Der Verkehrssektor steht vor bedeutsamen Umbrüchen. Die Digitalisierung ermöglicht nicht nur neue Geschäftsmodelle, sondern hat auch das Potenzial, den Menschen als Akteur überflüssig zu machen und damit die Verkehrsdurchführung selbst grundlegend umzugestalten. Neue technische Möglichkeiten gehen aber auch mit neuen Herausforderungen einher. Der Band erörtert ethische, politische und rechtliche Aspekte des autonomen Fahrens sowie dessen Bedeutung für den ÖPNV. Den Beiträgen liegen Vorträge auf einer Tagung zugrunde, die im April 2021 an der Friedrich-Schiller-Universität Jena durchgeführt wurde. Cet article soutient que les voitures autonomes sont des robots sociaux qui doivent agir comme des tenants-lieux de leurs propriétaires humains. Pour ne pas esquiver les choix moraux incombant aux utilisateurs humains de ces technologies, on pourrait programmer les véhicules de façon à ce qu'ils puissent se comporter selon différentes théories morales, en permettant aux propriétaires de choisir celle qui a leur préférence. L'article envisage également les implications éthiques d'autres problèmes pratiques liés à la technologie des voitures autonomes.
After the democratization of industrial robots, the current trend is the development of social robots that create strong interactions with their users. The deployment of such platforms in shops, museums or train stations raises various issues including the autonomous localization of mobile robots. This thesis focuses on the localization of Pepper robots in a non-constrained indoor environment. Pepper robots are daily used in many shops in Japan and must be as autonomous as possible. However, localization solutions in the literature suffer from the limitations of the platform. This thesis is split into two main themes. First, the problem of relocalization in a visually redundant environment is studied. The proposed solution combines vision and Wi-Fi in a probabilistic approach based on the appearance. Then, the question of a consistent metrical mapping is examined. In order to compensate the numerous losses of tracking caused by the low acquisition frequency, odometric constraints are added to a bundle adjustment optimization. These solutions have been tested and validated on several Pepper robots, from data collected in different indoor environments over more than 7 km. ; Après la démocratisation des robots industriels, la tendance actuelle est au développement de robots sociaux dont la fonction principale est l'interaction avec ses utilisateurs. This academic event paved the way to the elaboration of the present report, which contains a compendium of innovative articles written by experts on scientific, legal, diplomatic and military matters. Que ce soit à des fins d'amélioration de la performance ou de réhabilitation physique, l'analyse de la condition physique et de la locomotion occupe de nos jours une importante place dans le domaine des soins santé. La récente démocratisation des microcontrôleurs et de leur suite de capteurs a permis la venue de nouvelles modalités d'évaluation de la locomotion (p. ex. l'analyse cinématique avec systèmes inertiels). Ce mémoire présente le développement d'un véhicule autonome de petite taille permettant la capture vidéo d'un participant selon un suivi adaptatif utile à des fins d'analyse du mouvement et la réalisation d'évaluation de la condition physique en dehors des milieux de laboratoires et cliniques (p. ex. Salle instrumentée, tapis roulant). Le robot, fabriqué à faibles coûts, est basé sur la plateforme Raspberry Pi. De façon à conduire une collecte en milieu écologique, celui-ci est placé sur une piste d'athlétisme intérieure sur laquelle il peut se déplacer de manière autonome dans les corridors en suivant les lignes selon un algorithme de reconnaissance visuelle et d'automatisation. L'instrumentation embarquée du véhicule permet l'évaluation du participant en mode « suivi », c'est-à-dire en suivant la cadence en conservant une distance constante et sécuritaire. Le mode meneur de train » impose quant à lui une cadence au participant. Ce mode peut aussi être utilisé à des fins d'analyse de la performance ou d'entrainement. Au cours de ce document, les modalités de conception et de fabrication seront présentées. Les méthodes de vision par ordinateur pour la conduite autonome développée pour un ordinateur à faible coût et de faible puissance seront détaillées. Les résultats d'essais effectués sur une piste d'athlétisme intérieure permettant de démontrer les performances et limitations du véhicule sont présentés. Les résultats obtenus sont discutés. Finalement, de nouvelles approches pour l'évaluation de la condition physique seront proposées. ; Whether for performance enhancement or physical rehabilitation, the analysis of fitness and locomotion occupies an important place in today's healthcare. The recent democratization of microcontrollers and their suite of sensors has allowed the emergence of new methods for evaluating locomotion (e.g., kinematic analysis with inertial systems). This dissertation presents the development of an autonomous vehicle of small size allowing the video capture of a participant according to an adaptive tracking that could be used for movement analysis and physical condition evaluations performed outside of laboratory environments and clinics (e.g., Instrumented room, treadmills). The robot, manufactured at low cost, is based on the Raspberry Pi platform. In order to conduct a video data acquisition in an ecological environment, it is placed on an indoor running track on which it can move independently in the corridors by following the lane lines according to a visual recognition and automation algorithm. The onboard instrumentation of the vehicle allows the participant to be evaluated in "follow-up" mode, that is to say by following the pace while maintaining a constant and safe distance with the assessed participant. The 'pacesetter" mode, for its part, imposes a pace on the participant. This mode can also be used for performance analysis or training purposes. Throughout this document, the design and manufacturing methods will be presented. Computer vision methods for autonomous driving developed for a low cost, low-power computer will be detailed. The results of tests carried out on an indoor running track to demonstrate the performances and limitations of the vehicle are presented. Finally, new approaches for fitness assessment will be proposed.
The European Parliament has proposed legal personhood for artificial intelligence entities, to ensure honouring of rights and responsibility. The article discusses the question of legal personhood for non-human beings from a legal-historical and legal-sociological perspective. In addition, it examines legal personhood in the modern German legal system and discusses the implementation of a tertium genus for artificial intelligence as proposed by the European Parliament. This analysis leads to the conclusion that introduction of e-personhood would constitute a paradigm shift that blurs the boundaries between humans and machines.

Ensuite, la question de la création d'une carte métrique cohérente est approfondie. Pour compenser les nombreuses pertes de suivi d'amers visuels causées par une fréquence d'acquisition basse, des contraintes odométriques sont ajoutées à une optimisation par ajustement de faisceaux. Ces solutions ont été testées et validées sur plusieurs robots Pepper à partir de données collectées dans différents environnements intérieurs sur plus de 7 km.
Autonome Waffensysteme bzw. Waffensysteme mit autonomen Funktionen - sogenannte Lethal Autonomous Weapon Systems (LAWS) - sind Waffen, die keine menschliche Intervention für die Auswahl und Bekämpfung des Ziels benötigen. Ermöglicht wird dies durch neuere Entwicklungen bei Sensortechnik, Rechenleistung und Softwarefähigkeiten. Besonders relevant sind hierbei mathematische Verfahren, die häufig unter dem Begriff "künstliche Intelligenz" zusammengefasst werden. Anja Dahlmann und Marcel Dickow beleuchten die Debatte um die Regulierung von LAWS auf internationaler, europäischer und nationaler Ebene und leiten daraus Handlungsempfehlungen für Bundestag und Bundesregierung ab. Dabei haben sie drei Perspektiven im Blick: die technologisch-operationale, die rechtliche und die ethische. Die Autorin und der Autor argumentieren, dass die Bundesregierung, um ihrem Anspruch auf internationale Ächtung von LAWS gerecht zu werden, zunächst den Begriff "menschliche Kontrolle" ausdifferenzieren sollte, beispielsweise in einem Strategiedokument des Bundesministeriums der Verteidigung. Ziel sollte sein, eine Regulierung von Entwicklung und Einsatz von LAWS zu ermöglichen - und zwar auf internationaler Ebene - und damit das Thema militärische Robotik politisch handhabbar zu machen. Der völkerrechtliche Verhandlungsrahmen zur Regulierung von LAWS ist derzeit die Waffenkonvention der Vereinten Nationen. Ein Gemeinsamer Standpunkt der EU-Mitgliedsstaaten, welcher die menschliche Kontrolle einfordert oder - besser noch - Vorschläge zu deren Ausgestaltung macht, könnte einen entscheidenden Einfluss auf die Verhandlungen haben. Les concertations à Genève sont importantes pour essayer de définir les enjeux des Sala et promouvoir l'application du droit international sur de tels engins.
