Information technology offers the possibility to produce and archive more recorded information than ever before. Thus it is has become feasible to preserve and have access to information in almost unlimited amounts. In sharp contrast, the situation today suggests that societal data has become significantly less accessible than was previously the case. This is both ironic and tragic. In this paper, we recognize that the cultural heritage is at risk, given current circumstances as revealed through observation and dialogue with an archivist. While there are many projects, cultural heritage institutions, government agencies and private enterprises involved in an ambitious research agenda, the majority of these are focussed on technical solutions. In contrast, we provide an indepth point of view of an archivist who is expected to preserve information in order to safeguard the long-term preservation of the cultural heritage. This report reveals the challenges as well as the systemic implications related to the full implementation of the Archival Information Systems guidelines, that fully involve archivists and users in systems design features and functionalities, in order to enable the advancement of longterm digital preservation.

AbstractWe here present a study that arms the reader with various discussion points on the research and development (R&D) foreign direct investment (FDI) strategies of Chinese multinational corporations (MNCs) in Europe. Through archival research and interviews, we adopted a multi‐case study approach to investigate how significant are these investments and how relevant do they become for the local innovation systems. Our analysis shows that the establishment of R&D centers, and more importantly the evolution of these centers, does not coincide with what international business theories would have predicted. The Chinese MNCs considered entered Europe in a variety of forms, guided by various learning goals. However, we found evidence of the growing tendency of these companies to insulate themselves from local partners and to engage in less explorative and more exploitative R&D activity, adapting technologies developed elsewhere for the European market, gaining access to good indigenous labor and technologies rather than to local partnerships.

Recordkeeping and archiving play a crucial role in the progression of colonial and oppressive regimes. Australia's government and collecting archival institutions manage this legacy, evidencing colonisation, not just in their archival holdings, but in how they are appraised, described, managed and made accessible. As Indigenous Australians in the second half of the twentieth century have sought access to records in institutional archives that document their lives, they have re-confronted not just the trauma in the records, but in the edifices and apparatuses around them. Faced with the cultural genocide of colonisation, Indigenous Australians have utilised the strength and resilience of their oral traditions and other practices to retain connections to family, community and Country. These are the foundation of many community archives initiatives that are part of reclamation, revitalisation and continuation of language and culture, to come to terms with the ongoing ramifications from colonisation, and contribute to reconciliation for the whole Australian community. In this chapter, we begin with the 1997 Bringing Them Home Report as a significant turning point when the trauma in institutional archives and archival practices were revealed to all Australians. We then discuss the increased insight into the historical, social and political determinants of health and wellbeing for Indigenous Australians that has developed since. While much is written about the decolonisation of archives from social justice perspectives, our focus is to explore this area from a wellbeing perspective, as a way to deal with the trauma of colonial archives for Indigenous Australians, and for all those who interact with them. We introduce and use a Social and Emotional Wellbeing (SEWB) model to reflect on the enriched understandings of the interconnectedness of Indigenous archiving with wellbeing that has developed over the past twenty years. We then examine continued challenges that exist for Indigenous peoples and communities in gaining access to institutional archives, and to meaningfully address their inaccuracies and incompleteness and ask how to foster continual decolonising of archival institutions, through embedding into archival frameworks, processes and systems rights of access, interaction and control for Indigenous Australians.

El artículo repasa la normativa española sobre el derecho de acceso a la documentación pública, su aplicación en los archivos y las consecuencias para la investigación histórica. Aunque las primeras leyes promulgadas en el periodo democrático fueron muy aperturistas, el desarrollo de la legislación sobre protección de datos personales ha restringido de forma severa el acceso a la documentación histórica. La indefinición y las contradicciones de las sucesivas normas, junto con las malas prácticas persistentes en la administración de los archivos públicos, están ocasionando trabas injustificadas para acceder a la documentación. A estos problemas se ha sumado recientemente la decisión gubernativa de extender la protección que proporcionada la Ley de Secretos Oficiales a múltiples materias relacionadas con la política exterior. Con todo ello, los historiadores encuentran graves dificultades para estudiar los periodos más recientes de la historia española. ; This paper reviews the laws and norms regulating access to public documents in Spain, as well as their actual implementation in archival institutions and their consequences for historical research. Despite the liberal character of the early laws enacted in the democratic period, the publication of subsequent privacy regulations has severely curtailed access to historical documents. The vagueness and contradictions of the relevant norms, combined with the negligence typical of Spanish public archives, are posing greater burdens in researchers' access to archival material. A situation worsened by the recent governmental decision to extend the scope of the State Secrets Act (Ley de Secretos Oficiales) to cover a number of issues relating to foreign policy. As a result, historians are finding more and more difficult the study of recent Spanish History.

When we do historical research, or political science research using primary source historical evidence, a major barrier to transparency is the fact that the archival documents used are inaccessible. Whereas citations to journal articles and, increasingly, books and some other data sources, can usually allow a reader to check evidence within minutes, citations to archival documents can require months or years to verify, if it is even ever possible. This is a serious problem for qualitative and multi-method research in my field, international relations and the study of foreign policy decision-making, which often relies heavily on archival documentary evidence (Moravcsik 2014). Elman, Kapiszewski, and Lupia (2018) claim that scholars "may be unable to imagine a practical way to share" the archival documents they use in their analyses (41). In this symposium contribution, I describe and analyze such a method, that is, annotating a journal article using Annotation for Transparent Inquiry (ATI). This new approach to transparency allowed me to create a digital overlay on top of my published article comprising "annotations." Through those annotations, I could provide instant access to annotated copies of the archival documents my research is based on, and expanded commentary on citations to those archival documents. The annotations thus increase both data access transparency and analytic transparency (see Elman, Kapiszewski, and Lupia 2018, 34 for a discussion of the latter). I also discuss some thoughts on the benefits and costs of using ATI for both the author and the reader, inspired by my experience annotating.

This essay introduces the figure of Victorian "plant mother" whose houseplant amities provide an alternative model of motherhood within nineteenth-century colonial archives. I argue that compiling instances of her dispersed presences across archival documents reveals a flexible avatar of motherhood who restores maternity's embodied and emotional dimensions. Not simply an agent of colonialism, the plant mother and her plants provide moments of transformation that coax out of colonial archival structures more inclusive models of domesticity, family, and belonging. To access these moments, I build a framework for interpreting nineteenth-century archival materials that braids feminist and critical plant studies perspectives that share commitments to expanding understandings of archives in their theoretical and material forms. This essay reconstructs the lives of Victorian plant mothers from plant births to deaths. Through these archival reconstructions, I insist that Victorian houseplant mothers show us how to locate nodes of loving resistance within colonial archival structures.

Access and privacy legislation (also known as information rights legislation) has been an evolving feature of Canadian life for more than twenty years. Public archives, as custodians of the records of their government sponsors, are profoundly influenced by these statutes. There are two factors that combine to make Manitoba unique in the Canadian access and privacy landscape. The Provincial Archives of Manitoba does not assume the role of "gatekeeper" of access to records in archival custody. Instead, it serves as "guide" to them and to all other records covered by the legislation, in its role as the central administrative office for the 'Freedom of Information and Protection of Privacy Act'. This approach has resulted in both benefits and challenges for the Provincial Archives. By the same token, the more common role of a provincial archival institution--actually determining access to records in its custody and control--has, according to the literature, been challenging and problematic. This thesis is a case study of the "Manitoba model". It explores the history of public recordkeeping and the creation of a reliable government records program at the Provincial Archives of Manitoba, which provided the foundation of access to information. It also discusses how information rights legislation developed in Manitoba, the role of the Provincial Archives in this development, and the impact on it of the responsibilities which have resulted from this role. The thesis examines some of the issues arising out of Canadian access and privacy legislation which have particular implications for archival institutions and concludes with suggestions for changes which address the question of the role of a public archives in relation to information rights legislation.
