Inequality in Latin America is very large and there is a great desire for greater social justice, inclusion and equal opportunities. In order to contribute to the understanding of such developments, this volume addresses the problem of economic inequality in Paraguay, Honduras and Chile. The studies show from different angles how an adverse family background has permanent negative effects on employment, wages and labour mobility, particularly in the presence of structural economic changes. In general, this book is a contribution to understand why inequality is highly persistent in Latin America, a place where low levels of income, poverty and vulnerability are likely to be passed on to the next generation.
This research explained the institutional strengthening of the Chilean Budget Office during the period of 1990 – 2017, through the variables Political Will, Technocratic Impulse, and International Influence independently first, and then integrally within a Process Tracing, to conclude that this strengthening was mainly caused by the motivation of a group of technocrats, which led the process within that institution. The institutional strengthening of the Chilean Budget Office within the public system can be understood through its instability over time, its imposition of rules towards other public organisms and its accumulated knowledge about the public sector. This article the efforts made by certain political actors to change Chilean municipal institutionality between 1854 and 1891. It shows that the initial design guaranteed central government control over the municipalities. This led political actors that are against an active role of the state, to seek to modify its design by giving municipalities greater autonomy. This study shows two issues that are relevant to the theoretical debate. First, bureaucratization generate conflicts, and even antibureaucratic reactions. Secondly, municipalization is not always a univocal concept, but rather that its content depends on the administrative characteristics and traditions of each territory.

This paper analyses how public employees at two Chilean government offices constructed their occupational identities. In contrast to the vast majority of previous work, which took the 1920s as its starting point, this study focuses on the period between 1880 and 1920. Additionally, the construction of identity is analysed in direct relation to performance in the workplace. The paper asserts that public criticism of their performance prompted public employees to develop an image of themselves based on the concept of their honourability as competent and honest workers.
