The role of political parties on the political scene of the biggest Polish cities has been described. The discussion on the significance of political parties at the local level and changes, which are happening to them, including the decreasing membership, the increasing state of dependency and new preferences of voters has been described. On the basis of data, received from the research, that was conducted in 12 biggest cities in Poland — is shown, that the national parties are leading actors in cities' politics and their role — which is criticized by non-partisan politics and thrown into doubt on systemic level — only seems to be growing. ; The role of political parties on the political scene of the biggest Polish cities has been described. Studies on the patterns of marital selection began in the 1920s, and since then researchers have identified a set of variables that should be taken into account in marriage selection research. In this study the following variables are considered: age, nationality, race, social class, environmental background, attitude to faith, religion, attitude to religious practices, education, current employment status, previous marital status, number of marriages, number of children from previous marriages, and financial situation before the present marriage. One hundred and twelve Polish women who married foreigners from non-European cultures took part in the study. Their husbands were representatives of African, Asian and Australian countries; none of them came from Europe or the Americas.The aim of the study is to examine marital selection among intercultural marriages and to provide new knowledge on the subject. In connection with the adopted topic, the purpose of the research and the analysis of the literature on the subject, the main problem of the research was formulated as follows: what are the similarities and differences in marital selection in intercultural marriages?The study revealed that, in most cases, marital selection among the couples who participated in the study followed a similar social biography: the spouses were of a similar age (79.5%) and shared race (90.1%), social class (74.1%), environmental background (61.6%), education (56.2%), attitude to faith (92.8%), and their financial situation before the present marriage (65.2%). The results obtained confirmed Farle's theory, in which he distinguished three main factors influencing the frequency of intercultural marriages: military service, higher education and place of residence. The analysis of the data indicates that the majority of the respondents lived in big cities (57.1%), and higher education was the most common level of education among both the respondents (60.7%) and their husbands (41.1%).

Artykuł jest próbą krytycznego socjologicznego spojrzenia na reformę samorządową przeprowadzoną w Polsce w 1990 r. oraz na jej kolejne korekty w 1999 i 2002 r. Krytyka ta odwołuje się do dwóch podstawowych koncepcji samorządu. Po pierwsze, do demokratycznych, obywatelskich, decentralizacyjnych idei Jerzego Regulskiego, głównego autora tej reformy. Po drugie, do rozwijanej w brytyjskim Institute of Local Government Studies koncepcji Michaela Clarka i Johna Stewarta dwóch typów relacji między władzą lokalną a mieszkańcami i co zatem idzie ‒ do dwóch typów zarządzania gminą: zarządzania zorientowanego na mieszkańca-klienta i zarządzania zorientowanego na mieszkańca-obywatela. Opierając się na krytyce tej reformy dokonanej przez samego Regulskiego piętnaście lat po jej wprowadzeniu oraz aktualnych danych zastanych i badaniach własnych, autor próbuje pokazać, że po kolejnych dziesięciu latach krytyka tej reformy jako niedostatecznie upodmiotowiającej mieszkańców jest co najmniej tak samo aktualna. Kanały demokratycznej artykulacji interesów różnych grup mieszkańców gmin są mało funkcjonalne, zwłaszcza w dużych miastach. ; In this paper the self-government reform of 1990 and its subsequent corrections of 1999 and 2002 are analysed from a sociological perspective. The critical analysis focuses on two basic concepts of self-governance: (i) the concept based on decentralisation, democratisation and citizenfocused government as represented by the main author of the reform Jerzy Regulski, and (ii) the concept currently being developed at the British Institute of Local Government Studies authored by Michael Clark and John Stewart, proposing two types of relations between a local authority and local residents, and consequently two types of commune and municipality (gmina) management: one oriented on the inhabitant-client and one oriented on the citizen-client relationship. Based on the criticism of the reform articulated by Regulski fifteen years after its implementation, as well as on the current data and his own analysis, the author proposes that today, after another ten years, the same criticism pointing to the still insufficient treatment of local residents as the main focus, or object of self-government concern, has lost none of its topicality. The channels of the democratic articulation of the interests of different groups of commune and municipality (gmina) inhabitants do not function properly, which is particularly evident in big cities.

Celem artykułu jest wyodrębnienie czynników, które mają bezpośredni wpływ na poziom uczestnictwa mieszkańców w procesach administracyjnych, oraz opracowanie propozycji, które zapewnią systematyczne stosowanie mechanizmów włączenia społeczności lokalnej do podejmowania decyzji. Obecnie na Ukrainie trwają procesy decentralizacji, które mają na celu podwyższenie poziomu zarządzania, w związku z czym odbyło się łączenie rad miejskich i wiejskich. Znaczący wpływ na te procesy mają projekty międzynarodowe, pomagające nowoutworzonym hromadom (jednostka podziału administracyjnego) wprowadzać lepsze praktyki zarządzania, zwłaszcza poprzez włączenie społeczeństwa obywatelskiego do podejmowania decyzji na poziomie lokalnym. Problem polega na tym, że mieszkańcy z jednej strony nie wiedzą, jakie istnieją mechanizmy uczestnictwa w procesach administracyjnych, a z drugiej strony – władze lokalne niewystarczająco informują o możliwościach włączenia społeczeństwa do podejmowania decyzji. W niniejszej pracy zastosowano dwie główne techniki badawcze: wywiad i ankietowanie. Analiza została przeprowadzona na przykładzie nowoutworzonych hromad, które uczestniczyły w Programie "Decentralizacja przynosi lepsze wyniki i efektywność" (DOBRE), realizowanym przez międzynarodową organizację Global Communities i finansowanym ze środków Agencji Stanów Zjednoczonych ds. Rozwoju Międzynarodowego (USAID). Ustalono, że mieszkańcy nie są wystarczająco zorientowani w mechanizmach umożliwiających im uczestnictwo w procesach podejmowania decyzji na szczeblu lokalnym oraz możliwości ich wykorzystania. Ponadto stwierdzono, że istnieje związek wzajemny: im wyższy poziom wiedzy społeczeństwa obywatelskiego (jak otrzymać dostęp do informacji o usługach, za które odpowiadają władze lokalne), tym wyższy poziom jego zadowolenia z uczestnictwa w podejmowaniu decyzji. Potencjalnym zagrożeniem po zakończeniu projektów międzynarodowych może być cofnięcie w przemianach, które zostały wprowadzone w hromadach. W celu uniknięcia takiej sytuacji może być zaproponowane stworzenie w strukturze jednostek samorządowych osobnego wydziału odpowiadającego za wdrożenie przemian w hromadach albo przegląd funkcji już istniejących wydziałów, ich reformowanie i wprowadzenie "dobrych praktyk" dla monitoringu, analizy, zbioru danych oraz stworzenie warunków dla wewnętrznej koordynacji kierunków rozwoju. ; The aim of this article is to identify factors, that directly affect the level of inhabitants participation in the decision-making processes at the local level, and to develop proposals, that will ensure the regular using of these mechanisms. Ukraine is currently in the decentralization process, which aims to increase the level of government, as a consequence of which towns and village councils have been consolited. The international projects have a big influense at such processes, helping newly consolited communities (administrative units) to implement best management practices, especially through the involvement of inhabitants in the decision-making processes. The problem is that, inhabitants don't know, what kind of mechanisms exist for their participation in the decision-making processes at local level, and a local authorities don't sufficiently inform inhabitants about them. At this work, two main research methods are used: interviews and questionnaires. The analysis was based on the example of consolited communities, that participated in the Decentralization zation Global Communities and funded by the United States Agency for International Development (USAID). It was found, that inhabitants are don't know, what kind of mechanisms exist at their communities, that allow them to participate in the decision-making processes at the local level, anf how to use them. In addition, it was found, that there is a correlation: the higher is a level of inhabitants knowledge how to access information about services for which local authorities are responsible, a higher is a level of inhabitants satisfaction by their participation in the decision-making processes at local level. A potential threat after the completion of international projects may be a step back from the changes, that have been implemented in communities. This situation can be prevented by creating a special department in local town or village council responsible for implementing changes in community or reviewing the functions of existing departments, reforming them to monitor, analyze, collect data and create conditions for coordination of development directions and implementation a good governance practices in community.
