The new security paradigm of the modern world, created in 1990s, led to a security organization of a number of countries of the former Soviet bloc. Also evolving, at varying pace, was the contractual relationship of collective security, which, due to the escalation of activities of extremist groups on the territory of Central Asia, the deterioration of Russia-NATO relations, as well as the emergence of the US military bases in the region, resulted in a decision to form the Collective Security Treaty Organization (CSTO) in 2002. The basic declared purpose of the organization is a desire of the signatory countries to increase the effectiveness of their cooperation in the field of security. Established as a typical military alliance with characteristics of multifunctional organization for securing peace, CSTO aspires to the role of a regional leading organization in the field of security cooperation, with many open questions concerning its functioning and future development. Whether the new security organization raises the level of collective security of its associate member countries, and whether the said organization contributes to the security of the region and the world, only time ahead will tell.
Shanghai Cooperation Organization was founded in 2001 under a Declaration signed by the leaders of five independent states from the territory of former Soviet Union and the President of the People's Republic of China. The Charter, adopted by the organization's member states as their basic document, emphasizes their commitment to strengthen their mutual trust and good-neighborliness and friendly cooperation; to keep and maintain the peace, stability and security of the region; as well as to fight together against all forms of terrorism, separatism and extremism. Although there are significant differences between the member states in almost all matters of social and governmental organization, over its ten-year existence the Shanghai Cooperation Organization has proved its vitality and has become respectable entity not only of the regional but also of international cooperation on the whole. In recent years all main actors of contemporary international relations have tried to establish and develop the cooperation with this important intergovernmental association. What the further development of the Shanghai Cooperation Organization will be like and where the organization will be positioned within the future world order is difficult to be definitely determined. Apart from the role of the two leading states of this organization - Russia and China, its eventual position will be greatly influenced by other major international factors as well, which, in the era of unstable energy and other forms of security, find the area of Central Asia ever more significant and attractive.
Foreign investment fund in the world has multiplied several times in the last twodecades. However, growing trend of foreign investments fl ow has been broken by the recentfi nancial crisis in the world. Lower infl ow of foreign investments into the developingcountries has made the funding of their current accounts diffi cult, because it becamemore diffi cult for them to get loans in the international capital market. Most net importersof capital are net debtors in the international capital market, which made them increaseinvestment attractiveness for international investors. Thus they tried to decrease theirexposure to the loan market. Although foreign investments are desirable source of fundingthe current account defi cit, net infl ow of these funds generates negative balance in theincome account and puts pressure on the balance of payments of the country. World investmentfl ows have returned to the upward trend in 2013.This paper analyses foreign investments fl ow in the world, by groups of countries. The groups of countries, the subject analysis of this paper, are: Asia, Latin America,Africa, countries in transition and developed countries. The most signifi cant countriesthat are net exporters of capital in the world are the European Union and USA, while thebiggest importers are the growing Asian countries. Starting period for this analysis is1990, and ending period is 2013. Therefore, time series of the analysis covers economiccycles, i.e. rise from the nineties of the last century, then the period of global fi nancial andeconomical crisis that lasted all the ay until the end of 2012.
The maintenance of peace and stability in the post-cold-war world in the circumstances of cooperation and partnership requires an appropriate approach and manner of resolving the crises triggered off by the collapse of communist federations. Imperial policies and regimes must be eliminated while the process of the geopolitical consolidation and the creation of independent and sovereign states in Central and Eastern Europe (and in Euro-Asia on the whole), built around the democratic and market principles, must be wrapped up. The new political leaders (mostly leftist) in the countries that for over fifty years (and now through the Kosovo crisis) have been developing the trans-Atlantic alliance within the military-political framework of NATO (based on the same values, principles, and goals), are now developing appropriate strategies for the post-cold-war hotspots (based on the accumulated experiences). (SOI : S. 89) + The author analyses the process of democratisation of international relations and the future configuration of international order following the end of the era of bipolar confrontation and the establishment of cooperation in the world which has witnessed the change in the key actors' roles regarding their approach to the resolution of the post-cold-war crises which jeopardise the world's peace and stability. First, the author provides a short outline of the genesis of the evolution of the US foreign policy, from the end of World War II to the beginning of the cold war and the formation of NATO. He points out that today's agenda of the international order, its structures, interventionism, and use of force in achieving political objectives, were already shaped at that time. The suggestions put forward constituted the framework and the foundation for the world politics until the late 80s; the cumulative effect of these responses on today's attempts at solving post- cold-war crises enables us to evaluate the roles and behaviour of individual actors in the resolution of the Kosovo crisis
virusnog porekla, čije pojavljivanje ima izuzetno veliki zdravstveni, socijalni i ekonomski uticaj. U mnogim delovima sveta, veliki napori i sredstva se ulažu u sprečavanje pojavljivanje bolesti i smanjenja ekonomskih troškova izazvanih KKS a sve u cilju njenog potpunog iskorenjivanja. ; Classical swine fever (Pestis suum clasica, Hog cholera, Schweinepest, CSF) is a highly contagious viral disease of domestic pigs and wild boar, which has huge health, social and economic impact worldwide. In many parts of the world, significant efforts and resources were employed in order to prevent outbreaks and reduce losses and costs, with overall objective to eradicate it. Outbreaks of CSF are notified in many contries in Asia, central and southern part of Americas, some areas in Africa and Europe. Some countries has experienced success in eradication, namely in North America, Australasia and North Europe, and in keeping the country's status as free of CSF without vaccination. In Western Europe, progressive eradication without vacciantion is achieved in last two decades of 20th century, with total ban of vaccination declared from 1990. However, some perodical epizodes of introduction of CSF virus from wild boar to domestic pig population, or by import of live pigs, were reported. Emerging cases of CSF, particularly in countries where vaccination is not in place or in countires declared the status as free from the disease, can cause large epizootics, since the naive pig population is very susceptible to the virus. Therefore, the continuous active and pasive surveillance is of utmost importance for prevention of spreading the diseases which will improve capacities for timely detection of possible outbreaks and effective implementation of relevant control measures to prevent further spreading of disease. For effective imlementetion of total elimination of CSF, beside clear definition of main control principles, short-term, and long-term priority activities, adequate legal framework, and effective dialogue for sharing responsibilities among main interested parites, it is necessary to ensure financial, human and other resources, as well as continuous education and capacity building of competent authorities. In this investigation, economical and epidemiological aspects of CSF eradication program with vaccination policy implemented from 2006 to 2012, were described, with the current legal base and strategic actvities carried out by the state veterinary administration and field veterinary services with the aim to control and totaly eradicate CSF in Serbia, with effects of implementation such measures.
Dok su prvi i drugi deo rada kvantitativno neveliki (slično petom i šestom delu), treći i četvrti deo obuhvataju najveći deo disertacije. Peti deo «Perspektive Rusije u sledećim decenijama XXI veka» sadrži osnovne elemente predviđanja unutrašnjeg razvoja zemlje, kao i njenu poziciju u svetskim tokovima.
