Holocaust and Arab-Israeli conflicts. Another important field of research is the social sphere. The works devoted to the question of the influence of the politics of memory on society as a whole, reveal the mechanisms of implementing the politics of memory into society and the essence of commemorative events within the Israeli community, as a result of the implementation of this politics. The perception of the past events as a part of the politics of memory on media materials in contemporary Israeli society is also analyzed. Thus, the politics of memory of the State of Israel is represented by various spheres of research: educational sphere, sphere of interstate and international relations, social sphere. Separately, the researches on the formation of the Israeli politics of memory should be mentioned. However, there is still no logically structured research, which would have thoroughly analyzed and unite these spheres. The objective of the research was to provide a thorough analysis of the existing historical researches on the politics of memory of the State of Israel for further research of this issue. Historical research on Israel's politics of memory was divided into spheres according to the criterion of research in modern historical studies of various aspects of the politics of memory implementation into the state spheres: the sphere of education, the sphere of international relations and the public sphere.
The development of the contemporary system of international relations in the Middle East is marked by a high intensity of the conflict-based type of interactions between key actor of theregional politics, which thereby has a negative impact on the relations between the Middle East and the rest of the world. This tendency may be said to have become especially acute in the aftermath of the 2010-2011 revolutionary upheaval in the Middle East which came to be known as the 'Arab Spring'. While the influence of the Arab Spring on the dynamics of the Middle Eastern system of international relations has been explored in the works of many researchers, both Ukrainian and international, the specificity of post-Arab Spring regional political processes, especially the ones that unfolded in the second half of the decade of 2010s, has often been overlooked. Therefore, this article aims to analyze the specifics of the increasing conflict behavior and conflict potential in the relations between the region's main actors in the aftermath of the Arab Spring, so as to be able to set out the contours of main coalitions and to sketch some of the scenarios of further regional development. The research findings presented in this article may allow one to assume that the events of the Arab Spring initially led to the emergence of the rival pro-Saudi and Qatari-Turkish coalitions, with their main difference being their attitude toward the permissibility of regime change as a form of political regulation, with Iran being relatively marginalized. However, the emergence of the 'Islamic State of Iraq and Levant' led to the relative and temporary blurring of inter-coalitional differences, while the Syrian Civil War, which was used by both coalitions as the scene of their proxy war against the pro-Iranian Assad regime, was disrupted by Russia's intervention in favor of Assad. Simultaneously, the left-wing Kurdish forces took their opportunity and proclaimed their own political formation, known as Rojava, which has in turn secured the U.S. backing. Likewise, Turkey distanced itself from the U.S. after the latter's ambiguous position in regard of the 2016 failed coup d'etat which risked toppling Erdogan's government. In addition, the U.S. support for Rojava would further aggravate Turkey's concerns.More importantly, the rise of ISIL enabled Iran to break through its previous diplomatic isolation and establish closer ties with both Iraqi and Syrian authorities for the sake of fighting against ISIL, while in Yemen the pro-Iranian Houthis took over the state power, to be attacked in turn by the Saudi-led Gulf Arab states' coalition. With Iran's backing, Iraq has meanwhile managed to destroy ISIL forces on its soil and even to tame the powerful Iraqi Kurd- istan separatist movement. In contrast, Libya remains in chaos, with several factions claiming to be its legitimate national government and the refugee crisis continuing unabated. Finally, Qatar has become isolated among the Gulf states, with only Turkey lending a hand of help to that small emirate as a counter-balance to Saudi influence. To summarize, the processes currently unfolding in the Middle East, collectively known as the 'Arab Winter', tend to foster further conflict and strife between the region's key players. Therefore, the article ends with the conclusion that a further growth in conflict potential appears to be the surest prediction as to the future dynamics of Middle East's regional development.
The purpose of this article is to analyze the transatlantic relations in the Middle East under the D. Trump administration. The research presents comparative analysis of US and EU policy toward main regional security issues – the Iranian nuclear program, the Arab-Israeli conflict and the Syrian crisis. It also examines the differences in American and European approaches to these problems and their impact on the transatlantic relations. The author came into conclusion that under the D. Trump presidency the contradictions between two actors in the Middle East have deepened. This was due to D. Trump's abrupt departure from the policies of his predecessors, as well as to his unilateral decision making. А series of contradictory steps by the American president were not supported by European allies: withdrawal from the agreement on the Iranian nuclear program; US unconditional support to Israel, including the relocation of the US embassy to Jerusalem and recognition of Israeli sovereignty over the Golan Heights; the decision to withdraw troops from Syria. While the United States is showing a declining interest in the Middle East, the importance of the region for European security is growing. Trump administration's unilateral steps, as well as the differences in US and European views on important regional security issues, will require a more independent policy on the part of the European Union. However, a number of objective circumstances, above all, contradictions within the EU itself, do not allow it to act as an effective actor in the Middle East. If US involvement in the region wanes, Europe will increasingly be pushed to work with alternative powers, such as Russia and China, to further its interests.

Keywords: Soviet Union, Near East, Egypt, Syria, Israel, Arab nationalism.
At the meantime, there have been differing views on Israel's place and role in the Middle East's interstate system. Many researchers characterize Israel's foreign policy as primarily Western-oriented. However, this statement is not true. Due to its geographical location, Israel is an integral part of the Middle East. Israel seeks to establish ties with its Middle Eastern neighbors. At the same time, it uses interesting for research criteria for selecting potential partners and the principles of establishing relations with them. The Israeli concept of the "peripheral alliance", the essence of which is the need to find allies in a hostile environment on ethnic and religious grounds, has few examples in modern world politics. The most striking manifestations of the effectiveness of Israel's foreign policy are Israeli-Jordanian, Israeli-Turkish and Israeli-Egyptian relations. The geopolitical aspect is conditioned by the geographical affiliation of Israel to the region. And this certainly has a significant impact on the entire foreign policy concept of the state. In addition, being at the junction of Asia's Africa and Europe, the Middle East is a "bridge" between Eurasia and the African continent, so it is important in the context of Jerusalem's foreign policy strategy. The economic aspect is related to the oil resources of the Middle East. Israel is currently an energy-dependent country. The main source of black gold for many years was Egypt. After the overthrow of the Mubarak regime, the situation with the supply of hydrocarbons became more complicated, so Israel is forced to look for new partners. Israel has always been interested in establishing friendly relations with the moderate Arab regimes of the Middle East, the oil-bearing monarchies of the Persian Gulf.Cultural-historical and closely related religious aspect, are conditioned by the fact that Israel belongs to this region on the basis of cultural and civilizational characteristics. The uniqueness of Israel's foreign policy methods, which it is forced to resort to while being in a hostile environment of the Arab states, being an outcast state, is noted. Their analysis on practical material, according to the author, is of particular interest.High dynamics of changes in the Middle East conflict zone, which will necessitate new analytical generalizations.
The article analyses the role of the "Arab Spring" as the beginning of long time process of deep transformation changes in the Arab World. Special attention is paid to understanding of particularities of contemporary stage of the above-mentioned post-revolutionary period. The article also studies such actual problems as internal and external aspects of defeat of the first wave of the contemporary Arab revolutions, content and direction of contemporary change of format of the Arab Spring and results of acute sharpening of the Sunni-Shiite confrontation. It also studies reasons and purposes of the direct Russian intervention in the Syrian conflict. The analysis values of the Tunisian development model transformation prospects for democratic renewal of Arab society and identified the reasons why after the "Arab Spring" Tunisia became virtually the only Arab country which has been extended and deepened the democratic process.
The authors study Israel's foreign policy towards Central Asia and the Caucasus through an analysis of peripheral technology. Declaring independence on May 14, 1948, the State of Israel found itself in a hostile environment of neighboring Arab countries, which immediately declared war on the newly created country. This war went down in history as the War of Independence (Milhemet ha-Atzmaut). From the very beginning, Israel did not have strong and stable, above all, political support from the superpowers of the time. The government developed a "doctrine" of the periphery in the 1950s. The aim was to establish diplomatic relations with non-Arab, Muslim countries of the world in order to gain recognition in the world political arena and to show that there are no disputes between Jews and Muslims. Such first countries were Turkey, Ethiopia, Sudan and Iran. But over time, relations have deteriorated due to political crises in the Middle East, Israeli-Arab conflicts and Arab pressure on states of the region. Iran severed diplomatic relations with Israel after the 1979 Islamic Revolution inside the country. In the early 1990s, significant changes took place on the political stage. After the collapse of the Soviet Union, new independent states were formed in the region of Central Asia and the Caucasus, the vast majority of which are Muslim. For Israel, both regions are important because of Iran's great influence on them. The Israeli government has decided to actively develop bilateral relations with these republics.
