International audience ; This paper proposes a reflection about issues that cross the context of creation, organization, access, and (re) use of contemporary documents. Through a bibliographic search, it situates the archives and the Archival Science in today's society, and its challenges in managing documents (and their metadata), archiving, information, and knowledge. Presenting the French and Brazilian cases, it analyzes that, more than the French reality, Brazil faces challenges in managing the archiving of documents. Management should be structured according to different complementary perspectives, taking into account the responsibilities, strategic approaches, and policies of organization and conservation of documents. ; Cette communication propose de réfléchir à des questions qui traversent le contexte de la création, l'organisation, l'accès et de la (ré) utilisation de documents contemporains. À travers une recherche bibliographique, elle situe les archives et l'archivistique dans la société actuelle et ses défis en matière de gestion de documents (et de leurs métadonnées), d'archivage, d'informations et de connaissances. En analysant les cas français et brésilien, elle montre que, plus que la réalité française, le Brésil fait face à des défis en matière de gestion de l'archivage de documents. La gestion devrait être structurée selon différentes perspectives complémentaires, compte tenu des responsabilités, approches stratégiques et politiques d'organisation et conservation des documents.

This thesis proposes to develop a modern Chinese archival science and the social use of archives since the mid-twentieth century in the light of the evolution of the state and society value. It is composed of five parts: First of all, we are going to take a historical review with its impact on the archives and the profession of archives in a socio-cultural aspect. Second of all, we'll look back into the evolution of the archives in China so as to make clearer the context in which the communication and the valorization of the archives have been established. In the third part are explained the origin and the development of the archival legislation in China, from the Qing dynasty till nowadays. Here we'll consider the legislation of archives in general and the one who concerns more specifically the communication of archives. It's the basis that is essential to the communication of archives. The forth part presents a comparative study of Chinese politic about the archives communication comparing with that of France, as well as the organization of the lecture rooms— locations where the archivists and their "customers" get in touch with each other directly, are also where confront usually some contradictions. Primary documents, so authentic, have provided a fairly complete but also a quite captivating image of the heroic action of aviators during the two World Wars. Could national values, sources of patriotic inspiration such as heroism, courage, self-sacrifice, selflessness, solidarity, scrupulousness and national pride associated with qualities of efficiency, means of patriotic power, such as competence, composure and ingenuity, provide, within a military and dramatic historical context, marked by war, direct evidence of patriotism?Based on a "semantic" method we searched in the primary sources for those significant elements which were considered essential to the representation of what really motivated these officers.In all cases, the result is that both the national values as well as the qualities of efficiency, available to the Greek aviators during the two world wars, regardless of the organization of the evolution of the new army forces and conditions, provided direct examples of patriotism.After extensive research in the archives of the Greek Air Force, a large number of historical documents on the Asia Minor Catastrophe was found which could be studied and analyzed in future research. ; Enseigner l'histoire militaire à l'école de l'air d'Athènes nous a donné la possibilité d'avoir accès aux archives de l'aviation, dans lesquelles nous avons souvent puisé afin d'en extraire des données historiques. International audience ; The "origin question" runs through contemporary debate over filiation ; today, the initial conditions of an adopted child's conception and/or upbringing – prior to arrival in his or her adoptive family – should be divulged, ostensibly for the benefit of his or her psychic wellbeing. By focusing on international adoption (based in particular on research conducted in Ethiopia), this article explores the social and political consequences of this new injunction to "transparency," and questions the practical procedures that allow such a story to be constructed. Putting "your" past into words and having "access" to it are individual actions that are partly conditioned by States' strength and archival policies, revealing the public aspect of (auto) biographical accounts. ; La « question des origines » traverse les débats contemporains sur la filiation ; il faudrait aujourd'hui, pour la sécurité psychique des enfants, révéler les conditions initiales des conceptions et/ou les existences antérieures à leur arrivée au sein des familles. With just over half of the world's population living in cities since 2007, urban spaces seem to have become the places where the challenges of the 21st century are crystallised, from global warming and its consequences to the social and territorial inequalities that are growing every day. The ever-increasing demographic explosion in sub-Saharan Africa and its attendant difficulties are accentuating inequalities. The African population doubles every 25 years. This situation poses the crucial problem of meeting the needs of city dwellers in terms of facilities, networks and planning, sustainable construction, urban planning, land management, sanitation, the circular economy, mobility, transport, access to water, etc. It is in this sense that the local Agendas 21 are part of the local declination of the conclusions of the Rio Conference (1992). Since then, new initiatives for a sustainable city have been put forward all over the world or are being tested in urban development projects. The city is thus gradually being identified as a place of development and experimentation of "good practices" of sustainable development. The objective of this thesis is to contribute significantly to a synthetic basis for decision support and programming of development projects and programmes in Guinea-Bissau and Senegal. Two different but complementary methods were combined. The first was to consult archival documents and conduct field surveys with a few resource persons to complement my fieldwork. The approach was based on a transversal and cross-disciplinary look at the interdisciplinary themes of sustainable development by inserting questions specific to the management of urban development projects and programmes. ; Alors qu'un peu plus de la moitié de la population mondiale vit en ville depuis 2007, les espaces urbains semblent être devenus les lieux de cristallisation des enjeux du XXIème siècle, du réchauffement climatique et de ses conséquences aux inégalités sociales et territoriales qui se creusent chaque jour davantage. L'explosion démographique de plus en plus galopante que connaît l'Afrique subsaharienne et son lot de difficultés accentue les inégalités. La population africaine double en effet tous les vingt-cinq ans. Cette situation pose le problème crucial de la prise en charge des besoins des citadins en matière d'équipement, de réseau et de planification, de construction durable, d'urbanisme, de la gestion du foncier, d'assainissement, de l'économie circulaire, de mobilité, du transport, de l'accès à l'eau, etc. C'est dans ce sens que s'inscrivent les Agendas 21 locaux qui est la déclinaison au niveau local des conclusions de la Conférence de Rio (1992). Depuis, des initiatives nouvelles pour une ville durable sont mises en évidence partout dans le monde ou sont en phase d'expérimentation dans les projets d'aménagements urbains. La ville est ainsi peu à peu identifiée comme un lieu de développement et d'expérimentation de « bonnes pratiques » du développement durable. L'objectif de cette thèse est de contribuer significativement à une base de réflexion synthétique pour l'aide à la décision et la programmation des projets et programmes d'aménagement en Guinée-Bissau et au Sénégal. Deux types de méthodes différentes mais complémentaires ont été combinées. Il s'agit de consulter les documents d'archives et mener des enquêtes sur le terrain auprès de personnes ressources pour compléter mon travail de terrain. L'approche s'est appuyée sur un regard transversal et croisé des thématiques interdisciplinaires du développement durable en insérant les questionnements propres à la conduite des projets et programmes d'aménagement urbain.

Decentralization reforms, water management, household waste management, roads, markets, civil status, etc.: under the Third Republic, development aid focused on most of the policies or services that count in the process of rebuilding the municipal institution, introduced by the colonial administration at the end of the 19th century but abolished between 1973 and 1993. The survey focuses on this increasing and combined transnationalisation of decentralisation policy and municipal public action in the 1990s and 2000s. On the basis of archival and ethnographic materials, it re-establishes this process in the average time of the colonial government, examines its recent modalities and questions its effects on the dual level of the figure of the communal institution and the political capacity of the communes, as they appear in the centre, for all the communes, and in Diego Suarez, for a particular urban commune. The thesis first describes the work of aid production and public action at the increasingly numerous and fragmented interfaces between aid organisations and domestic administrations. It shows that aid has become part of the internal division of administrative and political work of government, that the struggles between Malagasy aid and public actors and the domestic struggles between Malagasy political and administrative actors for the control of public action have been established. The survey also shows that the repeated and multiplied play of aid has resulted in the pre-eminence gradually acquired in the reconstruction of the municipality, at both national and local level, by Malagasy political and administrative elites who cumulate, diachronically or synchronically, positions in aid and positions in public administrations. They are elites who embody, legitimize and defend the transnationalization of public action. Finally, it shows that the municipal councils of a city like Diego Suarez have been well engaged in strategies to build their capacity to act on aid dependency. But that, if the aid interventions have affected the figure of the communal institution, the very functioning of the municipal organization, it is without significantly increasing its political capacity. Nothing is truly institutionalized about the access of municipal actors to the resources that would allow them to decide and act accordingly.
