Od początków rządów D. Camerona w Wielkiej Brytanii (2010) pogłębił się eurosceptycyzm, który doprowadził do polaryzacji społeczeństwa, referendum i Brexitu. Niemcy opowiadały się za pozostaniem Zjednoczonego Królestwa w UE, ale po wynikach referendum zapowiedziały twarde negocjacje na warunkach UE. Jednocześnie uznały, że stwarza to dobre perspektywy do pogłębienia współpracy w gronie 27 pozostałych państw. Największe problemy w negocjacjach koncentrują się wokół rozliczeń finansowych Londynu z Brukselą (ok. 60 mld euro), statusu obywateli Unii Europejskiej, zatrudnionych i przebywających na terenie Zjednoczonego Królestwa oraz granicy pomiędzy Irlandią Północną i Republiką Irlandii. Trudne rokowania dotyczą również kształtu nowej umowy handlowej pomiędzy Unią Europejską i Wielką Brytanią. ; Since the beginning of David Cameron's rule in the United Kingdom (2010) Eurosceptic sentiments have intensified, leading to a split in society, a referendum and, finally, Brexit. Germany was for the UK remaining in the EU, but after the referendum Germany announced the EU would negotiate hard to have its conditions met. Germany decided that Brexit provided favorable prospects for enhancing cooperation among the remaining 27 states. The most difficult negotiating items concern financial settlements between London and Brussels (ca. EUR 60 billion), the status of EU citizens employed and residing in the territory of the UK, and the North Ireland-Irish Republic border. The negotiations of a new trade agreement between the EU and the UK are also difficult.

The article argues that consequence of Brexit bring specifi c costs for both of the partners: EU as well as the United Kingdom. Nevertheless, the procedure of Brexit brings about also some positive aspects. The procedure itself points at the fact how European integration is important for the economy and development of each member state. The procedure helps to restructure the future Multiannual Financial Framework after 2020, it also shows that it is easier to negotiate conditions of trade being represented by the Commission than doing it individually in relations between two states. Separate problem is ascribed to deterrence of applying similar ideas in states, which had followed some of the Brexit visions and mobilized by them politically some of the citizens (Denmark, Finland, France, Greece, Germany, Hungary, Italy and Poland). All such conclusions can be drawn while discussing the process, which prolongs and it is impossible to guess how fi nally it will end for the UK as well for the EU as far as their mutual economic relations are concerned. It is still possible to withdraw from the article 50 of the treaty, it is possible to accept the negotiated conditions of the withdrawal treaty or to leave the EU without an agreement. Still all mentioned solutions are possible and can be applied. The choice of one of them is a big unknown. Lack of the Brexit agreement will cause big costs for both of the partners: the EU and the UK. ; Artykuł ma na celu dowieść, że skutki brexitu niosą określone koszty zarówno dla UE, jak i Wielkiej Brytanii. Sama procedura brexitu wskazuje znaczenie integracji europejskiej dla rozwoju każdego z państw UE, która wspomaga proces restrukturyzacji przyszłych Wieloletnich Ram Finansowych, wskazuje, że łatwiej jest negocjować warunki handlu, mając za reprezentanta Komisję, niż na zasadzie indywidualnej – państwo z państwem. Osobny problem wiąże się z działaniem na rzecz odstraszania od podobnych koncepcji państw, w których naśladownictwo "brexitu" stało się tematem mobilizującym politycznie (Dania, Finlandia, Francja, Grecja, Niemcy, Polska, Węgry, Włochy). Brexit się przeciąga, jednak trudno przewidzieć, jak się zakończy dla UE i Wielkiej Brytanii, jeśli chodzi o przyszłe wzajemne relacje. Nadal możliwe jest cofnięcie decyzji o uruchomieniu artykułu 50 traktatu, czy zaakceptowanie wynegocjowanej umowy lub wyjście bez umowy, co oznaczałoby bardzo duże koszty dla obu stron.

Research objective: The aim of the paper is to identify the economic, political, and social problems surrounding the issue of the British–EU border, taking as theoretical background the concepts and measures of International economics. The research problem and method: The research problem undertaken is the problem of borders within the context of disintegration. The research methods used were the analytical-descriptive method, comparative method, and case study. The process of argumentation: Currently, in the European Union we observe two parallel processes; on one hand the process of enlargement by accepting new members, on the other the process of its disintegration, which is exemplified in the United Kingdom exit. Although in the light of current political turmoil it cannot be ruled out that another EU member will leave the EU, e.g. Italy, long-term integration tendencies seem to be more permanent than disintegrative ones. Research results: With regard to the causes and causative forces of both these opposing processes, one may risk the assertion that while the underlying economic processes are based more on economic reasons, in the case of disintegration the political motives prevail. Both historical disintegration experiments as well as those concerning Brexit, which the political motives (referendum) decided unambiguously, lead to such conclusions. Conclusions, innovations, and recommendations: The border issue requires an interdisciplinary approach, which in the economic aspect is placed within the framework of international economics, particularly the theory of integration and trade policy. It also requires analysis in the light of regional policy, especially if cross-border economic cooperation is analyzed. ; CEL NAUKOWY: Celem artykułu jest identyfikacja ekonomicznych, politycznych oraz społecznych problemów związanych z granicą brytyjsko‑unijną, ze szczególnym uwzględnieniem granicy wewnątrzirlandzkiej. WNIOSKI, INNOWACJE, REKOMENDACJE: W międzynarodowych stosunkach gospodarczych granice międzypaństwowe odgrywają bardzo ważną rolę, ponieważ współokreślają instytucjonalne warunki internacjonalizacji gospodarek narodowych oraz funkcjonujących w nich przedsiębiorstw, a także determinują rozwój społeczeństw po obu stronach granicy.

Podstawą współpracy francusko-brytyjskiej jest podobna percepcja w kwestiach strategicznych. Oba państwa podobnie rozumieją wyzwania polityczne, gospodarcze, kulturalne i są ważnymi partnerami "skazanymi" na kooperację militarną. Brexit wywołał polityczny wstrząs wśród europejskich liderów, inicjując pragmatyczną refleksję nad przyszłością UE. W Paryżu decyzję o Brexicie określono jako z jednej strony bolesną (straty gospodarcze), z drugiej jako szansę na przekształcenie UE zgodnie z francuską wizją integracji (koniec brytyjskiego weta wobec przyspieszania integracji). Niewątpliwie Brexit wzmocni w UE oś Paryż–Berlin i przyspieszy ściślejszą współpracę gospodarczą i militarną. W praktyce jednak wyjście Wielkiej Brytanii z UE osłabi realny wymiar WPBiO i może stać się źródłem długoterminowego zróżnicowania "projektu europejskiego" w oparciu o różne prędkości integracji. ; Relations between France and Great Britain are formed by the eternal regional rivalry and aspirations to maximize international influence, but also the proximity and political – economic ties linked with those aspirations. The basis of Franco-British cooperation is similar perception of strategic issues. Both countries have the same understanding of the political, economic, cultural challenges and are important partners "doomed" on military cooperation. Brexit caused political shock among European leaders, initiating pragmatic reflection on the future of the EU . In Paris, the decision about Brexit was defined as painful the one hand (due to economic losses) and as an opportunity to transform the EU in line with the French vision of integration on the other (due to the end of the British veto towards acceleration of integration). Brexit undoubtedly will strengthen in the EU the Paris-Berlin axis will and accelerate closer economic and military cooperation. In practice, however, the output of Great Britain from the EU will weaken the real dimension of the CSDP and can become a source of long-term differentiation of the "European project" based on different speeds of integration.

Bezpieczeństwo europejskie w połowie drugiej dekady XXI wieku jest zagrożone m.in. przez coraz częstsze ataki terrorystyczne "samotnych wilków", wielkie migracje, działania zbrojne poniżej progu wojny na Ukrainie, nie w pełni rozwiązany kryzys finansowy i grecki. Będący niejako konsekwencją powyższych sytuacji kryzysowych Brexit także w wielu aspektach niesie zagrożenie dla bezpieczeństwa w Europie. W artykule przedstawiono przyczyny, przebieg i konsekwencje dla Polski: wędrówki ludów do Europy, sytuacji na Ukrainie oraz decyzji o wystąpieniu Wielkiej Brytanii z Unii Europejskiej. Wskazano narzędzia polityki międzynarodowej stosowane dla rozwiązania poszczególnych kryzysów. ; European security in the half of second decade XXI century is threatened by a.o. more and more frequent "lonely wolves" terroristic attacks, great migrations, situations of violence below the threshold of armed conflict on Ukraine, not full solved financial and Greek crises. Brexit, being the consequence of above mentioned crisis situations, carries the threat for the safety in Europe in many aspects too. The article presented causes, course and consequences for Poland migrations to Europe, situation on Ukraine and decision about the exit of Great Britain from European Union. There were showed tools of the international politics applied for the solution of individual crises.

Inicjatywy podjęte w ostatnim czasie w obszarze uwiarygodniania UE na arenie międzynarodowej, wskazują na determinację pozostałych państw członkowskich, by budować politykę obronną w oparciu o projekty, które przez lata nie miały szansy na urzeczywistnienie, właśnie z powodu sprzeciwu Londynu. ; The countries of the European Union, after the announcement by the UK of its decision to leave the Community, must redefine their approach to defence policy special in frame of Common Security and Defence Policy. Recent initiatives in the area of making the EU credible on the international stage show the determination of other Member States to build their defence policies on the basis of projects that for years have had no chance of becoming a reality, precisely because of the opposition of London.

Brexit is one of the most important events that dominated the media discourse in 2017. The decision of the residents of the United Kingdom to leave the EU structures will certainly have not only serious economic consequences, but also political, social and cultural ones, both for the United Kingdom itself and for residents of countries that will stay in the European Union. While analysing the results of the referendum, which took place on 23rd June 2016, it can be seen that the majority of voters in England and Wales voted in favour of leaving the European Union, while those in Scotland and Northern Ireland supported the United Kingdom remaining in the EU structures. The aim of the article is to explain why the majority of voters in Wales were in favour of the United Kingdom exit from the European Union and to indicate potential benefits or losses resulting from the decision taken.
