For Le Corbusier, the architect was the authority on living and their role was to know what is best for humans, as it becomes evident from what he declares in The Athens Charter: "Who can take the measures necessary to the accomplishment of this task if not the architect who possesses a complete awareness of man, who has abandoned illusory designs, and who, judiciously adapting the means to the desired ends, will create an order that bears within it a poetry of its own? The paper is focused on the critique of the principles of the Athens Charter and its relation to the attempt to strengthen the articulations between architecture and its social, economic and political context. It examines Team 10's intention to replace the four functions — dwelling, work, recreation and transport — of the Charter of Athens by the concept of the "human association", on the one hand, and to incorporate within the scope of architecture reflections regarding the impact of scale on the design process, on the other hand. The CIAM X was structured around two groups representing the two conflicting generations. As Nicholas Bullock notes, in Building the Post-war World: Modern Architecture and Reconstruction in Britain, the group representing the older generation focused on the work of CIAM since its foundation in the form of a charter similar to the Athens Charter, while the group representing the younger generation tried to extend the work of CIAM to rethink, as Alison and Peter Smithson noted in 1956, "the basic relationships between people and life". The goal of the CIAM X, held in Dubrovnik between 19 and 25 July 1956, was to challenge the assumptions of the Charter of Habitat. During this meeting, which neither Le Corbusier nor Walter Gropius attended, the younger generation consisting of Aldo van Eyck, Jacob Bakema, Georges Candilis, Shadrach Woods, and Alison and Peter Smithson established a new agenda for mass housing, "Habitat for the Greater Number". It was at this CIAM meeting that the Smithsons presented their "Fold Houses". A number of meetings preceding the CIAM X were held in London, Doorn, Paris, La Sarraz, and Padua. The main objective of this paper is to show how the debates that preceded the CIAM challenged the Charter of Habitat.
Magistrska naloga obravnava pomen neprofitnih organizacij pri izboljšanju kvalitete življenja slepih in slabovidnih ter gluhih in naglušnih. S pomočjo različnih definicij sem umestila neprofitne organizacije v družbeni prostor, predstavila njihov izvor in pomen. Slepi in slabovidni ter gluhi in naglušni se lahko vključujejo v družbo in na trg dela, vendar pri tem zaradi svoje oviranosti potrebujejo pomoč. Posebej sem se osredotočila na dve neprofitni organizaciji, in sicer na Zvezo društev slepih in slabovidnih Slovenije ter Zvezo društev gluhih in naglušnih Slovenije. Obravnavala in opredelila sem programe, ki jih izvajata organizaciji v javnem interesu. V nadaljevanju empirični del vsebuje primerjavo programov med organizacijama. Pri tem sem si zastavila dve raziskovalni vprašanji. Pri prvem vprašanju sem ugotavljala ''Kakšne so podobnosti in razlike med programi?'' Odgovor na to vprašanje sem izoblikovala na osnovi analize vsebine programov. V drugem raziskovalnem vprašanju sem ugotavljala kako storitve, ki jih imajo programi vplivajo na kakovost življenja slepih in slabovidnih ter gluhih in naglušnih. Odgovor na to vprašanje sem pridobila z intervjuji. Zaslediti je kar nekaj skupnih značilnosti med programi, vendar so tudi razlike. Obe organizaciji imata specifične programe glede na prilagojenost ciljnim skupinam. S pomočjo intervjujev z uporabniki programov sem ugotovila, da programi pomembno vplivajo na izboljšanje kvalitete življenja omenjenih ranljivih skupin. V zaključnem delu sem na podlagi analize vsebine programov in izkušenj uporabnikov oblikovala priporočila. ; This master's thesis deals with the importance of non-profit organizations in improving the quality of life of blind and partially sighted people, the deaf and hearing sighted people. Here, non-profit organizations were put into social spaces through various definitions and I will also present the origin and significance of the non-profit sector. The blind and the partially sighted, the deaf and hearing sighted can be involved in society and the labour market, but require help due to their disabilities. I specifically focused on two non-profit organizations, namely, the Union of the Blind and Partially Sighted of Slovenia and the Union of the Deaf and Hearing Sighted of Slovenia. I discussed and defined the programmes, which are implemented by organizations in the public interest. The following master's thesis contains a comparison of the programmes between the organizations. I developed two research questions. The first was defined as, ''What are the common characteristics and differences between the programmes in the organizations?''. I developed the answer to this question based on an analysis of the programme content. For the second research question, I determined how the services and the programs influence the quality of life of the blind and partially sighted, the deaf and the hearing sighted. I came to my conclusions through a number of interviews. There are quite a few common features to follow but there are also certain differences. Both organizations have specific programmes with regards to adjustments in such vulnerable groups. Through interviews with the programme users, the empirical part shows that such programmes influence the improvement of the quality of life of these vulnerable groups. In conclusion, I also made recommendations based on an analysis of the content of the programmes and user experiences.
V uvodnem poglavju magistrskega dela smo opredelili problem, namen, cilje in hipoteze. Zapisali smo predpostavke in omejitve ter predstavili predvidene raziskovalne metode. V drugem poglavju smo predstavili prostovoljstvo in program Evropske prostovoljne službe. Ker je program Evropske prostovoljne službe vezan na mednarodni prostor, smo pozornost namenili tudi mednarodnemu prostovoljnemu delu. Predstavili smo celoten program Erasmus +, ki financira tudi program Evropske prostovoljne službe. Ker program Evropske prostovoljne službe zahteva tesno sodelovanje med zaposlenimi in prostovoljcem, smo v tretjem poglavju obdelali modele zadovoljstva pri delu, ker po našem mnenju zadovoljstvo zaposlenih vpliva na sodelovanje s prostovoljci. V nadaljevanju v četrtem poglavju smo predstavili razlike med kulturami, saj v našem primeru govorimo o mednarodnem prostovoljnem delu. Poznavanja in spoštovanje razlik med kulturami, lahko doprinese k uspešnemu sodelovanju med različnimi kulturami. V petem poglavju smo predstavili dve organizaciji, Društvo center za pomoč mladim iz Slovenije, in Občino Kuopio iz Finske. Organizaciji sta akreditirani za izvajanje projektov Evropske prostovoljne službe. Z predstavnikoma organizacije smo izvedeli intervju. S pomočjo intervjujev smo spoznali izkušnje in pomanjkljivosti organizacij pri pripravi, izvedbi in evalvaciji projektov Evropske prostovoljne službe. Na podlagi odgovorov intervjujev smo izvedeli SWOT analizo. V nadaljevanju pa pripravili predlog programa za pripravo zaposlenih na delo s prostovoljci iz tujine, kar smo si kot glavni cilj zadali v uvodu magistrskega dela. ; In the introductory chapter of the master thesis we have identified the problem, purpose, objectives and hypotheses. We have wrote assumptions and limitations. We have present the intended research methods as well. In the second chapter we have presented the volunteering and the European Voluntary Service. Since the program European voluntary service is linked to the international area, we have also focused on the international volunteer work. We presented the entire program Erasmus +, by which European voluntary service is funded. Since the European Voluntary Service program requires close cooperation between employees and volunteers, in the third chapter we have analyzed models of job satisfaction because, in our view, employee satisfaction has impact on the cooperation with volunteers. In the fourth chapter, we present the differences between cultures, as in our case, we are talking about international volunteering. Knowledge of and respect for differences among cultures, may contribute to the successful cooperation between different cultures. In the fifth chapter, we present the two organizations, the Youth Aid Center Association from Slovenia, and the Municipality of Kuopio from Finland. The both organizations are accredited for implementation of European Voluntary Service. We have make an interview with the representatives of the both organizations. Through interviews we have learned about experiences and shortcomings of organizations in the preparation, implementation and evaluation of projects of European Voluntary Service. Based on the responses of interviews we have make SWOT analysis. After that we have prepare a draft of program for preparing employees to work with volunteers from abroad, which we have set as a main objective for the thesis in the introduction chapter.
The need for legal regulation of essential local community relations derives from the nature of these relations, because vital conditions for life & work are regulated in a local community. In a locally conditioned form of association of people, the relative stability & predictability of relationships, which present a potential conflict of interest, can be achieved through the legal institutionalization of citizens' communication. The necessity for rationalizing the legal regulation of social relations has been emphasized lately. These trends need to be followed also in legal defining of regions. A detailed normative definition & over-organization of local self-government & performing governmental functions represent an obstacle to the implementation of authentic interests of local residents. The very satisfaction of the common needs & interests of the population in the future region represents a functional element in the legal image of the regional self-government. This image includes also territorial & organizational components. From this point of view, it is necessary to very carefully analyze the new Article 143 of the Constitution of the Republic of Slovenia that allows starting establishing regions as a second level of local self-government. In adopting acts that define system frameworks of regions, particular attention needs to be paid to the process of forming regions, to their financing & to delegating some tasks from the state competence to regions. V članku, ki temelji na analizi posebne študije, ki jo je leta 1916 pripravilo avstro-ogrsko poveljstvo jugozahodne fronte, so predstavljeni pogledi visokega vojaškega poveljstva na politično dogajanje na Hrvaškem v času prve svetovne vojne. Skladno z vsebino omenjene študije bo tudi v pričujočem članku posebna pozornost posvečena italijanskemu iredentizmu in južnoslovanskim težnjam na otokih Kvarnerja, kot tudi delovanju Jugoslovanskega odbora. V sklopu avstro-ogrskega vojnega absolutizma je poveljstvo, ki je nastalo ob vstopu Kraljevine Italije v vojno, ob vodenju vojne proti novemu nasprotniku pridobilo tudi obsežna politična pooblastila. Slednja so vojaškim organom omogočila nadzor nad v očeh oblasti nevernimi in cesarju ter državi nezvestimi skupinami in posamezniki. ; The outbreak of the First World War Apart presented Austria-Hungary not only with military questions but also with major political issues. The very existence of the state now crucially rested on the attitude of civilian population, with any possible unrest in the rear threatening the stability of the entire country. In this regard, the onset of the war ushered in the period of the so-called "war absolutism", with which the state boosted its surveillance of what it considered "dangerous" individuals and groups. The state surveillance apparatus incorporated numerous state and provincial bodies, including military structures. This article aims to analyze a special study that the Austro-Hungarian Command of the Southwestern Front issued in 1916, with a particular focus on analyzing the political attitude among the Italian and Croatian population of Istria, and the activities of the Southern Slav Committee. The said command also prepared similar studies evaluating the disposition of the Slovenian and Italian inhabitants of Southern Tyrol. The study of the developments in Istria is titled Staatsfeindliche Bewegungen in Fiume und Kroatien sowie auf den Inseln im Quarnero (Anti-State Movements in Rijeka, Croatia, and the Kvarner Islands). In the first part, the Austro-Hungarian Command of the Southwestern Front analyzed local irredentism and provided a detailed description of organizations and individuals at the heart of the movement. Surveillance of irredentist cells grew in its importance especially after the Kingdom of Italy declared war on Austria-Hungary in May 1915. The empire and its army began to perceive irredentism as a serious threat, deeming that organized resistance, diversion operations, and political disobedience in the rear might aggravate the military situation on the front. The second part of the study, more interesting from the Croatian point of view, centers on activities of the Southern Slav Committee and the Southern Slav movement on Krk Island. Regarding the latter, it is especially noteworthy that the Austro-Hungarian Command of the Southwestern Front declared Anton Mahnič, Bishop of Krk, as its central figure. Although most views presented are based on the analysis of various newspaper articles and individual reports, the booklet offers an interesting insight into the dimensions of state surveillance both at home and abroad. More specifically, an association of the Southern Slav emigration, the Southern Slav Committee was regarded by the Austro-Hungarian Command of the Southwestern Front and the state leadership as a dangerous organization embodying, through its desire to unify the Austro-Hungarian Southern Slavs with the Kingdom of Serbia, a destabilizing force undermining the Habsburg unity. Accordingly, the study focused more closely on the prominent members of the Southern Slav Committee, such as its president Ante Trumbić, as well as Franjo Supilo, and Bogumil Vošnjak. Although the study clearly established that many data contained therein were of questionable credibility, its authors nevertheless maintained that this did not diminish its significance or the significance of the views regarding all "dangerous" individuals and associations within and beyond the state borders. The study presented in the article offers an extremely interesting insight into the dimensions of the Austro-Hungarian state and military surveillance during the First World War. Such examples not only further substantiate the existing knowledge about "war absolutism" but above all testify to the diligence with which the state addressed the threat of war by exerting surveillance of all "dangerous" structures. In the event of an unrest, the state and the army could use detailed inventories, many also listing names, to persecute and imprison individuals and associations. Moreover, in light of the events that unfolded towards the end of the First World War, both in relation to the Southern Slav integrations and Italian territorial aspirations in Istria and the Bay of Kvarner, it is safe to conclude that the study conducted by the Austro-Hungarian Command of the Southwestern Front accurately evaluated individual "dangerous" cells, which in late October and early November 1918 played a notable role in the destruction of the Habsburg state and the creation of new political entities.
Applying the standard Central-European phytosociological method we studied the floristic composition of pioneer stands of hazel (Corylus avellana) and European ash (Fraxinus excelsior) on abandoned meadows and pastures in the Breginjski kot region in the westernmost part of Slovenia (southwestern foothills of the Julian Alps). It was determined that most of the researched stands had developed on potential natural sites of the submontane beech forests from the alliance Aremonio-Fagion (Ht. 1938) Borhidi in Török, Podani & Borhidi 1989. They can be treated as a progressive successional stage Corylus avellana-Fraxinus excelsior or as a secondary forest community which we classified into the, for now only provisionally described, new association Ornithogalo pyrenaici-Fraxinetum excelsioris nom. prov. ; Po standardni srednjeevropski fitocenološki metodi smo preučili floristično sestavo pionirskih sestojev leske in velikega jesena na opuščenih senožetih in pašnikih v Breginjskem kotu v skrajno zahodnem delu Slovenije (jugozahodno prigorje Julijskih Alp). Ugotovili smo, da so se ti sestoji večinoma razvili na potencialno naravnih rastiščih submontanskih bukovih gozdov iz zveze Aremonio-Fagion (Ht. 1938) Borhidi in Török, Podani & Borhidi 1989. Obravnavamo jih lahko kot progresivni sukcesijski stadij Corylus avellana-Fraxinus excelsior ali kot drugotno gozdno združbo, ki jo uvrščamo v za zdaj le provizorno opisano novo asociacijo Ornithogalo pyrenaici-Fraxinetum excelsioris nom. prov.
Geographers play an important role in the announced & expected reform of the political & institutional system by introducing a second tier of local self-government. Their role is not only associated with preparing an appropriate subdivision of Slovenia into functionally closed areas, but also, considering contemporary social causal links between forming the regions & regional development, the effects of the polycentric settlement network layout & the decentralization of public institutions. The paper derives from an assumption that decentralization of institutions plays an important role in overcoming regional disparities. Together with appropriate organization, decentralization of institutions allows more efficient utilization of development potential. In contemporary development policy, institutions are a decisive instrument. In addition to technical innovations & a creative environment, institutions stand out as an impulse & central support point, for harmonious social development. This paper is clearly of a theoretical nature. It deals with the role, effects & consequences of the decentralization of institutions as an instrument for balanced sustainable regional development. The factors, which have an impact on the success of regionalization in a function of decentralization policy, are analyzed They are: especially formation of clear political & legal frameworks for starting the reform process, a clear indication of powerful and, if possible, interdepartmental responsible persons for management & coordination of the decentralization process, forming the concept of decentralized regionalization of Slovenia that aims at an even distribution of tasks & responsibilities such as clear forms of mutual (horizontal & vertical) coordination & mutual reciprocal inspections between different regional & state levels, an outline of state-level transfers where individual administrative & legal steps mean transfer of financial & personal competences & equipment to the participants in regional communities, & finally, measures for providing professional qualification of institutions in decentralized regional associations for taking on new tasks. Evropska unija (EU) je Bosni in Hercegovini (BiH) obljubila podpis stabilizacijsko-pridružitvenega sporazuma pod pogojem, da BiH prestrukturira svoj razdrobljen policijski sistem po treh načelih EU, ki predvidevajo centralizirano in enotno policijo. Ker pa policije v različnih državah članicah EU niso vedno centralizirane, so lokalni akterji izkoristili argument neenotnih standardov pri upravičevanju odpora do predvidene reforme. V magistrskem delu raziskujem razsežnosti učinkov, ki jih ima odsotnost skupnega normativnega okvira na prizadevanja mednarodne organizacije po prenosu norm v tretje države. Raziskava temelji na preseku teoretskih sklopov reforme varnostnega sektorja¬ ter prenosa norm ; skozi to prizmo analiziram pristop EU k reformi varnostnega sektorja ter študijo primera reforme policije v BiH, z modelom zunanjih spodbud pa učinke neenotnih standardov v državah članicah EU na to reformo. Foucaultovski pristop k fenomenu prenosa norm omogoča, da proces pogojevanja razumemo kot dinamično in kompleksno razmerje moči med EU in lokalnimi akterji. Ugotavljam, da lahko odpor lokalnih akterjev do prenosa norm resno ošibi moč EU, kadar ta ne temelji na močnih normativnih temeljih. V primeru reforme policije v BiH je visoki predstavnik za BiH, avtor treh načel EU, zanemaril, da EU pri svojem zunanjem delovanju nastopa kot normativna moč. Ob odsotnosti normativnega okvirja, torej odsotnosti enotnih standardov na področju policije, pa je bila moč EU ohromljena, posledica tega pa je bila neuspešna reforma policije v BiH. ; The reform of a fragmented police system according to three European Union (EU) principles, which foresee a centralized and unified police force, was set as a condition by the EU to sign the Stabilization and Association Agreement with Bosnia and Herzegovina (BiH). However, as the police in the different EU Member States are not always centralized, local actors have used the argument of divergent standards to justify their resistance to the envisaged reform. This Master's thesis effects of the absence of a common normative framework within an international organization on the norm diffusion to a third country. The research is based on the convergence of theories dealing with security sector reform and norm transfer. Through such a lens, I analyse the EU approach to security sector reform and contextualise it via the study of police reform in BiH. The Foucault's approach to norm transfer understands the process of conditionality as a dynamic and complex power relation between the EU and local actors. Findings show that genuine resistance from local actors can seriously undermine the EU's normative power when the latter is not based on strong normative foundations. In the case of police reform in BiH, the author of the three EU principles – the High Representative for BiH – neglected the EU's role of normative power in its external action. The absence of a normative framework, in this case, the absence of harmonized standards regarding policing undermined the power of the EU and resulted in the failure of police reform in BiH.
Magistrska naloga obravnava in analizira odnose med županom kot najvišjim političnim funkcionarjem in direktorjem občinske uprave kot najvišjim javnim uslužbencem. V prvem delu sta predstavljeni zgodovina lokalne samouprave v Sloveniji in Ustava Republike Slovenije, ki je najvišji splošni pravni akt in lokalni samoupravi posveča svoje poglavje. Načela, ki vodijo lokalno samoupravo in so pomembna za uspešno delovanje in razvoj lokalne samouprave, so načelo avtonomije, načelo subsidiarnosti in načelo regionalizacije. Slovenske občine se vedno bolj vključujejo v skupne občinske uprave za opravljanje posameznih nalog, saj so občinske uprave v manjših občinah kadrovsko nedohranjene. Prav tako se občine vključujejo v združenja občin, saj lahko na ta način bolje zagotavljajo svoj skupni interes na področju lokalne samouprave. Občine med seboj sodelujejo tudi na podlagi sporazumov o pobratenju, ki ima pozitivne učinke na lokalno samoupravo in lokalno okolje, saj gre za stik z mednarodnimi partnerji, izmenjavo izkušenj in pridobitev različnih novih znanj. V nadaljevanju naloge so predstavljene ravni lokalne samouprave v sosednjih državah Republiki Hrvaški in Republiki Avstriji. V drugem, raziskovalnem delu naloge je prikazana primerjava lokalnih skupnosti v dveh izbranih evropskih državah. Na podlagi intervjujev je bila izvedena primerjava odnosov med oblastjo v lokalni samoupravi in politiko. V intervjujih so sodelovali župani in direktorji občinskih uprav manjših slovenskih, hrvaških in avstrijskih občin. V nalogi so predstavljena tudi mnenja županov in direktorjev občinskih uprav o njihovih odnosih v občinah. ; This research work discusses and analyses the relationship between the mayor, as the highest political official and the director of municipal administration as senior civil servant. The first section presents the history of local government in Slovenia and the Constitution of the Republic of Slovenia, which is the highest general legal act and the local government has its own chapter in the Constitution. Principles that lead local government and are important for a successful operation and development of local self-government is the principle of autonomy, the principle of subsidiarity and the principle of regionalization. Slovenian municipalities are increasingly involved in Joint Municipal Administration to perform specific tasks, as the municipal administration in small municipalities are understaffed. In addition, the municipalities integrate themselves in the Association of Municipalities to ensure their common interests better in the field of local self-government. Municipalities cooperate with each other based on agreements of town, which has a positive impact on local government and the local environment, because of the contact with international partners, exchange of experience and the acquisition of various new skills. In the following part of the work levels of local government in the neighbouring countries, the Republic of Croatia and the Republic of Austria are presented. The second part of the research work, a comparison of local communities in the two selected European countries, is presented. A comparison was made about relations between the authorities and the local government policy based on interviews. In the interviews, the mayors and directors of municipal administrations of small Slovenian, Croatian and Austrian municipalities participated. The thesis also shows the opinions of mayors and the directors of municipal administrations of their relations in the municipalities.
Predmet doktorske disertacije je upravljanje zunanjetrgovinske politike države ob upoštevanju delovanja nadnacionalnih entitet, pri čemer je naš osrednji cilj identificirati optimalen način realizacije nacionalnih interesov v okviru nadnacionalne entitete (tj. Evropske unije). Zunanjetrgovinska politika je eno izmed najstarejših ekonomskih področij, o katerem so tekle resne akademske razprave že v Antični Grčiji pred več kot 2000 leti. Vendar o razvoju svetovne trgovine kot sistematičnem globalnem načinu trgovanja govorimo šele od 15. stoletja dalje. Za boljše razumevanje področja v doktorski disertaciji najprej opredelimo teoretska izhodišča, v okviru katerih predstavimo teorije mednarodne menjave ter analiziramo vlogo države in ekonomske diplomacije skozi različna zgodovinska obdobja (merkantilizem, liberalizem, protekcionizem, intervencionizem ter obdobje liberalizacije in globalizacije). Kot najpomembnejše teoretično izhodišče od Davida Ricarda dalje identificiramo ugotovitev, da svet ni ničelna vsota – vse države z zunanjo trgovino pridobivajo. Kljub temu da so države skozi različna zgodovinska obdobja (glede na gospodarske razmere) vodile različne zunanjetrgovinske politike (protekcionistične ali liberalne), teorija in praksa potrjujeta, da liberalna zunanjetrgovinska politika povečuje konkurenčnost gospodarstva. Študije ekonomistov (Sachs in Warner 1995, 35 ; Frey v Pruslecki 2008, 5 ; Krueger 1980, 289) namreč kažejo, da države z liberalno zunanjetrgovinsko politiko dosegajo višjo gospodarsko rast od tistih s protekcionistično. Kot potrditev teze navajamo izsledke analiz, ki kažejo na višje stopnje gospodarske rasti v t. i. hitro rastočih gospodarstvih (državah BRIICS ‒ Braziliji, Rusiji, Indiji, Indoneziji, Kitajski in Južni Afriki). Slednje so na podlagi liberalizacije trgov v zadnjih dvajsetih letih dosegale višje stopnje gospodarske rasti od razvitih gospodarstev. Glede na to da je predmet disertacije zunanjetrgovinska politika v okviru Evropske unije (EU), ki jo Slovenija sooblikuje, se v okviru analize ukrepov osredotočimo na ukrepe zunanjetrgovinske politike EU, vlogo nacionalnih in nadnacionalnih (vladnih in nevladnih) akterjev ter povezavo vsebin z drugimi politikami. Ključni akterji v procesu formalnega delovanja na področju zunanjetrgovinske politike EU so: Evropska komisija (Direktorat za trgovino), Svet EU (Odbor za zunanjetrgovinsko politiko, Coreper in Svet za zunanje zadeve), Evropski parlament ter nevladni akterji (združenja, nevladne organizacije) kot nadnacionalni akterji in (vladni in nevladni) akterji na nacionalni ravni držav članic EU. Prioriteta zunanjetrgovinske politike EU je multilateralna zunanja trgovina, vzporedno pa potekajo pogajanja s številnimi državami oz. regijami za sklenitev preferencialnih trgovinskih sporazumov. Med ukrepi zunanjetrgovinske politike EU je pomembna še Strategija dostopa na trg, v okviru katere se dosegajo sinergije na podlagi okrepljenega partnerstva med Evropsko komisijo, državami članicami in gospodarstvom. Ugotavljamo, da postaja v obdobju globalizacije zunanjetrgovinska politika izrazito večplastna ter da izginjajo meje med zunanjimi in notranjimi politikami. Na primeru pogajanj t. i. Razvojne agende iz Dohe, ki potekajo v okviru Svetovne trgovinske organizacije, potrdimo tezo o prepletanju pogajanj na različnih ravneh (bilateralni, regionalni in multilateralni) in vsebinski povezanosti zunanjetrgovinske politike z drugimi politikami (z razvojno, s kmetijsko ipd.). Slednje potrjujejo tudi strateški dokumenti EU (Strategija Evropa 2020 ; Trgovina, rast in svetovne zadeve ter Globalna Evropa: konkurenčna v svetu), v katere je zunanjetrgovinska politika vključena kot pomemben sestavni del politike konkurenčnosti. ; The doctoral thesis focuses on a country's external trade policy management in relation to the processes witin subnational entities. Our main goal is to identify an optimal approach to realizing national interests in the context of a subnational entity (i.e., the European Union). External trade policy is one of the oldest economic policies. The first discussions on trade issues started among philosophers in Greece 2000 years ago, but global trade as a systematic process emerged in the 15th century. At the beginning of the doctoral thesis, the focus is on the theoretical background ‒ theories of external economic co-operation. We analyse the role of the state and economic diplomacy in different historical periods (mercantilism, liberalism, protectionism, interventionism, liberalisation and globalisation). The most important theoretical finding is (discovered by David Ricardo and confirmed in subsequent theories) that all states, engaged in external trade, gain (we talk about the so called positive sum). Although countries led different external trade policies during various historical periods (liberal or protectionist), theory and experience show that the liberal external trade policy increases competitiveness of an economy. Studies of several economists (Sachs and Warner 1995, 35 ; Frey 1984 ; Pruslecki 2008, 5 ; Krueger 1980, 289) also confirm, that countries with a liberal external trade policy record higher growth rates than those in favour of protectionism. Emerging economies (the so called BRIICS countries ‒ Brasil, Russia, India, Indonesia, China, and South Africa) record higher growth rates in the last twenty years – after liberalising their markets. We analyse the European Union (EU) external trade policy measures, the role of national and subnational (state and non-state) actors, and the interconnectedness of the external trade policy and other national policies. The key actors in the formal process of creating EU external trade policy are: European Commission (Directorate General for Trade), Council of the EU (Trade Policy Committee – formerly 133 Committee ; Coreper, Foreign Affairs Council), European Parliament, non-state actors (associations, non-governmental organisations (NGOs)) as well as actors in the member states (state and non state actors: ministries, diplomatic network, business associations, chambers of commerce, NGOs, etc.). The priority of the EU external trade policy is multilateral trade – successful conclusion of the WTO Doha Development Agenda. In parallel, EU is negotiating preferential trade agreements with several countries and regions. One of the most important trade policy measures is also Market Access Partnership, where active involvement of member states and the business sector is expected. Globalisation has changed the patterns of global economic co-operation and global trade. External trade has become more complex (linked to the competition, energy, environment and sustainable development policies) and the number of actors (state and non-state) involved in the policy has increased significantly. The boundaries between external and internal policies disappear as well. We show the interactions between different actors, negotiating levels, and policies on the World Trade Organisation Doha Development Agenda case, where the positions of the negotiations have to be agreed on at different levels: national, bilateral, regional, and multilateral. External trade policy is an important part of the EU strategic documents (Global Europe: competing in the world, EU 2020), and therefore an important element of the competitiveness policy. The thesis also confirms that the role of economic diplomacy in trade issues has gained importance during the last twenty years. Saner and Yiu (2003) argue that the main function of the post-modern economic diplomacy is representation in the international organisations and influence on other countries' policies.
Tale Zbornik prispevkov je večinoma nasledek vsakoletne prireditve v režiji Sinagoge Maribor, ki poteka že več let na dan spomina na holokavst pod naslovom Šoa - spominjajmo se. Vsako leto ta dogodek, enodnevni znanstveni posvet, prinese toliko novega gradiva, spoznanj in sintez, da lahko brez pretiravanja rečemo: čeprav so slovenske judovske študije in študije holokavsta močno finančno podhranjene in v nacionalni shemi financiranja temeljnega raziskovanja komajda tu pa tam pridobijo kak skromen projekt, so prav te študije v Sloveniji med najbolj propulzivnimi. ; Ovaj zbornik radova je najvećim delom rezultat godišnje manifestacije u organizaciji mariborske sinagoge, koja se već nekoliko godina održava na Dan sećanja na Holokaust pod nazivom Šoa - da se setimo. Svake godine, ovaj događaj, jednodnevna naučna konferencija, donosi toliko novog materijala, znanja i sinteze da možemo reći bez preterivanja: iako su slovenačke studije Jevreja i Holokausta ozbiljno finansijski nedovoljno finansirane, a nacionalna šema finansiranja osnovnih istraživanja jedva da postoji, ovaj, iako skroman projekat, jedan je od najzahtevnijih studija u Sloveniji. ; Although the Slovenian Jewish and Holocaust studies which have successfully consolidated during the past decade and a half does not enjoy any systematic support and financing from the part of the Slovenian state, they are nevertheless one of the most propulsive fields of scientific inquiry, with a proliferation of seminal publications. The yearly "Shoah - Let Us Remember" symposium organised by Synagogue Maribor as a central part of the commemorations of the Holocaust Remembrance Day regularly brings to light a wealth of new data, insights and syntheses. The reasons for such flourishing of the Slovenian Jewish and Holocaust studies are perhaps twofold: one, there exists a growing understanding especially among the engaged intellectuals in the social sciences and historiography that Slovenia has yet to embark on, and conclude the process of de-Fascistisation, the process that was nowhere in the western world a particularly swift or immediate one. Two, there exists a growing public awareness that history tends to repeat itself in a cyclic fashion and that the collapse of social and economic structures and the sharp decline of democratic principles such as we have witnessed especially since the 2008 world financial crisis bear striking resemblances to the circumstances that existed in the pre-WWII world, and that caused an unheard of genocide and global war. This volume is yet another in the series of very poignant publications on the Holocaust in Slovenia. It is especially commendable that the authors have taken a decisive step into studying the genocide perpetrated on the Romany who was, next to the Jews, principal victims of systematic Nazi extermination policies. Most appropriately, the volume also examines the more exceptional fates of the Jews who were veteran officers of WWII in the Austro-Hungarian armada, and a portrait of Slovenian resistance fighter Ali Kardoš. Two portraits of Slovenian "Righteous Among the Nations", customs officer Uroš Žun and Catholic priest Andrej Tumpej, complement these historical portraits. All these histories are cast against the backdrop of a huge, tragic canvas of Jewish refugees who have, following the Anschluss of Austria in 1938, flooded Europe, ex-Yugoslavia as well, in their frantic search of an exit from "mousetrap Europe". ; Zbornik je pripremljen u okviru projekta Šoa - da se setimo 2012/2013, koji je finansijski podržala Međunarodna alijansa za sećanje na holokaust (IHRA). Evropska sosedska politika (v nadaljevanju ESP) je politika urejanja odnosov s sosednjimi državami EU, ki jim ni bilo ponujeno članstvo v EU. Na Južnem Kavkazu, kjer so po letu 1991 nastale države Azerbajdžan, Gruzija, Armenija, se je sosedska politika okrepila po letu 2003, ko se je spremenila politična struktura v Gruziji in, ko se je s pridružitvijo Romunije in Bolgarije EU širila še bolj proti vzhodu. Velik del »evropeizacije« te regije temelji na širjenju pojma EU »kot edino pravega« razvoja družbe s pomočjo človekovih pravic in svoboščin, demokracije, liberalizacije, urejenega pravnega reda in prostovoljnega skupnega sodelovanja ter na postopni integraciji teh držav v politični, pravni in gospodarski red EU. V magistrski nalogi iščem odgovor na vprašanje ali je ta način promocije evropskih vrednot učinkovit za povezovanje z vsemi sosednjimi državami ali pa utegne imeti negativne posledice v odnosih z njimi. S pravno, gospodarsko in politično analizo evropske sosedske politike v Armeniji, Gruziji in Azerbajdžanu, spoznavanjem njenih prednosti in slabosti, ugotavljam perspektive za prihodnji razvoj. Za oblikovanje ključnih vidikov povezovanja je pomembno poznavanje zgodovinskih, etničnih, geografskih, kulturnih in političnih razlik ter poznavanje problematike območij z velikim varnostnim tveganjem kot so Gorski Karabah, Južna Osetija in Abhazija. Države Armenija, Azerbajdžan in Gruzija se nahajajo na pomembnem območju, kjer se prepletajo geostrateški interesi Rusije, ZDA, Turčije, Irana in v zadnjem času tudi Kitajske. EU se srečuje z novimi izzivi, med katerimi vedno večjo vlogo igra njena sosedska politika do tretjih držav. Ker je v primeru Južnega Kavkaza splošno zaznati obširnost evropskih virov, t. j. dogovorov in politik (pridružitveni sporazumi, sporazumi o partnerstvu in sodelovanju, finančni instrumenti, Vzhodno partnerstvo, Sinergija Črnega morja, sporazumi po sektorjih), v nalogi ugotavljam, ali bi bilo potrebno vzpostaviti enotnejšo in s tem preglednejšo sosedsko politiko do vsake posamezne države. ; The European Neighbourhood Policy (ENP) is an instrument for governing relations with the EU's neighbourhood countries which are not to become members of the EU. In the South Caucasus, where Azerbaijan, Georgia and Armenia declared independence in 1991, the ENP was strengthened after 2003 with change of political structure in Georgia and after EU's enlargement further to the east with joinder of Romania and Bulgaria. A big part of Europeanisation of this region is based on promotion of the EU's values as being »the only right way« of developing societies, through strengthening human rights and liberties, democracy, liberalisation, the rule of law, voluntary cooperation and gradual integration of these countries into the EU's political, legal and economic framework. In this master's thesis I am looking for an answer to a question whether such way of promoting European values will result in cooperation with all the neighbouring countries or whether it might bring negative consequences in the EU's relationship with them. With legal, economic and political analysis of the ENP in Armenia, Georgia and Azerbaijan and with identification of the ENP's advantages and disadvantages, I am trying to find possibilities for its further development. Understanding historic, ethnic, geographic, cultural and political differences and understanding problems coming from areas considered major security risks, such as Nagorno-Karabakh, South Ossetia and Abkhazia, is important for developing key areas of cooperation. Countries Armenia, Azerbaijan and Georgia are located in the important area where geostrategic interests of Russia, USA, Turkey, Iran and recently China intersect. The EU has been facing new challenges, one of them being the increasing importance of its policy towards the neighbouring countries. As there has been a significant amount of European sources, such as arrangements and politics (e.g. association agreements, partnership and cooperation agreements, financial instruments, Eastern Partnership, Black Sea Synergy, sectoral agreements) in the South Caucasus, I am discussing in this thesis whether there should be a more unified and consequently more transparent neighbourhood policy for each partner country.
Organizacije morajo zaradi vse večje konkurence in prostega nastopa na trgu stremeti k čim večji tržni prednosti oziroma prepoznavnosti in uspešnosti, ne glede na področje poslovanja. To velja tudi za neprofitne organizacije, ki svojemu neprofitnemu poslanstvu profitno sledijo in ga neprofitno uresničujejo. Med neprofitne organizacije spada tudi Obrtno-podjetniška zbornica Slovenije, ki v slovenskem prostoru deluje že 47 let in je nastala na podlagi skupnih interesov takratnih obrtnikov zaradi omejevanja države pri razvoju obrti in dandanes predstavlja obrtno-zbornični sistem. V teoretičnem delu smo na kratko predstavili neprofitne organizacije, management neprofitnih organizacij in njegove temeljne funkcije. V nadaljevanju smo obravnavali in opredelili strategijo, vizijo in poslanstvo, ki je vodilo delovanja vseh organizacij, še posebej pa neprofitnih, ki ne obstajajo zaradi ustvarjanja dobička, ampak zaradi uresničevanja skupnih interesov določenih skupin. Pravilno postavljeni cilji so vodilo za uresničevanje strategije, izvrševanja poslanstva in sledenje viziji neprofitne organizacije. Ker neprofitne organizacije večinoma delujejo na storitvenem področju, smo opredelili storitve, zagotavljanje njihove kakovosti in merjenje. V nadaljevanju smo na kratko opredelili človeške vire, saj so zaposleni najpomembnejši kapital v vseh storitvenih organizacijah, v neprofitnih organizacijah pa predstavljajo edini kapital, s katerim razpolagajo takšne organizacije. V tretjem poglavju smo predstavili delovanje zborničnega sistema v Evropski uniji in njegovega evropskega združenja ter primerjali podobne zbornične sisteme v državah EU s slovenskim obrtno-zborničnim modelom ter ugotovili podobnosti in razlikovanja v njih. Opisali smo tudi podporno podjetniško okolje v Sloveniji, katerega del je tudi Obrtno-podjetniška zbornica Slovenije in njene območne zbornice in smo ga v magistrski nalogi podrobno obravnavali. V raziskovalnem delu magistrske naloge smo poleg nekaterih socio-demografskih podatkov in vprašanj o delovanju obrtno-zborničnega sistema preverjali raziskovalne hipoteze, ki se nanašajo predvsem na ugotavljanje zadovoljstva zaposlenih in uspešnost delovanja obrtno-zborničnega sistema. Naredili smo tudi SWOT analizo obrtno-zborničnega sistema. Rezultati raziskave kažejo, da zaposleni v obrtno-zborničnem sistemu ne kažejo izrazitega zadovoljstva oziroma nezadovoljstva glede delovanja le-tega. A večina zaposlenih se strinja, da bi ta lahko deloval bolje, saj ima ustrezno usposobljen strokovni kader v območnih zbornicah in dobro svetovalno službo v krovni organizaciji. Primeri dobre prakse v drugih državah EU so pokazali, da ni popolnoma primerljivega modela, ki bi bil enak slovenskemu obrtno-zborničnemu sistemu, še najbližja in najbolj podobna sta javnopravna sistema zbornic v Nemčiji in na Hrvaškem. V zaključku naloge smo na podlagi izhodišč raziskave, primerjave nekaterih zborničnih sistemov in SWOT analize podali predloge za izboljšanje delovanja obrtno-zborničnega sistema, ki so smernice za zaposlene in vodstvo obrtno-zborničnega sistema. ; Due to increasing competition and free market entry, organizations must strive for the largest possible market advantage or recognisability and performance, irrespective of the area of operation. This also applies to non-profit organizations, which follow their non-profit mission in a profit manner and realize it in a non-profit way. Chamber of Craft and Small Business of Slovenia is also a non-profit organization, which has been operating in the Slovenian space already for 47 years and it was established on the basis of common interests of craftsmen of that time and because of the limitations of the state in the development of crafts. In the theoretical part we presented non-profit organizations in short, the management of non-profit organizations and their basic functions. Further on we addressed and defined the strategy, the vision and the mission, which are guides for the operation of all organizations, especially the non-profit ones, which do not exist to make profit but due to the realization of common interests of certain groups. Properly set goals (short-term or long-term) are guides for the implementation of the strategy, the implementation of the mission and the pursuance of the vision of a non-profit organization. Since non-profit organizations operate mainly in the service sector, we have defined services, their quality assurance and measuring. In the continuation we defined human resources in short because employees are the most important asset in all service organizations, and in non-profit organizations they represent the only asset of such an organization. In the third chapter, we briefly presented the operation of the chamber system in the European Union and its European associations, and we compared similar chamber systems in the EU countries with the Slovenian craft chamber model and we established their similarities and differences. Within this part we briefly described the supportive business environment in Slovenia, a part of which is also the Chamber of Craft and Small Business of Slovenia and its regional units – regional chambers of craft and small business. In the continuation we discussed and described the craft chamber system in Slovenia in detail. In the research part we verified research hypotheses, beside certain socio-demographic data and some current questions about the operation of the craft chamber system, we made a SWOT analysis with which we defined the strengths and weaknesses of the craft chamber system as an organization, and threats and opportunities that the craft chamber system has in the external business environment. We have established that the employees in the craft chamber system are not satisfied nor dissatisfied with the system's operation, but the majority of employees agree that it could function better as it has well-versed professional staff in regional chambers of craft and small business and good counselling service in the umbrella organization. Good practice cases in other EU countries have shown that there is no completely identical case that would be the same as the Slovenian craft chamber system ; however, the closest and the most similar are the public-law systems of chambers in Germany and Croatia. In the conclusion of the thesis, we made proposals to improve the operation of the craft chamber system, which are guidelines for the employees and the management of the craft chamber system on the basis of the research, system comparison and SWOT analysis.
