Résumé Les données de cadrage statistiques portent en France sur l'offre de soins en psychiatrie et sur les caractéristiques connues des personnes ayant recours aux soins (et notamment la prévalence des principaux troubles mentaux) en population générale ou dans des populations plus ciblées (détenus, enfants). Après avoir fait la synthèse des principaux apports récents des statistiques en psychiatrie, sont présentées les principales sources de données. Les limites de ces travaux sont cependant soulignées. Des besoins de connaissance, qui semblent aujourd'hui particulièrement à développer, sont par ailleurs identifiés : le système d'information statistique en psychiatrie et plus généralement en santé mentale aura dans l'avenir à développer des axes de travail sur des thèmes comme l'évaluation médico-économique de la prévention et des soins, la qualité de vie des malades et de leurs aidants, les problèmes psychiques de certaines populations et leurs comportements d'accès aux soins, les comparaisons. La coordination, le partage et les analyses conjointes entre équipes doivent être renforcés pour optimiser l'exploitation des données disponibles.

Dans un contexte de profond renouvellement du système de recherche et d'enseignement supérieur, les opérateurs pertinent du domaine des sciences humaines et sociales, ensemble disciplinaire que l'on dit souvent insuffisamment organisé tant la tradition du travail individuel y est ancrée, ont en particulier à réfléchir sur les questions de structuration des SHS. On peut observer cette structuration et ses effets à divers niveaux : les personnes, les projets, les équipes, les institutions, et les réseaux. Pour ce faire, l'Alliance Athéna a mis en place un groupe « structuration des sciences de l'homme et de la société (SHS) », qui devait plus particulièrement travailler sur les questions suivantes : a) Mécanismes institutionnels de la concertation entre les acteurs pertinents pour la structuration de la recherche en SHS, b) Interfaces de la recherche SHS (SDV Sciences de la vie, Maths/STIC technologie de l'information et de la communication, Sciences de la terre.), c) Emploi scientifique SHS (gestion de l'emploi et des carrières par les opérateurs concernés) ; d) Politique des réseaux de recherche (en France, à l'échelle européenne, à l'échelle internationale), e) Rôle des MSH sur les sites (rapports avec la gouvernance de chaque site), à l'échelle nationale et internationale. Au fil de l'examen des différents thèmes, le groupe Structuration de l'alliance Athéna s'est emparé de la question d'équilibre entre une polarisation inéluctable du système de recherche et d'enseignement supérieur et le principe de développement partagé dont les universités implantées sur l'ensemble du territoire sont porteuses. The objective of the working paper is to establish a relationship between the Basque nationalist ideology in its two principal manifestations (the nonterrorist approach of the PNV and the terrorist movement of ETA) and the influence that it exerts on the general political activity of Spain's democracy as well as on the daytoday lives of the people in the country. The main reason for the role played by this phenomenon is not the weight of the nationalist ideology itself (which Spain's population sees as antiquated), but rather the "pro domo sua" use which nonterrorist nationalism makes of the acts of violence and the threats against democracy by the terrorists. Following an analysis of the main characteristics defining the Basque nationalist ideology, the conclusion is that the PNV consists of a bourgeois machinery designed at the end of the 19th century in order to attain and hold power with a scarcely democratic ideological base, which uses the support of the terrorist movement (even though it may not share all of its objectives, which ETA defines ambiguously as independence and socialism) but rather because the terrorist activity facilitates the line of argumentation that the terrible violence inflicted upon the Basque people can only be resolved by means of political concessions which should lead to independence under the guidance of the PNV. This is nothing more than a fallacy, ignoring the fact that Basque society is not a homogeneous society, but rather is terribly divided into two halves, to which a democratic decisionmaking mechanism of a simple majority cannot be applied, as the situation calls for a consociationbased democracy. Even a number of outstanding nonterrorist nationalists believe that it is neither possible nor acceptable to carry out a reform of the Statute that would involve the supplanting of the political subject constituted on the basis of a covenant by another political subject constituted simply by the decision of a relative majority.

Israel nace en guerra por su independencia en 1948 y, desde entonces, se ha visto sometido a diversos tipos de amenazas, desde las guerras totales o convencionales a los conflictos de baja intensidad o asimétricos que presiden el actual entorno estratégico de Israel. En tan sólo seis décadas, Israel ha desarrollado su pensamiento doctrinal, su cultura estratégica y su respuesta operativa enfrentándose a siete guerras convencionales y a diversos conflictos irregulares. Analizar cómo Israel ha gestionado este tipo de conflictos y cómo ha conformado una respuesta operativa es relevante puesto que es el mejor ejemplo para entender qué tipo de dilemas (aunque diferentes) se encuentran actualmente las democracias occidentales que han de enfrentarse a este tipo de escenario no convencional4. La diferencia entre Israel y el resto de los Estados democráticos es que Israel percibe que se enfrenta a una amenaza existencial. Esta percepción se debe a una historia y experiencia únicas, a unas características geoestratégicas y a una forma de percibir el entorno que han propiciado el desarrollo de una respuesta comúnmente calificada como de "desproporcionada"5. Esta respuesta forma parte de la cultura estratégica israelí. Los idealistas del sionismo que dieron forma ideológica y material al sueño sionista se encontraron en Palestina con una realidad compleja. El entorno que tuvieron que enfrentar hizo necesario la creación de unas herramientas militares y de una filosofía militar que, con el tiempo, dio origen a la actual doctrina de defensa del Estado de Israel. Esta doctrina de defensa fue esencial para asegurar la supervivencia de un Estado cuyo nacimiento quedó vinculado a dos acontecimientos traumáticos: el Holocausto y la Guerra de Independencia de 1948. The expectations raised in the mid-1980s on the potential of genetic engineering for in situ remediation of environmental pollution have not been entirely fulfilled. Yet, we have learned a good deal about the expression of catabolic pathways by bacteria in their natural habitats, and how environmental conditions dictate the expression of desired catalytic activities. The many different choices between nutrients and responses to stresses form a network of transcriptional switches which, given the redundance and robustness of the regulatory circuits involved, can be neither unraveled through standard genetic analysis nor artificially programmed in a simple manner. Available data suggest that population dynamics and physiological control of catabolic gene expression prevail over any artificial attempt to engineer an optimal performance of the wanted catalytic activities.
