The aim of study was to inverstgate the preffered by young people of personal models and factors influencing them. The study was conducted in 1999 and 2011 on the sample of high school students (third class), using questionnaire "personal patterns". The results show that the choice by young people of personal models occurs in conjunction with the family, school, theachers, peers and the media. Young people from these communities draws behavioral models from the different situations of everyday life, the system of social norms and values. Young people from these communities also draws models of socialization. In particular, the mass media (according to research) is an important and attractive component of the educational environment of youth, presenting different lifestyles and value systems, used by the adolescents.

The problem of the article concerns the development of education services at a higher level. In the first part the author discusses the basic models of higher education institutions in the US and Europe, noting the role of the market, government and academic environment. In the second part the author analyses the influence of contemporary economic, market and society conditions on the model of education at a higher level in Poland at the turn of the 20th century. Considerations are conducted on the basis of national and foreign literature sources, available reports and statistical publications. The last part contains reflections on the future of the higher education sector in Poland. ; Artykuł nie posiada streszczenia w języku polskim.
The article argues that the current security model was shaped in a long period. It is shown that the system was shaped by the solutions applied after the II WW, what embraces global and regional solutions. Until the end of the Cold War the applied solutions were assigned to two opposite Blocs: Western and Eastern. After 1989, which is considered to be the symbolic turning point and end of the Cold War, part of the states from the former Eastern Bloc, after introducing market and democratic reforms have joined NATO and the EU. This also included three states created after the dissolution of the former SU. The article states also that security in Europe is challenged by attempt to reconstruct the area of Russian influence. At the same time it states that this process is not limited to voluntary access of the former republics of SU but also includes annexation of the territories of sovereign Ukraine. The article illustrates that the contemporary security system is characterized by strong asymmetry of applied solutions. NATO applies liberal, cooperative solutions, while Russia uses solutions build upon force and military potential. This asymmetry and moves undertaken by Russia undermine the solutions introduced by international laws. They resulted introduction of sanctions by the US and EU states, what was followed by some political and military steps, labelled as boost NATO military presence in the NATO states bordering with Russia. The article states that in parallel to Hard Power, NATO and the EU should apply also Soft Power. Solutions applied in Russia follow the feeling of majority people in Russia who experience the trauma of former superpower and its fall. The article describes basic conditions of security system with its global and regional solutions, which create its current determinants. This concerns the level of military spending, economic potential, as well as weight of individual states and their groupings in the world scene. Among the six EaP countries, Georgia is most advanced in implementing reforms; however, there is still immense work to be done, despite the EU's economic and technical support. Another aspect of the EU's involvement in the region is the security dilemma whether to accept Russia's influence in the former Soviet republics together with authoritarian models of governing or to make efforts towards democratization of those countries, risking the increase of Russian hostility, an example of which could be seen in 2014 conflict with Ukraine.

The article addresses the issue of change in the government-university relationships. As has become increasingly clear for both analysts of higher education policy and for administrators in higher education institutions, a fundamental shift in the relationship between national governments and higher education institutions is taking place in many Western European countries. In some countries, these changes are occurring at greater speed than in others, but movement to what has been labelled "state supervision" is quite dominant. The first part of the article analyses the rationale for this change at system level by tracing its historical imperatives; after which it discusses the concept of the supervisory governance model. The second part focuses in particular on one of the key of this objective and what doing so implies for the role and function of higher education institutions. By focussing on the specific issue of diversity, the authors intend to demonstrate the dynamic relationship between governments and higher education institutions that is implied in the supervisory model. ; Artykuł jest poświęcony zmianom w stosunkach między rządem i uniwersytetem. Zarówno dla analizujących politykę wobec szkolnictwa wyższego, jak i dla zarządzających szkołami wyższymi coraz bardziej oczywisty staje się fakt, że w wielu państwach Europy Zachodniej dokonują się zasadnicze zmiany w relacjach między państwem a instytucjami szkolnictwa wyższego. W niektórych krajach zmiany te zachodzą szybciej niż w pozostałych, lecz powszechna jest tendencja do przeobrażania stanu nazwanego "regulacją państwową" . W pierwszej części artykułu autorzy zajmują się systemowymi determinantami tych zmian, eksponując czynniki historyczne, oraz sposobem tworzenia państwowej regulacji. W drugiej części koncentrują się na jednym z kluczowych celów polityki w stosunku do szkół wyższych, to jest na problemie różnorodności i instrumentach realizacji strategii regulacji, a także na skutkach, jakie one wywierają w sferze misji oraz zadań szkół wyższych. Koncentrując się na problemie różnorodności, autorzy starają się pokazać zmiany zachodzące - pod wpływem modelu regulacji - w stosunkach między państwem a szkołami wyższymi.
Civil dialogue has an impact on the quality of public policy, in the online form it allows direct influence of stakeholders on the process of formulation and its implementation. It is also a new quality in the process of evaluating public policy. Civil dialogue is usually understood as a process of communication between the state authority and non-governmental organizations, but the author of the article indicates that it is possible to conduct civil dialogue in a direct way with citizens through social media. He presents the results of research aimed at verifying the use of social media by the authorities in order to establish a dialogue with citizens. The research consisted in measuring and analyzing communication conducted by selected Polish voivodeship cities on the Twitter social network. The author points out the characteristic styles of communication that can be interpreted from the perspective of civil dialogue.

Political integration concerns the phenomenon of joining the political life of a given political system and, to some extent, also its results. For the purpose of this study the notion of political integration is to stand for the involvement of the 'visiting' citizens in the political life of the 'host' state, in particular political participation, taking the form of public activity and voting in elections. The survey adopts a general theoretical model where the state of integration of Poles in Austria is comprehended in terms of a three-element political culture (comprising cognitive, emotional-and-assessing, and behavioral elements). It undergoes external influences, related to the period spent living abroad, and domestic influences of social identity (approached functionally). Additionally, the model assumes that these factors can be internally related. Stanowi również nową jakość wprocesie ewaluacji polityki publicznej. Dialog obywatelski rozumiany jest najczęściej jako proces komunikacji pomiędzy władzą państwową aorganizacjami pozarządowymi, autor artykułu wskazuje jednak, że możliwe jest prowadzenie dialogu obywatelskiego wsposób bezpośredni zobywatelami za pomocą mediów społecznościowych. Przedstawia wyniki badań, których celem była weryfikacja sposobu korzystania przez władzę zmediów społecznościowych wcelu nawiązania dialogu zobywatelami. Badanie polegało napomiarach ianalizie komunikacji prowadzonej przez wybrane polskie miasta wojewódzkie wserwisie społecznościowym Twitter. Autor wskazuje nacharakterystyczne style komunikacji, które można interpretować zperspektywy dialogu obywatelskiego.
Proces zmian w państwach arabskich, którego początek wyznaczyły protesty w Tunezji na przełomie 2010 i 2011 r., stanowił zaskoczenie nie tylko dla szeroko definiowanej społeczności międzynarodowej, ale także dla najważniejszych graczy w regionach Bliskiego Wschodu oraz Afryki Północnej. Bez wątpienia do tej grupy zaliczyć należy Turcję. Celem niniejszego artykułu jest analiza wpływu procesu zmian w państwach arabskich po 2010 r. na politykę zagraniczną Turcji. Szczegółowej analizie zostały poddane przede wszystkim podstawowe założenia polityki zagranicznej Turcji przed 2010 r. oraz ich późniejsza, ewentualna modyfikacja w obliczu zmian politycznych w świecie arabskim. Na podstawie analizy, autor za nieaktualne uznał dwa z regionalnych celów polityki zagranicznej Turcji: eliminację problemów z państwami w regionie oraz niemożność pełnienia funkcji państwa mediatora w regionie. Konflikt wewnętrzny w Syrii stał się bez wątpienia jednym z przykładów niepowodzenia polityki zagranicznej Turcji. Istotną wadą tureckiej polityki zagranicznej po 2002 r. stanowiło oparcie stosunków na bliskich, osobistych relacjach tureckich polityków z niektórymi autorytarnymi przywódcami państw arabskich. Paradoksalnie, wsparcie procesu przemian w Egipcie, może zagrozić regionalnym aspiracjom Turcji. Pytanie dotyczące atrakcyjności tak zwanego modelu tureckiego dla państw arabskich pozostaje pytaniem otwartym. Chociaż można wskazać przykłady nawiązywania do politycznych doświadczeń Turcji w takich państwach jak Tunezja, Maroko czy Egipt, jest to jeszcze zbyt mało, by można mówić o politycznej miękkiej sile Turcji w regionie. ; The process of political changes in the Arab states, which began in Tunisia in 2010, came as a complete surprise not only to international community, but also to all key players in the Middle East and in North Africa. Undoubtedly, Turkey was one of them. The main aim of this article is to analyze influence of the process on the foreign policy of Turkey after 2010. In order to do that, the author analyzes fundamental objectives of the Turkish foreign policy before and after 2010. He argues that two of them, namely zero problems with neighbors policy as well as a role of a mediator in the Middle East, are not valid anymore. Moreover, the internal conflict in Syria became a symbol of a failure of zero problems with neighbors policy. One of the weaknesses of the Turkish foreign policy was its dependence on personal relations between Turkish politicians and authoritarian leaders in the Arab states. Paradoxically, although Turkey supports changes in Egypt, this state can become its biggest regional rival in the nearest future. Last but not least, the author tries to find out whether so-called Turkish political model is attractive to the Arab states. He claims that although we can find some examples how Arab politicians follow the Turkish example in Tunisia, Morocco or Egypt, it is still not enough to assert that these states have already adopted the Turkish model.
The main objective of this article is to analyze the effects of transformation of the IMF working model, launched in 2006, accelerated since 2010, and identified as the most fundamental governance overhaul in the Fund's 65-year history and the biggest ever shift of influence in favor of emerging market and developing countries to recognize their growing role in the global economy. This article, set within the institutional framework of global governance and critical international political economy, attempts to clarify whether the IMF reform focused on modifying the size of member countries' participation in the share capital of the Fund, resulted in significant increase of voting power of emerging markets and developing states or rather was example of global economic governance dysfunctionality. ; W niniejszym artykule głównym celem będzie analiza efektów przekształceń modelu funkcjonowania MFW, zapoczątkowanych w 2006 r. w Singapurze, realizowanych w głównej mierze od 2010 roku i określanych jako najbardziej fundamentalna reorganizacja zarządzania w 65-letniej historii MFW i największe dotychczasowe przesunięcie wpływów na korzyść rynków wschodzących i państw rozwijających się. Artykuł ten, usytuowany w ramach instytucjonalnego nurtu badań nad globalnym zarządzaniem i wykorzystujący podejście badawcze, które określa się mianem krytycznej międzynarodowej ekonomii politycznej, będzie stanowił próbę odpowiedzi na pytanie czy reforma, polegająca na modyfikacji wielkości partycypacji poszczególnych państw w kapitale zakładowym Funduszu, czyli udziału w tzw. kwocie i wynikających z jej wielkości liczby głosów przypadających na państwa członkowskie, była nią w istocie, czy raczej stanowiła przykład dysfunkcjonalności global economic governance.

The aim of this study was to identify the mechanisms responsible for the transmission of materialistic models in a mother-daughter dyad, and to answer the question whether – and how – mothers' focus on money and the concomitant motivation to make money influence the formation of materialistic attitudes in daughters. An attempt was also made to ascertain whether the level of autonomy enjoyed by the daughter moderates this relation. 230 women aged 20-35 years took part in the study. To measure the variables, the following scales were used: the Richins Material Values Scale (2004), the Priorities in Life Scale (2001) and the Money-Making Motivation Scale designed by Srivastava, Locke and Bartol (2001), as well as Schwartz's Portrait Values Questionnaire (1992). The results have shown that mothers' specific motivation for making money is transmitted to daughters and conditions their materialism. While expressive and prestige-driven materialism is associated with mothers' hedonistic motivation, compensatory materialism is linked to negative money-making motivation. The effectiveness of modelling has also been shown to be lower in individuals with a higher level of autonomy. ; Celem prezentowanych badań była próba identyfikacji mechanizmów odpowiedzialnych za przekazywanie materialistycznych wzorców w diadzie matka-córka. Poszukiwano odpowiedzi na pytanie, czy i w jaki sposób koncentracja na pieniądzach charakterystyczna dla matek oraz towarzyszące jej motywy zarabiania pieniędzy wpływają na formowanie materializmu ich córek. Sprawdzano również, czy poziom autonomii córek moderuje tę relację. Zbadano 230 kobiet w wieku 20-35 lat. Do pomiaru zmiennych posłużyły: Skala wartości materialistycznych Richins (2004), Skala priorytetów życiowych (2001) oraz Skala motywów zarabiania pieniędzy Srivastavy, Locke'a i Bartol (2001), a także Portretowy Kwestionariusz Wartości Schwartza (1992). Wyniki badania pokazały, że specyficzne motywy zarabiania pieniędzy charakterystyczne dla matek podlegają transmisji i warunkują typ materializmu ich córek. Z materializmem ekspresyjno-prestiżowym związane są hedonistyczne, a z materializmem kompensacyjnym – negatywne motywy zarabiania pieniędzy matek. Rezultaty badania pokazały też, że efektywność modelowania jest niższa u osób o wysokim poziomie autonomii.
