The United States-Mexico Borderlands are indispensably associated with organized crime, drug trafficking and illegal migration from Central America to the U.S. Corruption is a factor facilitating functioning of these activities from many years, prevalent among local authorities, companies or law enforcement bodies. This paper is concerned with the way corruption maintains nowadays at the United States-Mexico Borderlands, and through which activities it reveals. The author especially focuses on the analysis of the corruption of law enforcement bodies responsible for maintaining security along the U.SMexico border, and emphasizes inveteracy of corruption in borderland culture and in awareness of its inhabitants. ; Pogranicze amerykańsko-meksykańskie jest nieodzownie kojarzone z przestępczością zorganizowaną, handlem narkotykami oraz nielegalnymi migracjami ludności z Ameryki Centralnej do USA. Korupcja stanowi czynnik od lat ułatwiający funkcjonowanie tych procederów, obecna wśród lokalnych władz, podmiotów gospodarczych czy instytucji stojących na straży prawa. Artykuł traktuje o tym, w jaki sposób współcześnie kształtuje się korupcja na terenie pogranicza amerykańsko-meksykańskiego oraz poprzez jakie działania się objawia. Autorka koncentruje się w szczególności na analizie skorumpowanych organów ścigania odpowiedzialnych za utrzymywanie bezpieczeństwa wzdłuż granicy USA-Meksyk, a także wskazuje na zakorzenienie korupcji w kulturze pogranicza i świadomości jego mieszkańców.

This article is an attempt to address a question of significance of the borderland as a research category in the Polish political science. The authors use information collected in the survey conducted among 223 polish political scientists, who were asked about the importance and explanatory potential of the borderland concept in the political analysis. Since the response rate was low it is impossible to make any generalizations concerning the whole academia of the Polish political science, thus the text is merely a synthesis of the opinions of those who have responded. According to this data, the category of borderland is an important and useful tool in the political analysis, due to its close connection with the changes of the contemporary world like globalization, deteritorialization and regionalization. The borderland category is especially significant in the reflection on the changing status of nation-states and functions of state borders. The article also outlines the basic research themes within which the concept of borderland is employed by the political scientists. The authors conclude with a few methodological and theoretical postulates on applying the category of borderland in political science. ; Artykuł jest próbą odpowiedzi na pytanie o rolę kategorii pogranicza w polskiej politologii. Opiera się na informacjach uzyskanych w ankiecie skierowanej do 223 polskich politologów, w której zapytano ich o wagę oraz eksplanacyjny potencjał kategorii pogranicza w analizie politologicznej. Niski poziom responsywności uniemożliwia dokonanie generalizacji na całe środowisko politologiczne, dlatego tekst niniejszy jest jedynie syntezą opinii politologów, którzy odpowiedzieli na naszą ankietę. Kategoria pogranicza przedstawiona jest jako ważna i przydatna w analizie politologicznej, przede wszystkim ze względu na jej integralny związek ze współcześnie zachodzącymi zmianami, takimi jak globalizacja, deterytorializacja i regionalizacja. Pogranicze jest szczególnie istotną kategorią w politologicznej refleksji nad zmianą statusu państw narodowych oraz zmieniającą się funkcją granic państwowych. W tekście wyodrębniono również podstawowe konteksty badawcze, w jakich politolodzy wykorzystują pojęcie pogranicza. W końcowej części artykułu autorzy formułują postulaty teoretyczno-metodologiczne dotyczące stosowania kategorii pogranicza w analizie politologicznej.

The aim of this article is to look at the political reality of the United Kingdom of Great Britain and Northern Ireland from the perspective of borderlands understood as a result of political action, an area in which they are expressed, but at the same time are the driving force of these processes. Identities of borderlands play a significant role in shaping political reality in the UK. Their diversity, the strength of their interests' articulation, participation in political rivalry, although it was not the only factor, have determined the current political system of the state to a large extent. At the same time the impact of political transformations on changes in the identities is noticeable. More and more of them, in addition to their own national/regional identification, also indicates the relationship with the United Kingdom as a whole, which suggests that devolution rather strengthens the state, than leads towards disintegration, although such a risk exists in reality. ; Celem artykułu jest spojrzenie na rzeczywistość polityczną Zjednoczonego Królestwa Wielkiej Brytanii i Irlandii Północnej z perspektywy pogranicza. Jest ono rezultatem działań politycznych, obszarem, w którym znajdują one swój wyraz, ale i na zasadzie sprzężenia zwrotnego są siłą napędową tych procesów. Tożsamości pogranicza w Wielkiej Brytanii odgrywają znaczącą rolę w kształtowaniu rzeczywistości politycznej. Ich zróżnicowanie, siła artykulacji interesów, uczestnictwo w rywalizacji politycznej, w dużej mierze, choć nie był to czynnik jedyny, przesądziły o obecnym kształcie ustrojowym państwa. Jednocześnie zauważalny jest, subtelny na razie, wpływ przeobrażeń ustrojowych na zmiany tożsamości. Coraz więcej mieszkańców, obok identyfikacji narodowej /regionalnej, wskazuje także na związki z Wielką Brytanią jako całością, co świadczy o tym, że Zjednoczone Królestwo, dzieląc się władzą raczej umacnia państwo niż prowadzi je ku rozpadowi, choć takie ryzyko przy dewolucji w brytyjskich warunkach istnieje.

Memorial sites are a material proof of the Poland-Ukraine military conflict in the Podkarpacie Region, which took place in the years 1944-50. It is here, on the Poland-Ukraine borderland that there is a permanent conflict of interests of the local community of different historical identity. In order to commemorate bloody incidents and numerous victims on both sides memorial sites are erected both in Poland and in Ukraine causing conflicts in the past and present. In the article I have shown thesignificance of the dependence between the memory of the ethnical community and the specifics of the language of the group, which while aiming at the commemoration of events and memorial sites important for them, do not obey the regulations of Polish law. The analysis of the legal basis for erecting these commemorations shows that there is a need to update the law. The importance of the mental layer in context of the intangible value of the cultural heritage of individual ethnic groups, which is often underestimated, can lead to conflicts that reach beyond the border area becoming conflicts of nationwide or even international concern. ; Miejsca pamięci są materialnym dowodem zbrojnego konfliktu polsko-ukraińskiego na Podkarpaciu, który rozegrał się w latach 1944-50. To właśnie tutaj, na południowo-wschodnim pograniczu dochodzi do permanentnego konfliktu interesów społeczności lokalnych o różnej tożsamości historycznej. W celu upamiętnienia krwawych zajść i licznych ofiar po obu stronach, wznoszone są upamiętnienia na ziemiach polskich i ukraińskich, stanowiąc zarzewie konfliktów, zarówno w przeszłości, jak i obecnie. W artykule wykazałam wagę zależności pomiędzy pamięcią społeczności etnicznej, a specyfiką języka grupy, która dążąc do upamiętnienia ważnych dla siebie wydarzeń i miejsc pamięci, nie przestrzega istniejących przepisów prawa państwa Polskiego. Analiza podstaw prawnych wznoszenia upamiętnień pokazuje, że wymagana jest aktualizacja przepisów prawa. Powszechnie niedoceniana wartość warstwy mentalnej w kontekście wartości niematerialnej dziedzictwa kulturowego poszczególnych grup etnicznych doprowadza do sytuacji konfliktogennych, które wykraczają poza teren pogranicza, stając się konfliktami o zasięgu ogólnopolskim, a coraz częściej nawet międzynarodowym.

"Na Lubelszczyźnie słowem-kluczem staje się graniczność: znajdujemy się przy Białorusi i Ukrainie, między Wisłą a Bugiem. The authors and editors of the volume (comprising ethnologists, anthropologists, philologists, geographers and economists) treat cultural area studies presented as a vehicle allowing the reader to imagine the space of the Lublin Region, where the West meets the East. These margins of the Lublin Region have become for them, to use bell hooks's formulation, a place of radical opening" (from the introduction).

Central Europe is part of the continent with its historical and cultural identity and a unique geopolitical role (geopolitical wedge between Germany and Russia). Central Europe includes the Ukrainian and Belarusian lands, which for centuries have been the subject of rivalry between Poland and Russia and the area of influence of powers neighboring this region. Depending on the results of this rivalry, the status of Ukrainian-Belarusian territories varied between the "great borderland" and the periphery of various powers, most often the Republic of Poland or the Russian Empire. However, their role was different for both countries. For the Commonwealth, they constituted a necessary resource for maintaining its subjectivity, sovereignty and, consequently, independence. However, for Russia they were a route to master Central Europe and to influence Western Europe. In the history of the Ukrainian-Belarusian lands, three alternative variants of concentration and political rivalry were possible. The first – the formation in this subregion of Central Europe of the countries with high political subjectivity, based on significant demographic, geopolitical and economic resources. The second – the occupation of the Ukrainian-Belarusian border entirely by one of the neighboring powers as a result of military actions or EU agreements, which made them a "great borderland", strengthening the potential of the country of its belonging. The third – the division of Ukrainian-Belarusian lands between state organisms with high subjectivity (the loss of the status of "great borderland" in favor of being peripheries), actually preventing internal political consolidation, but deepening the diversity of the subregion in terms of religion, religion, ethnicity, culture and language, mental, and consequently also socio-economic. In the historical process, all three scenarios were implemented, which contributed to giving the Ukrainian-Belarusian lands as a constitutive feature of the "Central European syndrome", however questioned in the international environment, primarily by Russia recognizing this area as part of its own civilization and cultural circle. ; Europa Środkowa jest częścią kontynentu z własną tożsamością historyczną i kulturową oraz unikatową rolą geopolityczną (geopolitycznego klina między Niemcami i Rosją). Do Europy Środkowej należy zaliczyć ziemie ukraińskie i białoruskie, które przez wieki były przedmiotem rywalizacji między Polską i Rosją oraz obszarem wpływów mocarstw niesąsiadujących z tym regionem. W zależności od wyników tej rywalizacji status ziem ukraińsko-białoruskich wahał się między "wielkim pograniczem" a peryferiami różnych mocarstw, najczęściej Rzeczypospolitej lub Imperium Rosyjskiego. Jednak dla obu tych państw ich rola była odmienna. Dla Rzeczypospolitej stanowiły one konieczny zasób dla utrzymania jej podmiotowości, suwerenności, a w konsekwencji – niepodległości. Natomiast dla Rosji były szlakiem do opanowania Europy Środkowej oraz oddziaływania na Europę Zachodnią.W dziejach ziem ukraińsko-białoruskich były możliwe trzy alternatywne warianty koncentracji i rywalizacji politycznej. Pierwszy – ukształtowanie w tym subregionie Europy Środkowej państw o wysokiej podmiotowości politycznej, opartej na znacznych zasobach demograficznych, geopolitycznych i gospodarczych. Drugi – zajęcie ukraińsko-białoruskiego pogranicza w całości przez jedno z sąsiednich mocarstw w wyniku działań militarnych lub układów unijnych, co czyniło z nich "wielkie pogranicze", wzmacniające potencjał państwa swojej przynależności. Trzeci – podział ziem ukraińsko-białoruskich między organizmy państwowe o wysokiej podmiotowości (utrata statusu "wielkiego pogranicza" na rzecz bycia peryferiami), faktycznie uniemożliwiający wewnętrzną konsolidację polityczną, lecz pogłębiający zróżnicowanie subregionu pod względem religijno-wyznaniowym, etnicznym, kulturowo-językowym, mentalnym, a w konsekwencji również społeczno-gospodarczym. W procesie historycznym były realizowane wszystkie trzy scenariusze, co przyczyniło się do nadania ziemiom ukraińsko-białoruskim jako cechy konstytutywnej "syndromu środkowoeuropejskiego", jednak kwestionowanego w środowisku międzynarodowym, przede wszystkim przez Rosję uznającą ten obszar za część własnego kręgu cywilizacyjno-kulturowego. ; Центральная Европа является частью континента с его исторической и культурной самобытностью и уникальной геополитической ролью (геополитический клин между Германией и Россией). Центральная Европа включает в себя украинские и белорусские земли, которые на протяжении веков были предметом соперничества между Польшей и Россией и зоной влияния держав, граничащих с этим регионом. В зависимости от результатов этого соперничества, статус украинско-белорусских территорий варьировался между «великой границей» и периферией различных держав, чаще всего Речи Посполитой или Российской империи. Однако их роль была разной для обеих стран. Для Речи Посполитой они являлись необходимым ресурсом для поддержания ее субъективности, суверенитета и, следовательно, независимости. Однако для России это был путь к овладению Центральной Европой и влиянию на Западную Европу.В истории украинско-белорусских земель были возможны три альтернативных варианта концентрации и политического соперничества. Первый – формирование в этом субрегионе Центральной Европы стран с высокой политической субъектностью, основанных на значительных демографических, геополитических и экономических ресурсах. Второй – оккупация украинско-белорусской границы целиком одной из соседних держав в результате военных действий или союзных соглашений, которые сделали их «великой границей», усиливая потенциал страны своей принадлежности. Третий – разделение украинско-белорусских земель между государственными организмами с высокой субъектностью (утрата статуса «великих пограничных территорий» в пользу периферии), фактически предотвращающее внутриполитическую консолидацию, но углубляющее разнообразие субрегиона с точки зрения религии, этнической принадлежности, культуры и языка, менталитета, а следовательно, и социально-экономической дифференциации. В историческом процессе были реализованы все три сценария, которые способствовали тому, что украинско-белорусские земли стали характерной чертой «центральноевропейского синдрома», хотя и подвергались сомнению в международной среде, в первую очередь в связи с тем, что Россия признала этот район частью своего цивилизационно-культурного круга.

: The subject of Borderlands situated further away and close by is presented not by accident. In the Polish historical narrative, we usually remember only about the Eastern Borderlands. Created by Henryk Sienkiewicz's "Trilog", known from the pages of Polish history, being a place of birth to Polish poets, they are inevitably memorable and integral part of Poland's national tradition. This notion is so strong that the word 'Borderlands' is associated only with the formed eastern territories of Poland. We do not use this terminology for other areas. We think only of the eastern borderlands which were gradually lost between the 17th and 20th century. This article also mentions this fact. Nevertheless, the article presents a slightly different perspective, i.e. it tries to present the Borderlands that were distant because they were unknown or known very little, the Borderlands which did not manage to enter the Polish narratives and Polish historical memory for good. They entered Poland for a very short time and disappeared for it very quickly. Nowadays they are abroad and they are practically unknown. The distant, unknown former Polish western Borderlands was Trans-Olza (Zaolzie). The Silesian residents living there in the 19th century shaped mostly Polish national identity, i.e. at the time when the then modern European nations were establishing. Undoubtedly, this was influenced by a strong economic development of the territory of Cieszyn Silesia. On the one hand, it was a blessing, but on the other hand, it turned out to be its curse, causing the rivalry over this land between the Poles and Czechs. The conflict over this territory, where the ethnic issues played no significant role for the powers considering this matter. Moreover, it inscribed into different types of territorial conflicts that Europe experienced after the First World War. For the borders established by the victorious allied forces as part of the Versailles treaty were not entirely fair in any place, which, in turn, is an obvious matter because it is never possible to set borders that would fully satisfy all the parties of the conflict. This was also the case of the Polish-Czech conflict over Cieszyn Silesia. The rivalry did not cease with the borders being established by the allied forces in July 1920, and both countries were still interested in the population living there. The population faced assimilative activities as the so-called 'Polonized Moravians' by the Czechoslovakian Republic. On the other hand, this population became a causation for Poland when reclaiming this area in autumn 1938.
In the second part of the article presents the realities of life in Trans-Olza in the second half of the 1930s, which were witnessed by Paweł Hulka-Laskowski. He collected material for his monumental work on Trans-Olza Silesia. This work is practically unknown today, but it is an equivalent of the results of Melchior Wańkowicz's travels around East Prussia in the book Na tropach Smętka. Who has ever heard in Poland of the work by Paweł Hulka-Laskowski Śląsk za Olzą Similarly, who has the knowledge of the long-forgotten Western Borderlands? This article introduces readers to this subject matter.

At the turn of the 19th and 20th centuries, Swiss political parties were formed. Basic press organs also crystallized, which became the official nationwide titles of particular trends. Regardless of internal discrepancies, most of these bodies pursued a fairly consistent propaganda policy regarding the future of multicultural lands after the end of the First World War. One of the issues that fit into this theme was the issue of the Polish-Ruthenian-Lithuanian borderland. The entire Helvetic public opinion was of the opinion that it was necessary to create a federal state in Central Europe, which was to be an antidote to emerging nationalist movements. The promotion of such a solution was related to the desire to disseminate in Europe its own, Swiss constitutional solutions, which had proven to function efficiently for half a century. In the conditions of the borderland of Central Europe, such a vision turned out to be unrealistic. Revealing nationalist tendencies and ineffective attempts to find a compromise solution between the representatives of the emigration of nations in question present in Switzerland led to the collapse of the idea of promoting the Slavic federation in the Helvetic press in autun 1918.
