The literature has pointed out the negative aspects of political dynasties. But can political dynasties help prevent autocratic reversals? We argue that political dynasties differ according to their ideological origin and that those whose founder was a defender of democratic ideals, for simplicity labelled "pro-democratic dynasties", show stronger support for democracy. We analyze the vote by the French parliament on July 10, 1940 of an enabling act that granted full power to Marshall Philippe Pétain, thereby ending the Third French Republic and aligning France with Nazi Germany. Using data collected from the biographies of parliamentarians and information on their voting behavior, we find that members of a pro-democratic dynasty were 9.6 to 15.1 percentage points more likely to oppose the act than other parliamentarians. This paper aims to investigate the concept, context and socio-economic consequences of fiscal competition in the integrated economic space of EMU in completion, to pinpoint the positive and negative factors at work via a case study of the Benelux countries – both founder members of the EU and pioneers of EMU – and to examine the impact on European and international regulations in the field. In particular, it will endeavour to provide a comprehensive interpretation of fiscal policy in the Benelux countries via a comparative approach and from a historical perspective. It will look at the development of respective domestic fiscal policies, driven by national interests and by membership of a Community that is subject to requirements in terms of harmonisation and taxation, but also by constant contact (and frequent clashes) with the multilateral international environment.
Classical works on authoritarian politics mostly considered political institutions under nondemocratic regimes as mere window dressing. Yet, contemporary works dispute that idea and argue that political institutions are used to facilitate survival in power. This dissertation explored how political institutions are manipulated by the political class and the potential factors why this has contributed to political instability and lack of survival in power in Guinea-Bissau from 1994-2019, differently from what we observe in other non-democratic societies. To achieve this goal, qualitative methods and thematic analysis were carried out with three major themes emerging. First, the manipulation of institutions for survival; second, the use of institutions for co-optation and the challenges of power-sharing; third, credible threat in relation to minimization of loss. Findings of this work show the following; first, institutions in Guinea-Bissau; the legislature and political parties are the root causes of instability rather than survival. Second, leaders do co-opt potential opponents but they do not redistribute rent and power sufficiently to ensure that co-optation eliminates the risk of coups. Third, political parties are important but with weak structures, very vertical and unable to distribute rent and to anticipate threats. Fourth, political parties pose credible threats to each other due to their use of military force but access to government and parliamentary or party positions are not a guarantee that opponents will not try to oppressively remove leaders from power. Therefore, the risk of manipulating institutions for survival comes with threats, and these threats have been the driven force for instability since 1994. ; A maioria dos clássicos sobre política autoritária considerava as instituições políticas em regimes não-democráticos como mera fachada. No entanto, as obras contemporâneas tendem a disputar essa ideia e argumentam que as instituições políticas são usadas para facilitar a sobrevivência no poder. Esta dissertação explora a forma como as instituições políticas são manipuladas pela classe política e os possíveis fatores que fazem com que as instituições contribuam para a instabilidade política e a falta de sobrevivência no poder na Guiné-Bissau entre 1994-2019 contrariamente ao que se sucede na maioria dos regimes não democráticos. A fim de alcançar este objetivo, foram utilizados métodos qualitativos e uma análise de três grandes temas. Primeiro, a manipulação de instituições para a sobrevivência; segundo, a utilização de instituições para a cooptação e os desafios da partilha de poder; terceiro, a ameaça credível em relação à minimização da perda. Os resultados deste trabalho mostram o seguinte: primeiro, as instituições na Guiné-Bissau, o parlamento e os partidos políticos são as causas profundas da instabilidade e não da sobrevivência; segundo, os líderes cooptam potenciais opositores mas não redistribuem suficientemente a renda e o poder para assegurar que a cooptação elimina o risco de golpes de Estado; terceiro, os partidos políticos são importantes mas têm estruturas fracas, muito verticais e incapazes de distribuir a renda e de antecipar ameaças; quarto, os partidos políticos representam ameaças credíveis entre si devido ao uso da força militar mas o acesso ao governo e as posições parlamentares ou partidárias não são garantia de que os opositores não tentem remover opressivamente os líderes do poder. Por conseguinte, o risco de manipulação das instituições para sobreviver no poder vem com ameaças, e estas ameaças têm sido a força motriz da instabilidade desde 1994.
In Canada today the children's book publishing scene is quite different from what it used to be in the 1970s and 1980s. Even if most publishers are small and rely heavily on federal grants the sheer range of publishing houses featuring the multicultural composition of the country and catering for children and young adults is vast. The pendulum covers houses such as Annick Press, Fifth house, Second Story, or Theytus Books. The situation forty years ago though was radically different. In those days one of the ground-breaking houses was Groundwood Books. In this article we intend to look into the origins of the project, the wider political, social and cultural context, and three works by minority voices which clearly marked the publishing house's profile and aspirations (Paul Yee's Tales from Gold Mountain, Thomas King's controversial A Coyote Columbus Story and Shirley Sterling's My Name is Seepeetza). ; En la actualidad la publicación de libros para niños en Canadá es bastante distinta de la que imperaba en los años 70 y 80. Si bien todavía de tamaño pequeño y dependientes de subsidios federales, el número de casas editoriales que publican literatura para niños y jóvenes centrada en temáticas multiculturales ha experimentado un crecimiento notable. El rango es amplio e incluye nombres tales como Annick Press, Fifth house, Second Story, y Theytus Books. La situación hace cuarenta años era, sin embargo, radicalmente diferente. En aquellos días una de las casas innovadoras era Groundwood Books. En este artículo pretendemos analizar los orígenes del proyecto editorial, el contexto político, social y cultural del país, y tres obras de voces minoritarias que claramente marcaron el perfil y las aspiraciones de la editorial (Tales from Gold Mountain, de Paul Yee, A Coyote Columbus Story, de Thomas King y My Name is Seepeetza, de Shirley Sterling). A common approach used to mitigate riverbank erosion and maintain watercourse alignments has been through the application of riprap or larger, more stable particles to channel boundaries along reaches of interest. However, very often, these large particles become dislodged from their intended locations (failed erosion measures), becoming part of the bed material composition. In natural systems, large immobile sediments or boulders can also be found, which are often sourced from glacial erratics or colluvial inputs with different spacing and arrangements among them. In lower gradient gravel-bed channels, the impacts that large clasts may impart on river morphologies are uncertain and are studied in this paper. This paper utilizes laboratory experiments to evaluate the effects that varying spacing of large immobile particles in a gravel-bed channel have on sediment transport and bed morphology. The laboratory experiments consist of a series of test cases with a varying spacing of large immobile particles and one base case with no large immobile particles present. In each case, the flume bed was composed of a poorly sorted gravel mixture with a bimodal distribution of sand and gravel meant to be representative of a natural gravel-bed channel. The results of the test cases demonstrated that at a low spacing of large immobile particles, the transported material and the bed material both became coarser. At a medium spacing of large immobile particles, the bed material size and erosion reached a maximum, and the coarser bed material was transported at approximately the same rate as the finer material. Doutoramento em Economia ; By focusing on the relationship between financial stability and monetary policy for the cases of Chile, Colombia, Japan, Portugal and the UK, this thesis aims to add to the existing literature on the fundamental issue of the relationship between financial stability and monetary policy, a traditional topic that gained importance in the aftermath of the GFC as Central Banks lowered policy rates in an effort to rescue their economies. As the zero-lower bound loomed and the reach of traditional monetary policy narrowed, policy makers realised that alternative frameworks were needed and hence, macroprudential policy measures aimed at targeting the financial system as a whole were introduced. The second chapter looks at the relationship between monetary policy and financial stability, which has gained importance in recent years as Central Bank policy rates neared the zero-lower bound. We use an SVAR model to study the impact of monetary policy shocks on three proxies for financial stability as well as a proxy for economic growth. Monetary policy is represented by policy rates for the EMEs and shadow rates for the AEs in our chapter. Our main results show that monetary policy may be used to correct asset mispricing, to control fluctuations in the real business cycle and also to tame credit cycles in the majority of cases. Our results also show that for the majority of cases, in line with theory, local currencies appreciate following a positive monetary policy shock. Monetary policy intervention may indeed be successful in contributing to or achieving financial stability. However, the results show that monetary policy may not have the ability to maintain or re-establish financial stability in all cases. Alternative policy choices such as macroprudential policy tool frameworks which are aimed at targeting the financial system as a whole may be implemented as a means of fortifying the economy. The third chapter looks at the institutional setting of the countries in question, the independence of the Central Bank, the political environment and the impact of these factors on financial Abstract stability. I substantiate the literature review discussion with a brief empirical analysis of the effect of Central Bank Independence on credit growth using an existing database created by Romelli (2018). The empirical results show that there is a positive relationship between credit growth and the level of Central Bank Independence (CBI) due to the positive and statistically significant coefficient on the interaction term between growth in domestic credit to the private sector and the level of CBI. When considering domestic credit by deposit money banks and other financial institutions, the interaction term is positive and statistically significant for the case of the UK for the third regression equation. A number of robustness checks show that the coefficient is positive and statistically significant for a number of cases when implementing a variety of estimation methods. Fluctuations in credit growth are larger for higher levels of CBI and hence, in periods of financial instability or ultimately financial crises, CBI would be reined back in an effort to re-establish financial stability. Based on the empirical results, and in an effort to slow down surging credit supply and to maintain financial stability, policy makers and governmental authorities should attempt to decrease the level of CBI when the economy shows signs of overheating and credit supply continues to increase. The fourth chapter looks at the interaction between macroprudential policy and financial stability. The unexpected interconnectedness of the global economy and the economic blight that occurred as a result of this, recapitulated the need to implement an alternative policy framework aimed at targeting the financial system as a whole and hence, targeting the maintenance of financial stability. In this chapter, an index of domestic macroprudential policy tools is constructed and the effectiveness of these tools in controlling credit growth, managing GDP growth and stabilising inflation growth is studied using a dynamic panel data model for the period between 2000 and 2017. The empirical analysis includes two panels namely an EU panel of 27 countries and a Latin American panel of 7 countries, the chapter also looks at a case study of Japan, Portugal and the UK. Our main results find that a tighter macroprudential policy tool stance leads to a decrease in both credit growth and GDP growth while, a tighter macroprudential policy tool stance results in higher inflation in the majority of cases. Further, we find that capital openness plays a more important role in the case of Latin America, this may be due to the region's dependence on foreign capital flows and exchange rate movements. Lastly, we find that, in times of higher perceived market volatility, GDP growth tends to be higher and inflation growth tends to be lower in the EU. In the other cases, higher levels of perceived market volatility result in higher inflation, higher credit growth and lower GDP Abstract growth. This is in line with expectations as an increase in perceived market volatility is met with an increased flow of assets into safer markets such as the EU. This thesis establishes a relationship between financial stability and monetary policy by studying the response of Chile, Colombia, Japan, Portugal and the UK in the aftermath of the GFC as Central Banks lowered policy rates in an effort to rescue their economies. In short, the results of the work conducted in this thesis may be summarised as follows. Our results show that monetary policy contributes to the achievement of financial stability. Still, monetary policy alone is not sufficient and should be reinforced by less traditional policy choices such as macroprudential policy tools. Secondly, we find that the level of CBI should be reined in in times of surging credit supply in an effort to maintain financial stability. Finally, we conclude that macroprudential policy tools play an important role in the achievement of financial stability. Endocrine disrupting chemicals (EDCs) are ubiquitous in the environment and involve diverse chemical-receptor interactions that can perturb hormone signaling. The Organization for Economic Co-operation and Development has validated several EDC-receptor bioassays to detect endocrine active chemicals and has established guidelines for regulatory testing of EDCs. Focus on testing over the past decade has been initially directed to EATS modalities (estrogen, androgen, thyroid, and steroidogenesis) and validated tests for chemicals that exert effects through non-EATS modalities are less established. Due to recognition that EDCs are vast in their mechanisms of action, novel bioassays are needed to capture the full scope of activity. Here, we highlight the need for validated assays that detect non-EATS modalities and discuss major international efforts underway to develop such tools for regulatory purposes, focusing on non-EATS modalities of high concern (i.e., retinoic acid, aryl hydrocarbon receptor, peroxisome proliferator-activated receptor, and glucocorticoid signaling). Two case studies are presented with strong evidence amongst animals and human studies for non-EATS disruption and associations with wildlife and human disease. This includes metabolic syndrome and insulin signaling (case study 1) and chemicals that impact the cardiovascular system (case study 2). This is relevant as obesity and cardiovascular disease represent two of the most significant health-related crises of our time. Lastly, emerging topics related to EDCs are discussed, including recognition of crosstalk between the EATS and non-EATS axis, complex mixtures containing a variety of EDCs, adverse outcome pathways for chemicals acting through non-EATS mechanisms, and novel models for testing chemicals. Recommendations and considerations for evaluating non-EATS modalities are proposed. The paper describes the permeation of the Croatian language with adjacent languages that were frequently used as languages of political domination or great prestige. The author speaks about the language power of the Croatian South and the Croatian North. In Europe, more precisely in West and Central Europe, there is hardly any other nation on whose territory so many languages were spoken as it is the case with Croatia, especially in its South. However, this fact did not prevent the Croats to become one united nation in the 19th century. The only language with which Croatian was in actual conflict was Hungarian
The main aim of the paper is to characterize the proposed model of risk management system. Threats identification and risk assessment of the systemic character result in taking action directed on risk elimination, minimization or financing. Concept of the risk management system includes the following anti-risk activities concerning: knowledge, operating, experience and improvement. Those risk actions guarantee effective manner of risk management, which is of particular meaning due to the difficult situation of the European Union's steel industry facing geopolitical, economic and environmental challenges. The model in question can be treated as a guidelines for proceeding in case of prevention and response to the potential, both strategic and operational, metallurgical risk.
Abstract How do individuals react to statements that condone acts of corruption and violence? This article contributes to the understanding of how people respond to discourses related to antisocial practices by examining how (1) information about the person who made the statement, and (2) the use of additional information as justification for the antisocial statement affect individuals' agreement with this type of discourse. Relying on moral disengagement theory, we present an experimental study conducted with 487 high school students that assesses the level of agreement with statements made by Brazilian politicians that illustrate different mechanisms of moral disengagement. While overall results indicate low levels of agreement with these statements, comparisons across experimental groups suggest that providing case-based arguments as justification increases agreement with statements in favor of violence but reduces agreement with statements that condone acts of corruption.
