Yüksek Lisans Tezi ; Orta Asya, Sovyetler Birliği'nin dağılmasının ardından Orta Asya Cumhuriyetlerinin bağımsızlığını kazanmasıyla birlikte daha fazla ilgi çekmeye başlamıştır. Afganistan'ın işgal edilmesi ve Amerika Birleşik Devletleri'nin ` küresel terörle mücadele' kampanyası Orta Asya'nın Ortadoğu bölgesinin bir uzantısı olduğu izlenimini arttırmıştır. Günümüzde Orta Asya daha önceleri Sovyetlerin parçası olan beş cumhuriyetten oluşur, bunlar, Kazakistan, Kırgızistan, Tacikistan, Türkmenistan ve Özbekistan' dır. Sovyetler Birliği'nin dağılmasının sonrasında Rusya daha önce rastlanmamış bir demografik kriz içerisine girmiş ve Rusya' da nüfus 1992 yılından itibaren hızla azalmaya başlamıştır. Fakat nüfusun genelinde görünen azalışı eski Sovyet cumhuriyetlerinde Rusya' ya olan göçler dengelemiştir. En çok Kazakistan, Ukrayna ve Özbekistan' da yaşayan Ruslar arasından Rusya'ya göç gerçekleşmiştir.Göçler sonrasında ülkelerin nüfus analizlerinin incelendiği çalışmada bugünkü yapıyla karşılaştırmalar yapılarak, etnik yapı ve göçün yarattığı sorunlar ve çözüm yolları ele alınmıştır. ; Central Asia has started to be more interesting for the others due to Central Asia Republics gained independence after The Soviet Unions broke up.Hold down of Afghanistan and the campaign of USA for 'Counter for Global Terrorism' increased the impression that Central Asia is extend of Central East Region. Today Middle Asia comes into being with 5 Republics which were part of Soviet Union before , These countries are Kazakhstan,Kyrgyzstan,Tajikistan,Turkmenistan and Uzbekistan. After the Soviet Union broke up,Russia had a demographic crisis that was never experienced before and the population of Russia had been started to decrease quickly , particularly since 1992.But the decreasing of population were compensated by immigrations from old Soviet Republics.Mostly the Russians ,who lives in Kazakhistan Uzbekistan and Ukraine, moved to Russia.Ethnic Structure, the issues that grew out of immigration and its solution methods were discussed via the analysis ,that include countries' populations, by comparing today's structure

Bu çalışmanın amacı, Rusya'nın Orta Asya politikasının temel karakteristiklerini analiz etmektir. Orta Asya bölgesi ve buradaki ülkelere ilişkin olarak Rusya hükümetinin izlediği politikalar ele alınırken, söz konusu politikaların oluşumuna etki eden faktörler ile Rusya ve bölge ülkeleri arasındaki ilişkilere yansıyan temel eğilimler de incelenmeye çalışılmıştır. Konunun tarihsel perspektiften incelenmesi, aynı zamanda SSCB dönemi sürecinin de ele alınmasını gerektirmiştir. Orta Asya bölgesinin, Rusya için Soğuk Savaş sonrası dönemde bile hayati çıkarları arasında yer almaya devam etmesi ve Putin'in iktidara gelişi gibi itici güçlerle bu politikanın yeni bir hız kazanışı çalışmanın önemli boyutlarını teşkil etmektedir. Orta Asya coğrafyasının stratejik ve ekonomik açıdan önemli olması nedeniyle, Rusya'nın Orta Asya'ya nüfuz etme çabalarını sürdürdüğü görülmektedir. Çalışmada Rusya'nın, Sovyetlerin dağılmasından sonraki dönemlerdeki Orta Asya politikaları ele alınıp analiz edilerek gelecek için öngörülerde bulunulmaya çalışılacaktır. Bunun için Rusya Federasyonu ve bölge ülkeleri arasındaki siyasi, askeri, sosyo-ekonomik alanlardaki ilişkiler tahlil edilmiştir. Ayrıca Rusya Federasyonu'nun Orta Asya bölgesinde varlığını koruyabilmek için ABD, Çin, AB ve Türkiye gibi diğer güçlerle nasıl bir rekabet içine girdiği araştırılmaktadır. Çalışmanın "Sonuç" kısmında da görüleceği gibi, Rusya'nın Orta Asya için, Çarlık döneminde beslemeye başladığı ilgi hala varlığını korumaktadır. Bölgede ABD, Çin, AB, Türkiye gibi büyük güçlerin seslerinin de işitilir olmasına rağmen Rusya, benzerlik ve yakınlık ile bu coğrafyadaki etkinliğini devam ettirmeye çalışmaktadır. ; The aim of this study is to analyze the main characteristics of Russia's Central Asian policy. While addressing the policies of the Russian government regarding the Central Asian region and the countries in the region, the factors affecting the formation of these policies and the main trends reflected in the cooperation between Russia and the countries of the region were also examined. The study of the subject from the historical perspective also required the consideration of the period of the USSR and the period before. The fact that Central Asia continues to take its place among the vital interests of Russia even in the post-Cold War period and the impulses such as the Putin's coming to power constitute a significant dimension of this study. Because of the strategic and economic importance of the Central Asian geography, it seems that Russia is continuing its efforts to penetrate Central Asia. In this study, it is tried to make predictions for the future by analyzing and analyzing the Central Asian policies of Russia after the disintegration of the Soviets. For this purpose, the relations between the Russian Federation and the countries of the region in the political, military and socio-economic areas were analyzed. In addition, in order to maintain the US presence in Central Asia, the Russian Federation, China is being explored how one enters into competition with other powers such as the EU and Turkey. As can be seen in the "Conclusion" part of the study, the interest that Russia has begun to feed for Central Asia during the Tsardom period still exists. In the region the US, China, EU, although Turkey is also heard as the voice of great power, Russia is trying to maintain its influence in geography and similarities and proximity.

Uluslararası ilişkiler sistemi pek çok defa dönüşmüş, dönüşümlere de çoğunlukla savaşlar yol açmıştır. Ancak Boris Yeltsin, Stanislav Şuşkeciç ve Leonid Kravçuk, 'Sovyet Sosyalist Cumhuriyetleri Birliği'nin uluslararası hukukun bir öznesi ve bir jeopolitik gerçeklik olarak varlığını sona erdirmekle' bu defa ılımlı bir değişimi tetiklemişlerdir. 1991 Belovejsk Antlaşması ile birlikte Rusya, dönüşmüş ve beraberinde sistemi de dönüştürmüştür. Bu tez, Rus dış politikasında yaşanan değişimde Asya'nın ne yönde ve ölçüde rol oynadığına odaklanmaktadır. Çalışma, Putin dönemi ile sınırlandırılmış ve inşacı yaklaşımla ele alınmıştır. Tezin kavramsal çerçevesi buna göre çizilmiş ve Rus dış politikasında meydana gelen dönüşümler maddi ve normatif açıdan değerlendirilmiştir. Rusya açısından Asya'yı temsil eden Çin, Hindistan ve Japonya, tezin odaklandığı aktörler olmuş ve bu ülkeleri ile Rusya'nın hem ikili hem çok taraflı ilişkileri incelenmiştir. Nihayetinde ise Asya ile Rusya'nın karşılıklı ilişkileri yapı-yapan etkileşimi bağlamında değerlendirilmiş ve yaşanan sosyal inşa sürecinin Rus dış politikası üzerindeki dönüştürücü etkisi ortaya konmuştur. Bu tezde, Asya'nın çoğunlukla Çin tarafından temsil edildiği ve Rusya'yı inisiyatif almaya zorladığı sonucuna ulaşılmıştır. Ulaşılan bir başka önemli sonuç ise Rusya, Çin ve Hindistan gibi aktörler arasındaki işbirliğinin çok kutupluluk iddiası çerçevesinde geliştirildiğidir. ; The system of international relations has transformed quite a lot and wars have mostly led to these transformations. However, Boris Yeltsin, Stanislav Shushkecic and Leonid Kravchuk have triggered a moderate change this time by 'dissolving the existence of the Union of Soviet Socialist Republics as a subject of international law and as a geopolitical reality'. With the Belovejsk Agreement in 1991, Russia was transformed and concomitantly transformed the system. This thesis study focuses on how and to what extent Asia plays a role in the change experienced in Russian foreign policy. The study is limited to the Putin period and addressed with the constructivist approach. The conceptual framework of the thesis is formed accordingly and the transformations in Russian foreign policy are evaluated in terms of material and normative aspects. China, India and Japan, representing Asia from the perspective of Russia, have been the actors that the thesis has focussed on and both bilateral and multilateral relations of these countries with Russia have been examined. Eventually, the relations between Asia and Russia have been assessed within the context of the structure-agent interaction and the transformative effect of the social construction process on Russian foreign policy has been revealed. In this thesis, it has been concluded that Asia was mostly represented by China and it forced Russia to take the initiative. Another crucial conclusion is that the cooperation between actors such as Russia, China and India was formed within the framework of the claim of multipolarity.

Uluslararası İlişkilerde 11 Eylül sonrasında güvenlik algılaması değişmiş, iki kutuplu sistemden tek kutupluluğa geçilmesi ile ABD, tek süper güç olarak dünya siyasetine artan ağırlığını koymaya başlamıştır. Son otuz yılda Asya Pasifik bölgesindeki hızlı ekonomik gelişme neticesinde evrensel politik ve ekonomik ağırlık Atlantik'ten Pasifik bölgesine geçmiştir. Bu gelişmeler ABD'nin ilgisini bu bölgeye çekmiştir. Bu tez üç bölümden oluşmaktadır. Birinci bölümde; Uluslararası İlişkilerde güvenlik kavramı ve güvenlik çeşitleri ile Soğuk Savaş ve sonrası dönemin güvenlik anlayışları incelenmiştir. İkinci bölümde; 11 Eylül Saldırıları öncesi ve sonrası dönemdeki ABD dış politika ve güvenlik algısı incelenmiştir. Üçüncü bölümde ise; Washington'un 11 Eylül dönemi ve günümüzdeki yeni güvenlik algısı olan Asya Pasifik politikasının analizi yapılmıştır. ; In International Relations, security perception has changed after 9/11 Events and with the transition from bi-polar system to uni-polar system USA starts to put its increasing weight into the world diplomacy as an only super power. As a result of rapid economic progress in Asya Pasifik region, global political and economic weight passed through Atlantic region to Pasific region. These developments drew US attention to this region. My thesis consists of three sections. First, the concept of security and classifications of security in International Relations and perceptions of security in the Cold War and after the Cold War periods have been analyzed. Second, the US international politic and security perception in the periods of 11 September Events and after the 11 September Events have been outlined. Washington's new security perception of Asia Pacific in the 11 September period and today has been surveyed in the third section of the paper.

Şüphesiz uluslararası sistem içinde dış politikada beliren rekabet tarihsel bir olgudur. Devletler tarihin hemen her döneminde ekonomik, siyasal ve kültürel alanda güç mücadelesine girmişlerdir. Nitekim tarihin her döneminde olduğu gibi 20. yüzyılda da, özellikle 1990'lı yıllardan sonra Kafkasya ve Orta Asya Cumhuriyetlerinin bağımsızlıklarını kazanmaları ve enerji kaynaklarının zenginliği nedeni ile bu bölgelerde önemli güç mücadeleleri yaşanmaya başlanmıştır. Dünya enerji talebinin artması, Orta Asya ve Kafkas petrol ve doğalgaz rezervlerinin uluslararası piyasalara taşınmasını zorunlu kılmıştır. Bundan dolayı, bölge enerji kaynaklarının hangi boru hatlarıyla dünya piyasalarına açılacakları konusu yanında, boru hattı güzergâhlarının kimin kontrolünde olacağı da önemli bir sorun olmuştur. Bu nedenle bölge devletleri ve uluslararası güçler arasında stratejik çıkar çatışmaları ve işbirlikleri yaşanmaktadır.ABD bölgede izlediği enerji politikasında yalnızca enerji kaynaklarını himayesi altına almak amacının dışında, bu mevcut enerji kaynaklarını Rusya, İran, Çin ve diğer karşı odaklara karşı koruma refleksi de göstererek hareket etmek durumundadır. Çalışma dahilinde ABD'nin bölgedeki enerji politikaları bu odaklar ekseninde değerlendirilmiştir.Tezin birinci bölümünde, Kafkasya ve Orta Asya bölgelerinin jeopolitik önemi ve dünya siyasetindeki yeri incelenmiş; ikinci bölümde Kafkasya ve Orta Asya'daki enerji kaynaklarının içeriği değerlendirilmiştir. Bölgenin enerji rezervleri ve bu rezervlerin nasıl kullanıldığı yine bu bölümün konuları arasındadır. Üçüncü bölümde ise ABD'nin Kafkasya ve Orta Asya'ya yönelik stratejik, politik ve askeri politikaları değerlendirilmiş ve özellikle Soğuk Savaş sonrası dönemde değişen ABD politikaları incelenmiştir. Dördüncü bölümde ise, Kafkasya ve Orta Asya'ya yönelik enerji politikaları ve ABD'nin bu politikalar içindeki yeri ve stratejisi üzerinde durulmuştur. ; In the international system there?s no doubt that challenge of foreign policy is a historical issue. States had always been in a struggle about economical, political and cultural domains almost in every period of history. In the 20th century likewise in any period of time, especially after 1990?s, following the freedom of Caucasus and Central Asia Goverments and enhanced importance of energy resources, these regions embraced influential power endeavors. After the world energy demand soared, transfer of Central Asia and Caucasus oil and natural gas resources to international markets became an indispensable necessity. That?s why not only the routes of the new pipelines issue that will let out energy resources to world consumption, but also the predomination of these pipelines took a prominent place. Because of that conflicts of vantage and collaborations between Region States and international powers.In that region USA essays to prevail energy resources according to its energy policy and moreover impels in a direction to fond off Russia, Iran Chine and other opponents. In this study, energy policy of USA in that region is contemplated around those aimed objectives.In this section of thesis, geopolitical importance and the position in the international policy of the Caucasus and Central Asia has been analyzed, while in the second section components of energy resources of Caucasus and Central Asia has been evaluated. Also energy resources and the consumption of those reserves are explamed in that section. In the third section, USA?s military, strategic and political policies about Caucas and Central Asia have been evaluated and especially the policies of USA which were changed afterward of Cold War were analyzed. Forth and last section, the world?s policies about Caucas and Central Asia?s energy sources and the place of USA and its strategy in these policies were underlined.

21. yüzyılda Orta Asya coğrafyasının tekrar önem kazanmasıyla, Avrupa ve Asya kıtaları arasında köprü vazifesi gören Türkiye de stratejik ülke olarak dillendirilmeye başlamış, Avrupa-Orta Asya ticaret koridorunun alternatif güzergahlarından biri olarak yerini almıştır. Çalışmada, Avrupa-Orta Asya kaynak ve meta transferinde önemli bir yere sahip olan Türkiye'nin, son dönemde yaptığı en büyük ulaştırma yatırımı olan Marmaray Projesi incelenmiştir. Tezin ana argümanı olarak Marmaray Projesi'nin sosyo-ekonomik ve siyasal etkileri göz önüne alındığında, olası bir Üçüncü Boğaz Köprüsü'ne göre yapımına öncelik verilmesinin doğru olduğu savı ortaya konmuştur. Bunun yanı sıra Proje, ayrıntılı maliyet analizine tabi tutulmuş ve maliyet-getiri ekseninde, yapılması olası Üçüncü Boğaz Köprüsü'yle karşılaştırılmış. Ayrıca Marmaray'ın yapımının, jeopolitik konumu itibariyle ülkemizin algılanışında bir farklılık oluşturup oluşturamayacağı da incelenmiştir. Araştırmada ortaya çıkan sonuçlara birincil veriler kullanılarak ulaşılmıştır. İstanbul ili içerisinde seyahat eden ve rastlantısal olarak seçilen yüz kişiye anket uygulaması yapılmıştır. Anketten elde edilen veriler, SPSS programı ile istatistiksel testlere tabi tutulmuş, çıkan sonuçlar yorumlanarak projenin etkinliği ile ilgili çıkarsamalar yapılmıştır. Ulaşım aracı seçimini etkileyen kriterler ve hangi ulaşım aracının hangi sıklıkla kullanıldığı yapılan anket uygulamasıyla belirlenmiş, gerek kişisel tercihler, gerek İstanbul Şehir Gelişim Planı, gerekse çevre ve tarihi dokuyu koruma adına daha yoğun kullanılması ve yatırım yapılması gereken ulaştırma sisteminin raylı sistem olduğu ortaya konmuştur. ; While Central Asia regaining importance in 21. Century, Turkey that is functioning as a bridge between European and Asian continents has been called as an strategic country and took its place as an alternative route of Europe-Central Asia trade passage. In this study, The Marmaray Project is taken under the loop that is the most important transportation investment made by Turkey in recent times. As given to socio-economical an political effects of the Marmaray Project, the main argumant that the Project must be given priority than possible third Bosphorous Bridge is asserted. As well as the Project is passed through a detailed cost analysis and compared to the third Bridge that possibly is going to be built in the axe of cost-return. On the other hand, building of the Marmaray is investigated in order to find that whether any difference will be brought about or not in terms of geopolitical awareness of Turkey. The results that have been brought about by the research are reached by using primary data. A survey is applied to a hundred people who are travelling within İstanbul province or selected randomly. The data obtained by the survey are exposed to SPSS program and statistical tests and the inferences are made by interpreting the results. The critera affecting the election of transportation instruments and how frequently are used have been brought about by survey. Rail system has been found to be a worthwhile as a transportation system on which investment should be made taking into account of personal priorities and Development Plan and historical tissue of İstanbul.

Soğuk Savaş sonrası dönemde Türkiye Orta Asya bölgesine yönelik temel dış politikasını iki temel argümana dayandırılmıştır. Bu argümanlar Orta Asya'da yeni kurulan devletlerin bağımsızlığının desteklenmesi ile bölge devletlerinin siyasi ve iktisadi istikrarın sağlanması ekseninde şekillenmiştir. Türkiye bu dış politika bağlamında bölgenin, Soğuk Savaş sürecinde sekteye uğrayan, uluslararası toplumla bütünleşmesini de güçlendirecek şekilde, gerek bölge devletlerinin kendi aralarında gerekse bölgeye komşu diğer devletlerle pek çok alanda işbirliği ortamı oluşturacak girişimler planlamıştır. Bu çalışmada, Türkiye'nin Orta Asya'ya yönelik gerçekleştirmeye çalıştığı projeler içerisinden ulaştırma alanıyla ilişkilendirilen Orta Koridor Girişimini Türkiye Cumhuriyeti Dışişleri Bakanlığı tarafından Türkiye'nin temel dış politika konuları arasında yer verilen çok taraflı ulaştırma politikası bağlamında ele alınmıştır. Orta Koridor Girişimi ele alınırken kavramsal çerçeve uluslararası ilişkiler disiplininin dış yardım kavramı ile çizilecektir. Çalışmanın devamında Türkiye tarafından tamamlanan ya da devam etmekte olan projelerin güncel durumları sunulacaktır. Çalışmanın sonuç kısmında ise Türkiye'nin Orta Asya bölgesine yönelik dış politikasında Soğuk Savaş sonrasından günümüze bir değişim olup olmadığı anlaşılmaya çalışılacaktır. ; Turkey's essential foreign policy towards the Central Asian region was based on two main arguments in the Post-Cold War period. These arguments have been shaped on the basis of supporting the independence of the newly established states in Central Asia and ensuring the political and economic stability of the regional states. In this foreign policy context, Turkey has planned initiatives that will create cooperation in many areas, both among the regional and neighboring states to strengthen the integration of the region with the international community that was interrupted during the Cold War. The study aims to evaluate Turkey's Middle Corridor Initiative in which Turkey is trying to perform for Central Asia in the areas of transportation within the framework the multilateral transport policy that also has been considered one of the main foreign policy issues. The conceptual framework will be drawn with the foreign aid concept of the international relations. In continuation of the study, the current status of the projects completed or in progress by Turkey will be presented. In the conclusion, it will be understood that if Turkey's foreign policy towards the Central Asian region was in a shift from the Cold War to the present day.

Yüksek Lisans Tezi ; İkinci dünya savaşı sonrasında sadece devletlerin olduğu uluslararası düzen yerini, devletin yanında ulusötesi şirketler, uluslararası STK'lar, uluslararası vakıf ve araştırma merkezleri gibi yan unsurlarla birlikte hareket ettiği bir yapıya bırakmıştır. Türkiye ise bu düzenle ancak Soğuk Savaş'ın son bulduğu Sovyetler Birliği'nin dağılmasıyla tanışmıştır. Türkiye, dış politikasını çeşitlendirmek amacıyla doksanlı yılların başından itibaren dağılan Sovyet Birliği sonrası kendisine dil, soy ve kültür bakımından yakın ülkelerle bağları güçlendirme stratejisi izlemiştir. İşte tam bu sırada Türk devletinden önce bölgeye giden ve faaliyetlerine başlayan Gülen Hareketi ve onun kurduğu Türk okulları adından söz ettirmeye başlamıştır. Türkiye'nin Kafkasya ve Orta Asya'ya yönelik politikaların arasında belki de en önemli olanı eğitim politikalarıdır. Bu maksatla bölgede kurmuş olduğu okullar hala geçerliliğini korumaktadır. Türk okullarının açılmasında ve bölgede yayılmasında Türk devlet adamlarının şahsi gayreti ve katkısı olmuştur. Kültür dış politikası açısından Türk devleti eğitim politikalarında, ilk defa özel girişimcilere bu alanı açmıştır. Böylece Türkiye, Kafkasya ve Orta Asya'da bir sivil hareket ile dış politikada beraber hareket etmiştir. Onun için bu çalışmada Orta Asya'da Gülen Hareketi'nin kurduğu "Türk okulları" Türk dış politikasında hükümet dışı organizasyon olarak incelenmiştir. Araştırmada; Gülen Hareketi hangi amaçla Orta Asya ülkelerinde onlarca okul açmıştır? Bu okullar bölgede Türkleştirme politikasının araçları mıdır? Okullar, Türkiye'nin tanıtımına ve kültürünün yayılmasına katkı sağlamakta mıdır? gibi sorulara yanıt aranmıştır. Ayrıca Türkçenin bir dünya dili olmasında bu okulların etkisi de incelenerek araştırmaya bir derinlik kazandırılmıştır . ; Abstract ; After the World War II, the system in which there are only governments gave its place to the structure taking actions with the subcomponents such as the organizations beyond the nation besides the government, international "STK"s, international foundations and research center. As for Turkey, it has met with this system when Soviet Union broke up only after the Cold War ended up. Turkey followed the strategy to reinforce the relations with the countries which are closer to Turkey itself in terms of language, race and culture after Soviet Union which broke up in the early years of 1990s in order for its foreign policy to diversify. At this very moment, Gülen Movement, which arrived at the area before Turkish government and started its activities, and its schools which it founded began to make a distinguished name for itself. Among the policies towards Caucasia and Central Asia, probably the most important one is education policy. For this reason, the schools which it founded in the area still prevail. There have been personal efforts and contributions of the government officials in terms of opening Turkish schools and their expansions in the area. As for the cultural foreign policy, in the Turkish education policies, it opened this area to the entrepreneurs for the first time Hence, Turkey acted together with a civil movement in its foreign policy in Caucasia and Central Asia. That's why, in this study, Turkish schools which Gülen Movement has founded in the Central Asia have been examined as a nongovernmental organization in Turkish foreign policy. The study has tried to find answers to the following questions: For what purpose did Gülen Movement open several schools in the Central Asia countries? Are these schools in the area the tools of the policy of Turkification? Do the schools contribute to the expansion of the introduction of Turkey and its culture? Moreover, a profoundness has been gained for the study by analysing the effects of these schools for Turkish to become a global language.
