Свесловенска идеја у деловању Савеза музичара у Краљевини СХС/Југославији током двадесетих година XX столећа: иницијативе, активности, постигнућа ; All-Slavic Idea Within the Association of Musicians of the Kingdom of SCS/Yugoslavia in the 1920s: Initiatives, Activities, Results
У овом раду разматрали смо допринос дела функционера најзначајнијег професионалног удружења музичара у међуратној Југославији – Савеза музичара у Краљевини СХС Југославији, спровођењу словенске културне интеграције. Пратећи деловање групе окупљене око званичног гласила организације Jugoslavenski muzičar / Muzičar, у међународним оквирима, издвојили смо кључне подухвате који су покренути у периоду између 1923. и 1929. с циљем зближавања и интеркултурне размене са словенским музичарима и стручњацима. Резултати анализе видова и интензитета колаборације загребачких музичара с музичарима из словенских земаља посматрани су у компарацији с резултатима ранијих истраживања. Циљ тога био је да се размотри да ли су и у којој мери настојања ове групације кореспондирала са сродним тежњама других југословенских и словенских музичара, као и с доминантним ставовима и праксом политичке и интелектуалне елите с ових простора. ; Although many Slavic peoples were given long-awaited political independence after the Great War, it did not suppress their strivings to attain stronger cultural bonds and cultural integration that thrived throughout the 19th century. In the new geopolitical circuimstances, All-Slavism was mostly interpreted as a vehicle to actualize the potentials of Slavs to create cultural forms of universal value through a synthesis of opposing values of Western and Eastern civilizations. Despite the fact that its definitions varied significantly depending on the differences of ideological basis of individuals and groups that promoted it, the common ground represented a belief that Slavs shared the same worldviews, values and spiritual properties and that this similarity needed to be used as an emancipatory tool – for mutual cultual exchange, support, development, and progress. In interwar Yugoslavia of 1920s, All-Slavism was particularly promoted among musicians and music specialists. Among the numerous keen supporters were the representatives of the Association of Musicians of the Kingdom of SCS/Yugoslavia gathered around the periodical Jugoslavenski muzičar/Muzičar (Yugoslav musician). Led by Fran/Franjo Šidak and Jaroslav Šidak, this group contributed to the expansion of All-Slavic tendencies in the Yugoslav public and music spheres. From 1923 to 1929, these musicians settled in Zagreb initiated numerous activities aimed at developing collaboration with Slavic musicians around Europe. Unlike many like-minded groups in different Slavic countries of the time, Zagreb musicians created friendly relations with their Soviet colleagues, specifically with the leaders of the Всесоюзным профессиональным союзом работников искусств, ВСЕРАБИС (All-Soviet Professional Association of Art Workers). During the five years of extensive exchange with other Slavic musicians and specialist, they established fruitful correspondence and coperation with Bulgarian musicians, most of all with the high representatives of Bulgarian musical organizations. As a result of that, series of articles dealing with Bulgarian music history and musical life were published in Jugoslavenski muzičar/Muzičar together with detailed reports, while a number of essays of Yugoslav authors were reprinted in Bulgarian music journals. Results of the analysis of type and extent of collaboration between Zagreb and other Slavic musicians were compared with the results of previous researches. The aim of this paper was to consider whether the efforts of this group corresponded with the related tendencies of Yugoslav and Slavic musicians, as well as with the dominant views and practices of the Yugoslav political and intellectual elite.

Democratic consolidation of post-authoritarian and post-totalitarian societies is looked into at the levels of (1) basic political institutions; (2) chief proponents of representative democracy (political parties and interest associations); (3) behaviour of powerful informal political actors (army, church, entrepreneurs, etc); and (4) civic culture. Democracy is stable only after it has been consolidated on all four levels. This "maximalist concept" of democratic consolidation excludes the explanation of a breakdown of democratic systems by voluntaristic and non-conceptualized descriptions of "deconsolidation". LOCAL SELF-GOVERNMENT IN BOSNIA AND HERZEGOVINA WITH AN OVERVIEW OF THE REPUBLIC OF SRPSKA
Local self-government units are key cells of every country's development, pervading deeply needs and interests of local community members, the citizens of a state, who are considered to be the key factor in survival and development of a community. No successful democratic society can be achieved without a good and effi cient local self-government. For that reason, a special attention needs to be brought to the issue of local self-government units. In Bosnia and Herzegovina, there is a fragmented system of local self-governmentmunits at entity level, with a very low degree of mutual cooperation, which greatly complicates and hinders the functioning of local self-government units at the state level. There is no unity in regulation and compliance of local self-government units functioning, at the state level, with the European Charter of Local Self-Government, or the documents of the Council of Europe, which is at odds with the aspirations of our country in the process of Euro-Atlantic integration with the rest of Europe.

Problemi odnosa Evropske unije i država kandidata za članstvo i fleksibilno pristupanje kao moguć način oživljavanja politike proširenja
Rad razmatra problem zastoja u procesu pridruživanja, odnosno pristupanja zemalja Zapadnog Balkana Evropskoj uniji. Osnovne uzroke ovog problema autorka vidi u samoj prirodi asimetričnog odnosa Evropske unije i pomenutih zemalja u čijem središtu se nalazi Proces stabilizacije i pridruživanja, odnosno pristupanja. Njemu su doprinele obe strane: Evropska unija preambiciozno postavljenom politikom prema regionu, nedovoljno definisanim i stalno promenljivim kriterijumima, ali i zemlje u procesu svojim nekritičkim odnosom prema mogućem članstvu, nejasno definisanim interesima i ciljevima, sporim reformama i slabom demokratskom tradicijom. Kako bi proces mogao uspešno da se nastavi, autorka tvrdi da je potrebno njegovo suštinsko preoblikovanje ka fleksibilnom procesu. U svetlu sve češćih rasprava o mogućem kretanju evropske integracije ka većoj diferencijaciji, proces fleksibilnog pristupanja bi omogućio članstvo samo u odabranim oblastima delovanja Evropske unije, koje bi bile odabrane shodno prethodno jasno definisanim i analiziranim interesima i mogućnostima zemalja kandidata i potencijalnih kandidata. Autorka zaključuje da je potrebno proces što više odvojiti od uslovljavanja u političkim oblastima kako bi se umanjila mogućnost arbitrarnog odlučivanja o napretku ovih zemalja u procesu. Osim što bi za države kandidate i potencijalne kandidate ovakav manje zahtevan proces bio jednostavniji i omogućio veću autonomiju u izboru oblasti integracije i tempu prilagođavanja, za države članice EU bi predstavljao način da se vrati kredibilitet jednoj od svojih nekada najuspešnijih spoljopolitičkih aktivnosti. Most Croatian Serb organisations were established between 1883 and 1903. In that period Serbs created the Serbian Bank, 56 various financial institutions, the Association of Serb Agricultural Societies, and the economic organisation Privrednik (Economist). The Serbian Bank was the strongest financial institution in the Monarchy, which backed the economic and cultural development of Serbs inside and outside of it. On the other hand, Serbs had not created significant cultural institutions, but did establish numerous literary and singing societies and reading halls, which were instrumental in promoting national identity. Culture was a framework for political activity. It should be noted that all those organisations were identified as Serb, had their statues written in Cyrillic alphabet and in Serbian language, which testifies that they organised quite freely and without obstruction. The author thinks that the American political and military initiative in Bosnia and Herzegovina has stopped the four year war and enhanced the American influence in the region. European Union has reacted to the latest developments by adopting a new regional approach towards the countries of southeastern Europe. This approach has been employed in relation to other European and Mediterranean regions outside EU as well (central and eastern Europe, the Baltic states, the Mediterranean countries, the Union of Independent States). EU's policy towards Croatia is extremely reserved. It has insisted on a set of preconditions being fulfilled by Croatia before the negotiations about Croatia's membership in this organization may even commence. Croatia wants to forge links with the EU and is willing to comply with its demands, but is highly sceptical of regional associations. (SOI: PM: S. 161)
