In dem Beitrag wird die These vertreten, daß einige der hauptsächlichen Faktoren, die in den letzten 200 Jahren zum Aufstieg des Nationalstaates geführt haben, mittlerweise an Bedeutung verlieren. Der Nationalstaat beginnt seine Stellung als Mittelpunkt politischer Identität und Macht zu verlieren. Es wird die Frage erörtert, wie sich die massenhafte Arbeitsmigration und die Entstehung neuer ethnischer Minderheiten auf die nationale Identität und politische Legitimität in fortgeschrittenen Industrienationen ausgewirkt haben. Es wird untersucht, wie Ethnizität konstituiert und warum sie, verglichen mit anderen Formen der Solidarität, als bedeutsam erachtet wird. Gefangen im Widerspruch zwischen dem Wunsch, den Nationalismus als politisches Integrationsinstrument zu erhalten, und dem Problem, gemeinschaftliche Beziehungen in sich zunehmend differenzierenden Gesellschaften zu regeln, haben Staaten eine Anzahl verschiedener Strategien. Sie reichen von permanenter Ausgrenzung und Marginalisierung von Minderheiten bis zum Versuch, Minderheiten durch die Gewährung der Staatsbürgerschaft und die Förderung des Multikulturalismus zu integrieren. In Ergänzung zur Diskussion dieser Modelle werden drei mit ihnen zusammenhängende Momente erörtert: die Entwicklung einer weltweiten Arbeiterschaft; die Herausbildung neuer ethnischer Minderheiten; die Art und Weise, auf die der Neorassismus die Stabilisierung der nationalen Identität betreibt. According to the author, it is certain that the world after the Cold War will not resemble any world of the past. She looks at implications of the emerging new world order for Australia and especially for its education policies. She provides some justification for why Australians should pay more attention to and reorient some of its politics towards Europe and put more emphasis on European studies. (DÜI-Sen)

As the author points out, the determinants and direction of Papua-Neuguinea's foreign policy have in some ways been untypical of those of other third world states. At the time of its independence in 1975, this country had a highly fragmental political culture which lacked even the limited cohesion of an anticolonial tradition. After a general review of Papua-Neuguinea's external relations, the author explores its relationship with Australia, regional security of the South West Pacific, Papua New Guinea's regional position, its anti-Indonesian sentiment and pan-Melanesian outlook. According to the author, Malaysia has always considered Communist China to be the region's greatest long-term threat. The Malaysian perception of China as threat has become, over the last ten years, increasingly externalized to the point where the Chinese navy is currently considered as a serious, direct military threat in the South China Sea. The author examines the recent roles and doctrine of the Chinese navy with particular emphasis on the navy's South Sea Fleet.
